1. INTRODUCTION

1.1  Good Agricultural Practice (GAP)A resource management system in agricultural productionwhich is sustainable and follows good practices. The systemis expected to increase agricultural productivity of qualityand safe food, taking into account the welfare, safety andhealth of workers and conservation of the environment.

1.2  Malaysian Good Farm Practice Scheme (SALM)A certification scheme formulated by the Department ofAgriculture in the year 2002, to extend recognition to farmspracticing GAP following an environmental-friendly conceptand preservation of the welfare and safety of workers, inorder to produce quality and safe produce suitable forconsumption. The scheme was developed according toMalaysian Standard MS1784:2005 Crop Commodities –Good Agricultural Practices (GAP).

1.3  Malaysian Good Agricultural Practices (MyGAP)MyGAP is a new nomenclature or renaming of SALM

(Malaysian Good Farm Practice Scheme) for the CropSector.

 

2. ADVANTAGES OF CERTIFICATION

Results in quality agricultural produce which are safe forconsumption since the content of pesticides residues in theproduce are at permissible levels.

Reduces pollution of the environment.

Gives priority to the Integrated Pest Control approach.

Reduces the use of pesticides.

Assures the safety and the welfare of farm workers.

Produces better quality harvest.

Agricultural produce is easily recognizable and cancompete in the domestic and the international markets.

IntegratedPest Control

The control of pests using an integration ofmethods which reduces the pest populationto one that is low yet will not cause economicdamage, taking into consideration theecology and biology of the crop concerned.

Farm An area under the control of an entrepreneur or group of entrepreneurs, including all

farming or entrepreneural activities.

Sustainable Able to regenerate and sustain, is permanentand non-destructible.

4. APPLICATION CRITERIA

Applicant Categories are as follows:

i. Individualii. Private Companyiii. Project Participants of Permanent Food

Production Parks (TKPM)iv. Agencies/Statutory Bodiesv. Contract Farming Participantsvi. Agricultural Centers under the supervision of the

Department of Agriculturevii. Participants of Modern Agricultural Project

Applicant has to ensure the following:

i. Operating on legally valid landii. Farm has been planted and is producing yieldiii. The farm produce is meant for the domestic or

export market

5. APPLICATION PROCEDURE

Application must be made using Application Form MyGAP 1(Refer Appendix 2). MyGAP 1 Form is available at:

i. Crop Quality Control Division, Department of

Agriculture Malaysia, Putrajayaii. State Departments of Agricultureiii. District Agricultural Officesiv. Web Page http://www.doa.gov.my

Completely-filled MyGAP Application Forms should be sentto the secretariat via District Agricultural Offices. A documentset to be forwarded consists of:

i. MyGAP 1 Application Formii. MyGAP 1-1 Application Check Listiii. A certified copy of Identity Card / CCM Registration

Certificateiv. A copy of the Land Title Certificate for the area

involvedv. A copy of Land Tenure Agreement / Letter of

consent for use of the land for farming

6. SERVICE CHARGES

Enrolment in the scheme is voluntary and service is given FREE  toparticipants for certification purposes.

7. EVALUATION CRITERIA

Applicant must pass all the three requirements below:

i. Site Inspectionii. Water and Harvest Sample for pesticide residue,

heavy metal and bacterial analysisiii. Farm verification / practices

8. CERTIFICATION PROCESS

Please Refer to Flow Chart of MyGAP Certification Process -Appendix 1.

Certification approval period is within 6 to 24 months.

9. AUDIT CERTIFICATION

Pre-Audit

i. Undertaken to ensure that the operator is practicingGAP while awaiting award of MyGAP certification.

ii. Pre-audit Officers are officers from the Departmentof Agriculture at the district level.

iii. Officers from the Department of Agriculture at thedistrict level will collect harvest samples for thepurpose of pesticides residue and heavy metalanalysis.

Follow-up Audit

i. External auditing is carried out to ensure that the

operator is practicing and complies with GAP inaccordance with specified standards and if so cansubsequently be recommended for certification.

ii. The audit will be undertaken by competent officers(technical) from the Department of Agriculture.

10. VALIDITY PERIOD 

MyGAP Certification is valid for two (2) years. Regimented monitoringwill be carried out at least once (1) a year by the Department ofAgriculture.

11. RENEWAL

For the purpose of renewal, applicant is required tocompletely fill and submit MyGAP 13-2 Application Form

(Please Refer Appendix 2). 

Certification renewal should be made every 2 years andthe application should be sent within six (6) months prior tothe expiry date.

Certificate renewal will be issued if the farm is still incompliance with the specified conditions.

Please Refer to Certification Flow Chart in Appendix 1.

12. REVOCATION OF CERTIFICATE 

MyGAP certification may be withdrawn based on thefollowing reasons:

i. Failure to renew the certificate after the expiry dateii. The farm is found to be in non-compliance with the

specified conditions while still in the validity periodiii. Misuse of the MyGAP Certificate and logo in any way

1. INTRODUCTION 

The Malaysian Aquaculture Farm Certification Scheme(SPLAM) was introduced in 2005 comprised of PondAquaculture Rearing System, Cage, Tank, Hatchery andSeaweed production. The objective of the scheme is to produce safe and highquality aquaculture products for consumption, produced in

a manner that will not cause any hazardous effect to theenvironment, animal welfare and complied with the workerssafety and health requirement. The SPLAM is a voluntaryscheme which applies the Good Aquaculture Practice,responsible and environmentally friendly at the farm level.

The Malaysian Good Agriculture Practice (MyGAP) is arebranding initiative replacing the Malaysian AquacultureFarm Certification Scheme (SPLAM) for Aquaculture Sector.

2. CERTIFICATION ADVANTAGES

Raise confidence among the consumers towards onhygienic and safe aquaculture products and producedwithout affecting the quality of the environment.

Government assurance for safe aquaculture productthrough sampling activity.

Farm commitments to produce safe aquaculture productsfor human consumption and to raise consumers’ confidencetowards Malaysian aquaculture produce.

Widening the marketing channel for Malaysian Aquacultureproduce.

3. DEFINITION

 4. APPLICATION CRITERIA

The following farm owners are eligible to be considered for theMyGAP certification:

Rearing sites selection that is owned and operated legally(individual / rent / temporary ownership / lease).

Involved in fish rearing for at least a year and has yieldproduction record.

Farm records and documents are available, well-kept andupdated.

 

CorrectiveMeasures

Suggested actions by the auditors that shouldbe taken by the auditees to correct the mistakesand weaknesses that may affect theachievement of the identified organizationalobjectives based on the current evaluationand monitoring report.

AquacultureActivity

Any activity related to fully or partially of the lifecycle of fish breeding rearing or genetic breeding.

Non-Compliance Fail to meet the requirement.

Auditor  Professionally trained personnel to undertakeauditing work.

Re-CertificationAudit

A systematic validation mechanism to determinethe auditee’s compliance and auditor teamevaluation towards the farm readiness to extendthe validity of the existing certificate – carriedout within three (3) months prior to the expiry date.

SurveillanceAudit

A systematic validation mechanism to measurethe post certification processes of the auditee’scompliance – normally starts after beingcertified for six (6), twelve (12) and eighteen(18) months.

Readiness in accepting positive opinions, comments andsuggestions for improvement on good aquaculturepractices.

Possess document of Quality Assurance Program as a proofof commitment to produce quality, safe product forconsumption, sustainability for environment, animal welfareand prioritizing the health and safety of workers.

5. APPLICATION PROCEDURE

Interested applicant for the scheme must fulfil therequirements and the MyGAP recognition criteria.

The application should be registered by completing the

ARF-01 Form Department of Fisheries Malaysia that isavailable at the respective state offices of the Departmentof Fisheries Malaysia or registering through the webpage ofthe e-Biosecurity at http://www.ebs.dof.gov.my.

The Department of Fisheries Malaysia through States FisheriesBiosecurity Unit (UBPN) will carry out pre-registrationinspection for certification of applying farm. The genuine applicants that have undergone thepre-registration inspection process will be issued withregistration number sent via official letter or electronic mail.

6. SERVICE CHARGES

The Service Charge is FREE.

7. EVALUATION CRITERIA

The MyGAP Certification Evaluation is based on the standardrequirements as follows:

i. MS 1998: 2007 – Good Aquaculture Practice (GAqP) – Aquaculture Farm General Guidelines.

ii. MS 2467: 2012 – Code of Practice for SeaweedCultivation.

8. CERTIFICATION PROCESS

The registered applicant shall submit their official applicationfor certification by enclosing the Farm Information, QualityAssurance Manual (Quality Assurance Programme - QAP)and related farm documents.

The Compliance Audit will be undertaken by the appointedauditors to evaluate the Quality Assurance Manual andGood Aquaculture Practice at the farm level.

The Follow-up Audit will be carried out to verify the correctivemeasures taken if there is any request has been raised by theCompliance Auditors.

The final report of the evaluation and auditing findings will beforwarded by the Lead Auditor to the Fisheries BiosecurityCertification and Evaluation Committee prior to theapproval by the Director of Fisheries Biosecurity Division.

The certificate signed by the Director General of Fisheriesshall be issued to the operators who have met thecertification requirements.

The operators shall use the logo and certificate for their farmproduce for domestic and export market till the expiry date.

The Surveillance Audit and re-certification will be carried outin period of six (6) and twelve (12) months after thecertification and at least within three (3) months prior to thecertificate expiry date to measure and ensure the operatorsare maintaining and practising the principles of the scheme.

If the farms are found to be non-compliance in accordancewith any specified terms, its certification status will be

revoked and will be announced on the website ofDepartment of Fisheries Malaysia. In the period of suspensionor withdrawal, the farm owner cannot use the logo andcertificate for any business transactions.

Phase 1 – Application

The application shall be made using ARF-01 / ARF-02 Form tothe nearest State Fisheries Biosecurity Unit (UBPN)

The UBPN will carry out the farm pre-registration inspection tocertify the farm documents and declaration within 10 days

after the submission of the application form.

The application will be extended to the Fisheries HeadQuarters in Putrajaya for registration.

Phase 2 - Issuance of Registration Number

The Fisheries Biosecurity Division will undertake the evaluationto the application and examine the UPBN Inspection Reportand issuing the Registration Number.

Registration approval will be notified to UPBN for furtheraction (inform the operator)

Phase 3 – Auditing Application

The registered applicant shall prepare Good AquaculturePractice Document i.e. Document of Quality Assurance

Program.

The official application for the certification, QAP Documentand readiness to be audited should be submitted to UBPN.

The application then shall be forwarded to the HeadQuarters by UBPN.

Phase 4 – Selection of Auditor Team

The Audit Team members will be selected from a list ofauditors based on the auditing experience and previous

Audit Report.

The Auditor Team is consist of Lead Auditor, Auditor andTrainee Auditor (if necessary).

The Lead Auditor Chief will liaise with UBPN / applicantpertaining to the actual auditing schedule.

Phase 5 – Compliance Audit Evaluation

The Compliance Auditors visit will be carried out to evaluatethe documented Quality Assurance System in QAP

Document and its alignment with the actual practices in thefarm.

The Corrective Action Request (CAR) will be issued by theauditors to the farm owner if the auditing findings showedelements of incompliance with the auditing criteria.

The auditor team will submit the Compliance Audit Report tothe committee.

The farm owner has to act on the corrective measures asagreed during the auditing session.

The UBPN will undertake the Follow-up Audit to evaluate thecorrective action taken by the registered applicant.

Phase 6 – Committee of Evaluation and Recommendation ofFisheries Biosecurity Audit

The Audit Report will be reviewed the Evaluation andRecommendation of Fisheries Biosecurity Audit Committeeon the pertaining to findings by the auditors.

Phase 7 – Approval

The approval granted by the Division’s Director based on therecommendations of the Committee of Fisheries Biosecurity

Audit Report.

Phase 8 – Certificate Award

The certificates shall be awarded to the successfulapplicants and valid for two (2) years.

Phase 9 – Maintenance of Status

The UPBN will undertake Surveillance Audit 6 months and 12months after the date of approval to ensure continuouscompliance by the farm owners towards the requirement

under the certification standard.

If there is corrective action requested by the auditors, therequest must be undertaken in two weeks before the auditdate.

Phase 10 – Re-Certification

The application for the re-certification should be submittedwithin a period of six (6) months before the certificate expirydate.

Phase 11 – Sampling Program

The certified farm will undergo sampling to make sure themaximum residual level does not exceed the permitted limitas specified in the standard.

9. AUDIT

10. VALIDITY PERIOD

The certificates issued to the rearers have the validity period of two (2)years.

11. CERTIFICATE RENEWAL

The certificate renewal shall be made within three (3) months prior tothe certificate expiry date as a reminder.

12. REVOCATION Of CERTIFICATE

The revocation will be taken in place if the rearing farms are found tobe not complying with the MyGAP criteria and to any terms of

Certification Recognition Standard as follows:

The farm shifted to other location.

Changed in operation and type of farm stock.

Farm Management has withdrawn voluntarily.

Does not maintain the level of compliance during thesurveillance activity and unscheduled inspection.

Unsafe farm produce and traced to be containing Maximum

Waste level exceeding the permissible level through theOfficial Sampling Program of the Department of FisheriesMalaysia.

  Skim Amalan Ladang Ternakan (SALT)

Skim Amalan Ladang Ternakan (SALT) was introduced in2003. This scheme is based on good husbandry practises ofhealthy livestock for safe and quality farm produce. GoodAgricultural Practice (GAP) and Good Animal HusbandryPractice (GAHP) which comprised of herd health

programme, biosecurity sanitary & phytosanitary togetherwith, waste and pollution management in place are thecriteria for the SALT certification. The SALT criteria is in tandemwith international standard.

Malaysia Good Agricultural Practices (MyGAP)

MyGAP is a rebranding of Skim Amalan Ladang Ternakan(SALT) for livestock sector.

2. CERTIFICATION ADVANTAGES

Farmers

Department of Veterinary Services (DVS) will providesupervisory and continuous monitoring to the certified farm.

This acknowledgement is a quality indicator of GAHP.

The livestock and farm produce are certified to be safe, ofgood quality and free from infectious diseases.

Their livestock and farm produce are recognized and havehigher competitive advantages for marketing opportunities.

Premise and Infrastructure

i. Suitable farm layout with good bio-securityinfrastructure.

Use Of Medication

Use of medication must be controlled, use as prescribed bythe factory or veterinary doctor. These are to prevent the

presence of veterinary drugs residue in the food chain.

Waste Management and Pollution Control

Farm operators should to take steps to ensure the husbandryactivities are not polluting the environment (water, soil, air).

Animal Welfare

The well being and welfare of the animals must be taken inconsideration at all times during their production period bythe farmers and workers ie: from receiving of stocks up to

sale point.

5. APPLICATION PROCEDURE

MyGAP Application Form, AP/DVS/MyGAP No. 1 (previouslyknown as DVS/MyGAP Certification Scheme ApplicationForm) are available from Veterinary Service Malaysia HeadOffice or State Department of Veterinary Service ordownloadable from official portal of the Department ofVeterinary Service, http://www.dvs.gov.my.

The Application Form must be filled completely by theapplicant with the manual of Good Animal Husbandry(GAHP) enclosed. The application may be forwarded to theQuality Assurance and Diagnostic Division. The receipt of theapplication will be notified to the applicant.

The applicant must enclose the Manual of Good AnimalHusbandry (GAHP), as a quality assurance programdocuments that contains the following information:

i. Farm profile, including location and relevant plansinformation.

6. SERVICE CHARGES

No payment is imposed for MyGAP Certification. The governmentthough, has the right to impose relevant and appropriate paymenton all kind of services provided, if required.

7. EVALUATION CRITERIA

The general requirement for MyGAP Certification is fulfilling the GoodAnimal Husbandry Practice (GAHP). Good Agricultural Practice(GAP) for Livestock Farm is based on the scope of Good AnimalHusbandry Practice (GAHP).

Evaluation aspects that will be focused during the validation for thepurpose of MyGAP Certification are the implementation of GAP i.e.GAHP in compliance to MS 2027:2006 Good Animal HusbandryPractice (GAHP). The scope of GAHP comprises of the aspects ofhusbandry activities as follows:

Site Selection

Distance and area: Suitable farm distance and housing areaaccording to types of livestock, so that it will not disturbpublic tranquility abide by current legality (e.g. StateEnactment).

Construction of Farm Infrastructure

Possessing complete and separate infrastructure such asfeed store, drugs store and equipment store. Animal rearingarea is operated separately from the non-production area.Fence is erected to separate between the both etc.

Workers quarters shall never be placed in the productionarea and shall have complete fencing sytem with functional

foot-dip and/or changing room to maximize the bio-securitycontrol.

Farm Resource and Input Management

The applicant has to manage the sources and inputs asfollows:

i. Personnel Management

Be sure that the workers are in good health level at alltime. Timely medical check-up has to be arrangedwhen appropriate.

ii. Workers Welfare

Workers quarters are constructed separately from theproduction area.

iii. Animal Resource Management

Livestock acquisition should be made from farm orsource that has been certified by the DVS orpracticing management procedure that aremutually endorsed for equivalence to thecertification terms.

iv. Animal Feed Management

Feed supply should be acquired from the source thatpracticed Good Manufacturing Practice (GMP) and

certified by the DVS.

Feed shall be stored in clean, dry and goodventilated place in correct technique also pestproofed.

v. Drinking Water Management

Drinking water should be obtained from clean watersource and safe for drinking. Should treatmentrequired, use only material approved by thegovernment.

vi. Equipments Management

All equipments must be in good order andcontinuously maintained. Avoid borrowingequipments from other farm.

vii. Shed and Corral Management

Shed ventilation must be regularly monitored. Thetemperature and humidity in all parts of the shedmust be fixed, uniform at all times, suitable with level

of livestock ages and production phase.

viii.  Livestock and Livestock Produce Handling

During catching and transportation process,livestocks shall be ensured to be handled in correct

manner so that the livestock and produce will not beinjured or damaged.

ix.  Livestock Identification

Farm should has good livestock identification system.

 x.  Record Management

Completed, updated, well-kept and maintainedfarm record.

Farm Sanitation Management

Farm surroundings and premise sanitary level shall bemaintained at all times. Grasses and unwanted plantsshould be cut or sprayed with herbicide so that it will notbecome pest breeding sites.

Farm Waste Management

Farm waste including animal carcasses should be welldisposed so that it will not cause pollution and disturbance toenvironment and become source of diseases. No carcasses

can be transported out from the farm ie. sell to externalcontractor.

Pollution Management

Farm party should have a good farm management with thefollowing pollution issues:

i. Flies Infestation

Flies Control Program should be established andimplemented correctly with relevant record readily

available.

ii. Odour Pollution

Make sure the farming activities do not cause smellproblem and will disturb environmental well-being.

iii. Dust Pollution

Make sure the sucked out air off the shed (closedshed) does not pollute the air and brings hazard tothe surroundings.

iv. Noise Pollution

Make sure sound level from the farming activitiesdoes not disturb the well-being of the public

surroundings.

Farm Water Discharge Management

Farm should have an effective farm waste water dischargetreatment system. Solid contained farm water waste shouldnot be discharged directly into the drainage system.

Use of Vaccines, Medications and Chemicals

The farm should practice the use of vaccines, drugs andchemicals as follows:

i. Use of Vaccine

Written Vaccination Program should be preparedand implemented correctly. Records shall bemaintained at all times.

Types of vaccine used should be suitable with therequirement (species, type and age) of animal.

All empty vaccine containers and bottles shall bedisposed according to the manufacturer’s

prescription.

ii. Use of Medications and Chemicals

Usage, management and storage of drugs,chemicals and poisons must be used as prescribed.Only government approved drugs, chemicals andpoisons can be used.

Farm Health and Bio-Security Management

i.  Health and Disease Control

Farm disease status must be monitored regularly.Monitoring records should be complete, well-keptand updated. Written document of Herd HealthProgram should be prepared and implementedcorrectly.

ii. Farm Bio-Security

Complete provision of Bio-Security infrastructure. Theinfrastructure should be built perfectly, wellmaintained and effectively functional.

iii. Sanitation Program

All sheds and equipments shall be sanitized properlyusing the right chemicals and/or sanitizers as

prescribed by the manufacturer after each cycleand resting period.

8. CERTIFICATION PROCESS

The process for certification involves several work processes,starting from the application by farm, application evaluationprocess, field evaluation and verification evaluation by thetechnical committee and the recommendation by thecommittee meeting of DVS Certification Scheme andsubsequently the certification award.

Award Committee of DVS Certification Scheme

The role of this committee is to consider or to decide afterreceiving and evaluating the reports from the TechnicalCommittee of DVS Certification Scheme.

9. AUDIT CERTIFICATION

Adequacy Audit

This document audit is done over received application formto ensure the content and supporting documents for everyitem in the application form has complied with the term of

MyGAP.

Compliance Audit

Compliance audit comprised of document auditand field audit. Date of audit will be mutuallyagreeable between the auditors and applicant.Failure of the applicant to agree with thecompliance audit date in a month period after theapplication form received, will cause the applicationto be automatically cancelled.

When compliance audit had been undertaken andno non-compliance (CAR ) had been issued by theauditors, the Lead Auditor will prepare and presentthe report to the Technical Award Committee of the

DVS Certification Scheme for consideration.

If there any non-compliance(s) during auditing,CAR(s) will be issued. Corrective actions should bedone in an agreeable period by the auditees andthe auditors. If necessary, a verification audit will becarried out to certify that all non-compliance(s) havebeen executed by the applicant.

Failure of the applicant to execute the correctiveaction over the non-compliances within period of six(6) months from the date of CAR issuance will cause

the application to be cancelled. When MyGAP Logohad been awarded, the applicant will be issued withan approval notification letter, stating the MyGAPEstablishment Number and list of terms to becomplied.

Surveillance Audit

DVS will undertake surveillance audit regimentally to makesure the MyGAP Certificate awarded premise maintains thecertification criteria and implementation of GAP and GAHPelements. The frequency of audit depends on the current

requirement.

Review Audit

Review Audit will be carried out once a year for the purposeof MyGAP Certificate renewal which valids for a year.Review Audit will also be carried out if there are changes asfollows:

i. Additional to field activities after the MyGAP

Certificate award.

ii. Husbandry technology.iii. Management company.

iv. Farm address.

If there is any non-compliance(s) while auditing, CAR(s) willbe issued. Corrective measures must be done. If necessary,verification audit will be carried out to certify that thecorrective measures had been taken by the applicant.

Failure of the applicant to execute the correction over thenon-compliances within period of six (6) months from thedate of CAR issuance will cause the application for renewalto be cancelled

10. VALIDITY PERIOD

MyGAP Certificate validity period is till 31st December of the currentyear.

11. CERTIFICATE RENEWAL

Certificate renewal is a yearly basis. The renewal is alsowhen there are changes such as additional to field activitiesafter the MyGAP certificate awarded, husbandrytechnology, changes to management company and farmaddress.

If there is any non-compliance(s) while auditing, CAR(s) willbe issued. Corrective measures must be done. If necessary,

verification audit will be carried out to certify that thecorrective measures had been taken by the applicant.

Failure of the applicant to execute the correction over thenon-compliances within period of six (6) months from thedate of CAR issuance will cause the application for renewalto be cancelled.

The lead auditor will prepare report and the certificate willbe renewable in the following year when all CAR(s) hadbeen closed successfully. If there is no CAR(s), the leadauditor will prepare report and the certificate will be

renewable in the following year.

12. CERTIFICATE REVOCATION

Logo award is revocable in the following situations :

No subsequent action to the non-compliance(major) identified during surveillance audit andreview audit.

Location of operation premise changed; other than

as registered during the award.

Change in company’s management without anynotification to DVS.

Change of operational system compared to thesystem approved during the award.

Voluntary withdrawal from the program.
