With the objective of mairrtaining status of professionalism of the competent persons,the Department of Environment, through EiMAS will implemeni the CPD requirementsiarting 2014. Throughout 2013, the competent persons are required to accumulate at aminimum, 50 CPD hours to be eligible for maintaining their names in the Registry ofCertified Environmental Professionals (NRCEP) in 2014. The activities which will earnCPD hours and ihe CPD hour value for the activities are shown in Table 1.

GUIDELINES ONCONTINUOUS PROFESSIONAL DEVELOPMENT (CPD) REQUIREMENTS

FOR COMPETENT PERSONS

INTRODUCTION

Under the National Registry of Certified Environmental Professionals(NRCEP) Scheme, all Registered Competent Persons are required to collect aminimum of 50 CPD hours per year. The objective of this requirement is toensure those registered under this scheme will continually improve and developtheir knowledge and skills.

CPD REQUIREMENT

The following categories of registered Competent Persons must comply with theCPD requiremenis under Clause 1 .1 above:-

i) Certified Environmental Professional in Scheduled Waste Management(CePSWaM);

ii) Certified Environmental Professional in Industrial Effluent Treatment System(Physical Chemical Processes) (CePIETSO-PCP);

iii) Certified Environmental Professional in Indushial Effluent Treatment System(Biological Processes) (CePIETSO-BP);

iv) Certified Environmental Professional in Scrubber Operation (CEPSO);v) Certified Environmental Professional in Bag Filter Operation(CEPBFO);vi) Certified Environmental Professional in The Treatment of Palm Oil Mill

Effl uent (Pond Processes) (CePPOME);vii) Certified Environmental Professional in Sewage Treatment Plant Operation

(CePSTPO); andviii) Any Competent Person whose name has been removed from the Register

for failure to renew his registration and desires to be reinstated. He must

comply with the CPD requirements for the year prior to reinstatement

Any Competent Person who is certified in one or more of item (i) to item (vii)under Clause 2.1 needs to collect only a minimum of 50 CPD Hour in order tocomply with the requirements stipulated under Clause 1.1.

3.0 TRAINING ACTIVITIES ACCEPTABLE FOR CPD HOUR COMPUTATION

Generally, there are eight (8) categories of haining activities that are acceptedfor CPD hour calculation as listed in Table A.

3.1.'l Structured Training Courses and Workshops

These include all haining courses and workshops organized by EiMASand DOE.

Training courses and workshops offered by other professional institutes orrecognized training providers at national or international level could alsobe considered provided their main topics are related to environmentalmanagement or pollution control technologies.

3.1,2 Certification Courses and Mainstreaming of EnvironmentalManagement

These include established certification courses offered by EiMAS andother activities that are related to mainstreaming of environmentalmanagement in the industrial premises such as cleaner productionimplementation projects, involvement in Performance MonitoringCommittee meetings and ISO meetings, Board of Engineers meetings, etc.

3.1.3 Conventions, Conferences, Seminars, Talks, Technical Visits, etc.

These include all seminars, conferences, talks and technical site visitsorganized by E|MAS and DOE. Seminar and conferences conducted byother professional institutes and recognized training providers at nationalor international level could also be considered provided their main topicsare related to environmental management or pollution control technologies.

A minimum of 20 CPD Hours must be obtained from the training activitiesdiscussed in paragraphs 3.1.1 to 3.1.3.

3.1 .4 Pubtication on Environmental Subjects / Areas

Competent Persons who publish books or articles in journals related toenvironmental management will be granted appropriate CPD hours.

3.1 .5 Gonduct of Training

This includes conducting training by Competent Person onrelated to environmental management or technical areas, orcontrol equipment i technologies.

3.1.6 Presentation of Paper

Competent Persons who prepare and present papers for conventions,conferences, seminars, workshops, talks, courses, etc. organized byEIMAS, DOE or others can also apply for CPD credit hours if the papersprepared and presented are related to environmental management orpollution control equipment / technologies.

3.1.7 Related Study

Competent Persons who enroll in full time or part time studies on subjectsrelated to environmental engineering, environmental science orenvironmental related field can apply for appropriate CPD hours.

3.1.8 Self Study

Competent Persons who engage in self study which includes studyingbooks and articles on environmenial subjects can also earn CPD hours.The title of books and articles must be recorded in the log book. Unrelatedreading materials will not qualifo for CPD Hours.

3.1.9 Others

lf a Competent Person believes that he is undertaking oiher types oftraining activities not described above, he can make a submission to theDOE to request for appropriate CPD hours..

4.0 CPD HOUR CALCULATION

4.1 Please refer to Table A: CPD Hour Table for Competent Person RegistrationScheme, for ihe calculation on CPD Hours for each activity.

4.2 Excess of CPD Hours

4.2.1 A Competent Person who has accumulated more than fifty (50) CPDhours may carry fonruard excess CPD hours to the subsequent year.However, the excess CPD hours can be carried foruvard for two (2) yearsonly.

4.2.2 A Competent Person who intends to carry forward his excess CPD hoursmust submit to the DOE their current and preceding year's CPD recordsfor verification and approval.

Insufficient GPD Hours

4.3.1 In the event that the CPD hours accumulated by a Competent Person areless than 25 CPD Hours, the DOE will remove the name of the CompetentPerson from the National Registry of Certified EnvironmentalProfessionals (NRCEP).

4.3.2 Any Competent Persons whose name has been removed and desires tobe reinstated must satisfy the minimum requirement of fiftv (50) CPDhours for reinstatement.

SUBMISSION OF CPD RECORDS

Every Competent Person shall submit gg[4g his CPD records yearly togetherwith his application for the renewal of registration with the DOE through NRCEPby 31st January.

The DOE will not approve an application for the renewal of registration if theapplicant does not comply with the CPD requirements as stated in Clause 1 .1 .

The DOE will revoke the regiskation of any Competent Person at any time if theDOE is satisfied that the renewal of registration has been obtained by submissionof fraudulent documents.

(iii) Proof of attendance at certification courses or engagement in environmentalmainstreaming activities;

(iv) Proof of service in professional bodies such as Board of Engineercommittees, sub-committeesi

(v) Proof of authorship of articles or books;(vi) Proof of presentaiion/attendance at talks / seminars, etc; and(vii) Proof of training coursesiseminars conducted / Copies of training module
