1.0 PENDAHULUAN
Garispanduan semasa tidak membenarkan mana-mana pengusaha menjalankan
operasi perdagangan di dalam unit kediaman. Skim kediaman-pejabat memberi
fleksibiliti kepada pengusaha berskala kecil untuk mengusahakan operasi
perniagaan (pejabat) mereka di dalam rumah pada kawasan-kawasan
perumahan yang telah ditentukan. Skim ini membantu mengurangkan kos
operasi perniagaan dan membolehkan perniagaan baru dapat bermula Sebagai
contoh golongan profesional atatupun firma konsultant kecil yang mempunyai
bilangan pekerja yang sedikit.
1.1 Tujuan
Garis panduan ini bertujuan untuk menerangkan kepada pemohon terhadap
kehendak-kehendak pembangunan kediaman pejabat yang menimbulkan kacau
ganggu kepada awam. Sehubungan itu, kawalan terhadap bentuk pembangunan
kediaman pejabat yang akan dijalankan di kawasan tersebut dilakukan
berdasarkan peruntukan Akta (Perancangan) Wilayah Persekutuan, 1982 di
mana pemaju perlu mendapatkan kelulusan perancangan sebelum sebarang
kerja-kerja pembangunan dijalankan. Setiap permohonan kebenaran
perancangan akan diteliti dan dinilai kesesuaiannya untuk memastikan garis
panduan perancangan dipatuhi sebelum sesuatu permohonan diluluskan.
1.2 Skop Garis Panduan
Garispanduan ini merangkumi semua cadangan pembangunan kediaman-pejabat
di kawasan yang kediaman.
1.3 Definisi
Pembangunan kediaman-pejabat merupakan aktiviti perdagangan yang
dijalankan pada unit-unit kediaman, dimana sebahagian daripada ruang unit itu
tersebut dijadikan ruang pejabat .

2.0 DASAR-DASAR DAN GARIS PANDUAN SEMASA
2.1 Dasar Pelan Struktur Kuala Lumpur (PSKL 2020)
Dasar CO 3: DBKL akan membenarkan aktiviti K-Ekonomi di premis kediaman.
(Pejabat Perniagaan dan Perkhidmatan Persendirian Aktiviti K-Ekonomi di Premis
Kediaman).
Teknologi yang berkaitan dengan K-Ekonomi telah membolehkan aktiviti
ekonomi dijalankan di premis kediaman. Ini telah mendatangkan banyak faedah
bagi individu, perniagaan dan badan pentadbiran yang mengikuti arah aliran ini
kerana perbelanjaan yang rendah dan mengurangkan permintaan terhadap
infrastruktur Bandar Raya, terutamanya rangkaian pengangkutan.
Peraturan kawalan perancangan sedia ada mengehadkan premis kediaman
digunakan untuk aktiviti selain kediaman. Bagi membenarkan aktiviti K-Ekonomi
di premis kediaman, peraturan dan garis panduan kawalan perancangan perlu
disediakan. Aktiviti sedemikian tidak mengakibatkan kacau ganggu dan tekanan
kepada infrastruktur bandar. Kegiatan-kegiatan mestilah dijalankan oleh
penghuni secara persendirian, melibatkan penggunaan ICT dan tidak
memerlukan pembantu.
3.0 GARISPANDUAN PEMBANGUNAN KEDIAMAN-PEJABAT
a) Kelulusan Kebenaran Perancangan skim kediamanpejabat merupakan
kelulusan kebenaran perancangan sementara. Kelulusan kebenaran perancangan
akan ditarik balik sekiranya pembangunan tersebut memberi kacau ganggu
kepada jiran.
b) Saiz setiap unit kediaman untuk kediaman pejabat tidak melebihi 2,000 kp.
c) Aktiviti perdagangan berasaskan teknoloji dan pengetahuan boleh
menggunakan rumah mereka sebagai pejabat. Senarai aktiviti-aktivitiperniagaan yang sesuai seperti di tunjukan pada Lampiran 1.
d) Pemilik perlu memastikan aktiviti-aktiviti perniagaan tidak memberi kacau
ganggu kepada jiran-jiran bersebelahan ataupun kawasan kejiranan kediaman.

Aktiviti-aktiviti perniagaan seharusnya tidak mengeluarkan bunyi, asap, bau &
habuk dan pengunaan kenderaan yang memberi kacau ganggu kepada kawasan
jiran. Kegunaan sebagai gudang dan kegunaan bahan binaan dan merbahaya
tidak dibenarkan.
e) Bilangan pekerja yang dibenarkan adalah seramai 3 orang unit setiap unit
sekim kediaman-pejabat.
f) Kelulusan Kebenaran Perancangan sementara akan diberi dalam tempoh masa
selama 3 tahun dan pemohon perlu mengemukakan permohonan lanjutan
selepas tempoh tamat.
g) Alamat unit kediaman boleh digunakan untuk tujuan perniagaan. Papan iklan
perniagaan boleh dibenarkan dan pelan mengikut garispanduan yang ditetapkan.
h) Semua keperluan aspek keselamatan perlu diambil kira untuk memastikan
aktiviti-aktiviti tidak memberi kemudaratan kepada jiran bersebelahan Pemohon
juga perlu mematuhi kehendak keperluan agensi-agensi teknikal yang lain
seperti Bomba, Jabatan Kebajikan Masyarakat, Jabatan Pendidikan ataupun
jabatan-jabatan berkaitan.
i) Pengiklanan ataupun pemasangan poster terhadap perniagaan tidak
dibenarkan dan aktiviti-aktiviti yang boleh memberi kesan sampingan kepada
orang awam tidak dibenarkan.
j) Penggunaan elektrik mesti tidak melebihi daripada penggunaan purata unit-
unit kediaman biasa.
4.0 KEPERLUAN MENGEMUKAKAN PELAN
4.1 Pelan Tapak dan Pandangan Sisi
a) Kegunaan utama pembangunan kediaman-pejabat ialah kediaman. Aktiviti
yang dijalankan tidak memberi kacau ganggu kepada kegunaan kediaman yang
berhampiran. Setiap unit mempunyai kemudahan seperti tandas dan ruangdapur.
b) Sempadan bagai cadangan ruang yang akan dijadikan pejabat dan kawasan
yang dikekalkan sebagai ruang kediaman.

NOTA: Perkara a dan b di atas perlu ditunjukkan dalam pelan tapak dan
pandangan sisi.
4.2 Pelan Terperinci dan Pandangan Sisi
Pelan Lokasi menunjukan kedudukan unit kediaman dan pelan terperinci
berskala 1:50 perlu menunjukkan kawasan yang dijadikan pejabat dan yang
dikekalkan sebagai kediaman.
5.0 PENUTUP
Teknologi yang berkaitan dengan K-Ekonomi telah membolehkan aktiviti
ekonomi dijalankan di premis kediaman. Sehubungan itu, konsep kediaman-
pejabat atau lebih dikenali sebagai SOHO telah mendatangkan banyak faedah
bagi individu, perniagaan dan badan pentadbiran yang mengikuti arah aliran ini
kerana perbelanjaan yang rendah dan mengurangkan permintaan terhadap
infrastruktur Bandar Raya, terutamanya rangkaian pengangkutan. Melalui garis
panduan dan peraturan kawalan perancangan yang disediakan ini membolehkan
premis kediaman digunakan untuk aktiviti selain kediaman.

Malaysia. It is the property trend in Malaysia.
Why SoHo concept everywhere nowadays? This is simply because the traffic congestion is
getting worst everyday, people want to avoid traffic jam and saving their time for maximum work
productivity, especially for those who are in their own business.
Besides, the office rental rates are getting higher and higher. In another words, bigger office
space means higher office rent cost. Therefore, SoHo office becoming a good idea for small
company business plan which might need only small office space for one to five staffs.

CENTRIO at Pantai Hillpark sold out the first 126 SOHO
units in two days of its recent preview!
This is cause for celebration for the developer Syarikat
Kemajuan Perumahan Negara Sdn Bhd (a wholly-owned
subsidiary of YTL Land & Development Bhd) as the stylishSpanish-inspired Centrio, with a SOHO (small office home
office) concept is probably the first of its kind in the area.
All 84 SOHO units that were opened for sale in the first
block were snapped up and YTL Land had to open a
second block and 42 units were also sold despite an
increase in price from RM280 psf to RM320 psf. Ten office units in the first block were also sold.
Although the SOHO concept has become increasingly popular in recent years, some of these projects have not been
very successful.
So why is the Centrio such a big hit?
My guess is the prime location as it is very near Kuala Lumpur city and has a nearby LRT station, unique concept where
no two units are alike, the YTL name and maybe because purchasers want to emulate those who had bought YTL
Land's adjacent Andalucia at Pantai Hillpark that won the FIABCI Malaysia Property Award 2006 for best residential
development.
Centrio's achievement is reminiscent of Pantai Hillpark's Phase 1 launch in 1991 when 50% of the 298 units priced from
RM152,300 were sold within two days and all units gone by the end of two months.
This kind of "blitzkrieg" sales is quite rare in the current soft property market. Purchasers who thronged Starhill Gallery's
Explore floor last week to attend the Urban Sanctuary (an exclusive event showcasing the Centrio) must have realised
that they could not go wrong when investing in Pantai Hillpark as its units enjoy more than 100% capital appreciation,
and a rental yield of 9 to 10%.
Most of the buyers are professionals and YTL repeat buyers especially those who have bought properties in Pantai
Hillpark.
A public relations consultant, who drove me to Andalucia last week to refresh my memory, said she bought a SOHO
suite because it fits her single lifestyle. Besides getting 24-hour multi-tiered security her unit will be broadband
connected and Wifi enabled.
Centrio comprises 268 units of SOHO units in three blocks (623 sq ft to 1,361 sq ft built -up) that stand at four storeys
above the retail and office floors, 24 units of office suites (440 sq ft to 2,614 sq ft) and 21 ground level retail stores (661
sq ft to 2,821 sq ft/for leasing only).
Every SOHO suite is a duplex and features a two-storey high ceiling or windows, and a powder room for guests.
After a presentation by YTL's senior architect Chong Yee Loon, I realise that this is no ordinary SOHO but one that
Chong has put her heart and soul into turning it into an adorable place for one to work, live and play.
Within four months she has not only created SOHO units out of interlocking "cubes" of 3.8 sq metres each (three cubes
on the ground floor and two cubes on the upper floor) and stacked them like Lego bricks but also designed interesting

outdoor features with cosy corners for meetings under shady trees and rendezvous spots complete with swing lounges,
bamboo overhangs and tables with sunken space to put the legs.
Her thrust is on sustainable design, environmentally friendly and security. "Our tagline is multiple choice and no wrong
answers," she said.
There are also sky bridges linking the blocks as well as water features and an almost Olympic-size swimming pool in
the centre.
Amenities include a lap pool, business centre and shared conference rooms, which make the work/home experience
seamless and enjoyable. Renowned landscape architect Sek San will be creating a lush modern landscape.
Chong who also designed the Andalucia has also laid the blocks parallel to each other so that the adjacent Phase 1
Pantai Hillpark units would not face Centrio's units directly but see through into the common areas.
The design team has given the retail, office and residential spaces their own access points and parking facilities.
Each of the eight types of SOHO suites boasts of its unique design elements like spiral staircase that leads to an opensun deck above the suite or roof gardens or private sloped lawn with direct access from the unit to parking bay area.
One design has a skylight that sits above the stairway while another has balconies that extend the living space to the
outdoors. Each suite comes with a solar panel for the water heater.
Centrio's design is modern as compared to Andalusia's traditional Mediterranean theme (216 units of condovillas priced
from RM298,000. It was launched in March 2002 and sold out).
Centrio's 3.8-acre commercial land was originally meant for shop offices but as YTL Land's executive director Datuk
Yeoh Seok Kian explained the SOHO concept came about when research showed that many young people wanted to
work from home that also gave them unlimited flexibility. Thats why we designed SOHO duplexes in eight varieties, so
that they will have many options in terms of space and design. Innovation is the key to success today, he said, adding
that some bought two to three units.
Rainwater is collected in storage tanks and used for watering the landscapes and for other uses, he said.
With the completion of Andalucia, there is now 45 acres left out of Pantai Hillpark's 90 acres. The last phase of 40 acres
on a small hill would be for bungalows and semi-detached houses.
YTL Land has partly transformed Pantai Dalam from its squatter and low-cost housing image into one of Kuala
Lumpur's most sought-after addresses. It has helped to spruce up the road to its development but the authorities
concerned should also do its part like relocating the unsightly hawker stalls that line the nearby roadsides.

With the advent of information,
communication, technology (ICT) and the new
culture of working, which includes flexible
working hours, limited service workers, and
service-based business, the small office home
office (SOHO) concept has become a hit
among young entrepreneurs and executives.For YTL Corporation, its SOHO concept came
about following their Land & Development
Sales and Marketing teams research, which
revealed that an increasing number of young
people are looking for living spaces that
offered greater flexibility. As the younger
generation assumes more economic power
and becomes more entrepreneurial, they tend
to seek a place where they can work and live
out of. The research also revealed that a
majority of them are from the service industry,
where work will require them to be always on-
the-move, with no need for big office spaces.
They are also looking for their first home,
hence they will be drawn to a concept that
allows them to work from home.
Designed differently
Inspired by the rising popularity of SOHO units
in New York where warehouses aretransformed into unique and tastefully designed SOHO units, Centrio in Pantai Hillpark, Bangsar,
pulls together modern spaces to deliver a new way of working and living. The architectural
design of Centrio was kept consistent with the overall Mediterranean theme of Pantai Hillpark,
which since year 1991 has created a distinct identity for the entire development. It also
transformed the overall Pantai Dalam area which was previously known as the backyard slum of
Kuala Lumpur.
Sporting a modern twist that appeals to the younger target audience, it is also designed to
maintain the low-rise, low-density feature of the other Pantai Hillpark developments. Centrio
features a unique faade for each unit. Inside the SOHO suites, innovative layouts blur the linesbetween bedroom and boardroom while courtyards and sun-dappled gardens outside allow

Baldip Singh, an award-winning architect who heads the architects and interior design team at
the YTL Design Group, noted that the design of the buildings were inspired by everyday living
that are still, constant and modular. It is easy to create interlocking units that can be repeated to
continue a linear formation or composition, but yet present an ever-changing faade.
One might ask, what does that mean? (laughs) Well, for example, when you look at a row of
mailbox or a line of pipes, it looks linear and still, yet it is in fact made of individual units that arebonded together, creating a linear formation. The same concept applies to Centrio, where it's
actually made of identical units but arranged differently to present an ever changing faade,
Singh explains.

Baru-baru ini terdapat beberapa e-mail yang saya terima meminta agar diterangkan konsep SoHo
ini di dalam bahasa melayu.Menurut mereka,informasi seperti ini memang telah banyak & mudah
didapati di dalam bahasa Inggeris.Cari sahaja di Google pasti akan jumpa banyak result.
Berkenaan SoHo nie..ia adalah salah satu konsep atau jenis perniagaan yang agak baru di negara
kita.Mungkin ada juga yang telah mempraktikkannya tetapi baru-baru ini SoHo mendapat
perhatian meluas.SoHo ialah dari perkataan Small Office Home Office yang memberikan
maksud praktikal sesebuah perniagaan yang dioperasikan dari kediaman atau bekerja dari
rumah.Secara konsistennya kebanyakkan SoHo ini menggunakan keupayaan internet sebagai nadi
utama operasi.Selebihnya,ia juga mempunyai matlamat menjimatkan kos kerana tidak perlu
menyewa pejabat.Ada juga yang berpendapat,SoHo ialah trend bekerja masa kini di mana kita
boleh mengautomasikan kerja dari rumah dan penggunaan komputer memungkinkan
perhubungan boleh dilakukan melalui video call/cenference dan kerja-kerja boleh di buat secara
remote atau automatik sepenuhnya.
Jadi,mereka yang ingin memulakan perniagaan internet atau professional sekalipun boleh
menjadikan SoHo sebagai satu hala tuju bisnes.Kelebihan SoHo ialah anda hanya bekerja dari
rumah,tidak perlu ke pejabat..masa kerja yg.lebih fleksibel dan menurut Robert Kiyosaki andadapat mengelakkan diri anda dari perlumbaan tikus.Apa itu perlumbaan tikus?Anda tentu pernah
mengalami traffic jam yang teruk ketika hendak ke pejabat jam 8.00 pagi dan perkara yang
sama juga berlaku ketika jam 5.00 petang ketika pulang dari pejabat.Jika anda memandu dan
menoleh seketika di kira dan kanan anda..anda akan dapati pemandu di sekeliling anda juga
sedang melakukan perkara yang sama..iaitu..sedang berebut-rebut hendak pergi kerja atau
pulang kerja..ini dinamakan satu perlumbaan..di mana hampir 90% warga Malaysia melakukan
perlumbaan tikus setiap hari.Hanya 10% sahaja yg.menjadikan SoHo sebagai punca pendapatan
dan mereka pada masa itu mungkin sedang bersarapan sambil membaca surat khabar di internet
tanpa mempedulikan keadaan traffic jam di luar sana.
itulah serba sedikit mengenai SoHo yang dapat saya ceritakan.Sememangnya ia menjadi trendkerjaya atau profession masa kini.Sehinggakan ada syarikat pemaju yang terkenal iaitu YTL
Berhad(Yeoh Teong Lay)sedang membina perumahan mewah berkonsep SoHo di kawasan Pantai
Hillpark,Kuala Lumpur.Jika anda berada di KL,anda boleh melihat projek tersebut dan ia sedang
dalam fasa 50% pembinaan.Semua itu dilakukan kerana memenuhi permintaan usahawan
IT,broker,arkitek dan bermacam-macam lagi profession yang menjadikan kediaman mereka

In the western countries especially in the United States and major European countries, excellent Information
Technology (IT) facilities and convenient telecommunication services has expedited the growth and popularity of
Small Office, Home Office concept, also known as SOHO . Unfortunately, if misunderstood, this acronym usually
invites undesirable impression, often relates to people who work and operate businesses from untraditional
offices and sometimes employing unconventional workers. In today's modern and borderless world, SOHO 's
denizens are becoming more educated, well equipped with IT knowledge, confident and entrepreneurial-minded.
Small entrepreneurs, part-time business owners and IT start-ups have been the predominant catalyst for SOHO .
The rationale of working from home is to save commuting time and expenses, while reducing the cost of starting
the business including the hassle of finding suitable business premises, paying some advance rental, getting the
right workers to man the office etc. Therefore, SOHO may be the best alternative for this group of people.
Down south in Singapore , in encouraging the entrepreneurial spirit, the government has taken some measures
in facilitating businesses that operate from homes. The government's Technopreneur Home Office Scheme(THO) enables start-ups in technology-based and knowledge-intensive businesses to use their homes as home
offices. Once the application is approved by the Economic and Development Board (EDB), the applicant can use
his home as home office for a year. The approval can be extended on a yearly basis provided there are no
complaints received for the use. However, the use may be terminated if the businesses are found to have
adverse impact on the neighbourhood and causing pollution in terms of noise, dust, odour or smoke. This is to
ensure that the good ambience and proper use of the amenities provided for the residents are not compromised.
In addition, the business activities must not resulted in an increase in human or vehicular traffic to the
surrounding area.
In Malaysia , unofficial home office is not something unfamiliar as there have always been small businesses
operated from homes providing variety of business services, food and beverage, consultancy, tuition, tailoring
and many others. Realising the potential of small businesses to boost the economy by indirectly creating new
jobs and employment opportunities, the government is putting an effort to encourage the set-up of smallbusiness. For example, the Ministry of Entrepreneur Development and Cooperatives provides loans up to
RM10,000 under Yayasan Tekun Nasional for small-medium entrepreneurs. SOHO entrepreneurs are
encouraged to take advantage of the fund up-grade their businesses. However, there are a few businesses that
are not qualified to apply for this fund which include agriculture, fishery, insurance, contractor and direct selling
businesses.
Private as well as government agencies such as Johor Corporation are also playing an active role in promoting
the concept of SOHO to promising entrepreneurs, mainly capitalising on its low-overhead and low-risk
advantages. Aiming to improve the socio-economic status of the participants, JCorp is understood to organise a
series of seminars on SOHO , mainly targeting housewives, single mothers and unemployed graduates. The
purpose of the seminars is to educate, create awareness and highlight the advantages of operating a business
form home.
Despite operating from home the home business would have good potential for future expansion with the
opportunities of marketing the products globally should the business owners are well equipped with modern
technology, using Internet facilities, faxes, teleconferencing and couriers, to mention the few. The prospects are
better in the sense that the products can be marketed to a broader target market.
In terms of enhancing the telecommunication services, following the implementation of the National Broadband
Plan, in long term, together with active participation of the industry players in leveraging the government
initiatives, the government is hoping to achieve a 10% penetration rate for broadband usage in the country by
2008. The government also hopes to see 1.3 million broadband subscribers in 2006, representing a 5%
broadband penetration rate from the current 2% of the total population. The country's overall use of telephone
facilities ( refers to the sum of Direct Exchange Line ( DEL ) and cellular subscriptions) as tabulated below
indicates that the penetration rate is yet to reach satisfactory level although the growth looks promising.

The property industry is not all indifferent in reacting to the changing need and preference of the end users. A
handful of developers are already committed in making the SOHO concept a reality. IGB Corporation Berhad for
example, is presently launching the Northpoint Mid Valley City located within the greater Mid Valley City. The 22-
storey building, anticipated to be completed by end of 2005, will comprise a total of 432 units of a mix office
suites and residences. The office suites are offered for sale at price tags starts from RM557,000 (for units
measuring 1,410 square feet). While the main target market would mainly comprise business owners or investors
who are looking for office space at an affordable price, what makes the product different is that the office will be
sold on a modular basis.
Berjaya Central Park, a 46-storey commercial building located at the junction of Jalan Sultan Ismail and JalanAmpang, developed by the Berjaya Group Bhd will be featuring a mixed of retail entertainment and service
apartment units. Capitalising on the strategic location near the Golden Triangle of Kuala Lumpur, with full range
excellent facilities and amenities, the proposed serviced apartment would also be suitable for business owners
who intend to acquire a trendy yet modern business premises that also accommodates a private residence.
While SOHO in the city is likely to brighten up the night life while reducing the vehicular traffic in the immediate
vicinity, Kuala Lumpur is yet to see a proper designated building solely for the purpose of SOHO as long as the
vacancy space is yet to be comfortably taken up.
