3. Implementation Process

GENERAL POLICY• APEL(C):

– Malaysian & international students

– registered with HEP

– regardless of mode of entry (formal / APEL).

• APEL(C): prior experiential learning (non formal dan informal) for thepurpose of credit award (MOOCs or any other methods of self-learning).

• ALL areas and levels of MQF.

• Postgraduate programmes:

- limited to only courses in programmes conducted via courseworkand mixed modes.

• HEP intending to implement APEL(C): approval from MQA andcomply to APEL(C) policy.

AWARD OF CREDIT

• APEL(C): programmes approved by Ministry and obtained at

least PA from MQA.

• APEL(C): credit transfer without grade and not credit exemption.

• Courses that form part of the programme structure under

professional bodies may be considered for APEL(C):

- subject to acceptance by relevant professional bodies

- HEP is responsible for securing such approval.

• Maximum percentage of credit transfer:

APEL(C) (30%) + formal (30%)* => not more than 60% .

APEL(C)

• Award of credit through APEL(C): cannot be transferred

automatically to another programme (minimum 80% LO of

the two courses).

• Award of credit through APEL(C): equivalent to the credit

value of the course applied for (award of partial credit is

not allowed].

• Credits awarded for a course is applicable to the specific

course applied for. Credits are not automatically

applicable to prerequisites (if any).

AWARD OF CREDIT

• Separate assessment for each course. Credit award cannot

be granted on a block basis.

• APEL(C): for all courses except project or dissertation.

• Executive Diploma: provision of 30 credits based on 3 years of

work experience is to be assessed using APEL(C) instrument.

AWARD OF CREDIT

• Comply to GGP: transparent, equitable and evidence-based.

• Students who apply for APEL(C): before registering for the relevantcourses (advised to submit their applications during first year of study).

• Courses awarded with APEL(C):

- appear in the transcript as “CT(APEL)”

- not taken into account in the calculation of GPA/CGPA

- credits counted towards the total credits required for graduation

- Malaysian Qualification Statement (MQS) as supplementarydocument

• Students who failed APEL(C) assessment for the course applied for willhave to complete the course through the usual process.

• HEP is to keep complete record.

– Clear terms of reference and appointment lettersfor advisors, assessors and moderators.

– Criteria for the appointment of advisors, assessorsand moderators.

– Capacity building for officers, advisors, assessorsand moderators, including OBE and thedevelopment of practical-based assessmentquestions.

– Clear distinction between GGP: APEL(C) and InstitutionalAPEL(C) Policy.

– Clearly defined roles of APEL(C) Unit, APEL Council, Senateand Faculty.

– Besides assessors and moderators, advisors must alsocomprise subject matter expert so that mapping of LOs canbe effectively done.

– Clear, contextualised information with timeline for eachprocess.

– Advisors are to be appointed before students fill up the Self-Assessment Form.

– Clear and non-error forms, including contextualisation offorms to the institution.

– Use of ‘sample’ forms (watermark) to guide students.

– An additional form on acknowledgement from student.

– Choice of assessment: challenge test or portfolio

based on CLOs.

– Link assessment questions/methods to each CLO

(TST): Each CLO must meet at least 50% at the right

level and appropriate weightage.
