PENDAHULUAN

PERANAN DAN FUNGSI SIRIM

Memproses permohonan Sijil Kelulusan (CoA) untuk pengimportan Besi dan Keluli dari pengimport atau wakilnya Menjalankan aktiviti pensampelan ke atas besi dan keluli atas setiap pengimportan untuk tujuan Pengujian Penuh atau Pengujian Kritikal Menjalankan pengujian ke atas barangan besi dan keluli import

Menjalankan Evaluasi Teknikal ke atas Lapuran Ujian dan Lapuran Pemeriksaan dari badan luar yang telah mendapat pengiktirafan akreditasi

Menjdalankan audit di kilang untuk tujuan Skim Pensijilan Barangan

Menjalankan aktivit verifikasi untuk setiap import di pintu masuk kastam seluruh negara

Mengeluarkan Sijil Kelulusan (CoA) untuk import besi dan keluli yang memenuhi keperluan standard

Memaklumkan pihak MITI dan Kastam atas pengimportan yang tidak memenuhi standard

PENGECUALIAN SIJIL KELULUSAN (CoA) –BESI DAN KELULI

1 Companies under Licensed Manufacturing Warehouse (LMW) and Free Industrial Zone.

i. SIRIM QAS INTERNATIONAL will issue Letter of Exemption to Customs as blanket approval for exemption from Certificate of Approval (COA) for importation of iron and steel. This procedure will be administered at Custom entry point.

Application for Letter of Exemption from SIRIM QAS INTERNATIONAL is not required.

i. For LMWs and FIZ companies involved with local sales, buyer is required to apply for Certificate of Approval from SIRIM QAS INTERNATIONAL if the goods fall under the 150 tariff lines.

2. Importation per invoice with gross weight 500kg and below.

i. SIRIM QAS

INTERNATIONAL will issue Letter of Exemption as blanket approval for exemption by Custom for importation iron and steel. This procedure will be administered at Custom entry point.

Application for Letter of Exemption from SIRIM QAS INTERNATIONAL is not required.

Quantity of Importation will be based K1 Form and Bill of Lading / Airways Bill / Delivery Order.

Importation of spare parts and components of automotives, machineries, industrial equipment and plants.

All importation of spare parts and components of automotives, machineries, industrial equipment and plants will be exempted from Certificate of Approval. Spare parts and components that come via air freight will be processed urgently. Importers or forwarding agent shall notify SIRIM QAS INTERNATIONAL of the urgency.

Importer shall prove that imports are finished or semi-finished parts and components by submitting photos or description of parts and components. This shall be clearly described in the ‘Schedule of Exemption’.

Temporary imports via BG/ATA Carnet.

All temporary imports via BG/ATA Carnet will be exempted from Certificate of Approval.

Importer shall provide all the necessary documentation in compliance with existing rules and procedures related to temporary imports via BG/ATA Carnet.

SHORT TERM – LABORATORY TEST REPORT

* SIRIM will not commit issuance of COA of 3 working days for consignment arrives without Full Type Test Report.

• The consignee shall arrange for process of cutting samples witness by SIRIM, consignee shall bear all the cost incurred at port i.e. storage charges, cutting samples and etc.

• For COA issue by SIRIM and importation below 250 MT, cargo will be released upon compliance of tensile & chemical test within 3 working days from received sample at SIRIM’s lab except for samples require wet method chemical test (e.g. wire less than 10mm). Further tests will be conducted for final COA approval.

** For testing conducted at local accredited lab, the consignee shall submit the scope of accreditation to ISO 17025 for SIRIM evaluation.
