Subang Jaya: Ganjaran RM3 untuk setiap gagak yang di- tembak menarik minat 30 penembak menyertai Ope- rasi Menembak Gagak Majlis Perbandaran Subang Jaya (MPSJ) di kawasan pentad- biran pihak berkuasa tem- patan (PBT) itu, kelmarin. Operasi bermula jam 7 pagi itu menumpaskan 673 gagak dalam usaha mengurangkan bilangan burung itu yang menimbulkan masalah ke- kotoran. Timbalan Pengarah Jaba- tan Korporat dan Pengurusan Strategik MPSJ Azfarizal Ab- dul Rashid berkata, operasi itu bertujuan mengurangkan populasi gagak bagi memas- tikan kawasan Subang Jaya bersih dan bebas penyakit. “Program ini dilaksanakan dengan kerjasama Polis Di- raja Malaysia (PDRM) dan orang awam yang berminat. Lebih 30 penembak menyer- tai program dipantau PDRM ini. “Operasi di 22 lo- kasi di sekitar ka- wasan pentad- biran MPSJ ini tamat jam 4 petang dan 673 gagak berjaya di- tembak na- mun tidak mencapai sasaran sebenar kami iaitu 1,000 ekor,” katanya da- lam kenyataan di sini, se- malam. ‘Segerakan pembinaan Rumah Selangorku’

PETALING JAYA - Seramai 249 orang pembeli Blok E pro-jek perumahan kos rendah di Petaling Utama,PJS1 mende-sak Kerajaan Selangor meny-egerakan pembinaan Rumah Selangorku seperti dijanjikan.

Pengerusi Jawatankuasa Bertindak Pembeli Blok E PJS1, S. Sugumaran berkata, tawa-ran pembinaan Rumah Selang-orku itu dibuat tahun lalu oleh kerajaan negeri sebagai peny-elesaian kepada projek pembi-naan perumahan kos rendah Blok E yang sebelum ini gagal disiapkan pemaju mengikut tempoh ditetapkan.

Menurutnya, menerusi surat oleh Majlis Bandaraya Petaling Jaya (MBPJ) pada 28 November tahun lalu, Mesyu-arat Jawatankuasa Pusat Se-tempat yang bersidang memu-tuskan untuk melaksanakan pembinaan Rumah Selangor-ku sebagai penyelesaian kepa-da isu kegagalan pembinaan projek Blok E tersebut

“Malah pemaju juga dika-takan akan menanggung sega-la kos pembiayaan bank 246

pembeli asal Blok E serta sega-la kos guaman terlibat dan turut ambil kira bayaran depo-sit lalu.

“Namun sehingga kini pro-jek belum berjalan malah pem-beli terlibat juga masih tidak terima surat tawaran,” katanya.

Pada 2004, pembeli Blok E menandatangani perjanjian jual beli projek perumahan kos rendah berkenaan di mana pembinaannya dikata-kan mengambil tempoh 36 bulan.

Namun difahamkan, sejak 2007, pembinaan Blok E gagal disiapkan oleh pemaju terlibat hingga kini.

Susulan itu, pembeli asal di Blok E beberapa kali menge-mukakan permasalahan terse-but kepada kerajaan negeri bagi membolehkan tindakan selanjutnya diambil.

Sugumaran berkata, piha-knya berharap pelaksanaan projek Rumah Selangorku itu dapat diteruskan memandang-kan pembeli asal menunggu hampir 15 tahun untuk memi-liki rumah tersebut.

Penduduk dakwa pembinaan tokong tanpa kebenaranKLANG – Kira-kira 200 pen-duduk di Taman Petaling In-dah, di sini mahu pihak ber-kaitan mengambil tindakan segera berhubung sebuah tokong dipercayai dibina di kawasan itu tanpa kebenaran sejak lima bulan.

Wakil penduduk, Datuk RS Maniam mendakwa, tapak tanah terbabit telah disahkan Majlis Perbandaran Klang (MPK) untuk banglo satu tingkat.

"Struktur itu sudah disah sebagai banglo dan bukannya tokong," katanya.

Menurutnya, pembinaan tokong tersebut dianggap ti-dak sesuai kerana boleh me-nyebabkan kesesakan lalu lintas di kawasan perumahan tersebut.

“Kawasan ini sepatutnya ke-kal sebagai taman perumahan kerana pembinaannya dianggap amat tidak bersesuaian. Jalan uta-ma di taman ini rosak sepanjang pembinaan tokong ini sejak dua tahun lalu,” katanya.

Sementara itu, seorang pen-

duduk, Chan Koon San, 78, ber-kata, pemilik tapak itu perlu membuat permohonan mengikut saluran yang betul dan bukan melalui unsur penipuan.

"Walaupun saya sendiri penganut Buddha, tapi agak terkilan juga dengan perbuatan

Kiang, 63, pula berharap pihak berkuasa mengambil tindakan kepada pemilik tokong tersebut kerana membina rumah ibadat di kawasan terbabit.

“Kami harap pihak berke-naan mengambil tindakan sewajarnya bagi memberi pengajaran kepada mereka,” katanya.

Tukar barang kitar semula dapat hadiah

BUKIT SENTOSA - Kaunter Jumpa Sampah Jumpa Hadiah sempena Hari Tanpa Kendera-an  mendapat perhatian pengunjung apabila 45 ki-logram sampah kitar se-mula berjaya dikumpulkan pihak penganjur.

Ahli Parlimen Hulu Se-langor, June Leow Hsiad Hui berkata, program an-juran Majlis Daerah Hulu Selangor (MDHS) itu dil-aksanakan sejak Ogos ta-hun lalu yang diadakan setiap bulan pada Sabtu minggu ketiga.

Menurutnya, pelbagai kaunter melibatkan agensi kerajaan dan swasta dibuka termasuk barangan kitar semula dengan tawaran

hadiah misteri kepada pen-gunjung yang mengumpul sampah berkenaan.

“Secara tidak langsung mendidik masyarakat agar memanfaatkan barang ki-tar semula, sekali gus men-gelak pembaziran. Ini sel-ari dengan tujuan program yang menyokong pelaksa-naan Program Teknologi Hijau Tahun 2018 dan Sustainable Development Goals (SDG),” katanya.

Beliau berkata, MDHS menjadi pihak berkuasa tempatan (PBT) bertaraf majlis daerah yang perta-ma di negeri ini mengan-jurkan Hari Tanpa Ken-deraan.

June Leow berkata, ke-rajaan negeri diminta

membantu PBT mengan-jurkan program tersebut agar diperluaskan ke setiap daerah.

Menurutnya, program itu menjana ekonomi pe-niaga kecil melalui kunjun-gan orang ramai yang be-riadah bersama keluarga dan rakan-rakan.

“Pelajar turut diberi peluang membuat persem-bahan pentas seperti silat, taekwando dan tarian ser-ta pelbagai aktiviti menarik lain.

“Saya juga berkesempa-tan memberi 500 bunga Carnation kepada wanita sebagai tanda menghargai jasa dan tenaga yang disum-bangkan kepada keluarga serta masyarakat,” katanya.

project's feasibility, especially since it involved the safety of the children.

"They are trying to push the project through because it is part of a 25-year-old master plan.

"Even the Traffic Impact Assessment (TIA) is no longer valid as it was done 16 years ago," added Amiruddin.

He said the committee requested for the TIA findings to be released to them, but their request was not entertained by Shah Alam City Council (MBSA).

The committee's secretariat member Najdi Naiimi, meanwhile, urged the developers to look at other locations a few kilometres away as it was more feasible to build homes there.

The other project in the area is also a Rumah Selangorku development comprising

a 16-storey apartment block next to the Subang Bestari neighbourhood along Jalan Nova U5/86A.

Residents claimed the existing roads, ihcluding Persiaran Cakerawala, were not wide enough to accommodate the increasing traffic.

They held a protest in front of SK Subang Bestari against the new development.

The committee said they voiced their con-cerns to MBSA, Kota Damansara assembly-man Shatiri Mansor and the Housing and Local Government Ministry.

Abdul Razak said the ministry's proposal to build one million affordable homes by 2028 should be properly planned.

Shatiri said he was in the process of speaking to the affected parties concerning the development.

ANOTHER Rumah Selangorku project in Subang Bestari has residents up in arms because of its unsuitable location.

It is the second project in the neighbour-hood located less than 30m away from a pri-mary school on a 0.8ha land that shares the same two-lane road as SK Subang Bestari along Jalan Nova U5/81.

Subang Bestari Preservation Action Committee chairman Abdul Razak Mohammad said because the project was directly in front of the school, they were worried for the safety of the pupils once construction starts.

"The entire road is often congested with school vans transporting schoolchildren and pedestrians.

"It is a disaster waiting to happen if heavy construction vehicles ply the same route," he said, adding there were activities taking place at the school on weekends too.

He said because of the new apartment project, more cars were being parked by the side of the road.

There are no signboards to show that the

project is taking place but residents spotted a call for tender by the developer consisting of three blocks of three-storey villa apart-ments, electrical substation, rubbish collec-tion point, a guard post, management office and gazebo.

The committee's secretary-general Amiruddin M. Dunia said it was unfair that the residents were not consulted about the Rumah Selangorku project.

NESTLED in the heart of Taman Sri Muda, Shah Alam, is a neighbour-hood that has locals fearing for their children's lives and their future.

Residents of Valencia Apartments have been forced to live in squalor with dirty corridors, rowdy neigh-bours and even drug addicts hang-ing around the stairways.

Muhammad Jamal Muhammad Omar, 46, said his sister's family is having a hard time living in the area as they have two young girls at home.

His sister and two nieces are often forced to wait for her hus-band to come home before attempting to use the staircase after 6pm.

"You have drug peddlers and addicts hanging around the stair-ways, others urinate there and the stench is unbearable. We are afraid for the girls' safety," he said.

Young boys, he added, were being influenced by all the negative activities there and some have started smoking.

He said cigarettes were readily available at the many sundry shops in the area.

Ground floor units of the five-sto-rey apartments have been renovat-ed and turned into shoplots, mostly run by foreigners.

Locals, however, claim that they are not allowed to run businesses on the premises.

Another resident, who wished to be known as Sundram, said some petty traders have even taken up

parking lots to conduct businesses in the evening.

He said the traders allegedly van-dalised the complainants' cars.

"We cannot park cars cit our own parking lots. We even pay mainte-nance fees for the block, but it is a dump," added Sundram.

The roads have not been resur-faced in years, while the drains are clogged, causing flash floods during the rainy season.

There is also a surge in dengue cases among adults and children.

Resident C. Patrick, 22, said the area was a known dengue hotspot but little has been done to curb the problem.

"We have lodged numerous com-plaints about this place to the local council. It is run by a management body, so the authorities are reluc-tant to come in," he added.

Patrick also called for the author-

ities to take action against opera-tors of illegal shops in the neigh-bourhood.

He said Shah Alam City Council (MBSA) raided the apartments and seized many items from the shops in previous occasions.

However, the operators got back the seized goods and were back in business, he added.

place, but the problems never cease," he added.

Committee's plight The apartment's management com-mittee says it is fighting a losing battle with the illegal shop opera-tors as well as to make living easier at Valencia Apartments.

"Nine units have been converted illegally. MBSA and the commis-sioner of buildings are aware of it. We have also issued letters to the landlords telling them about the problems," he added.

The committee is also working closely with the police to stop the drug problems in the area. They even had two raids.

The management committee, he said, was often misunderstood as cooperating with the illegals.

"As property owners ourselves, we do not want illegal activities on

our premises. We want to make this a liveable place and are work-ing towards it," said a committee member who declined to be named.

He said the management com-mittee took up the reins from a dysfunctional joint management body that had not audited the accounts for up to six years.

After they took over in 2016, they were left with only RM5.000 in the accounts and a mere 10% of residents paying the maintenance fees.

Today, they have managed to slowly spruce up the space and 60% of residents are paying up the RM40 maintenance fee.

They also have a problem as 90% of the 800 units are tenanted.

"We raised the matter with the Selangor government for the Skim Ceria fund and fenced the place.

"Next, we plan to resurface the road and paint the building," he added.

It is estimated that resurfacing the entire 6.2ha lot would cost RM800,000 while painting the buildings would cost RM100,000.

The committee said it was diffi-cult for them to get financial aid as they are listed as medium-cost and not low-cost.

MBSA's actions City councillor Yugarajah Palani-samy said although there were actions against the illegal traders, enforcement was lax.

He added that he was not getting the necessary support from the city council's enforcement team.

"I need their support to continu-ously take action against the illegal traders. We need to raid the apart-ments more often to deter them

from coming back," he added. Yugarajah is more than willing

to work with residents to resolve the issue as well.

MBSA corporate communica-tions head Shahrin Ahmad said they have taken action against the illegal traders.

"We had a joint enforcement exercise there in October last year against units that had been con-verted into business premises," he said.

Two sundry shops and one bun-dle shop had items confiscated while four other sundry shops and three food premises were raided.

"We have also taken action under the 2013 Strata Management Act as well as 2015 Strata (mainte-nance and management) Rules on unit owners for turning their homes into illegal business premis-es," he added.

Gag order issued on MPK councillors and staff

Abdul Razak says council-lors must be allowed to speak to resolve the ratepayers' problems.

KLANG Municipal Council (MPK) president Datuk Mohamad Yasid Bidin's move in banning council-lors from making press statements on their respective zones has not gone down well with community leaders.

Abdul Razak Ismail, who is part of an activist group called Otai Reformasi, said the council's new policy was akin to a gag order.

"Councillors are the people's representative and link to the local council. Most of them are politically appointed, and tasked with engag-ing with the people and dealing with the media to resolve issues.

"For some twisted reasons, Mohamad Yasid has decided to stifle the people's reps," he added.

Last Friday, in a unilateral move, a two-page letter backdated to March 25 was issued prohibiting councillors as well as MPK staff from making statements, be it in oral, written or in any other form.

In the letter, it stated that issues, policies and other matters related to the council's ambit of power can only be addressed by the council president, secretary, corporate

communications director and MPK staff who have been given the authority to do so.

"MPK is citing the Public Officers (Conduct and Discipline) Regulations 1993 P.U (A) 395/1993), to prohibit councillors from making statements, which I think is absurd.

"Councillors are required to engage with the people in their

neighbourhood zones and speak to the media regarding unrepaired potholes, uncollected rubbish, flash floods or closure of roads," he said.

Abdul Razak said the councillors are accountable to the Residents Representative Council (MPP), Residents Associations (RA) and Rukun Tetangga (RT) at the zone

levels that cover the municipality. "Councillors are the people work-

ing with the rakyat. I see MPK's gag order as throwing a spanner into the works to disrupt the closest institution - the MPP, RA and RT where the people work with the councillors," he said.

He added that Mohamad Yasid's gag order indicated he need for an iron-fist control on what informa-tion can or cannot go out with the aim of keeping ratepayers in the dark.

Abdul Razak believed that Mohamad Yasid has resorted to restricting the councillors' free speech due to several issues, among them being the council turning a blind eye to the construction of a temple in a residential area off Persiaran Seraya in Taman Chi Liung and the lackadaisical attitude of council supervisors in ensuring that private contractors clean up drains.

He urged Mohamad Yasid to withdraw the policy that curtails the councillors' free speech.

Two-term councillor in charge of Zone 45A, Bandar Baru Klang area Ngian Yoke Mooi, confirmed that there was no discussion with coun-cillors on the issue of giving com-

ments to the media. "On this matter of barring coun-

cillors' free speech, I do not agree. I will bring this matter to MPK's Social Department sub-committee meeting to iron out the issue.

"Until then, I will freely give views or press statements to press-men," she said.

Councillor Sebastine Rao Pragasam said, "I am shocked by the gag order issued. As councillors, we must be allowed to highlight issues in our respective areas so that the public will know what is happening.

"We need to inform the public on certain issues, make recommenda-tions to MPK or other local authori-ties and bring up issues in the media in order to resolve them," he added.

Several MPK staff who declined to be named told StarMetro that the gag order on staff was uncalled for as it undermined their credibility and loyalty to the council.

"We feel there are matters that the media needs to he informed of and we strongly criticise the senior management, as this mocks and mentally bullies the employees working for the council," said a staff.

Upset over illegally built temple Taman Petaling Indah residents want MPK to take stern action against landowner By BRENDA CH'NG [email protected]

RESIDENTS of Taman Petaling Indah in Klang are up in arms over a temple built on land gazetted for residential use and want its opera-tions to stop immediately.

During construction of the now completed single-storey building along Lebuh Bagor, which meas-ures about Sllsq m, residents were told that it was supposed to be a single-storey bungalow home.

This information was not only stated on the signboard put up dur-ing the construction period but also confirmed by the landowner dur-ing a meeting between the owner, residents and Klang Municipal Council (MPK).

"We even have it in writing from MPK that the construction is to be a one-storey residential bungalow but the structure did not look any-thing like it as the ceiling is as high as a double-storey house," said resi-dent Datuk Mohandass S. Nair.

He added that many extensions were put in place, clearly violating the building regulations set by • MPK.

"Now it is very obvious that it is a temple, with a big urn placed in the middle of the porch.

"Even the land beside the temple has been levelled with crusher rim for devotees to use as a carpark," he said.

MPK councillor M. Nalan said officers at the building department were following the issue closely and would call for a technical meeting chaired by the deputy president soon to discuss the issue.

'The officer said they would decide whether to take legal action against the landowner or bring this matter to the state," he said.

To-date, two warning letters have been sent to the landowner, with the second one ordering the owner to cease operations.

MPK will continue monitoring the situation and'once investigation papers are filed, it will be up to the court to decide on the matter.

According to residents, there are 12 lots of various sizes zoned as residential land along Lebuh Bagor, opposite their homes.

Formerly owned by a developer, the lots were sold as individual lots and the owners are free to build residential homes there.

The land was left vacant for over 30 years, ever since the neighbour-hood was built and only recently saw construction taking place, starting with the temple.

月份的来临,雪州许多政

策或计划也将于4月起正式

开跑,以下集结数项政策

作为参考,也提醒民众为

一系列新政策作好准备。

雪州行政议员许来贤表示,

从4月1日起,为了提倡无塑料吸

管措施,雪州所有餐馆不再主动

提供塑料吸管给消费者。然而,

餐馆不会强制要求顾客禁止使用

塑料吸管,惟顾客需自行向业者

索取。

同时,隆市地区的永旺超

市(AEON )和特易购霸级市场

(Tesco )等,也将在4月1日起向

索取可生物降解塑料袋的顾客征

收20仙的费用,以配合联邦直辖

区的环保政策。

另一方面,莎阿南地区的

停车费将从每小时40仙调涨至60

仙,停车月票则从原本的60令吉

涨至90令吉,涨幅为50%。这项措

施更引来前首相拿督斯里纳吉对

莎阿南国会议员卡立沙末的一番

揶揄,指其没有设法为人民降低

生活费用。

好消息是,交通部长陆兆

福早前宣布,从4月1日起’所

有电动火车(KTM )乘客可获得

20%车票折扣。若配合先前已提

于周六晚上8时30分,在班

达马兰综合体育馆熄灯一小

时,以行动应对全球变暖,

并且鼓励民众响应低碳生活

模式,唤醒他们对保护环境

的意识。 “熄灯-小时”是

马来西亚世界自然基金会

(WWF )主办的最大型环

保行动,全球各地同步在

当地时间晚上8时30分至卯寸

30分,进行熄灯_ •小时的活

巴生市會響應地球日活動

保留地一事近来闹得沸沸扬扬,各媒体

争相报道,星洲日报《大都会》日前也

曾大肆报道相关新闻,随着政府发出停

工令,居民及爱好登山者终于可以松--

口气。

百人拉横幅抗议引关注

掌管雪州环境、绿色工艺、消费

人、科学、工艺及革新事务的行政议员

许来贤在本月28日到现场勘查时表示,

他将尽快与相关单位,即雪州土地及矿

物局、雪州森林局及沙亚南市政厅开

会,-起商讨该如何针对发展商的行为

采取严厉行动。

据悉,发展商自2月份开始砍伐树

木,随后被附近民众所发现。

为了维护城市森林,沙亚南社区森

林组织除了在今年1月发起签名运动,以

收集民意后传达给州政府,同时也在本

月23日号召逾百名爱好登山者,-起到

已被开发的地点,以手牵手一字排开的

方式拉起横幅,表明要“拯救绿肺”。
