Tujuk Prinsip Asas Pergerakan Palang Merah dan Bulan Sabit Merah berikut telah diterima secara rasmi pada Persidangan Antarabangsa Palang Merah dan Bulan Sabit Merah ke-20 yang telah diadakan di Vienna pada tahun 1965 dan telah dimasukkan dalam Perlembagaan Pergerakan:

KEMANUSIAANPergerakan Palang Merah Dan Bulan Sabit Merah dilahirkan dengan hasrat untuk memberikan pertolongan tanpa diskriminasi kepada mereka yang cedera di medan pertempuran dan berusaha untuk mencegah dan meringankan kesengsaraan dimana jua ia wujud. Tujuannya adalah untuk melindungi nyawa dan kesihatan serta hormat-menghormati sesama manusia. Ia memupuk kesefahaman, persahabatan, kerjasama, yang berkekalan di kalangan manusia.

KESAKSAMAANTidak membezakan bangsa, kaum, agama, darjat atau fahaman politik dalam kegiatannya. Tujuan asasnya ialah meringankan kesengsaraan individu dan memberi keutamaan kepada kes-kes kecemasan yang paling serius.

KEBERKECUALIANUntuk terus mendapat kepercayaan orang ramai terhadapnya, Persatuan tidak menyebelahi mana-mana pihak yang bermusuhan dan tidak menyertai pertikaian yang bercorak politik, perkauman, agama, dan ideologi.

The following Seven Fundamental Principles of the Red Cross and Red Crescent Movement was proclaimed at the 20th International Conference of the Red Cross and Red Crescent held in Vienna in 1965 and has been included in the Statutes of the Movement:

HUMANITYThe International Red Cross and Red Crescent Movement, born of a desire to bring assistance without discrimination to the wounded on the battlefield, endeavours, in its international and national capacity, to prevent and alleviate human suffering wherever it may be found. Its purpose is to protect life and health and to ensure respect for the human being. It promotes mutual understanding, friendship, cooperation and lasting peace amongst all peoples.

IMPARTIALITYIt makes no discrimination as to nationality, race, religious beliefs, class or political opinions. It endeavours to relieve the suffering of individuals, being guided solely by their needs, and to give priority to the most urgent cases of distress.

NEUTRALITYIn order to continue to enjoy the confidence of all, the Movement may not take sides in hostilities or engage at any time in controversies of a political, racial, religious or ideological nature.

KEBEBASANWalaupun berupa badan tambahan kepada pihak yang berkuasa awam dan tertakluk kepada undang-undang Negara, Persatuan tetap menjaga autonominya supaya ia boleh bertindak mengikut prinsip pergerakan.

KHIDMAT SUKARELAIa merupakan badan sukarela yang tidak didorong oleh sebarang tujuan mencari untung.

KETUNGGALANHanya ada satu Persatuan Palang Merah atau Bulan Sabit Merah dalam sesebuah Negara. Persatuan ini hendaklah terbuka kepada semua pihak dan aktivitinya meliputi seluruh Negara.

KESEJAGATANGerakan Palang Merah dan Bulan Sabit Merah Antarabangsa meliputi seluruh dunia, dimana semua Persatuan mempunyai taraf dan tanggungjawab yang sama serta saling bantu-membantu diantara satu sama lain.

INDEPENDENCEThe Movement is independent. The National Societies, while auxiliaries in the humanitarian services of their governments and subject to the laws of their respective countries, must always maintain their autonomy so that they may be able at all times to act in accordance with the principles of the Movement.

VOLUNTARY SERVICEIt is a voluntary relief movement not prompted in any manner by desire for gain.

UNITYThere can be only one Red Cross or one Red Crescent Society in any one country. It must be open to all. It must carry on its humanitarian work throughout its territory.

UNIVERSALITYThe International Red Cross and Red Crescent Movement, in which all Societies have equal status and share equal responsibilities and duties in helping each other, is worldwide.

The Malaysian Red Crescent has its beginnings in 1948 as a branch of the British Red Cross Society in Sabah and Sarawak. Upon the independence of Malaya in 1957, the Branches in the Malayan Peninsula were organized as the Federation of Malaya Red Cross Society, which was later statutorily incorporated by the Federation of Malaya Red Cross Society (Incorporation) Act, 1962.

The Malaysian Red Crescent received official recognition as an independent National Society from the International Committee of the Red Cross (ICRC) on 4th July 1963 and was admitted as a member of the then International League of Red Cross and Red Crescent Societies on 24th August 1963.

With the formation of the Federation of Malaysia on the 16th September 1963, an Act to incorporate the Federation of Malaya Red Cross Society and the Branches of the British Red Cross Society in Sabah and Sarawak under the name of the ‘Malaysian Red Cross Society’ was passed by Parliament vide the Malaysian Red Cross Society (Incorporation) Act, 1965.

In 1975, the Malaysian Parliament passed “the Malaysian Red Cross Society (Change of Name) Act 1975”, changing the name of the organization to its present name, Malaysian Red Crescent Society. Both the Acts of Parliament were revised and updated in 1995 and is today referred to as Act 540.

PROFIL BULAN SABIT MERAH MALAYSIA

Bulan Sabit Merah Malaysia telah bermula pada tahun 1948 sebagai sebuah Cawangan Persatuan Palang Merah British di Sabah dan Sarawak. Setelah mencapai kemerdekaan Tanah Melayu pada tahun 1957, Cawangan-Cawangan di Semenanjung Tanah Melayu telah bersatu sebagai Persatuan Palang Merah Persekutuan Tanah Melayu, yang kemudiannya telah diperbadankan mengikut perlembagaan sebagai Persatuan Palang Merah Persekutuan Tanah Melayu (diperbadankan) Akta, 1962.

Bulan Sabit Merah Malaysia telah menerima pengiktirafan rasmi sebagai Persatuan Kebangsaan yang merdeka daripada Jawatankuasa Antarabangsa Palang Merah (ICRC) pada 4hb Julai 1963, dan telah diterima sebagai Anggota Persekutuan Antarabangsa Persatuan-Persatuan Palang Merah dan Bulan Sabit Merah (IFRC) pada 24hb Ogos 1963.

Dengan tertubuhnya Persekutuan Malaysia pada 16 September 1963, Akta untuk memperbadankan Persatuan Palang Merah Persekutuan Tanah Melayu dan Cawangan Persatuan Palang Merah British di Sabah dan Sarawak di bawah nama “Persatuan Palang Merah Malaysia” yang telah diluluskan oleh Parlimen yang dikenali sebagai “Persatuan Palang Merah Malaysia (diperbadankan) Akta, 1965.

MALAYSIAN RED CRESCENT PROFILE

The Malaysian Red Crescent is presently one of 189 National Societies worldwide that are members of the International Federation of Red Cross and Red Crescent Societies (International Federation) which together with the International Committee of the Red Cross (ICRC) are components of the International Red Cross and Red Crescent Movement (Movement). At the International Conference of the Red Cross and Red Crescent in 2007, States Parties to the Geneva Conventions, including Malaysia, agreed that National Societies in their countries shall be auxiliaries to the public authorities in the humanitarian field to overcome humanitarian issues during crisis and peace time in accordance with the Fundamental Principles of the Movement and guided by strategic plans.

The work of the Red Cross and Red Crescent is inspired by the fundamental principles of humanity, impartiality, neutrality, independence, voluntary service, unity and universality. These principles are underpinned by shared values – relating to people, integrity, partnership, diversity, leadership and innovation – that guide its work.

The Red Cross and Red Crescent emblems are universally recognised, trusted and legally protected symbols of the Movement. The work of the Red Cross and Red Crescent is carried out by a network of elected officials, volunteers, staff and members.

Pada tahun 1975, Parlimen Malaysia telah meluluskan “Persatuan Palang Merah (Pertukaran Nama) Akta 1975” pertukaran nama organisasi kepada nama masakini, Persatuan Bulan Sabit Merah Malaysia. Kedua-dua Akta Parlimen telah dikaji semula dan dikemaskini dan hari ini dirujukkan kepada Akta 540.

Bulan Sabit Merah Malaysia buat masa ini adalah salah sebuah daripada 186 Persatuan-Persatuan Kebangsaan di seluruh dunia yang menganggotai Persekutuan Antarabangsa Persatuan-Persatuan Palang Merah dan Bulan Sabit Merah (Persekutuan Antarabangsa) yang mana bersama-sama dengan Jawatankuasa Antarabangsa Palang Merah (ICRC) merupakan komponen-komponen Pergerakan Palang Merah dan Bulan Sabit Merah Antarabangsa. Pergerakan didalam Perundangan Antarabangsa Palang Merah dan Bulan Sabit Merah tahun 2007, negara berkaitan “States Parties” dengan Konvensyen Geneva, termasuk Malaysia, bersetuju bahawa Persatuan-Persatuan Kebangsaan disetiap negara adalah “auxiliary” kepada pihak berkuasa didalam arena kemanusiaan bagi menangani isu-isu kemanusiaan semasa berlakunya krisis dan sewaktu aman berdasarkan Prinsip-Prinsip Asas Pergerakan dan dipandu oleh pelan strategik.

Kerja-kerja Palang Merah dan Bulan Sabit Merah diilhamkan oleh Prinsip-Prinsip Asas Pergerakan iaitu Kemanusiaan, Kesaksamaan, Keberkecualian, Kebebasan, Khidmat Sukarela, Ketunggalan dan Kesejagatan. Prinsip-prinsip tersebut diperkuatkan lagi oleh perkongsian nilai-nilai - berkaitan dengan manusia, kerjasama integriti, kepelbagaian, kepimpinan dan inovasi – yang menjadi panduan kerjanya.

The organization of the Malaysian Red Crescent comprises the National Council being its supreme body, delegating the management of its affairs to the National Executive Board (Governing Board). Branches and Chapters are established corresponding to States, Districts and selected tertiary educational institutions. Generally the activities of the Malaysian Red Crescent are carried out by volunteers organized under its subsidiary units, namely Red Crescent Links in primary schools, the Junior Red Crescent in secondary schools and Voluntary Aid Detachments (VADs) or Health and Social Services Groups (HSS) for members above 18 years old. The Malaysian Red Crescent has 16 Branches and 150 Chapters throughout the Nation.

Lambang-lambang Palang Merah dan Bulan Sabit Merah di iktiraf diseluruh dunia, dipercayai dan sebagai lambang Pergerakan yang di lindungi oleh Undang-Undang Kerja Palang Merah dan Bulan Sabit Merah dikendalikan oleh rangkaian Pegawai-pegawai yang dipilih, sukarelawan, setaf dan ahli-ahlinya.

Organisasi Bulan Sabit Merah Malaysia terdiri daripada Ahli-Ahli Majlis sebagai Badan Tertingginya, mendelegasikan pengurusan setiap hal-ehwal Persatuan kepada Lembaga Eksekutif (Governing Board). Cawangan-Cawangan dan Cabang-Cabang kebangsaan ditubuhkan mengikut negeri, daerah dan Institusi Pengajian Tinggi. Pada umumnya, aktiviti-aktiviti Bulan Sabit Merah Malaysia dijalankan oleh sukarelawan yang dianjurkan dibawah unit-unit subsidiari seperti Bulan Sabit Merah Kanak-Kanak di Sekolah Rendah, BSM Remaja (Belia) dan Pasukan Bantuan Sukarela (PBS) atau Kumpulan Kesihatan dan Khidmat Sosial (KKS) kepada ahli-ahli yang berumur 18 tahun keatas. Bulan Sabit Merah Malaysia mempunyai 16 Cawangan dan 150 Cabang diseluruh Negara.

PERUTUSAN PENGERUSI KEBANGSAAN

NATIONAL CHAIRMAN’S MESSAGE

Sejak penubuhannya sehingga sekarang, BSMM telah menjangkau usia 66 tahun di mana sudah di kira usia terlalu matang. Saya yakin dengan kerjasama daripada Persekutuan Palang Merah dan Bulan Sabit Merah Antarabangsa (IFRC) dan Jawatankuasa Palang Merah dan Bulan Sabit Antarabangsa (ICRC), BSMM akan terus mengorak langkah memenuhi keperluan masyarakat yang memerlukan bantuan berteraskan pengamalan prinsip kemanusian. Saya yakin dengan kerjasama yang terjalin, BSMM akan terus kukuh dan meneruskan peranan memberi bantuan kemanusian samada di peringkat negara dan antarabangsa.

Tahun 2014 menyaksikan banjir terburuk yang melanda Pantai Timur, khususnya Kelantan, Terengganu dan Pahang, dan Kelantan merupakan negeri yang paling teruk terjejas. Bergerak pantas, BSM Ibu Pejabat Kebangsaan telah menghantar kakitangan dan sukarelawan BSMM ke negeri Pantai Timur untuk memberi bantuan menyelamat, makanan, pakaian dan rawatan kesihatan dengan bantuan dan koordinasi daripada Majlis Keselamatan Negeri (MKN) bersama agensi lain dan juga cawangan-cawangan yang terlibat.

Walaupun kekangan kewangan merupakan cabaran utama kita, saya berharap kita akan dapat mencari alternatif untuk menambah dana yang sedia ada untuk terus aktif membantu mengurangkan kesengsaraan masyarakat yang di landa musibah.

Coming a long way since its inception, the MRC has now reached the medium age of 66 years. I believe that with the cooperation of the International

Federation of Red Cross and Red Crescent Societies (IFRC) as well as the International Committee of Red Cross

and Red Crescent (ICRC), the MRC will continue to move forward to meet the basic needs of all people whose requiring assistance based on fundamental principles of humanity. I am confident that with such cooperation, the MRC shall

remain strong and continue to provide humanitarian assistance both at national and international levels.

In 2014, the floods hit the east coast, especially in Kelantan, Terengganu and Pahang. Kelantan was the worst affected by the flood. Galvanised to move forward, the MRC at the National level sent staff and volunteers to the East Coast to provide rescue assistance, food, clothing and health care with the help and coordination from the National Security Council (NSC) together with other relevant agencies and branches. Despite the fact that financial constraints constantly pose a major challenge to us, I am confident that we would be able to find alternative means to increase available funds to enable us to actively assist in alleviating the plight of the communities affected.

Kita juga sepatutnya memantapkan lagi kekuatan pentadbiran dengan mempunyai kakitangan yang serba boleh dan berpengetahuan agar dapat memberi perkhidmatan dengan lebih berkualiti dan mempunyai nilai-nilai moral berdasarkan prinsip kemanusian.

Saya berharap kita dapat meramaikan lagi golongan belia lepasan sekolah untuk menyertai BSMM sebagai sukarelawan di mana merupakan satu cabaran kepada kita bagaimana untuk menimbulkan kesedaran kepada masyarakat luar khususnya belia-belia tentang peranan BSMM untuk memudahkan mereka mengenali peranan kita dan seterusnya dapat menyertai BSMM. Saya yakin kita boleh bersama –sama membuat perubahan, berkongsi aspirasi demi memikul tanggungjawab yang di amanahkan untuk kepentingan kemanusian sejagat.

Saya mengambil kesempatan ini untuk merakamkan penghargaan saya kepada ahli-ahli Majlis Kebangsaan, Cawangan dan Cabang; serta sukarelawan-sukarelawan, penderma-penderma dan penaja-penaja diatas sokongan dan kerjasama mereka yang telah menyumbang kepada kejayaan tahun 2014.

• 21 – 24 May 2014 An exhibition was held in conjunction with the

Official Opening of the Selangor Co-curiculum Centre in Sg. Tekali, organised by the Selangor Education Department and officiated by Deputy Prime Minister YAB Tan Sri Muhyidden Yassin.

• 03 Nov – 30 Nov 2014 An exhibtion was held at the University of Malaya

Gallery, organised in cooperation with ICRC and the Swiss Embassy. The Exhibition was officiated by the Swiss Ambassador to Malaysia.

• 08 Dis – 13 Dis 2014 Sekali lagi BSMM bekerjasama dengan ICRC dan

Swiss Embassy melalui pameran di Galeri ISTAC (International Institute Of Islamic Thought and Civillization) di Pesiaran Duta. Pameran tersebut dirasmikan oleh Dekan ISTAC Universiti Prof. Emeritus Dato‘ Paduka Dr. Mahmood Zuhdi Hj. Ab. Majid. Turut hadir di majlis tersebut ialah Mr. Rolf Ott, Timbalan Ketua Misi/Kaunselor dari Kedutaan Switzerland, Mr. Max Wiegmann, Timbalan Ketua Delegasi ICRC dan Puan Jaya Maruthan, Pengurus Kutipan Derma dan Perhubungan Awam BSMM. Tujuan pameran tersebut adalah untuk menyebarkan penglibatan ketiga-tiga organisasi yang terlibat dalam kerja-kerja kemanusiaan yang telah diadakan sempena Bantuan dan Tindakan Kemanusiaan 150-Tahun Pergerakan Palang Merah dan Bulan Sabit Merah.

• 08 Dec – 13 Dec 2014 MRC once again collaborated with ICRC and

the Swiss Embassy through ann exhibtion held at the International Institute Of Islamic Thought and Civillization (ISTAC) Gallery. The exhibition was officiated by Prof. Emeritus Dato‘ Paduka Dr. Mahmood Zuhdi Hj. Ab. Majid, Decan of ISTAC University. Also present were Mr. Rolf Ott, Deputy Head of Mission/Counsellor of the Swiss Embassy, Mr. Max Weigmann, Deputy Head of ICRC Regional Delegation and Ms. Jaya Maruthan, MRC Fundraising and Public Relations Manager. The objective of the exhibition was to promote the humanitarian efforts of the three organisations involved, held in conjunction with 150-years of Humanitarian Aid and Action of the Red Cross and Red Crescent Movement.

PERKHIDMATAN AMBULANS

19-20 September 2014 – Perkhidmatan Ambulance BSMM telah terlibat didalam EX-STORM XIII di KLCC. Latihan Simulasi tersebut telah dianjurkan oleh Jabatan Bomba & Penyelamat dan Majlis Keselamatan Negara (MKN). Latihan tersebut juga melibatkan semua agensi utama dalam Arahan No. 20 MKN. BSMM telah menghantar 4 buah ambulans serta dengan 8 orang paramedik, 15 sukarelawan ambulans dan 6 orang kakitangan MedSARev dari Unit Pasukan Gerak Cepat atau RDS.

19-20 September 2014 – Malaysian Red Crescent Ambulance Services was involved in EX-STORM XIII at KLCC. Simulation exercise was organized by the Fire and Rescue Department and the National Security Council. The exercise was also involving all main agencies in NSC Directive No 20. Malaysian Red Crescent sent 4 ambulances with 8 paramedics, 15 ambulance volunteers and 6 MedSARev personnel from Rapid Deployment Squad (RDS) Unit

by NHQ MRC has launched a readymade garments Program “DRESS 1 MILLION CHILDREN”. This program will benefit 60 thousand children whom are less fortunate in Malaysia. MRC has been entrusted to distribute the 20,000 pieces of clothes to those children involved in 2013 floods.

and its mandate’ during a seminar on ‘Contemporary Issues in International Humanitarian Law.’ This was organized by the International Committee of the Red Cross (ICRC) in cooperation with the Harun M. Hashim Law Centre, International Islamic University of Malaysia.

• 27 & 28 August 2014 The International Committee of the Red Cross

in coordination with the International Islamic University of Malaysia had organized an event in commemoration of 150 years of the First Geneva Convention. The Manager of IHL presented a talk on the ‘Humanitarian Impact of Nuclear Weapons’.

a) The Ministry of Family, Women and Community Development of Malaysia reimburse the Society for all expenses incurred within its approved expenditure budget on the Ambulance Services for RM2,000,000 (2013:RM 2,000,000)

SEJARAH LAMBANG | HISTORY OF THE EMBLEM

1863An International Conference met in Geneva to try and find means of remedying the ineffectiveness of army medical services in the field. It adopted a red cross on a white ground as the distinctive sign for relief societies for wounded soldiers - the future National Red Cross and Red Crescent Societies.1864The first-ever Geneva Convention was adopted: the red cross on a white ground was officially recognized as the distinctive sign of the medical services of armed forces.

1876During the Russo-Turkish war, fought in the Balkans, the Ottoman Empire decided to use a red crescent on a white ground in place of the red cross. Egypt also opted for the red crescent and Persia subsequently chose a red lion and sun on a white ground. These States made reservations to the Conventions, and their exceptional signs were then written into the 1929 Conventions.

1949Article 38 of the First Geneva Convention of 1949 confirmed the emblems of the red cross, the red crescent and the red lion and sun on a white ground as the protective signs for army medical services. It thus excluded the use of any exceptional sign other than the red crescent and the red lion and sun.1980The Islamic Republic of Iran decided to give up the red lion and sun, to use the red crescent in its place.

2005 The International Red Cross and Red Crescent Movement announced the additional emblem, known as the Red Crystal, alongside the red cross and red crescent, recognized in the Geneva Convention. The Red Crystal emblem, appears as a red frame in the shape of a square on edge, on a white background, provides a comprehensive and lasting solution to the emblem question, and is free from any religious, political or other connotation. 2007 (14 Jan)The Third Additional Protocol to the 1949 Geneva Conventions enters into force. The red crystal has the same status under international law as the red cross and red crescent emblems.

2009 (30 Jun)There are 152 national Red Cross societies and 33 national Red Crescent societies in the world. One more national society adopting the Red Crystal emblem.

With the recognition of one more national Red Crescent society in 2011 and two more national Red Cross societies in 2013, there are currently 154 national Red Cross societies, 34 national Red Crescent societies and one national Red Crystal society, bringing the total number of National Societies worldwide to 189.
