KATA PENGANTAR Perangkaan Padi Malaysia 2013 merupakan penerbitan ke 30 dalam siri yang sama yang diterbitkan setiap tahun. Antara maklumat penting yang terkandung dalam laporan ini ialah keluasan, hasil, pengeluaran dan varieti padi yang ditanam. Laporan ini diharap akan menjadi bahan rujukan yang berguna bagi agensi dan jabatan yang terlibat dalam perancangan dan pembangunan pertanian, khususnya dalam industri padi. PREFACE Paddy Statistics of Malaysia 2013 is the 30th of annual report published in the series. Among the important information contained in this report are hectareage, yield, production and paddy varieties planted. It is hoped that this publication will serve as a useful reference for agencies and departments involved in agricultural planning and development particularly in the paddy industry. I would like to take this opportunity to thank the Ministry of Agriculture and Agro-Based Industry, Paddy Sections, Division of Paddy, Industrial Crops & Floriculture, Department of Agriculture, all State Agriculture Departments, State Drainage And Irrigation Departments and IADA for their contributions and assistance in the data collection. NOTA KETERANGAN 1. PENDAHULUAN Padi merupakan tanaman yang ketiga luasnya ditanam di Malaysia selepas kelapa sawit dan getah. Dalam tahun 2013, 674,332 hektar ditanam dengan padi, termasuk padi yang ditanam dua kali setahun. Penerbitan Perangkaan Padi Malaysia 2013 ini dikeluarkan secara tahunan dengan tujuan utama untuk memberi maklumat berkaitan industri tanaman padi untuk perancangan dan pembangunan industri padi. 2. PERSEMBAHAN JADUAL Jadual-jadual disusun dalam bentuk format yang menggambarkan data semasa, data siri masa dan lain-lain data perangkaan padi. Ia bertujuan untuk membantu pengguna memahami, menganalisis, meramal dan membuat perbandingan arah aliran data padi. Jadual-jadual dipersembahkan dalam 5 peringkat yang berlainan, iaitu: i) Jelapang Padi ii) Daerah iii) Negeri iv) Semenanjung Malaysia v) Malaysia

EXPLANATORY NOTES 1. INTRODUCTION Paddy is the third most widely planted crop in Malaysia after oil palm and rubber. In the year 2013, 674,332 hectares were planted with paddy including those that are planted twice a year. This report, Paddy Statistics of Malaysia 2013 is published annually with the main objective of providing information in the paddy industry for planning and development of the industry. 2. TABLES PRESENTATION The data are compiled into formats which depict the current year data, time series data and other paddy statistics in our attempt to assist users in understanding, analysing, forecasting and comparing the trend of paddy data. The tables are presented at 5 different levels namely: i) Granary Area ii) District iii) State iv) Peninsular Malaysia v) Malaysia

Untuk mempersembahkan data yang lebih menyeluruh, data padi juga di kategorikan kepada 3 kumpulan, iaitu: i) Keseluruhan Padi ii) Padi Sawah iii) Padi Huma (Tanah Tinggi dan Tanah Rendah) 3. SUMBER DAN PENGUMPULAN DATA Statistik padi disusun dari data yang dikutip melalui: i) Penyiasatan Hasil Padi ii) Penyiasatan Keluasan Aktiviti Tanaman Padi Dalam Penyiasatan Hasil Padi, satu penyiasatan sampel dilaksanakan setiap musim padi. Data yang diperoleh ialah anggaran purata hasil padi dan maklumat berkaitan amalan kultura. Data dari Penyiasatan Keluasan Aktiviti Tanaman Padi diperoleh secara bancian bulanan. Untuk mendapat data ini, pegawai luar membuat lawatan ke ladang dan menganggarkan keluasan tanaman padi/aktiviti berpandukan kepada blok-blok padi yang diwujudkan. Antara data yang dipungut ialah anggaran keluasan bertanam, tuaian, terlibat dan musnah serta keluasan bertanam mengikut varieti. Maklumat yang dikumpul adalah dilaporkan oleh jabatan/agensi pelaksana seperti Jabatan Pertanian Negeri, Jabatan Pengairan

To give a more complete presentation of the data, the paddy data are also categorised into 3 groups, that is: i) Overall Paddy ii) Wetland Paddy iii) Dryland Paddy (Upland and Lowland) 3. SOURCE AND DATA COLLECTION The paddy statistics are compiled from data collected through: i) Paddy Yield Survey ii) Paddy Cultivation Activity Area Survey In the Paddy Yield Survey, a sample survey is implemented during each paddy season. The data collected are estimates on average yield of paddy and information on cultural practices. Data from the Paddy Cultivation Activity Area Survey are obtained by a monthly census. To collect these data, field officers visit the paddy planting areas and estimate hectares of paddy planted/activities guided by paddy blocks created. Among the data collected are estimates on area planted, harvested, affected and destroyed also area planted according to varieties. The data collected are reported by the implementing departments/agencies such as the State Agriculture Departments,

dan Saliran Negeri dan IADA. Lain-lain perangkaan padi adalah berpunca daripada agensi-agensi kerajaan yang berkaitan dan penerbitan-penerbitan institusi antarabangsa. 4. ISTILAH DAN DEFINISI (a) Data Tahunan Data tahunan padi merujuk kepada data yang dilaporkan dalam Musim Utama dan Luar Musim. Contoh, data bagi tahun 2013 merujuk kepada data Musim Utama 2012/2013 dan Luar Musim 2013 dan dilaporkan sebagai Semua Musim dalam laporan ini. Pendekatan ini digunakan untuk mendapat data keluasan bertanam, purata hasil padi dan anggaran pengeluaran padi. (b) Padi Keseluruhan Padi keseluruhan ialah data jumlah padi yang merangkumi Padi Sawah dan Padi Huma (tanah tinggi dan tanah rendah). (c) Padi Sawah Padi Sawah merujuk kepada padi yang ditanam di sawah padi yang bertakung air semasa peringkat pertumbuhannya. (d) Padi Huma Padi Huma ialah padi yang ditanam di kawasan kering sama ada di tanah tinggi atau tanah rendah dan bergantung kepada air hujan sahaja untuk keperluan bekalan airnya.

TERMINOLOGY AND DEFINITIONS (a) Yearly Data Yearly data of paddy refers to the summation of data reported in the Main Season and Off Season. For example, data for 2013 refers to the Main Season 2012/2013 data and the Off Season 2013 data and are reported as All Seasons in this report. This approach is used to obtain data on the area planted, average yield of paddy and estimates of paddy production. (b) Overall Paddy Overall paddy is the total paddy data which is compiled from the Wetland Paddy and the Dryland Paddy (upland and lowland). (c) Wetland Paddy Wetland Paddy refers to paddy planted on water-logged field during it's growing stage. (d) Dryland Paddy Dryland Paddy refers to paddy planted on dry areas whether on upland or lowland and depends purely on rainfall for it's water requirements. (e) Musim Utama Musim Utama ialah tempoh bertanam padi yang tidak memerlukan sistem pengairan secara menyeluruh. Dari segi pentadbiran, Musim Utama ditakrifkan sebagai tarikh padi mula ditanam * antara 1 Ogos hingga 28/29 Februari tahun berikutnya. (f) Luar Musim Luar Musim ialah musim kering dan tanaman padi biasanya bergantung kepada sistem pengairan. Dari segi pentadbiran, Luar Musim ditakrifkan sebagai tarikh padi mula ditanam * antara 1 Mac hingga 31 Julai dalam tahun berkenaan. * Definisi padi ditanam ialah menabur bagi sistem tabur terus dan mencedung bagi sistem semaian. (g) Jelapang Padi Jelapang Padi ialah skim pengairan yang besar (keluasan melebihi 4,000 hektar) dan diiktiraf oleh Kerajaan dalam Dasar Pertanian Negara sebagai kawasan utama pengeluaran padi. Terdapat 8 jelapang padi di Malaysia, iaitu, MADA, KADA, IADA KERIAN, IADA BLS, IADA P. Pinang, IADA Seberang Perak, IADA KETARA dan IADA Kemasin Semerak.

Paddy are also included separately in this report. (e) Main Season The Main Season is the period when paddy is grown without depending wholly on any irrigation system. For administrative purposes, Main Season is defined as the commencement date of paddy planting * between 1st August to 28/29 February of the following year. (f) Off Season Off Season is the dry period and paddy planting normally depends on an irrigation system. For administrative purposes, Off Season is defined as the commencement date of paddy planting * between 1st Mac to 31st July of the year. * Definition of paddy planting is sowing for direct seeding system and transplanting for nursery system. (g) Granary Areas Granary Areas refer to major irrigation schemes (areas greater than 4,000 hectares) and recognised by the Government in the National Agricultural Policy as the main paddy producing areas. There are 8 granary areas in Malaysia, namely MADA, KADA, IADA KERIAN, IADA BLS, IADA P. Pinang, IADA Seberang Perak, IADA KETARA and IADA Kemasin Semerak.

(h) Pasel Padi Pasel padi ialah bahagian tanah yang pada kebiasaannya digunakan untuk penanaman padi. (i) Faktor Penukaran Padi kepada Beras Faktor penukaran padi kepada beras adalah berasaskan peratus kadar pemulihan padi seperti berikut: Semenanjung Malaysia 65% Sabah 63% Sarawak 60% (j) Purata Hasil Padi Purata hasil dan pengeluaran padi yang dilaporkan adalah berasaskan kepada padi bersih (Kg/Ha). Ini bermaksud padi telah dikeringkan dan dibersihkan serta kandungan kelembapan wap basah tepat pada 14%. (k) Pembulatan Angka Jumlah angka-angka komponen mungkin tidak bersamaan dengan angka jumlah kecil atau jumlah besar disebabkan pembulatan.

(h) Paddy Parcel A paddy parcel is a piece of land which is usually used for planting paddy. (i) Paddy Conversion Factor to Rice The conversion factors of paddy to rice are based on percentages of paddy recovery rates as follows: Peninsular Malaysia 65% Sabah 63% Sarawak 60% (j) Average Yield of Paddy The average yield and production of paddy reported is based on cleaned paddy (Kg/Ha). This refers to paddy that was dried and cleaned with moisture content at exact 14%. (k) Rounding of Figures The sum of the component figures may not tally with the sub-total or total figures due to rounding.
