SYARAT-SYARAT KELULUSAN PENDAFTARAN SEBAGAI PANEL KONTRAKTOR/PERUNDING/PEMBEKAL & PERKHIDMATAN/PEGUAMCARA
SYARAT-SYARATl.l Kelulusan ini diberi berdasarkan maklumat-maklumat yang telah disampaikan oleh syarikat / firma tuan.1.2 Sebarang perubahan ke atas maklumat-maklumat tersebut hendaklah dimaklumkan kepada Syarikat
Perumahan Negara Berhad (SPNB) dalam masa dua puluh satu (21) hari dari tarikh perubahan tersebutberlaku.
1.3 Syarikat / firma hendaklah mengemukakan segala maklumat dalam tempoh yang ditetapkan apabiladiminta oleh SPNB. Kegagalan membuat demikian akan mengakibatkan tindakan seperti L5 di bawah.
1.4 Syarikat / firmahendaklah memastikan bahawa bidang yang telah didaftar dalam sijil ini tidak bertindakdengan bidang yang telah diluluskan ke atas mana-mana syarikat seperti berikut.1.4.1 Mempunyai pemilik atau Ahli Lembaga Pengarah yang sama;atau1.4.2 Beroperasi di premis yang sama
1.5 SPNB berhak membatalkan / menggantungkan pendaftaran syarikat I luma tuan tanpa apa-apa notis jikadidapati maklumat yang diberi tidak benar.
PENGGANTUNGAN i PEMBATALAN PENDAFTARAN / TINDAKAN TATATERTIB2.1 Pendaftaran akan digantung / dibatalkan atau dikenakan tindakan tatatertib sekiranya didapati:
2.1.1 Syarikat / Firma / Pemilik / Ahli Kongsi i Pengarah terlibat dalam sebarang kegiatan haramjenayah yang disabitkan dan didapati bersalah oleh Mahkamah di Malaysia atau di luar negeri.
2.1.2 Sekiranya syarikat / firma menarik balik tawaran sebelum tender dipertimbangkan atau menolaktawaran setelah tawaran dibuat.
2.1.3 Kegagalan syarikat I firma melaksanakan kontrak-kontrak yang telah ditandatangani denganSPNB.
2.1.4 Meminda sijil perakuan ini dengan tujuan menipu atau lain-lain maksud.2.1.5 Membenarkan sijil perakuan ini disalahgunakan oleh syarikat / firma lain.2.1.6 Syarikat / frima didapati membuat pakatan harga dengan syarikat-syarikat lain semasa memasuki
tender / sebut harga SPNB.
TEMPOH PENDAFTARAN3.1 Pendaftaran hanya diperakui untuk tempoh sepertimana yanglrtera pada tarikh tamat perakuan di sijil
perakuan ini
PEMBAHARUAN / KEMASKINI4.1 Syarikat / ftrma tuan hendaklah membuat permohonan pembaharuan pendaftaran tiga (3) bulan sebelum
tamat tempoh perakuan pendaftaran.4.2 Permohanan yang diterima selepas tamat tempoh pendaftaran adalah dianggap sebagai pendaftaran baru.4.3 Syarikat I firma tuan juga hendaklah mengemukakan profrl terkini setiap akhir tahun untuk tujuan
kemaskini maklumat syarikat / hrma di dalam system pendaftaran SPNB.
PENYERTAAN TENDER / SEBUT HARGA5.1 Sijil perakuan ini hendaklah ditunjukkan semasa mengambil dokumen tender sebutharga di dalam kepala /
sub kepala (bidang) yang diluluskan sahaja.5.2 Salinan sijil perakuan ini hendaklah dikemukakan bersama-sama dokumen tender / sebutharga.
HAK SYARIKAT PERUMAHAN NEGARA BERHAD6.1 SPNB berhak mendapatkan semula sijil perakuan ini apabila syarilat digantung / dibatalkan pendaftaran /
dikenakan tindakan tatatenib.6.2 SPNB juga berhak untuk mendapatkan semula sijil perakuan ini pada bila-bila masa apabila dikehendaki

1.WARRANTY
KCC Paints Sdn.Bhd. (hereinafter called KCC) as Paint supplier, undertakes the full responsibility as supply and apply specialist applicator,hereby warranty that for a period of five (5) years, the paint system as recommended and applied for the project stated oveleat, would not be affected by the following defects: -
Peeling / FlakingThis condition is manifested when the paint film peels away or detaches from the substrate.
Cracking This condition is manifested by any visible cracking on the paint film other than that caused by plastering cracks.
Fungus / Algae GrowthThis condition is established when there is growth of microorganisms from within the paint film that results in the marring of the appearance of the paint film through discoloration. Dirt stains which can be washed off by water- jetting and light scuffing is not considered as fungus / algaeinfestation.
1.1 Allowance must be made for natural and gradual degradation of paint through effuxion of time. Claims on the warranty willbe subjected to such pro-rate base on elapse of time.within first 2 years _____________100% Cost of rectification covered.2 to 3 years _____________ 80% Cost of rectification covered.3 to 4 years _____________ 60% Cost of rectification covered.4 to 5 years _____________ 40% Cost of rectification covered.
1.2 This warranty covers only rectification of coating failures / defects up to maximum of 100% of cost of surface preparation andpainting to moke good the defects only. Claims for incidental or consequential damages resulting from breach of the warrantyare specially excluded.
2.0 EXCLUSION OF PERFORMANCE WARRANTY
2.1 The warranty shall not cover defects caused directly or indirectly by any one or more of the factors defined below. Such defects will not qualify for claims under the warranty and shall be deemed invalid claims. 2.1.1 Efflorescence, deposit of soluble salts (from within plastering) upon drying, as result of plaster cracks of structural cracks
are excluded.2.1.2 Specific areas where proper surface preparation methods as listed below on schedule I are not met and subject to prior
written warning letter of non-compliance submited by KCC of which the matter was overruled.2.1.3 Damage of the coated surface caused by vandalism or by heavy impact , fire ,natural calamities, Act of God or
normal wear and tear. 2.1.4 Deterioration of paint including but not limited to staining, efflorescence, fungus growth caused from constant
dampness around and within the walls from air condition, high moisture retention caused from water ponding, seepageor defects of similar nature or inadequate or improper surface preparation.
2.1.5 Uniform or even colour change.2.1.6 Surface deposition of fungus, dirt or any contaminant that can be removed through periodic cleaning. Fungus and
algae growth that can be washed off is classified as a foreign layer deposited on the paint film. 2.1.7 Defects arising from work (alteration/extension) carried out onto the so affected areas of the building without the prior
written agreement of KCC Paints. 2.1.8 Staining or discoloration caused from polluted atmosphere, undetected water or moisture from within the substrate, or
from window screens, metal gutters, spout pipes, water down-pipes, etc. 2.1.9 Trace difference in colour or texture on new materials being supplied for repair work against previous material.
2.2 This warranty will not be valid unless all outstanding sums of monies due to us has been paid and settled in full by the contractual parties.
2.3 This warranty is explicitly issued to the client mentioned on front page for the project and the warranty cannot be assigned,transferred or charged in any manner to any other parties.
3.0 PROCEDURES FOR CLAIMS3.1 Any defects claims should be made in writing and delivered by post or by hand to the Marketing Department, KCC Paints Sdn.
Bhd. (323967-T ) No.1, Jalan Anggerik Mokara 31/ 55, Seksyen 31, Kota Kemuning, 40460 Shah Alam, Selangor Darul Ehsan. 3.2 A technical team will be despatched to evaluate the nature of the claim. Should their findings conclude the defects as within
the scope of warranty as defined under WARRANTY, then KCC Paints Sdn. Bhd. shall supply the necessary paint materialsand labour to make good defects.
3.3 Should our technical team conclude that the defects falls under the Exclusion Of Performance Warranty or other factors aliento the scope of warranty, then KCC Paints Sdn. Bhd. will not be held responsible for the claim and therefore, the claim shallbe deemed as invalid.
3.4 Should client disagree with the conclusion of the technical evaluation pertaining to the defects, in particular under 3.3 thenan independent third party competent in such technical evaluation will be appointed to investigate. The appointment must seek prior mutual agreement between client and KCC Paints Sdn. Bhd. Their findings may be treated as conclusive, or the procedure may be repeated until a satisfactory conclusion can bemutually accepted between client and KCC Paints Sdn Bhd.
3.5 Any Third party costs, in particular under clause 3.4, will be shared equally between client and KCC Paints Sdn. Bhd.
4.0 PERIODIC CLEANINGPeriodic cleaning of the exterior surface is essential to maintain the aesthetic and durability of the coating system. Atmosphericdirt in the air can accumulate on flat areas like top of parapet, edges and ledges and with presence of rainwater, unsightly streak marks may be visible on light colours. Over passage of time, the accumulation of dirt and organic matter together withhigh moisture can promote the growth of algae although the paint can still be intact. The frequency of cleaning should preferably be least 12 (twelve) months interval depending environmental condition.
5.0 SCHEDULE 1 (The Proposed System) Surface Preparation
5.3 All new concrete plaster/masonry must be allowed dry out completely for at least 28 days.
5.5 Apply one (1) coat of Supro wall sealer 100 follow by two (2) coats of Korevon & Supro Korever Exterior Acrylic paint.
Our recommendation are as follows:a. Wash away loose dirt, dust and other contaminants with mild detergent ( 3 % to 5% dilution ) or clean water. b. Apply KCC Fungicidal Wash and allow to stand overnight.c. Clean away the fungicidal wash with clean water.
5.1 Make good minor defects with suitable exterior grade Filler.5.2 Use Selleys No More Gaps to fill up all hairline cracks, gaps between window frames and walls, etc.
5.4 Previously painted surfaces:- All areas affected by mould, lichen algae and moss are to be treated with KCC Fungicidal Wash. - Remove all loose or defective paint or powdery residues by thorough brushing and scraping, using a high pressure water jet.

1.WARRANTY
KCC Paints Sdn.Bhd. (hereinafter called KCC) as Paint supplier, warrants that all paints supplied for this project are of superior quality,within workable shelf life and contorms to strict in-house Quality Control Tests.KCC jointly warrants with your appointed paint applicator, that for a period of five (5) years , the paint system and surface preparationmethods as recommended and listed on schedule would not be affected by the following defects: -
Peeling / FlakingThis condition is manifested when the paint film peels away or detaches from the substrate.

Fungus / Algae GrowthThis condition is established when there is growth of microorganisms from within the paint film that results in the marring of the appearance of the paint film through discoloration. 1.1 Allowance must be made for gradual degradation of paint film from normal wear through the effluxion of time. Claims on the warranty will be subjected to such pro-rate of graduated wear based on the elapse of time.
1.2 This warranty and liability is expressly limited to replacement of paint materials should it be proven that the material supplied to be defective. Claims for incidental or consequential damages resulting from a breach of this warranty are specifically excluded.
2.2 This warranty will not be valid unless all outstanding sums of monies due to us has been paid and settled in full by the contractual parties.
2.3 This warranty is explicitly issued to the client mentioned on front page for the project and the warranty cannot be assigned,transferred or charged in any manner to any other parties.

It is strongly recommended that
the client is to sign a seperate warranty on workmanship with their appointed application as the scope of this warranty onlycovering product quality.
2.1.2 Under usage of paint materials resulting inadoquate lavel of protection done to lower film thickness applied.
2.1.3 Damage of the coated surface caused by vandalism or by heavy impact , fire ,natural calamities, Act of God or normal wear and tear.
2.1.4 Deterioration of paint including but not limited to staining, efflorescence, fungus growth caused from constant dampness around and within the walls from air condition, high moisture retention caused from water ponding, seepageor defects of similar nature or inadequate or improper surface preparation.
