1. Denmark sebagai sebuah model negara “Welfare State”merupakannegara yang mempunyai pemerataan pendapatan tertinggi di dunia.Denmark dengan ekonomi kapitalis campuran pasar dan negarakesejahteraan yang kuat dan berbasis Knowledge Economy selalutergolong dalam negara terbersih dari korupsi (Global CorruptionReport, 2010-2015).

2. Sejak 2001, Denmark memiliki sebuah Grand Design semacam modelperencanaan pembangunan jangka panjang (RPJP 20 tahun) yaitu:

“DENMARK 2020: KNOWLEDGE > GROWTH > PROSPERITY > WELFARE”

5. Denmark is to be among the 10 countries in the world where people live the longest;

6. Denmark is to be a green, sustainable society and among the world’s three most energy efficient countries;

7. Denmark is to be among the best at creating equal opportunities;

8. Denmark is to be among the freest countries and among the best in Europe at achieving integration;

9. Danes are to be among the world’s most trusting and safe people;

10.The public sector is to be among the most efficient and least bureaucratic in the world.

3. Ditopang efektif oleh semacam model “Sinergy Danish Incorporated”(IstilahBP): Sinergi Triple Helix, Public Private Partnership, Knowledge Economy,Innovation Driven, Gerakan Koperatif UKM termasuk petani.

4. Model kesejahteraan Denmark disertai dengan sistem perpajakan yang baikberbasis luas (PPN 25%, tidak termasuk cukai, bea dan pajak) dan dengan modelpendapatan pajak progresif.

5. Tarif pajak minimum untuk orang dewasa adalah skala 42% sampai lebih dari60%. Pajak lainnya termasuk pajak pendaftaran pada kendaraan pribadi, padatingkat 180%, di atas PPN.

6. Tax to GDP Ratio Denmark = 48,1% (2012), tertinggi di dunia. PerbandinganBelgium 45,4%; France 45%; Sweden 44,2%; Finland 44,1%; Italy 44,0%; Austria43,1%; Norway 42,2% (EU rata-rata 39,4%).

7. Denmark memiliki pasar tenaga kerja yang digolongkan sebagaimodel “flexicurity”, yang merupakan kombinasi adanya flexibility dansecurity. Artinya sangat mudah untuk merekrut dan jugamemberhentikan (flexibility) tetapi dengan kompensasipengangguran sangat tinggi (security).

8. Denmark memiliki tingkat ketimpangan terendah di duniaketidaksetaraan pendapatan menurut PBB, dan upah minimumtertinggi di dunia menurut IMF. Pada Juni 2010 tingkatpengangguran berada pada 6,6%, yang berada di bawah rata-rataUni Eropa sebesar 9,6%.

B. SUSTAINABLE GREEN GROWTH (1)

1. Denmark merupakan salah satu Leading countries dalam isulingkungan hidup, khususnya dalam pengembangan strategipembangungan berkelanjutan “sustainable green growth”, bersifatholistic yang dijabarkan dalam semua sektor kehidupan secaramelembaga dan membudaya.

2. Kebijakan lingkungan hidup Denmark tidak terlepas dari kebijakanekonomi dan pembangunannya. Upaya perwujudan visi untukmenjadikan Denmark sebuah masyarakat yang berkelanjutan danjuga efisien dalam penggunaan energy tidak hanya diupayakan olehpemerintah, melainkan juga sektor swasta dan masyarakat Denmarksecara keselurahan.

3. Pemerintah Denmark telah mencanangkan target bebas bahan bakarfosil pada tahun 2050. Pasca krisis energy tahun 1970-an, Denmarkmulai mengembangkan energi terbarukan. Padahal Denmark sudah20 tahun self-sufficient minyak dan gas dan kini hanya Denmark satu-satunya negara EU yang tetap bertahan self-sufficient minyak dan gas;

4. Kelangkaan energy pada awalnya turut mendorong kebijakanlingkungan hidup Denmark. Hingga saat ini kontribusi energyterbarukan telah mencapai sekitar 30% dari konsumsi energyDenmark. Hal ini didukung pula oleh kapasitas sektor bisnis diDenmark, yang telah mengembangkan industri berorientasi“sustainable green growth”, antara lain infrastruktur pendukungenergi terbarukan/green technology.

5. Dengan keberhasilannya mengembangkan strategi “sustainable green growth“,Denmark berkenginan untuk terus menjadi leading country dalam bidangtersebut dan menjadi contoh bagi negara-negara lain. Dalam kaitan itu, setiaptahunnya Denmark menyelenggarakan Global Green Growth Forum (3GF) danmengundang pejabat pemerintah dan sektor swasta dari berbagai negara.

6. Forum ini bermaksud untuk membahas inisiatif dan langkah-langkah konkretbagi perumusan strategi “sustainable green growth” dalam skala global.

7. Denmark bersama Korea Selatan memelopori pembentukan “Global GreenGrowth Institute”(3GI) dengan mengajak berbagai negara termasuk Indonesiauntuk ikut serta memelopori dan mendorong “sustainable green growth” semuanegara, kawasan & global.

1. The Official State Visit of HM. Queen Margarethe II and HRH The PrinceConsort with more than 100 delegates consist of government (G), majoritybusiness (B) and universities (U) to Indonesia on 21 – 27 October 2015 wasa success after 65 years of our bilateral relations of friendship and strongcooperation.

2. The relevant parties have made tremendous efforts and contribution torealized important agreements and commitments in various fields of theTriple Helix model of collaboration which is between Government toGovernment (G to G), Business to Business (B to B) and University toUniversity (U to U).

4. There were also quite many Business to Business (B to B) agreementsbetween Indonesian and Danish prominent companies and state ownedcompanies. And last but not least, an agreement between well-knownuniversities in both countries (U to U).
