BRUNEI ARCHITECTURE SEMINAR

This inaugural Seminar Seni Bina Bruneidan Hubungannya dengan Melayu Islam Beraja with the theme ‘memartabatkan Seni Bina Melayu Islam Beraja’ /Upholding Malay Islamic Monarchy Architecture" is co-organised by the MIB Supreme Council and the Brunei Association of Surveyors, Engineers and Architects (PUJA) from 13-14 February 2013 in Bandar Seri Begawan.

The seminar, stressed the importance of the event to increase the awareness of architects and professionals related to building design and construction so as to

preserve and uphold the MIB identity in architectural design in Brunei Darussalam. Some 100 participants attended the seminar.

The objectives of the seminar, among others, are to increase the awareness on building design that focuses on the Islamic characteristics and eco-friendly building design and to enhance the appreciation of the MIB philosophy in the field of architecture

The seminar was declared open by Yang Berhormat Pehin Orang Kaya Seri Kerna Dato Seri Setia Hj Awang Abu Bakar Hj Apong, Minister of Education and the Closing was performed by Yang Berhormat Awang Hj Zulkiple Hj Abdul Hamid, President PUJA.

2nd COUNCIL MEETING

The Council met on the evening of 18 Feb 2013. Matters discussed were BLA’s participation in the CONSAL library Boulevard at IFLA 2013, CONSAL projects, participation in IFLA 2013 and other activities.

EARLIER KINGS OF BRUNEI

One of the articles in Pusaka is about the Kings of Brunei prior to the coming of Islam. Our history tended to begin from the conversion of Sultan Muhammad, the first Brunei Sultan into Islam around 1376. We tended to forget the earlier kings of Brunei. I remembered when I was in Nanjing, the exhibits had Brunei kings or their envoys visit China much much earlier.

This particular article written by Dato Muhammad and Haji Zainuddin outlined several kings in the pre-Islamic era:-

The Liang Dynasty (502-566) recorded the king named as Pinka and his family was known as Kaundinya. He was a Hindu-Buddha. He was said to rule over 136 districts and his throne made out of gold and his footrest silver. His crown had diamonds and was as high as 1 feet. He sent an envoy to China in 518 among other things giving the Emperor a gold carpet. In 523, he sent another envoy to give other things.

The Sui Dynasty (581-617), the Brunei king was named Hu-lu-na-po and his family was known as Chiari-ya-ka. In 616, he also sent many tributes to the Emperor.

The Tang Dynasty (618-906) stated that the king was very rich. In 669, he sent more tributes to china.

The Sung Dynasty (960-1279) records stated that king was called Raja Hiang-ta. He owned as many as 100 ships and his soldiers wore armour made out of copper. During the reign of T'ai Tsung in 977, Raja Hiang-Ta sent an envoy to China headed by Abu Ali, Syeikh Noh and Kadhi Kasim. During the reign of Yuan Fong, the king sent an envoy to China in February 1082, the King sent many tributes to China. According to legends, that king was known as Seri Maharaja. IFLA PRINCIPLES FOR THE LICENSING/PURCHASEAND USE OF EBOOKS IN LIBRARIES

These Principles were endorsed by the IFLA Governing Board in February 2013.

1. Libraries should be able to license and/or purchase all commercially available eBooks under a variety of terms and conditions dependent upon the nature of the work and the rights provided to libraries and their users such as:

Number of simultaneous users The period of time the library has the right to make the eBook available. The option of outright purchase with permanent availability A limit on the total number of loans permitted Publication date and retail sales.

2. Given a mutual respect for copyright on the part of libraries and rightsholders, any eBook licensing/purchase options offered to libraries must respect copyright limitations and exceptions available to libraries and their users in legislation including if applicable:

The right to copy a portion of the work Reformat the work for preservation purposes if it is licensed or purchased for

permanent access Provide an interlibrary loan copy Re-format a work to enable print disabled access

Libraries should have the right to bypass a technological protection measure for the purpose of exercising any non-infringing purposes.

3. eBooks available from libraries should be usable on all commonly available eReading devices.

4. Libraries and library users must be able to control the use of a user’s personal information including their library digital reading choices.

5. When publishers and/or authors and/or resellers withhold library access to eBooks, national legislation should require such access under reasonable terms and conditions.Source: ifla.org

IFLA BACKGROUND PAPER ON E-LENDING

This is a brief extract of the main points from the Background Paper.

As part of its work on the 2011-2012 Key Initiatives, the IFLA Governing Board appointed a working group to draft a background paper on digital lending. At its April meeting the IFLA Governing Board endorsed this paper.

There are a variety of technical, legal and strategic issues which arise from the addition of downloadable eBooks to library collections which have led to concern, confusion and frustration for libraries and their users, publishers and authors. The IFLA Governing Board formed a Working Group to prepare a background paper on the issues relating to eBook availability in libraries to assist in the formulation of a policy on the matter. EFFECTIVE SUCCESSION PLANNING AND TALENT MANAGEMENTFOR LIBRARIES AND INFO CENTRES

The three days training was organized and held at the Perdana Leadership Foundation from 5-7 February 2013 in Kuala Lumpur. Four Brunei librarians attended the course. Hjh Pusparaini (ITB), Hjh Rosnani (MinDef ), Hjh Norsenah (DBP).

The programme helps to answer two fundamental questions: • How effective are librarians in succession planning strategy? • How well-positioned are libraries in retaining the best performers to meet current and future challenges?

trade publishing sectors; Summarise the differences in the way that academic/research libraries and public

libraries address the issue of digital collections; Address the legal context for eLending and library principles that must be upheld in

any suitable models; Provide a detailed legal analysis of e-Lending

E-Lending might be defined as “making a digital object available for use for a limited period of time and not for direct or indirect economic or commercial advantage” In practice e-Lending is done :

Either by giving the user access to the work for a period of time, after which the access is denied,

Or by letting the user download a self destructive version of the work to his own PC or reading device, so that the file is destroyed after a pre-determined period of time.

For the purpose of enabling e-Lending:we need licensing solutions, e.g. via agreements with publisher’s organizations on standardized licensing terms which enable libraries to make available on reasonable and fair condition to their users works published in electronic format chosen by the library.

For the purpose of preserving the cultural heritage:we need legal support to collect, preserve and make available all works published in electronic formats. This work has already started with TLIB being presented in WIPO. Source. Ifla.org/news

LIBRARIES STAYING RELEVANT

There’s no question about it: libraries worldwide are undergoing drastic changes. In many countries, libraries are in the process of evolving from “warehouses for old books” to vibrant centers of community, providing high value services that go above and beyond the “traditional” library that we know.In the midst of all this change, there is much talk about the efficacy of the library, and whether or not we need them. Naysayers contend that libraries are passé, and are remnants of a society that we’ve outgrown. However, studies show that libraries are still very much in demand, are highly used, and are central to communities everywhere.

A Pew Research study indicated that libraries are, in fact, more relevant than ever. The study showed that Americans were increasingly using the library in 2012, for services other than borrowing books. For instance, libraries reported that 15% of Americans aged 16 and older borrowed magazines and journals, and 14% borrowed newspapers. The library also saw increases in the circulation of e-books and audio books.

PRESENTATIONS @INTERNET LIBRARIAN 2013

There’s no question about it: the traditional perception of the library is rapidly eroding, and we’re increasingly left wondering what the library “is.” But this isn’t necessarily a bad thing. As a matter of fact, it’s an opportunity that many pioneering librarians are taking to reinvent the library as exciting, bustling and community-centric institutions. As Surrey’s Chief Librarian Beth Barlow said, the library is no longer a “warehouse for old books” but is now a vibrant place vital to communities everywhere.

Indeed, redefining the library has been a topic that’s been on the tip of many tongues for a number of years now. It’s an exciting subject, and one that’s bringing together people from all different fields including academia, public service, info-technology and multimedia.

Here are two fantastic presentations delivered at Internet Librarian 2012 on the topic that librarians should check out:

1. Tomorrow’s Digital Library Today (PowerPoint Download)

This presentation showcases the innovative design of the Taylor Family Digital Library at the University of Calgary. This library officially opened its doors in the fall of 2011, and has continued to make headlines since. It’s a revolutionary library, mixing technology, vision and creativity together. With features like visualization walls, display walls, advanced digital infrastructure and a retro games room, the Taylor Family Digital Library certainly stands apart from the rest. This presentation was delivered by Lee Rainie, Director of Pew Research Center’s Internet and American Life Project. This presentation is loaded with facts and figures showcasing the many aspects of library usage. It’s a fantastic resource, showing numerical trends in overall usage, patron awareness of services, assistance requests and e-lending.

Libraries all over the world are leading the digital revolution, embracing innovative technologies and services. LIBRARIANS JOIN NATIONAL DAY PARADE


PGGMB’S READING PROGRAMME

TO start the day with reading is the usual scenario in the Brunei Malay Teachers Association (PGGMB) School in Sg Akar.

Upon arrival at the school, the students gather in the school’s multi-purpose hall to do daily reading. This activity was initiated on April 30, 2011 by the school principal, Sikun Bin Rayun.

This year, the primary pupils have been invited to join the reading programme to help inculcate the habit of reading at an early age. The school believes in the

benefits of reading as it helps the students broaden their vocabularies, gain ideas, improvetheir communication and writing skills.Over the last few years, the reading programme is gradually helping PGGMB students to speak confidently and communicate effectively. A noticeable academic improvement in the students who sat for public exams is also apparent.
