RINGKASAN

SUMMARY

PRESTASI INDEKS PENGELUARAN PERINDUSTRIAN

Indeks Pengeluaran Perindustrian (IPP) meningkat sebanyak 3.7% pada bulan Jun 2012 berbanding Jun

2011. Peningkatan pada bulan Jun 2012 disebabkan oleh kenaikan indeks Pembuatan dan indeks Elektrik

dengan masing-masing sebanyak 4.8% dan 5.9%. Walau bagaimanapun, indeks Perlombongan

mencatatkan sedikit penurunan sebanyak 0.3%. IPP pada bulan Mei 2012 telah disemak semula positif

7.8% tahun ke tahun.

Pada asas pelarasan musim bulan ke bulan, IPP bulan Jun 2012 menurun sebanyak 1.9% yang

disebabkan oleh penurunan indeks Pembuatan dan indeks Perlombongan dengan masing-masing

sebanyak 0.4% dan 1.1%. Manakala indeks Elektrik mencatatkan peningkatan sebanyak 0.5%.

PRESTASI SEKTOR PEMBUATAN

Output sektor Pembuatan bagi bulan Jun 2012 mencatatkan peningkatan 4.8%, berasaskan tahun-ke-tahun.

Output pada bulan Mei 2012 meningkat 6.7% (pindaan) berbanding dengan bulan yang sama tahun lepas.

Sub-sektor utama yang melaporkan peningkatan dalam output Pembuatan pada bulan Jun 2012 adalah

kumpulan: Produk Petroleum, Kimia, Getah dan Plastik (8.2%); Produk Mineral Bukan Logam, Logam Asas

dan Produk Logam yang Direka (5.0%) dan Kelengkapan Pengangkutan dan Pembuatan Lain (13.8%).

Output pelarasan musim bagi bulan Jun 2012 menurun sedikit sebanyak 0.4% berbanding bulan Mei 2012 .

PRESTASI SEKTOR PERLOMBONGAN

Output sektor Perlombongan pada bulan Jun 2012 menurun sedikit sebanyak 0.3% berbanding bulan yang

sama tahun 2011. Penurunan tersebut berpunca daripada kemerosotan indeks gas asli (9.6%) walaupun

indeks minyak mentah meningkat sebanyak 5.1%. Berbanding Mei 2012, output pelarasan musim bagi indeks

Perlombongan menurun sebanyak 1.1%.

Output Elektrik merekodkan peningkatan sebanyak 5.9% pada bulan Jun 2012 berasaskan tahun-ke-tahun.

Berbanding Mei 2012, output pelarasan musim bagi sektor Elektrik meningkat sebanyak 0.5%.

Indeks Pengeluaran Perindustrian Malaysia bagi suku kedua tahun 2012 meningkat sebanyak 4.9%

Indeks Pengeluaran Perindustrian Malaysia bagi suku kedua tahun 2012 meningkat sebanyak 4.9%

berbanding dengan suku yang sama tahun sebelumnya. Peningkatan ini disumbangkan oleh kenaikan semua

indeks: Pembuatan (5.7%), Perlombongan (2.2%) dan Elektrik (5.3%).

PERFORMANCE OF INDUSTRIAL PRODUCTION INDEX

The Industrial Production Index (IPI) went up 3.7% in June 2012 as compared with June 2011. The expansion

in June 2012 was due to the increases of Manufacturing index and Electricity index of 4.8% and 5.9%

in June 2012 was due to the increases of Manufacturing index and Electricity index of 4.8% and 5.9%

respectively. However, the index of Mining registered a marginal decrease of 0.3%. The IPI in May 2012 has

been revised positive 7.8% year-on-year.

On a seasonally adjusted month-on-month basis, the IPI in June 2012 decrease by 1.9% which was

contributed by Manufacturing index and Mining index of 0.4% and 1.1% respectively. Meanwhile, Electricity

index registered an increased by 0.5%.

PERFORMANCE OF MANUFACTURING SECTOR

The Manufacturing output in June 2012 registered a growth of 4.8%, on year-on-year basis. Output for May

2012 increased 6.7% (revised) as compared with the same month last year. The major sub-sectors reported

increases in Manufacturing output in June 2012 were: Petroleum, Chemical, Rubber and Plastic Products

(8.2%); Non-metallic Mineral Products, Basic Metal and Fabricated Metal Products (5.0%); and Transport

Equipment and Other Manufactures (13.8%). The seasonally adjusted output for June 2012 decreased 0.4%

as compared to May 2012.

PERFORMANCE OF MINING SECTOR

The output for the Mining sector recorded a marginal decrease of 0.3% in June 2012 as compared with the

same month of 2011. This was due to the decrease in natural gas index (9.6%) although crude oil index

increased by 5.1%. As against May 2012, the seasonally adjusted output for the Mining index decreased by

1.1%.

PERFORMANCE OF ELECTRICITY SECTOR

The Electricity output recorded an increase of 5.9% in June 2012 on a yearly basis. Comparing with May

2012, the seasonally adjusted output for Electricity sector increased by 0.5%.

Malaysia’s Industrial Production Index for the second quarter of 2012 increased by 4.9% as compared to the

same quarter of the previous year. The expansion was contributed by the increases in all indices:

Manufacturing (5.7%), Mining (2.2%) and Electricity (5.3%).

PENGASASAN SEMULA INDEKS PENGELUARAN PERINDUSTRIAN MALAYSIA(2005=100)

Pendahuluan

Penerbitan bulan rujukan Januari 2009 adalah keluaran pertama yang menggunakan 2005 sebagai tahun asasdalam pembentukan Indeks Pengeluaran Perindustrian (IPP), Malaysia. Tahun asas 2005 ini menggantikantahun asas 2000 yang telah digunakan sebelum ini. Pengasasan semula tahun asas ini merupakan kali ketujuhdilaksanakan oleh Jabatan Perangkaan Malaysia.

Jabatan Perangkaan Malaysia telah memulakan kerja-kerja pengasasan semula IPP ini mulaipenghujung tahun 2007. IPP merangkumi tiga sektor utama iaitu Perlombongan, Pembuatandan Elektrik. Ini adalah selaras dengan definisi perindustrian dalam Recommendations for the1983 World Programme of Industrial Statistics-Part One, General Statistical Objectives yangdikeluarkan oleh United Nations.

Pengasasan semula adalah penting bagi memenuhi keperluan permintaan untukmendapatkan pengukuran yang lebih tepat dan boleh dipercayai. Pengasasan semula danperubahan wajaran dilakukan bagi memastikan:a. skop dan liputan indeks memenuhi keperluan pengguna;b. struktur indeks menggambarkan keadaan aktiviti industri terkini; danc. wajaran yang digunakan mencerminkan kepentingan industri yang terlibat.

Data Banci Industri Perlombongan dan Pengkuarian dan Banci Industri Pembuatan bagitahun rujukan 2005 telah digunakan untuk mengasas semula IPP bagi kedua-dua sektor inimanakala data daripada Tenaga Nasional Berhad (TNB) (termasuk Pengeluar Tenaga Bebas),Sabah Electricity Sdn Bhd (SESB) dan Syarikat SESCO Berhad bagi tahun rujukan yang samatelah digunakan untuk mengasas semula IPP bagi sektor Elektrik.

Objektif Objektif utama IPP adalah untuk mengukur kadar perubahan sebenar pengeluarankomoditi perindustrian bagi satu tempoh masa dan dengan itu dapat membantupengguna dalam merangka dasar serta membuat keputusan.

Skop danLiputan

Sektor Perlombongan meliputi pengeluaran minyak mentah dan gas asli yang manakesemuanya menyumbang sebanyak 99.5% kepada nilai output kasar dan 99.8% kepadanilai tambah banci bagi sektor perlombongan pada tahun 2005.

Sektor Pembuatan meliputi pengeluaran 102 Industri daripada sejumlah 197 industri.Sejumlah 102 industri terpilih ini meliputi 47 daripada 61 kumpulan. Pemilihan industri dankumpulan ini berdasarkan sumbangan masing-masing kepada nilai tambah banci bagi sektorpembuatan pada tahun 2005. Industri-industri terpilih ini telah menyumbangkan 83.8% nilaitambah banci dan 87.9% nilai output kasar bagi sektor Pembuatan pada tahun 2005. Industri-industri ini pula diwakili oleh pengeluaran 627 produk yang menyumbangkan 80.2% darisegi jumlah nilai jualan dalam sektor Pembuatan. Ciri utama produk terpilih bagi industri-industri ini telah dipilih berdasarkan sumbangan produk berkenaan kepada jumlah nilaijualan bagi industri tersebut.

Sektor Elektrik pula meliputi penjanaan tenaga elektrik oleh loji yang dilesenkan untukmenjana dan menjual tenaga elektrik. Loji seumpama ini menyumbangkan 98.0% kepadajumlah tenaga elektrik yang dijanakan pada tahun 2005.

Data bulanan pengeluaran minyak mentah dan gas asli diperoleh daripada PETRONAS.

Data pengeluaran bagi 98 industri terpilih dalam sektor Pembuatan diperoleh melaluiPenyiasatan Pembuatan Bulanan yang mana hanya pertubuhan besar yang melebihi saizbilangan pekerja tertentu atau memberi sumbangan yang signifikan dari segi nilai jualandiliputi. Data pengeluaran bagi empat industri lagi, iaitu minyak kelapa sawit mentah,minyak kelapa sawit bertapis dan minyak isi rong kelapa sawit diperoleh daripada LembagaMinyak Sawit Malaysia (MPOB). Manakala data pengeluaran bagi kilang papan puladiperoleh daripada Jabatan Perhutanan.

Data bulanan penjanaan tenaga elektrik diperoleh daripada Tenaga Nasional Berhad (TNB),Sabah Electricity Sdn Bhd (SESB) dan Syarikat SESCO Berhad.

Konsep danDefinisi

Konsep dan definisi yang digunakan dalam penerbitan ini adalah berdasarkan KlasifikasiStandard Perindustrian Malaysia 2000 yang selaras dengan ‘International Standard IndustrialClassification Of All Economic Activities (ISIC) Rev.3’.

PerlombonganPerlombongan merupakan sebahagian daripada Kategori "Perlombongan dan Pengkuarian".Ia ditakrifkan sebagai “pengekstrakan, pembersihan, mengeluarkan galian yang terjadisecara semulajadi sebagai pepejal seperti batu arang dan bijih, cecair seperti petroleummentah atau gas seperti gas asli. Pengekstrakan galian dijalankan melalui proses sepertiperlombongan bawah tanah atau dedah, kapal korek, pengkuarian, pengoperasian telagaatau dulang sejatan atau melalui pengambilan semula daripada bijih buangan atau amang.Semua aktiviti tambahan yang bertujuan untuk penyediaan bahan mentah untuk pemasaranyang dijalankan berhampiran dengan tapak lombong seperti pengilangan, pembersihan danmengeluarkan bijih, penapisan, pembersihan dan pengapungan juga termasuk”.

PembuatanPembuatan ditakrifkan sebagai "perubahan fizikal atau kimia ke atas bahan atau komponenmenjadi produk yang baru, sama ada pekerjaan dilakukan oleh mesin yang dijalankan olehkuasa atau yang dikendalikan oleh tangan, sama ada dijalankan dalam kilang atau di rumahpekerja dan sama ada produknya dijual secara jual borong atau jual runcit.”

ElektrikElektrik merujuk kepada "penjanaan, pengumpulan, pemancaran atau pengagihan tenagaelektrik untuk jualan kepada pengguna isirumah, perindustrian atau komersil”.

Wajaran Wajaran untuk pengiraan IPP telah diperoleh seperti berikut:

Peringkat Sektor- Wajaran mengikut peratus sumbangan dari segi Keluaran Dalam Negeri Kasar (KDNK) padaharga semasa 2005 bagi Malaysia dalam sektor Perlombongan, Pembuatan dan Elektrik;dan

Peringkat Kumpulan dan Industri- Wajaran berdasarkan peratus kepada jumlah nilai tambah banci bagi Kumpulan dan

Industri terpilih pada tahun 2005. Dalam sesebuah industri, wajaran bagi produk telahditentukan berdasarkan peratus sumbangan nilai jualan terhadap industri berkenaan.

ProsedurPengiraan

Pada amnya, prosedur berikut telah digunakan untuk memperoleh IPP:

(a) mengira relatif produk berdasarkan data pengeluaran;(b) mengira indeks industri berdasarkan purata aritmetik berwajarankan relatif kuantiti; dan(c) mengira indeks untuk kumpulan dan sektor berdasarkan kepada indeks industri yang

berkenaan.

IPP yang disusun ialah satu purata aritmetik berwajarankan tahun asas bagi relatif kuantitiyang dikira mengikut formula Laspeyres:

IPP ditunjukkan pada peringkat sektor (1-digit), industri (peringkat 5-digit) dan komoditi(peringkat 10-digit) bagi sektor Perlombongan; sektor (1-digit), bahagian (peringkat 2-digit),kumpulan (peringkat 3-digit) dan industri (peringkat 5-digit) bagi sektor Pembuatan; danpada peringkat sektor (1-digit) bagi sektor Elektrik. Di samping itu, indeks keseluruhan bagiketiga-tiga sektor yang disatukan juga ditunjukkan.

Konsep danDefinisi

IndustriSebuah ‘industri’ ditakrifkan sebagai satu kumpulan pertubuhan ekonomi yang manasemuanya menjalankan satu jenis kegiatan utama yang sama atau mengeluarkan jenisproduk yang sama. Unit pelapor, iaitu ‘pertubuhan’, diuntukkan kepada industri tertentuberdasarkan aktiviti atau produk utamanya. Walau bagaimanapun, mana-mana pertubuhandalam sebarang industri mungkin mengeluarkan produk bagi industri lain sebagai satukegiatan kecil. Oleh yang demikian, kegiatan bagi mana-mana ‘industri’ tidak semestinyaterhad hanya kepada jenis kegiatan yang mana industri itu ditakrifkan ataupun jeniskegiatannya tidak semestinya terdapat dalam industri tersebut sahaja. Oleh itu, perlulahdiambil perhatian bahawa data bagi industri tertentu adalah jumlah produk utama danbukan utama yang dibuat oleh pertubuhan yang dikelaskan kepada sesuatu industri tertentu.

Unit Pelapor – PertubuhanUnit pelapor bagi Penyiasatan Pembuatan Bulanan ialah pertubuhan. Sebuah pertubuhanditakrif "secara unggul, sebagai satu unit ekonomi yang bergiat di bawah satu hak milik ataupenguasaan tunggal, iaitu, di bawah satu entiti yang sah. Ia menjalankan satu jenis aktivitiekonomi atau mempunyai satu jenis aktiviti ekonomi utama di satu lokasi". Sekiranyasesebuah pertubuhan, dari segi nilai jualan, mempunyai lebih daripada satu kegiatanpenting, maka pertubuhan berkenaan diminta memberikan penyata yang berasingan bagisetiap kegiatannya. Sebaliknya, jika sesebuah pertubuhan itu menjalankan satu kegiatanpenting sahaja, maka kegiatan lain yang kurang penting akan dimasukkan ke dalam kegiatanyang penting itu dan seterusnya pertubuhan berkenaan dikelaskan mengikut industri bagikegiatan penting tersebut.

Data yang digunakan bagi penyusunan IPP telah dipungut di bawah peruntukan AktaPerangkaan 1965 (pindaan-1989). Akta ini mensyaratkan bahawa kandungan penyataindividu adalah sulit. Selaras dengan peruntukan dalam Akta ini, hanya angka agregatditerbitkan.

Pindaan Pindaan akan dibuat ke atas angka yang telah diterbitkan berdasarkan data terkini yangdiperoleh.

Menghubungsiri lamakepada tahunasas baru

Indeks siri tahun asas yang lama dihubungkan dengan tahun asas yang baru untukmemastikan terdapat siri yang berterusan bagi tujuan analisis. Metodologi ini membolehkanperbandingan dari segi tahun ke atas tahun dan bulan ke atas bulan dilaksanakanberdasarkan tahun asas yang baru. Siri yang lama dihubungkan dengan tahun asas yang barumenggunakan formula berikut:

PelarasanMusim

Data siri masa ekonomi Malaysia telah terjejas oleh perayaan-perayaan utama agama sepertiHari Raya Aidilfitri bagi umat Islam, Tahun Baru Cina bagi kaum Cina dan Deepavali bagikaum India. Perayaan utama di negara ini biasanya berkaitan dengan aktiviti agama dantarikh perayaan tersebut ditentukan oleh kalendar agama masing-masing. Tarikh cuti initidak sejajar dengan kalendar Gregorian. Oleh itu, tarikh tersebut cenderung untuk bergerakdi sepanjang kalendar Gregorian dan memberikan kesan bermusim kepada siri-siri masaekonomi. Cuti yang tidak tetap ini memberikan impak besar terhadap data siri masa, oleh itu,langkah perlu diambil dalam melaksanakan proses pelarasan musim bagi mengelakkankekeliruan dalam pelarasan musim dan anggaran trend. Tambahan pula, kehadiran kesanp e r c u t i a n t i d a k t e t a p b o l e h m e r u m i t k a n p e n a f s i r a n d a t a .

Pelarasan musim adalah satu proses menghapuskan kesan anggaran variasi bermusim biasadaripada siri asal supaya kesan pengaruh-pengaruh lain pada siri ini mungkin lebih jelasdapat dikenalpasti. Pelarasan musim boleh dilaksanakan dengan pelbagai kaedah dankeputusan mungkin berbeza mengikut prosedur yang diguna pakai. Pendekatan yangdigunakan untuk pelarasan musim di Malaysia adalah Seasonal Adjustment for Malaysia(SEAM). SEAM adalah satu prosedur untuk membuang kesan cuti bergerak bagi data yangterpilih dalam siri masa ekonomi Malaysia dengan memperkenalkan beberapa langkah yangdigunakan untuk mengatasi had prosedur pelarasan musim yang sedia ada. Untukmenggunakan prosedur SEAM, program X-ARIMA yang boleh didapati dalam StatisticalAnalysis Software (SAS) telah digunakan.

Data yang digunakan untuk pelarasan musim merujuk kepada Indeks PengeluaranPerindustrian Malaysia. Indeks pelarasan musim bagi tahun semasa diperolehi denganmembahagikan indeks asal dengan faktor musim bulan semasa yang dijana untuk tempohsatu tahun kehadapan. Indeks yang diselaraskan ini akan dikemaskini semula apabila sirimasa tahun berkenaan lengkap 12 bulan.

REBASING OF INDUSTRIAL PRODUCTION INDEX OF MALAYSIA(2005=100)

Introduction

The publication for reference month January 2009 is the first release using 2005 as the base year in thecompilation of Industrial Production Index (IPI), Malaysia. The base year 2005 replaces the base year 2000which has been used before this. The rebasing of the base year has been done for the seventh time by theDepartment of Statistics, Malaysia.

Background

Purpose ofrebasing

Data Sources

The Department of Statistics, Malaysia started to rebase IPI at the end of 2007. IPI coversthree main sectors which are Mining, Manufacturing and Electricity. This is in line with theindustrial definition in the Recommendations for the 1983 World Programme of IndustrialStatistics-Part One, General Statistical Objectives published by the United Nations.

Rebasing is important due to the demand for more accurate, reliable and credible measure.The rebasing and reweighting are conducted to ensure that:a. the scope and coverage of the indices continue to meet the needs of users;b. the structure of the indices reflects the current activities of the industry; andc. the weights used continue to be representative of the industry concerned.

Data from the Census of Mining and Quarrying and Census of Manufacturing Industries forreference year 2005 were used to rebase the IPI for the two sectors, while data from TenagaNasional Berhad (TNB) (including Independent Power Producers), Sabah Electricity Sdn. Bhd.(SESB) and Syarikat SESCO Berhad for the same reference year were used to rebase the IPIfor the electricity sector.

The main objective of the IPI is to measure the rate of changes in the production of industrialcommodities in real terms over time, hence assisting users in policy formulation and decisionmaking.

Scope andCoverage

The Mining sector covers the production of crude petroleum and natural gas whichtogether accounted for 99.5% of the value of gross output and 99.8% of the census valueadded of the Mining sector in 2005.

The Manufacturing sector covers the production of 102 industries out of a total of 197industries. These 102 selected industries covered 47 out of the 61 groups. The selection ofthe industries and groups was based on their contributions to the census value added of theManufacturing sector in 2005. These selected industries accounted for 83.8% of the censusvalue added and 87.9% of the value of gross output of the Manufacturing sector in 2005.They were in turn represented by the production of 627 products which accounted for 80.2%in terms of the total sales value of the Manufacturing sector. The main or characteristicproducts of these industries were selected on the basis of their contributions to the totalsales value of that particular industry.

The electricity sector covers the generation of electricity by plants licensed to generate aswell as to sell electricity. These plants accounted for 98.0% of the total electricity generatedin 2005.

The weights used for the computation of the IPI have been derived as follows:

Sector level- The weights are in proportion to the Mining, Manufacturing and Electricity sectors'

respective contribution to the Gross Domestic Product (GDP) of Malaysia at current prices2005; and

Group and Industry level- The weights are based on their proportion to the total census value added of the selected

Groups and Industries in 2005. Within an industry, the weights of products have beendetermined on the basis of their proportion to the total sales value of that industry.

Monthly data on the production of crude petroleum and natural gas are obtained fromPETRONAS.

Production data for the 98 selected Industries in the Manufacturing sector are canvassedthrough the Monthly Manufacturing Survey where only larger establishments above certainemployment cut-offs are covered. Establishments with significant sales value are also coveredpurposively. Production data for the remaining four industries, namely crude palm oil, refinedpalm kernel oil and palm kernel oil are obtained from the Malaysian Palm Oil Board (MPOB)while data for sawmills are obtained from the Forestry Department.

Monthly data on the generation of electricity are obtained from Tenaga Nasional Berhad(TNB), Sabah Electricity Sdn. Bhd. (SESB) and Syarikat SESCO Berhad.

The concepts and definitions used in this publication are defined in the Malaysia StandardIndustrial Classification (MSIC) 2000 which adhere to that of the International StandardIndustrial Classification Of All Economic Activities (ISIC), Rev. 3.

MiningMining is part of the Category "Mining and Quarrying". It is defined as "extraction, dressingand beneficiating of minerals occuring naturally as solids such as coal and ores, liquids suchas crude oil or gases such as natural gas. Extraction of minerals is undertaken by suchprocesses as underground or open casting (open pit) mining, dredging, quarrying, theoperation of wells or evaporation pans, or by recovery from ore dumps or tailings. Allsupplementary activities aimed at preparing the crude materials for marketing, donegenerally near or at the mine site as crushing, screening, washing, clearing, grading, milling,flotation, melting, pelleting, topping are also included.”

ManufacturingManufacturing is defined as "the physical or chemical transformation of materials orcomponents into new products, whether the work is performed by power-driven machines orby hand, whether it is done in a factory or in the worker’s home and whether the products aresold at wholesale or retail.”

ElectricityElectricity refers to "the generation, collection, transmission or distribution of electric energyfor sale to household, industrial or commercial users”.

Concepts andDefinitions

IndustryAn ‘industry’ is defined as a group of economic establishments all of which are primarilyengaged in the same kind of activity or in producing the same kind of product. The reportingunit, that is, the ‘establishment’, is assigned to a certain industry according to its principalactivities or products. Any establishment in any industry, however, may produce, as a minoractivity, commodities assigned to another industry. As a result, the activities of any ‘industry’are not necessarily always confined entirely to the types of activity by which the industry isnamed, nor are these types of activity necessarily only found in that industry. As such, itshould be noted that data of a specific industry are the sum totals of the characteristic andnon-characteristic products produced by the establishments assigned to a particular industry.

The Reporting Unit - EstablishmentThe reporting unit for the Monthly Manufacturing Survey is the establishment. Anestablishment is defined "ideally, as an economic unit which engages, under a singleownership or control, that is, under a single legal entity, in one, or predominantly one, kind ofeconomic activity at a single location.” If the establishment has more than one significantactivity, in terms of sales value, then the establishment is requested to give separate returnsfor each activity. However, in the case of an establishment which engage in only one signifi-cant activity, then the less significant activity is subsumed under this activity and the estab-lishment is classified to the industry of the significant activity.

ComputationalProcedure

In general, the procedure used to derive the IPI is as follows:

(a) computing the product relatives based on production data;(b) computing industry indices based on the weighted arithmetic average of quantity

relatives; and(c) computing the indices for groups and for sectors based on the individual industry

indices.

The IPI compiled is a base year weighted arithmetic average of quantity relatives computedby the Laspeyres formula:

The IPI is compiled for each calendar month.

ConfidentialityRequirements

The data used for the compilation of IPI have been collected under the provisions of theStatistics Act 1965 (Revised-1989). The Act stipulates that the contents of individual returnare confidential. In conformity with the stipulations of this Act, only aggregated figures arepublished.

Revisions Revisions will be made to the published figures based on the latest data available.

The historical IPI are linked to the new base year to ensure there is a continuous time seriesfor analysis purposes. This methodology has the advantageous that it preserves the year onyear as well as the month on month growth rates for the newly linked series. SeasonalAdjustment

Malaysian economic time series data are affected by major religious festivals such as theEid-ul Fitr of the Muslims, the Chinese New Year of the Chinese and the Deepavali of the In-dian. The major festivals in this country are usually related to the religious activities andsuch as, the dates are determined by the respective religious calendar. The dates of theseholidays are not in line with the Gregorian calendar. Hence, they tend to move along theGregorian calendar and strong seasonal influence on many economic time series. Sincethese non-fixed holidays have large impacts on the times series data, they need to be takeninto account when performing seasonal adjustment process so as to avoid confusion in sea-sonally adjusted data and trend estimates. Furthermore, the presence of non-fixed holidayseffects may complicate the interpretation of the data.

Seasonal adjustment is a process of removing the estimated effects of normal seasonalvariation from the original series so that the effects of other influences on the series may bemore clearly recognized. Seasonal adjustment can be derived by various methods and theresults may vary according to the procedure adopted. The approach used for seasonal ad-justment is the Seasonal Adjustment for Malaysia (SEAM). SEAM is a procedure to removemoving holiday effect on the selected Malaysian economic time series data by introducingsteps that can be used to overcome the limitations of the existing seasonal adjustment pro-cedure. To apply the SEAM procedure, the X-ARIMA program which is available in StatisticalAnalysis Software (SAS) is used.

Data used for seasonal adjustment refers to Malaysia’s Industrial Production Index. Sea-sonal adjusted index for the current year are obtained by dividing original index with theseasonal factor of the current month generated for the period of one year ahead. These sea-sonal adjusted index will be revised when the completed 12 months data of the time seriesfor the particular year are obtained .
