LAPORAN OPERASI KETUA PENGARAHDIRECTOR GENERAL’S OPERATIONAL REPORTS

Assalamualaikum w.b.t dan Salam Sejahtera,

Terlebih dahulu saya ingin memanjatkan kesyukuran kepada Ilahi dengan berkat keizinannya, dalam tahun 2017 LPP berjaya melakar kejayaan disertai komitmen tinggi warga LPP dalam menerajui Pertubuhan Peladang (PP) yang progresif serta berdaya maju. Budaya kerja cemerlang dan kerjasama jitu di kalangan warga LPP telah menjadi pemacu kepada transformasi industri agromakanan yang lebih dinamik dengan objektif untuk menjamin bekalan makanan, menjadikan industri agromakanan berdaya saing dan mampan serta meningkatkan tahap pendapatan kumpulan sasar iaitu, ahli PP sendiri.

LPP sebagai sebuah agensi di bawah Kementerian Pertanian dan Industri Asas Tani komited dalam merealisasikan inisiatif dalam Dasar Agromakanan Negara (DAN) bermula daripada aspek jaminan bekalan makanan, kecukupan, kebolehdapatan, keselamatan dan mampu beli, pembangunan pertanian bernilai tinggi, pembangunan pertanian mampan, kluster

First and foremost, I would like to express my gratitude to Allah SWT for His blessing that allows us to achieve great success in leading the progress of Farmers’ Organizations (FO) and development of productive farmers with the support and high commitment of all staff at the FOA in 2017. The excellent work culture and the spirit of working together among the staff have been a driving force for the transformation of agriculture sector to a more dynamic agro-food industry with the objective of ensuring adequate food supply, making the industry competitive and sustainable besides raising the income level of the farmers and giving financial gains to FO.

The FOA as an agency under the Ministry of Agriculture and Agro-Based Industry is committed to realizing the initiatives contained in the National Agro-Food Policy starting from the aspects of food supply guarantee, food sufficiency and availability, security and affordability, high value agricultural

pertanian dinamik, memaksimumkan penjanaan pendapatan, pelaburan swasta pemangkin transformasi pertanian moden, modal insan pertanian bestari dan berinformasi, pemodenan pertanian berpacukan penyelidikan dan pembangunan (R&D), teknologi dan inovasi, dan keunggulan khidmat sokongan pertanian. Inisiatif ini pula digabungkan pelaksanaannya bersama 8 strategi teras halatuju LPP iaitu mendaulatkan pengeluaran agromakanan, transformasi mekanisasi, automasi dan industri asas tani (IAT), membangunkan PP sebagai entiti perniagaan dan pemangkin pemasaran, meremajakan PP, transformasi regulatori, membangunkan modal insan dan profesionalisme anggota/peladang, memperkasakan sistem penyampaian yang berkesan dan memperkasakan teknologi maklumat (IT) sebagai teras kecemerlangan organisasi.

Usaha Memenuhi Ekspektasi Ahli

Sebagai peneraju unggul PP, LPP sentiasa berusaha menilai serta menambahbaik polisi dan strategi yang dilaksanakan oleh PP bagi memastikan pekhidmatan yang disediakan releven dengan keperluan semasa. Keahlian seramai 898,760 orang pada tahun 2017 menunjukkan peningkatan sebanyak 1.94% berbanding tahun sebelum. Peningkatan keahlian PP ini menggambarkan kepercayaan masyarakat pertanian terhadap perkhidmatan yang diberikan. Cabaran penuaan petani (ageing farmers) merupakan isu global pertanian yang dihadapi telah memberi kesan kepada PP untuk lebih maju ke hadapan. Pelapis atau golongan muda diperlukan bagi mengusahakan pertanian dan menjamin kelangsungan bekalan makanan. Pelbagai program diadakan bagi menarik minat golongan muda menyertai pertanian melalui keahlian PP. Kelab Pertanian sekolah diwujudkan di sekolah-sekolah terpilih bagi memupuk minat anak-anak ke arah pertanian. Selain itu, insentif menarik serta khidmat nasihat kepada golongan belia secara berterusan turut disediakan untuk peserta mengusahakan projek-projek pertanian. Kejayaan meningkatkan pendapatan menerusi pertanian dilakar oleh usahawan-usahawan PP perlu diperbanyakan terutama kepada mereka yang baru menceburi bidang pertanian secara sepenuh masa.

Pemantapan Rantaian Nilai Agromakanan

Beberapa strategi dan model perniagaan diwujudkan dalam penglibatan PP dan ahli-ahlinya di setiap aktiviti sepanjang rantaian nilai. LPP telah menyelaras setiap aktiviti yang dilaksanakan oleh PP agar ianya selaras dengan perancangan dan halatuju di sepanjang rantaian nilai tersebut dengan memberi fokus kepada tiga aspek utama iaitu pengeluaran agromakanan, lepas tuai dan pemprosesan serta pemasaran.

These initiatives are combined with the implementation of the eight key strategies of FOA to achieve the goal of increasing food production through namely: mechanization transformation, automation and agro-based industries ,developing FO as business entities and marketing catalysts, rejuvenating the movement of FO, regulatory transformation, developing human capital and improving level of professionalism among farmers, empowering effective delivery systems and empowering IT as the core of organizational excellence.

Efforts to Meet Farmers’ Expectations

As a management agent of FO, the FOA has always evaluated and improved the policies and strategies implemented by FO to ensure that the services provided are relevant to current needs. Total membership of 898,760 farmers in 2017 showed an increase of 1.94% over the previous year. The increase in membership of FO reflects the confidence of agricultural community in the services provided by FO. The aging farmers is a global issue faced by agriculture sector that has affected the FO to move forward. The young people are encouraged to participate in agriculture sector as to ensure the continuity of food supply. Various programs were held to attract young people to join agriculture through membership in FO. Farm Clubs were established in selected schools to foster children’s interest in agriculture. In addition, several attractive incentives and advisory services are also being made available to the youth to undertake agricultural projects. The success of raising income through agriculture is always an issue especially for those who have just entered as agro entrepreneur in agriculture sector

Strengthening Value Chain in Agro Food Sector

Some business strategies and models have been developed to encourage the involvement of FO and its members in every activity along the value chain of agriculture. The FOA has coordinated every activity undertaken by the FO so that it is in line with the planning and direction along the value chain by focusing on the three main aspects of agro-food production, post harvesting and processing as well as marketing.

Strategi Kerajaan Mempromosikan Bidang Pertanian

Pelbagai insentif dan kemudahan telah dirancang dalam usaha memulihkan persepsi rakyat terutama generasi muda terhadap pertanian. Program-program berteraskan teknologi dan berinovasi diperkenalkan untuk meningkatkan produktiviti sekaligus membantu meningkatkan pendapatan petani. Kerajaan telah menyediakan pengkhususan bajet bagi pembangunan program pertanian merangkumi aplikasi penggunaan teknologi tinggi dalam pengeluaran buah dan sayuran, peningkatan pembekalan benih berkualiti, penstabilan harga melalui jualan terus dari ladang, pewujudan pasar ikan rakyat serta penambahbaikan institusi latihan pertanian. Selain itu, bajet juga disediakan bagi meningkatkan pengeluaran produk makanan dan kesihatan. Bagi membantu para petani mengurangkan kos pengeluaran pula, kerajaan akan meneruskan pemberian subsidi dan insentif pertanian.

Galakan usahawan, petani dan pekebun kecil dipertingkatkan agar dapat mengoptimumkan amalan agronomi yang baru, pengurusan ladang secara moden, penggunaan jentera baru dan teknologi terkini serta menggiatkan Amalan Pertanian Baik (APB) atau juga dikenali sebagai Good Agricultural Practices (GAP). APB merupakan satu pendekatan dalam sistem pengembangan pertanian Jabatan Pertanian Malaysia bertujuan untuk memastikan pengeluaran hasil pertanian berkualiti dan selamat dimakan. APB merangkumi pengurusan ladang yang lebih mesra kepada alam sekitar.

Prestasi Kewangan Tahun 2017

Untuk kali ke-25 berturut-turut, LPP berjaya memperoleh Sijil Audit Bersih Ketua Audit Negara bagi Laporan Kewangan tahun 2017. Pada tahun 2017, Hasil LPP adalah berjumlah RM224,816,009. Hasil ini terdiri daripada peruntukan mengurus sebanyak RM177,805,780, peruntukan pembangunan sebanyak RM27,076,862 dan pendapatan sumber dalaman RM19,933,367. Perbelanjaan yang direkodkan pada tahun 2017 adalah berjumlah RM230,205,822 berbanding RM219,145,188 pada tahun 2016. Terdapat pertambahan perbelanjaan sebanyak RM11,059,937 atau 5%. LPP mengalami kurangan selepas cukai bagi tahun semasa. Kurangan sebanyak RM9,188,188 adalah setelah mengambil kira kenaan cukai berjumlah RM3,798,375. Penyata Kedudukan Kewangan berakhir 31 Disember 2017 menunjukkan LPP memiliki Aset Semasa berjumlah RM435,120,176, Aset Bukan Semasa berjumlah RM181,611,627, Liabiliti Semasa berjumlah RM21,491,706 dan Liabiliti Bukan Semasa berjumlah RM291,244,511. Nilai Aset Bersih LPP pada 31 Disember 2017 adalah sebanyak RM325,487,292.

Government Strategy in Promoting Agricultural Sector

Various incentives and facilities have been planned to restore people’s perceptions, especially the younger generation towards agriculture. Technology and innovation-based programs are introduced to increase productivity while helping to increase farmers’ income. The government has allocated specific budgets for the development of agricultural programs covering high technology applications in the production of fruits and vegetables, improving the supply of quality seeds, price stabilization through direct sale from farms, the establishment of fish markets and the improvement of agricultural training institutions.

Programs to encourage entrepreneurs, farmers and smallholders to optimize new agronomic practices, modern farm management, the use of new machinery and the latest technologies and the method of Good Agricultural Practice (GAP) will continue to be encouraged. The GAP is an approach in the agricultural extension system of the Department of Agriculture Malaysia to ensure that agricultural production is of good quality and safe to eat. The GAP too encompassing a more environmentally friendly farm management.

The Financial Performance in 2017

For the 25th consecutive year, FOA has successfully obtained the Auditor-General’s Clean Audit Report of the Financial Report for 2017. In 2017, FOA received a revenue of RM 224,816,009. The Total Revenue is comprised of operating allocation of RM 177,805,780, development allocation of RM 27,076,862 and internal income of RM 19,933,367.The Total Expenditure recorded in 2017 amounted to RM 230,205,822 compared to RM 219,145,188 in 2016. There is an increase of RM 11,059,937 or five percent. The FOA has incurred a deficit after tax for the current year. The deficit of RM9,188,188 is after taking into account the tax imposed amounting to RM3,798,375.The Statement of Financial Position ended 31 December 2017 indicates that FOA has a Current Asset of RM435,120,176, Non-Current Assets amounting to RM181,611,627, Current Liabilities amounting to RM21,491,706 and Non-Current Liabilities amounting to RM291,244,511. The total Net Asset Value of FOA as at 31 December 2017 is RM 325,487,292.
