1ST MEETING CONSAL EXECUTIVE BOARD XVIII,

PHNOM PENH, CAMBODIA

The 1st Meeting CONSAL EB XVIII was held on 21 June 2019 at Sunway Hotel. Phnom Penh, Cambodia and attended by Presidents of national library associations and Director General of National Libraries- delegates from all ASEAN member states. It was hosted by the Cambodia Library Association and the National Library of Cambodia. BLA was represented by Dy Nooralizah Hj Mohamad, BLA Secretary. Mr Hok Sothik, President of Cambodia Library Association welcomed delegates to the meeting followed by an Opening speech by a representative of the Ministry of Culture and Fine Arts. Closing Remarks was delivered by Ms Khlot Vibolla, Director National Library of Cambodia. Among items discussed were preparations for the upcoming CONSAL XVIII Conference in 2021 and proposed amendments of the CONSAL Constitution. A cultural programme on 22 June 2019 included visits to the National Library, Hun Sen Library of the Royal University of Phnom Penh, Royal Palace and National Museum. A welcome dinner was hosted by the Ministry of Culture and Fine Arts.

For this meeting BLA produced the CONSAL Library Association Directory 2019 listing the names of the Executive Board members of the respective Library Association of each country.

6th RECIPROCAL BORROWING SCHEME MEETING by Abdul Muiz bin Ahmad Hussin, Politeknik Brunei Library

The 6th Reciprocal Borrowing Scheme meeting between the Higher Institutions Head of library was

held on Tues 28 May 2019 at the Reference room of Kolej Perguruan Ugama Seri Begawan,.

Presents during the meeting as a chairwoman was Dayang Hajah Razidah binti Haji Jamaluddin the

chief librarian of KUPUSB. Each higher institutions; UNISSA UBD, UTB, PB, KUPU SB, IBTE ATC,

IBTE SBC, IBTE NRC, IBTE BC were represented by Head of library. Meeting was conducted to

update on RBS service, especially issues that need to be settled to ensure RBS service runs

smoothly. Under RBS committee any amendments on policy, rules and regulations on RBS must

undergo consultation among the members; decision making is collectively made after discussion.

Strategy on how to promote RBS service was one of the issues discussed during the meeting.

INTELLECTUAL PROPERTY DIALOGUE

Brunei Intellectual Property Office (BruIPO), in the IP Dialogue remarked that the first registered trademark made in Brunei Darussalam was on 27 May 1965, for prawn crackers from Ang Kim Leng, while the first local registered patent was for the production of a window shade under Undra Enterprise. The dialogue session was organised by Hewlett-Packard (HP) Singapore through local subsidiary Sulaiman Development Services Sdn Bhd in collaboration with the BruIPO and the Royal Brunei Police Force (RBPF) was held on 15 May 2019 at The Empire Hotel & Country Club, in conjunction with World Intellectual Property Day to boost awareness among relevant stakeholders, particularly enforcement agencies and purchasing officers at government ministries and departments, on how to

identify counterfeits from original goods, and the legal implications of IP rights infringement.

NUMBER OF INTERNATIONAL TOURIST ARRIVALS

The country's tourism sector for 2018, records another milestone in international tourist arrivals through the Brunei International Airport with the highest number of arrivals ever recorded. In its media release, the Tourism Development Department, Ministry of Primary Resources and Tourism, stated international tourist arrivals has grown by 7.4 per cent year-on-year. In 2017, more than 250 thousand tourists were recorded to have arrived in the country and increased to over 270 thousand in 2018. This achievement has surpassed the initial projection for 2018. The number of tourist arrivals shows a positive trend from 2015 and continues to increase towards the development of tourism in Brunei Darussalam. The growth of 7.4 per cent was mainly due to the consistent impact of high travel demand from the four main markets since 2017 with the Far East Market contributing the highest growth at 17.8 percent, followed by the Australia and New Zealand market at 10.9 percent, Long Haul market at 2.9 percent and ASEAN market at 2.4 per cent. The introduction and enhancement of several tourism products with continual support from travel agents in promoting Brunei Darussalam as the preferred tourist destination and Royal Brunei Airlines (RB) in improving air connectivity with the introduction of new scheduled flights and services, have also contributed to tourism growth. International sports events such as the Richard Mille Brunei Championship, Korea Ladies Professional Golf Association's (KLPGA) tournament; Hassanal Bolkiah Trophy (HBT) 2018 for ASEAN Youth Football Tournament, Brunei Darussalam Regatta, Royal Brunei Enduro 2018; the BIMPNT-EAGA Friendship Games and a number of international events under the Brunei December Festival 2018 campaign, are among the contributors to the increase in number of tourists for 2018.Source BruDirect

WORKSHOP ON REFERENCING TOOLS

A workshop on Referencing Tools attended by all UTB Librarians was facilitated by Dr Norihan Abu Hassan. It was held on 23 March 2019 at the Presentation Corner, level 1 UTB Library. @ University of Technology Brunei

The Workshop covered the use of EndNote as a citation tool & understanding the different referencing style and gave the librarians an opportunity to practice through a hand-on practical to better understand, as well as creating referencing in manual form.

BRUNEI POPULATION GROWS BY 3PC

The mid-year population estimate of Brunei Darussalam for 2018 was 442,400 persons

compared to 429,500 persons in 2017. This represented a growth rate of three per cent,

according to the Department of Economic Planning and Development (JPKE).

The population was made up of 233,400 males (52.8 per cent) and 209,000 females (47.2

per cent). The sex ratio was 112 males for every 100 females.

The compilation for the estimates is based on the final data of the Population and Housing

Census Update (KBPP) 2016 and incorporating the major components of population change,

that is births and deaths for natural increase, and net migration.

Out of the overall total population in 2018, Brunei citizens accounted for the largest share of

74 per cent (327,400 persons), while the shares of the permanent residents and temporary

residents were 7.5 per cent (33,200 persons) and 18.5 per cent (81,800 persons)

respectively.

The Brunei-Muara District was the most populated district with 69.4 per cent (307,000

persons) of the total population. This was followed by the Belait District (16.5 per cent or

73,200 persons), the Tutong District (11.6 per cent or 51,300 persons), and the Temburong

District (2.5 per cent or 10,900 persons).

From the age distribution aspect, about 20.7 per cent (91,600 persons) of the population

were below 15 years of age, 74.7 per cent (330,600 persons) were in the working age group

of 15-64 years and 4.6 per cent (20,200 persons) were aged 65 years and over. The median

age in 2018 was 30.4 years compared to 30.3 years in 2017.

The Malays with 65.7 per cent (290,700 persons) of the total population formed the largest

community in the country. The racial groups of Chinese and others comprised 10.3 per cent

(45,600 persons) and 24 per cent (106,100 persons) of the population.

DST Sendirian Berhad handed over 129 thousand 63 dollars, while the remaining of 8 thousand 963 dollars were collected through Progresif Cellular Sendirian Berhad. The SMS Brunei Prihatin is an annual project under the collaboration of the Community Development Department, Radio Television Brunei, DST Sendirian Berhad and Progresif Cellular Sendirian Berhad.

12-14 May 2019 Launching of the Cooperation of Multimodal Transportation Alliance as part of the Belt and Road Initiative (BRI) as well as the New International Land-Sea Trade Corridor Forum, at the Mandarin Orchard Hotel Singapore. The alliance acts as a platform for business and investment cooperation, where the Brunei Freight Forwarders Association as a member of the ASEAN Freight Forwarders Association or AFFA can establish contacts and explore business opportunities, as well as utilise relevant schemes provided by China’s government, in the Guangxi Zhuang Autonomous Region and Nanning City Government. Guangxi, as the main gateway of the Belt and Road Initiative and the New Land-Sea Corridor in the western China connecting the ASEAN member countries, promotes regional economy development with a multimodal transportation system.

16 May 2019 15 participants took part in the Quran Reading with Taranum Competition for senior citizens in the four districts jointly organised by Tutong Senior Citizens Activity Centre and the Community Development Department, JAPEM. It was held in conjunction with the 35th National Day celebration. Awang Emran bin Nassir from Lambak Kanan Senior Citizens Activity Centre won the men's category. Hajah Dayang binti Jais from Tutong Senior Citizens Activity Centre won the women's category.

17 May 2019 His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan Negara Brunei Darussalam launched the opening of new Ar-Rahim Mosque in Kampung Bukit Panggal, Tutong District built on a 5 acre site can accommodate 800 to one thousand male and female congregants. Apart from the main prayer halls for men and women, other facilities include lecture hall, library and info-technology room, administrative office, guest room, Imam's and Bilal's Office, ablution area for special needs men and women as well as funeral management room. With its completion, the mosque brings the total number of mosques in the country to 118, including surau and religious halls.

18 May 2019 A total of 322 projects by final year students of Universiti Technology Brunei were displayed at the UTB Project Showcase 2019. The one day event was to create a platform for the students and academic staff to disseminate their research findings, exchange ideas with the stakeholders, and strengthen the future research activities and collaboration with industries.

20 May 2019 The Royal Brunei Navy, welcomed the return of KDB Daruttaqwa ship from a 39-day activities and training deployment. KDB Daruttaqwa began its cruise to Qingdao, People's Republic of China, then to Busan, the Republic of Korea and Changi, Republic of Singapore. The deployment programme involving 79 ship officers and personnel was led by Commander Haji Edy Jofren bin Pehin Datu Penglima (Retired) Colonel Dato Paduka Hj Abdul Jalil, the KDB Daruttaqwa Commanding Officer

20 May 2019 The Public Works Department (JKR) under the Ministry of Development (MoD) held a contract-signing for three separate projects that cost more than BND15 million. The first project is a coastal erosion control project along the Kampong Danau beach in Tutong District, which comes with a contract price tag of BND5,686,328, went to Ocean Quarry and Construction Sdn Bhd and expected to take up to 72 months for the construction of beach nourishment and sand reclamation work. The second project is the repair work for the road leading to Serasa Beach, which comes with the cost of BND6,700,600.50, was awarded to Salishah and Sons (B) Sdn Bhd. The third and final project with the contract price of BND3,223,00 for a 30-month period, was awarded to Syarikat Haji Sanip bin Taramdan & Anak-Anak Sdn Bhd.The scope of work includes the supply and delivery of calcium carbonate to the water treatment plants in Bukit Barun and Layong, as well as the chemical store for the Water Services Department in Sinarubai. The project also includes the provision of facilities for the storage of chemicals in 1,000 metric tonnes, along with the trans-shipment of 30,000 metric tonnes to the Layong and Barun water treatment plants, for the continuous production of clean and quality water in accordance with World Health Organization (WHO) standards.

20-21 May 2019 The National Level Al-Quran Memorisation and Understanding Competition for MABIMS (Religious Councils of Brunei, Indonesia, Malaysia and Singapore) member countries for 1440 Hijrah at the International Convention Centre with recitation by four participants for the second Category of Memorisation of 30 Juzuks of Al-Quran and Understanding of Juzuk 23. The four participants were Muhammad Nurdarwis bin Anuar from the Republic of Singapore, Shohibul Huda Amri from the Republic of Indonesia, Raudah binti Abdul Razak from Malaysia and Dayangku Nurol Hafizah binti Pengiran Haji Tejudin from Brunei Darussalam. The competition takes place once every two years and this edition marks the sixth time it has been held. This year, eight participants – four male and four female – from MABIMS member countries registered. There are two categories namely the Category of Memorisation of 10 Juzuks of Al-Quran and Understanding of Juzuk 9 as well as the Category of Memorisation of 30 Juzuks of Al-Quran and Understanding of Juzuk 23.

21 May 2019 His Royal Highness Prince ‘Abdul Malik graced the nationwide Tedarus at Jame Asr Hassanil Bolkiah organized by the Ministry of Culture, Youth and Sports, Ministry of Home Affairs, Ministry of Education and Ministry of Religious Affairs which hosted separate Tedarus Al-Quran ceremonies for youth at the Jame’ ‘Asr Hassanil Bolkiah and the Omar ‘Ali Saifuddien Mosque The male gathering at Jame Asr Hassanil Bolkiah began with a recitation of Surah Al-Fatihah led by Abdull Mu’in bin Haji Abdul Hamid, the male winner of the 1440 Hijrah/2019 National Al-Quran Reading Competition for Youth and Tedarus Al-Quran led by Institut Tahfiz Al-Quran Sultan Haji Hassanal Bolkiah (ITQSHHB) student Ridhwan Azawani bin Haji Zainul Arifin. Tedarus Al-Quran led by ITQSHHB student Ainaa Zahirah binti Haji Abdul Manap, and Takhtim by a Dikir group from the Religious Teachers University College of Seri Begawan (KUPU SB). More than 3,000 youth from government and private organisations, youth associations, former youth programme participants, students, and private individuals attended the ceremonies.

10 Jun 2019 The Mualaf or New Converts Development Section through the Muallaf Capacity Building Unit, Islamic Da'wah Centre in collaboration with Bank Islam Brunei Darussalam Berhad, BIBD has taken the initiative to assist new converts entrepreneurs to enhance the country's economy through Cube Al Qudwah. The Cube Al Qudwah vendor space contributed by BIBD aim to provide an entrepreneurial opportunity to the new converts to make sales and at the same time promote their respective food products. The new convert entrepreneurs are using the Al Barakah Incubator to produce food products and sell it through Cube Al Qudwah. Cube Al Qudwah at Darul Huda Building, Islamic Da'wah Centre, Kampung Pulaie.
