Thc paradox of holdingpositions in the civil scrvice,cspeciallya senior role,not only gives ofticers agreat deal of power but also.puts them in a position ofultimately being accountableto politicians - local orhigher up the ladder.

This undesirablecircumstance is cvidentespecially at the local level-,pe it district councils ormunicipalities.

Following the desiresof political masters is oncof the many dilemmas ofcivil servants today. Civilservants are supposed towork on the principle ofneutral competence andprovide services directly tothe public. This means theyshould be apolitical when

implementing the policiesof the,govemment of theday, and their decisionsmade based on merit andtechnical criteria. Buthowindependent are they incarrying out their tasks?

Asseen through variousreports in this newspaper onland grabs, the developmentofbuffcr zones andcontinuous operation ofillegal outlets, be it gamblingdens or funeral parlours,among others, many civilservants are at the behest ofpowerful politicians - or arethemselves, LittIeNapoleons.

So much so that adheringto the princlple of neutralcompetence and acting. on technical criteria cansometimes be a challenge,more so at the local level.

Civil servants sometimesfmd themselves in situationsof having to implement.dubious and technicallyincorrect decisions due to -instructions from "higherups" - often translating topoliticians.

It is a known fact thatmonthly Pemudah (Special

Task Force to FacilitateBusiness) deliberations oftensee members expressingconce;rn on the rise ofpolitical power and thedeclining authority andinfluence of tile civil service,especially at the district level.

Here you will find risingincidence of civil servantsbeing made to carry outunoftic\al or undocumenredinstructions by politicians. Itis indeed a worrying trend.Can civil servants ignoresuch instruction withoutjeopardising their careers?

Often ignoring theins.tructions would incurthe wrath of the p(jlilicalmaster. But implementing"politically-instructtd"decisions also make themopen to accusationI' oJacting without authorityor committing fraud. Itis not difticult to imag\fiesuch situations in decisionsrelating to the award ofcontracts at district levelswith 'district-level politicianscalling the shots.

Peoplewith griev-ances onthe servicequality of the

govemment I'should take Ithem up with .Pemudahor the Chief

.Secretary tothe Govern-ment, TanSri MohdSidell.Hassanhimself. It isa gargantuan

problem and perhaps offer asolution. One can be assuredthat the problem will beattended to in a matter of .days - even hours.

When a joumalist onceapproached Mohd Sidell.with a huge stack of papersand correspondence, he heldup his hand, and pointingto his PDA (personal digitalassistant), he said: "It's notthat I don't want to attendto your problem. It's betterfor me to know the problemwhen it is stored inside hereand I take it wherever I go.Just e-mail me."
