The Malaysian Technical Standards Forum Bhd (MTSFB) (655368-P) is a company limited by guarantee which was incorporated on 8 June 2004 and being designated as the Technical Standards Forum (TSF) by the Communications and Multimedia Commission (MCMC) on 27 October 2004, under the Communications and Multimedia Act (CMA 1998), Part V, Chapter 9 – Voluntary Industry Codes, Section 94 Industry Forum and Part VII, Chapter 3 – Technical Standards, Section 184 Technical Standards Forum of the Communications and Multimedia Act 1998 (CMA 1998).

MTSFB was also being appointed as the Standard Writing Organization (SWO) pursuant to the agreement dated 30 August 2005 with SIRIM Berhad (SIRIM) in compliance with the Department of Standards Malaysia (DSM) under the provision of the Standards of Malaysia Act 1996.

MTSFB was established to enshrine the national policy and objective of self-regulation with the essence embraced in CMA 1998 by initiating and facilitating the development of technical documents related to interoperability, safety and operation for Network Facility, Network Service or Network Application Providers.

The primary roles of MTSFB are to develop, recommend, modify and update the Technical Codes for registration by MCMC as well as relevant Malaysian Standards for gazettal by DSM through SIRIM for both fixed and wireless network providers and other stakeholders in the country. This is achieved by establishing working groups (WGs) on focused subject matters. The WGs are represented by the members from the service providers, academicians, manufacturers, vendors, distributors,

Standards Development Organisations (SDOs) and other interested parties.

Active participation in standards development activities to develop these technical documents will bring immense benefits not only to the stakeholders but also to the general consumers at large and it is essential towards achieving sustainable and progressive development for the communications and multimedia industry in Malaysia.

The Internet Protocol version 6 Centre of Excellence (IPv6 CoE) was established under MTSFB CoE with the appointment by MCMC on 28 December 2012, to manage and focus on the development and implementation of IPv6 in Malaysia.

The scope of IPv6 CoE covers activities but not limited to the awareness and promotions, capacity building, monitoring, consultancy and test, research and development.

Entering the Path towards Terabit/s Wireless Links - Wireless communications has been a hot area of technology advancement for the past two decades with data rates being driven by Moore’s Law. As long as memory sizes increase, the demand for moving data at higher data rates of communications increases on the same scale. We want to analyze key challenge of leading edge 10Gbit/s wireless technology to get prepared for 100Gbit/s and 1Tbit/s data rates of tomorrow. Key boundary conditions are presented which have been learned by understanding leading edge wireless links of today to prepare for the Tbit/s technology of the year 2020.

FNF WG / Office BearerEncik Mohamed Yusairi Hassan, MTSFB FNF WG Chairman was the speaker for the event on 4th July 2013 in Kuala Lumpur. Whereas, Encik Mohd bin Muhammad, MTSFB FNF WG Vice Chairman has taken the lead during 17 November 2013 event in Johore Baharu and 20 November 2013 in Penang.

The agenda of the event includes the review of the FTTP standard, 3M FTTH and cabling solution, EPON Technology sharing, Industrial Switch EthernetWAN and Residential FTTH gateway control.

MTSFB was invited as the speaker at the Fiber-To-The-Premise (FTTP) Standard Review Seminar. It was collaboration between MTSFB and Zettabits Technologies (M) Sdn Bhd.

GICT WG / Office BearerThe MTSFB Green ICT Working Group (GICT WG) has initiated the efforts to develop the Technical Standards for Green Data Centre. The primary aim is to create a localised standards including best practices for Green Data Centre, to catalyse the adoption of green agenda in data centre industry in Malaysia as well as to aid organizations to improve the energy efficiency of data centres and reduce negative environmental impact. The Technical Standards for Green Data Centre (TSGDC) will be developed based on industry-wide approach and according to the principles of voluntary consensus.

As a kickstart, a Stakeholders Consultation Forum on the Green Data Centre Technical Standards has been jointly organised with MDeC on the 6 February 2013. It was a buy-in session to obtain industry’s view and support on the objectives, processes and roadmap of TSGDC. With the supports received, a Technical Experts Group (TEG) comprising of representatives from the Data Centre and Telco Industries, Government and Academia; was then established. A series of TEG meetings have been conducted to discuss on the development of the draft TSGDC document.

Subsequently, an off-site TSGDC TEG Workshop was organised in August 2013 for the technical experts from key stakeholders i.e. data centre operators, government agencies, developers, professionals, consultants and academia to share and exchange their experiences, ideas, and research findings on all aspects of green data centre in terms of energy savings and efficiency, environment and sustainable development; and to work together to produce the draft for the TSGDC. The off-site workshop will serve as a focused and open-sharing platform to expedite the development and consensus gathering from the cross sectors’ stakeholders.The workshop methodology was based on consensus gathering and everyone contributed positively.

Workshop on Audio Codec Technology for Digital TV Broadcasting on 26 August 2013 at Auditorium MCMC, Cyberjaya.

The ECO2 MoU Signing Ceremony and Workshop on 28 November 2013 at the Faculty of ComputerScience and Information Technology, University Putra Malaysia (UPM), Serdang

The workshop has addressed the use of audio coding in the different stages of audio production with a focus on the final emission codec and audio related aspects for enhance services. It also explained about the underlying principles of audio coding, the different codecs used in contribution, distribution and transmission.

The demonstrations have shown the performance of HE-AAC as stereo and multichannel codec, the use of metadata foe loudness normalization and down mix as well as switching between different channel configurations and audio description.

The different playback possibilities of the content in a multi-platform environment have been demonstrated together with the functionality of the Dialogue Enhancement Technology.

The speakers are Mr Stefan Meltzer and Mr Toni Fiedler. Both are the consultants to Fraunhofer IIS.

Outcomes of the Workshop1. Technical Standard of Infrastructure Requirement for Simple Development PropertyThis document is the simplified version of TSIR part 1 document for developer to refer for new development that fall under Simple Development Category. The document covers for both copper and fiber requirement.

2. Revision of In-Building Fiber Cabling DocumentThis document carries out 8 main scopes that cover fibre to premises installation. The content is more comprehensive to make sure all the developer can follow our guideline.

During the workshop, team members managed to re-structure the whole document with the approach and definition. The outdate info have been updated and some of the topics also been defined in the document.

In September of 2013, the ECO2 Data Centre Coling System project was kick started with the completion of the Proof of concept (PoC) model by the Green Computing Initiative and Ecocentus Sdn Bhd. This project was made possible with the support of an industry promotion and development grant from the Malaysian Communications and Multimedia Commission (MCMC) and managed by Malaysian Technical Standards Forum Bhd (MTSFB). In commemorating the project, MTSFB is organizing a Memorandum of Understanding (MoU) ceremony between the parties involved in the project.

The event starts with the video presentation on UPM and GCI – Regional Green ICT Academy and followed with the welcome speech by Professor Madya Dr Abu Bakar Md Sultan, Dean of Computer Science Faculty, UPM and the opening speech by Dato’ Ismail Osman, MTSFB Chairman. It then follows by the signing of MoU by Ecocentus and MTSFB, witness by GCI and UPM.

Further to this, Mr Matthew Rajendra briefed on the ECO2 before proceed with the tour of ECO2 PoC. The 6U system is being deployed at University Putra Malaysia for a period of 1 year.

ECO2 is shorthand for economical and eco-friendly. The ECO2 System is an end-to-end fluid submersion cooling solution for data centre ICT equipment such as rack based or blade servers, routers, firewalls and switches. It is a full end-to-end cooling system that utilises a non-conductive dielectric liquid coolant derived from an organic, renewable, sustainable, non-toxic and biodegradable source which is re-engineered palm oil.

Compared to a standard air-conditioned rack system, ECO2 systems are capable of reducing cooling energy consumption of a typical data centre by 90-95%, and reducing total data centre energy consumption by half. The ECO2 coolant was proven to be 1350 times more effective than air cooling and a more superior alternative to mineral oil which is 1200 times more effective than air.

The half-day symposium was designed to help participants understand the technological, best practices and awareness about Green ICT as opportunities for business and individual.

The objective of the visit is to have a closer look at their training facilities and equipment.Orbitage is a well-established consultancy company with a primary focus on the telecommunications and data communications sectors and a proven track record in high quality solution provision.

Orbitage offer a comprehensive suite of solutions in the key areas of :• Network Planning, Optimization & Troubleshooting• Professional Training and Course Development• Competence Development Planning & Assessment• Consultancy in Telecommunications, with particular focus on convergence

In Orbitage, trainings are done in a medium size computer room. It has a private server at the back and proper equipment based on the topic. They have 3 labs in total.

The workshop entitled the “Workshop to Develop an Implementation Framework for Access to PDM and to Streamline MAFB & MTSFB Requirements Under Chapter 1 Part X CMA 1998”.

The key objectives of the Workshop are:• to do a Re-evaluation Study to incorporate Chapter 1 Part X CMA 1998 to the Feasibility

Study on Access to Poles, Ducts and Manholes Dated 27 March 2012• to streamline requirements in accordance to Chapter 1 Part X of the Communication

and Multimedia Act 1998.• to do a Workshop Summation on the Implementation Plan for the Access to Poles,

Ducts and Manholes

The outcomes of the Workshop - The awareness and the need to incorporate Chapter 1 Part X CMA 1998 to the Feasibility Study on Access to Poles, Ducts and Manholes was conveyed, considered, discussed and agreement was reached to incorporate the same in the Re-evaluation Report which has submitted SKMM in October 2013.

Professor Mahamod Ismail is a member to Communication, Industry and Standards Committee (CISC) member.

It is hosted by the Asia Pasific Telecommunity (APT) which aims to brief participants on Resolutions, Opinions and ITU-T A-series Recommendations approved by the World Telecommunication Standardization Assembly (WTSA-2012) and the updated International Telecommunication Regulations (ITRs) and the overall achievements of the World Conference on International Telecommunications (WCIT-2012) held from 20 to 29 November 2012 and from 3 to 14 December 2012 respectively in Dubai, United Arab Emirates.

The WTSA is the regular four yearly events that defines the next period of study for ITU-T. The duties of WTSA are set forth in Article 18 of the ITU Constitution. Article 13 of the ITU Convention provides that the WTSA shall be convened “to consider specific matters related to telecommunication standardization”.

The assembly reviewed working methods including approval process, the work programme and the structure of Study Groups. APT Preparatory Group for WTSA-12 held four meetings and consists of the Plenary and 4 Correspondence Groups.

ConclusionThe APT-ITU Seminar on the outcomes and update on WTSA-12 and WCIT-12 gave opportunity for the participants to have better understanding on the outcomes of the meetings. The participant also raised issues related to the implementation and possible problems to be encountered in our Asia-Pacific region. The contribution and feedback given by the participants can make significant impact to the new ITRs and resolution in the near future.

Ms Adeline participate in the ICT and Climate Change Working Group (ICTCC WG) and provides Malaysian updates for the ASTAP-20 study item on the “best practices for greening data centres”.

3 key results achieved from the ICTCC WG meetings:i. A draft Guideline for Green ICT Standards was developed to share the information to

APT member countries. This guidance will be updated further in the next meeting on the basis of contributions.

ii. Questionnaire on the e-waste management of APT countries was developed to collect data on e-waste, e-waste management, policies and standards practices.

iii. APT member countries are required to identify their requirements and submit their contributions to help create e-forum based on WTSA Res73. ICTCC WG appointed a Rapporteur to handle this issue.

ConclusionMalaysian delegation continued active participation in the future ASTAP meetings is very important in order to ensure incorporation of Malaysian’s contribution to the APT and sharing of best practices with the other member countries.

It is also an important platform for Malaysian delegates to gain latest insights on the key standardisation topics and regional issues discussed in ITU and APT. At the same time, we can identify relevant WG/JCA/EG and topic of interests and link these with the standardisation work within MTSFB. Establishment of National ASTAP preparatory meeting should also be considered to discuss on the issues and contribution papers.

Mr Irving Ho Wee Beng the INF-R WG Chairman attended the Asia-Pacific Centre of Excellence Training on Infrastructure Sharing Models and Practices in Bangkok, Thailand from 20 to 23 May 2013

The International Wireless Symposium (IWS) is a new microwave conference sponsored by the IEEE Microwave Theory and Techniques Society (IEE-MTT-S) debuting in 2013. The focus of the symposium is “everything that is wireless”, including phones, Bluetooth, Zigbee, data, and a myriad of hardware, as well as regulatory and provider issues within the wireless community.

IWS 2013 technical program features core technologies for the next generation wireless networks and systems but not limited to, Short-Range, Broadband, and Green Wireless Systems & Standards, Modulation, Coding & Signal Processing, Wireless Energy Transmission

& Harvesting, Smart Grid, as well as their enabling RF, Microwave, Millimeter-wave & THz Technologies including Front-End Electronics, Antennas, Signal Generation & Power Amplification, Transceiver Techniques, Active/Passive Electronics & Components, and Antennas.

Illustrious guests were invited to talk on Advanced Wireless Devices, Wireless Data and Power Transceivers for Biomedical Applications, Emerging Wireless Devices and Design Techniques, Cognitive Radio Communications and Networks, and RF Nanotechnologies for Next Generation Wireless Communications.

ConclusionThe IWS 2013 successfully provided a platform for academics, wireless professionals, regulators and service providers to share ideas on wireless technology study and how wireless technologies being applied to improve the quality of life.

Infrastructure Sharing is becoming an issue of equal interest to industry and operators in telecom/ICT. While on one side it is seen as an industry effort to facilitate the sharing on the other specific regulatory initiatives are undertaken to avoid duplication of investment in infrastructure, promote green growth, meet universal access objectives, and to promote effective competition. Further, with the increase in deployment of fiber networks, need for roll out of mobile towers in rural remote areas and deployment of national Internet exchanges, there are new models of infrastructure sharing emerging.

To complement such efforts, service providers on their own initiatives are sharing infrastructure to lower costs. This training workshop aims to meet the following objectives:• Develop an understanding of the scope of infrastructure sharing, its advantages and

disadvantages;• Build skills on the regulatory issues underlying infrastructure sharing and disseminate

international best practices in this regard;• Comprehend the details of how infrastructure sharing is achieved in practice; and• Share knowledge of industry (service providers and vendors) practices and initiatives

in this regard.

FindingsOverview:Essentially the topics covered provides valuable insight into how infrastructure sharing is deployed in the Asia Pacific Region, the challenges encountered, the regulatory response and the case study which provided to the participants the framework for infrastructure sharing analysis.

IPv6 WG / Office BearerMr Gopinath Rao Sinniah, IPv6 WG Chairman has participate as the speaker in The Innovating Together via Internet Technologies Seminar held in KLCC Tower 3, Kuala Lumpur on 13 June 2013

This event will act as a platform for all Malaysians to discuss on Internet issues relating in implementation or introducing new technologies and/or initiatives. It is the ideal event for all professional, student and those interested in Internet in general. This event was co-joint by ISOC Malaysia and Asia Pacific Next Generation (APNG) Local Camp.

The participants had the opportunity to learn the Internet issues relating in implementation or introducing new technologies and/or initiatives from the local experts:

1. IPv6 status in Malaysia by Mr Gopinath Rao Sinniah (MTSFB / MIMOS Berhad)Internet Protocol version 6 (IPv6) is the latest revision of the Internet Protocol (IP), the communications protocol that provides an identification and location system for computers on networks and routes traffic across the Internet. IPv6 was developed by the Internet Engineering Task Force (IETF) to deal with the long-anticipated problem of IPv4 address exhaustion. IPv6 is intended to replace IPv4, which still carries the vast majority of Internet traffic as of 2013. As of late November 2012, IPv6 traffic share was reported to be approaching 1%.

The objectives of implementing IPv6 in Malaysia are:• Malaysia to be IPv6 Enabled country by 2013 (Dual Stack);• Increase of Domain Names to be registered with IPv6 address at .my domain registry;• Main Government websites to support IPv6;• Monitoring of IPv6 sites and traffic;• To create awareness among the public;• To increase IPv6 expertise in the country

Case Study On Infrastructure Sharing• The ITU Academy Case Study brought to life the infrastructure scenario where the

participants were able to work on the analyzing by way of an industry framework analysis.

• It is recommended that this framework be used when doing the industry analysis for infrastructure sharing.

ConclusionThe ITU ASIA-PACIFIC CENTRES OF EXCELLENCE TRAINING is highly recommended as it provides a plethora of perspectives on the infrastructure scenario in the Asia Pacific region where industry experts and the regulators meet in a common platform to share their experiences, challenges and views on this very important subject matter.From the paricipant’s perspective it is helpful specifically in the development of the Technical Code of Practice, Compensation Code and the installation and access to network facilities in general.

2. Software Defined Networking by Encik Noor M. Asraf (TMR&D)The past two years has seen a lot of buzz on network programmability, which promises centralized control of physical and virtual networks. This idea, Software Defined Networking and OpenFlow are seen as disruptive to the way networks are operated and managed. This presentation discusses the relationship between SDN, OpenFlow, Network Functions Virtualization and their potential application in carrier networks.

3. Klik Dengan Bijak Initiative by Puan Eneng Iskandar (MCMC)The rapid development of communications technology and multimedia as well as the positive growth of broadband penetration throughout the country feared will be affecting the value of Malaysian nation’s cultures if immediate steps are not taken to nurture positive internet use based on National Principles. The skyrocketing rate of cybercrime threat is also a worrisome issue but then through effective enforcement and educational-based approach towards the mass may able to reduce the statistic.

The objective of this campaign is the proactive actions taken by the Commission in initiating a Public Awareness on Internet Safety Campaign with ‘Klik dengan Bijak’ (“Click Wisely”) as the main theme which aiming for safety, security and responsibility.

4. Cloud Computing, Another Cornerstone for the ICT Industry by Dr Dzahar Mansor (Microsoft)Cloud computing is a colloquial expression used to describe a variety of different computing concepts that involve a large number of computers that are connected through a real-time communication network (typically the Internet).• Cloud is a cornerstone: pace of uptake increasing ;• Cloud enables scale in driving down costs and TCO;• Business agility is a bigger driver than cost;• Use a risk assessment approach to make an informed decision on the type of cloud and

cloud providers; and• For some years to come (at least), hybrid cloud solutions would be adopted by many

organizations.

5. Internet of Things: The fusion of technologies by Mr Gopinath Rao Sinniah (MTSFB / MIMOS Berhad)The Internet of Things is a web in which gadgets, machines, everyday products, devices and inanimate objects share information about themselves in new ways, in real time.

Using a range of technologies such as embedded radio frequency identification (RFID) chips linked with IP addresses (internet signatures), near-field communications, electronic product codes and GPS systems just about anything can be connected to a network. The connected objects can then be tracked and output information can be recorded, analysed and shared in countless ways via the internet some productive, some frivolous, some a little unnerving.

In a world in which every device is connected, monitored and able to communicate, the web becomes as much a part of our environment as air and sunlight. When data from those devices is cached, sorted and analysed, new relationships develop between humans and technology.

6. Google Hacking Workshop by Mr Kiran Karnad (MIMOS Berhad)Google hacking is the term used when a hacker tries to find exploitable targets and sensitive data by using search engines. The Google Hacking Database (GHDB) is a database of queries that identify sensitive data. Although Google blocks some of the better known Google hacking queries, nothing stops a hacker from crawling your site and launching the Google Hacking Database queries directly onto the crawled content.

Google hacking involves using advanced operators in the Google search engine to locate specific strings of text within search results. Some of the more popular examples are finding specific versions of vulnerable Web applications. The following search query would locate all web pages that have that particular text contained within them. It is normal for default installations of applications to include their running version in every page they serve.

Information that the Google Hacking Database identifies:• Advisories and server vulnerabilities• Error messages that contain too much information• Files containing passwords• Sensitive directories• Pages containing logon portals• Pages containing network or vulnerability data such as firewall logs.

MMT WGParticipation by Encik Muzaffar Fakhrudin, Multimedia Terminal Working Group member.The majority of ASEAN countries are in the midst of migrating to Digital broadcast. Each country in this region has nearly completed their internal receiver specification. The proposal to create an ASEAN wide specification was with the aim of harmonizing as much as possible the receiver requirements across the region.

This can provide a multitude of advantages, with the largest of which was to create an expanded market for a single type of receiver thus bring the cost of deployment down, especially in the smaller markets.

The specification development is being driven by the Media Development Authority (MDA) of Singapore.

Key issues discussed, were as follows.1. DVB-T2 V1.3.1 L1 Post Scrambling2. Myanmar Video Frequency3. HE-AAC Multi Channel Pass through4. Audio Description5. LCN V2

FindingsHowever overall the effort put in by the MDA and the other members in creating the specification has managed to create a document which has the potential to create a Pan ASEAN specification.

Unfortunately, in the short term due to some minor divergence in specification, there might be some difficulties for manufacturers. The Malaysia and Singapore specification when combined provide the most comprehensive receiver and this receiver can cover the whole of the ASEAN region with some minor feature adjustment.

ConclusionPost meeting, some open items related to the Malaysia portion of the specification were clarified and the latest draft released by the MDA captures the relevant Malaysian specification accurately.

After the initial specification is complete, the group should look into standardization of the test methodology as well as middleware requirements.In addition to the basic receiver, these items have the opportunity to create further consolidation and lowering of deployment cost.

WS WG (Interim)The Global Summit on Dynamic Spectrum Access and TV White Spaces, 17 June 2013(In conjunction with Broadcast Asia 2013, from 18 to 21 June, Singapore)

Attended by Ir Dr. Nordin Ramli, White Space WG Interim ChairmanThis one day event was covered by presentations from many prominent speakers from many parties, including speakers from FCC, USA and OfCom, The conference featured the Singapore White Spaces Pilot Group (SWSPG), who has shared what has been learnt from Asia’s most comprehensive TV White Spaces commercial pilots to date.

ConclusionThis global conference has showcased the accumulation of worldwide efforts in putting Dynamic Spectrum Access (DSA) into practice. Audiences have been learned about regulatory best practices, the latest technology developments, demonstrations of the first TVWS radio chipsets and equipment, emerging global TVWS standards, and inspiring applications and services enabled by TVWS. The event had provided the good sign for Malaysia to explore the beauties of white space technology.

All findings and the materials received during the conference will be made as the reference to the newly approved MTSFB White Space Working Group (WSWG), the way forward to study on this technology in Malaysian context. It also provides the stakeholders including MCMC and MTSFB, the insight of this technology and plans the strategies for the future deployment.

The observations and findings are given for the benefit of the stakeholders in Malaysia and other parties that have interest in the dynamic spectrum access (DSA) and TV White Space (TVWS).

IMT WGMr Khoo Kang Wei, IMT WG member attended the 16th Working Party 5D (WP-5D) Meeting in Sapporo, Japan from 10 to 17 July 2013

Working Party 5D (WP-5D)• Is responsible for the overall system aspects of IMT;• Has the prime responsibility within ITU-R for issues related to the terrestrial

component of IMT, including technical, operational and spectrum related issues to meet the objectives of future IMT systems;

• Is the lead group for the overall maintenance of existing and the development of new Recommendations on IMT; and

• Is responsible for studies related aspects regarding the continued deployment of IMT-2000 and IMT-Advanced including aspects such as convergence impacts, regulatory aspects, etc.

The high level scope for WP5D on IMT systems is comprised of 3 main working groups: General, Spectrum and Technology. A total of 12 sub-working group and one ad-hoc work plan were held during this meeting. The purpose of the meeting is to discuss and to produce documents set forth by the work agenda of each WG and subsequent SWG.

ConclusionThe 16th Meeting of Working Party 5D (WP-5D) on IMT has been very successful in meeting the objectives set forth earlier. The contributions from member organisation for this meeting have been responsive and beneficial to the completion of the draft documents.

Many learning and updates towards the specification of IMT-Advanced and related issues such as spectrum, interference, applications and future challenges was gained during this meeting.

It should also be noted that many of the current work of WP5D is important towards the development of IMT systems in Malaysia and can play a leading role as input towards developing a wholesome and long-term national broadband policy.

The reports on “Future Technology Trends”, “Vision” and “Handbook” describing the applications of the future will drive the input for forecast traffic (IMT.2020 Traffic) which can be translated into the estimated spectrum required to support these applications (IMT.2020 Estimate). These reports are inter-related among each other and also drive technology specifications found in IMT Small Cells, Advanced Parameters and Antennas to name a few. Although Malaysia as a ITU participating member may not be a contributor to these reports, however this author strongly believe that such works needs to be followed closely and if possible, to develop a local version.

Hence participation in future ITU WP5D meetings would be greatly beneficial.

IPv6 WGMr Gopinath Rao Sinniah, IPv6 WG Chairman attended the 87th IETF Meeting in Berlin, Germany from 28 July to 2 August.

The Internet Engineering Task Force (IETF) is a large open international community of network designers, operators, vendors, and researchers concerned with the evolution of the Internet architecture and the smooth operation of the Internet. It is open to any interested individual. The IETF Mission Statement is documented in RFC 3935.

The IETF working groups are grouped into areas, and managed by Area Directors (Ads). The ADs are members of the Internet Engineering Steering Group (IESG). Providing architectural oversight is the Internet Architecture Board, (IAB). The IAB also adjudicates appeals when someone complains that the IESG has failed. The IAB and IESG are chartered by the Internet Society (ISOC) for these purposes. The General Area Director also serves as the chair of the IESG and of the IETF, and is an ex-officio member of the IAB.

The conference was attended by the experts of various Internet domains from around the world.

There are 7 proceedings

1) 6LoWPAN plugtest• This is an event organised by European Technical Standards Institute (ETSI) for testing

6LoWPAN protocol on interoperability. There are series of test cases that are available for testing any devices that uses 6LoWPAN stack.

2) Multipath Transmission Control Protocol (TCP)• This is a new approach for TCP communication for devices that has more than one

connectivity. The purpose of this is to provide efficient communication from sender to receiver by increasing the goodput and also provides seamless TCP connectivity when one network is down.

3) IPv6 Maintenance and Operations (6man and v6ops Working Groups)• One of the main discussions was on the private addresses and usage of it. It was

highlighted that there are few blocks of private IPv6 addresses that are globally routed.

4) Deterministic IPv6 over IEEE802.15.4e Timeslotted Channel Hopping (6TSCH) BoF• The Working Group will focus on enabling IPv6 over the TSCH mode of the

IEEE802.15.4e standard. The scope of the WG includes one or more Low power and Lossy Networks (LLNs), each one connected to a backbone through one or more BackBone Routers (BBRs).

5) Internet Research Task Force (IRFT) Open session• In this session a presentation was given by one of the winner of Applied Networking

Prize (ANRP), Te-Yuan Huang from Stanford University. She presented her work on rate adaption for streaming video.

6) Datagram Transport Layer Security (DTLS) for constrained devices BoF• There is an increased use of wireless control networks in city infrastructure,

environmental monitoring, industrial automation, and building management systems. These wireless control networks comprise many electronic devices, sensors and actuators that are connected to each other, and in most cases Internet connected, thus creating a trend towards Internet of Things (IoT).

7) IPv6 over networks of resource constrained nodes BoF• This is a new proposed working group that extends the work that 6LoWPAN WG. This

WG would look into connecting any constrained devices and not only IEEE802.15.4 that was planned for 6LoWPAN.

Conclusion1. This three times a year meeting is important for experts in Internet to discuss and find

solutions for problems related to Internet standards.

2. There are few tracks on IPv6 standards that were discussed

3. Other important standards that are currently gaining momentum in the IETF are IPv6 for constrained devices. These standards are related to Internet of Things (IoT). It is anticipated that a lot of new standards would be generated in this tracks which is relevant to the new WG that has been proposed to be formed under MTSFB.

4. It is important to attend the IETF meeting regularly for us to discuss with experts in IPv6 and more importantly to suggest new internet drafts to be used. However, this requires good collaboration with experts in the field and we should have good problems that can be discussed.

The theme of the conference was “Boosting Mobility” which focus on utilisation of Open Source in mobility and how it could leverage in enhancing the business values and operational efficiency. The event was officiated by YBhg Datuk Wira Omar Kaseh, Director General MAMPU.

The core objective is to share and explore the avenues on why and how Open Source solutions and technology have contributed as the foundation and catalyst for mobility initiatives.

The forum also promotes telecommunications standardization activities on a wide range of ICT work in the region.

Ms. Adeline and Mr. Alex were present in particular to participate in the ICT and Climate Change Working Group (ICTCC WG), and to provide Malaysian updates for the ASTAP-21 study items on the “best practices for greening data centres” and “e-Waste”.

KEY OUTCOMES1. 3 key results achieved from the ICTCC WG meetings:i. The Guideline for Green ICT Standards was updated by including the universal power

adapter for notebook computer. This guidance will be updated further in the next meeting based on future contributions.

ii. The meeting agreed to start the work to publish a status report on standardisation activities for E-waste and rare metals. A draft skeleton for the status report was also discussed and agreed in the meeting.

iii. The activities of Green ICT Forum were introduced by Republic of Korea to share some relevant information with ASTAP participants. The meeting also agreed to invite further contributions on green ICT-related activities of APT member countries in the next meeting.

2. The ICTCC WG has also received presentations and discussed on the following topics:i. Study issues and their status of ITU-T WP 3/5ii. Proposal to develop status report on standardization activities for E-waste and rare metalsiii. Response to the Questionnaire on E-waste in APT countriesiv. Introduction of Draft Technical specification IEC 62700: DC Power supply for notebook

3. Dr. Ki Shik Park from ETRI/Korea introduced the activities of “Green ICT Forum” in order to share some relevant information and experiences on ICT and Climate Change with APT member countries. Ms. Adeline has also introduced briefly Malaysian Green ICT WG activities and hoped to have a close relationship with the Korean Green ICT Forum. The meeting requested that further information on the activities of the Green ICT WG in Malaysia as well as activities of other member countries on green ICT be shared at the next meeting.

4. In the ICT&CC WG meeting, Ms. Adeline has provided information on the recent progress of the Malaysian Green Data Centre standards development. Mr. Alex provided further information on the technical requirements of the draft work in progress in Malaysia. In addition, the APT member countries were invited to provide their valuable inputs on metrics and measurements, and best practices on relevant study items such as power usage efficiency (PUE), supply air temperature (SAT), relative humidity range (RHR), cooling system efficiency (CSE), airflow efficiency (AE), server virtualization and so on. Mr. Alex has requested ASTAP members to share and compare the respective countries guidelines and/or opinions on the key parameters and best practices for green data centre. Upon the request, Korea agreed to share their green data centre best practices in the next ASTAP meeting.

5. Mr. Alex has also requested members to share the information on phone recycling activities and lessons learnt. The chairman of the ICT&CC WG agreed and in turn asked that Malaysia shares the activities in Malaysia with the rest of the ASTAP members.

6. Ms. Adeline has also provided information on the 4th International Green Tech & Eco Products Exhibition and Conference Malaysia which was being organised and would be held from 10-13 October 2013 in Kuala Lumpur. The event would gather international world-class green technology innovators, products and services. For further information, members could refer to the website at www.igem.com.my.

7. The revision of ToR of ICTCC WG was introduced and discussed. The future work plan and the nomination of new vice chairmen were also included in the revised ToR of ICTCC WG. The meeting agreed to the revision of ToR.

Ms. Adeline was nominated as the vice-chairman for WG ICTCC.

Conclusion

ASTAP serves as an important platform for Malaysian delegates to gain latest insights on the key standardisation topics and regional issues/best practices discussed in the ITU and APT. Malaysian delegation, specifically, the MTSFB GICT WG committee’s continued active participation in the future ASTAP meetings, is very important in order to ensure incorporation of Malaysian’s strategic intervention to the regional collaborative efforts and sharing of best practices with the other member countries.

Task Force on Submarine Communications Networks For Climate Monitoring and Disaster Warning

BenefitsA project to pursue the concept of using telecommunication undersea cables for climate monitoring and disaster warning was further developed at a recent event, held as part of the 3rd ITU Green Standards Week in Madrid.

These new ‘green cables’ will enable the collection and delivery of data to the scientific community, and other industries such as fisheries and energy. The event consisted of a workshop on Propelling a Pilot Project on Green Cables followed by the 9th plenary meeting of the ITU/WMO/UNESCO-IOC Joint Task Force (JTF), a closed group meeting.

The idea of the JTF, with more than 80 members, is to develop a pilot project (a so-called ‘wet demonstrator’) with the active participation of cable suppliers, owners and researchers from existing ocean observatories, explained Chris Barnes, professor at the University of Victoria in Canada, and Chairman of the JTF.

Experts have deemed the project to be technically feasible with the JTF members now working on how to solve business, legal and economic issues. Specific issues discussed at the recent meeting included proposals for studies on Engineering Functional Specifications and the development of a business model. A communiqué soliciting funding for both is being prepared and will be sent to possible sponsors.

The JTF is also working on supporting publications including white papers on Science and Societal Requirements for Sensors in Submarine Telecommunication Cables and Engineering Functional Requirements for Supporting Sensors in Submarine Cables.

FindingsThe knowledge and insights gained from the Conference/Training Session would benefit the delegates in the area of work in Green ICT Working Group, especially in the following aspects:a. In accordance with Green ICT Working Group’s role in driving the Green ICT agenda,

The topics range from 6 topics:

1. IPv6 Introduction : The topic was briefly discussed on the history of the internet protocol that holds the global network & emphasized on the IPv6 deployment in Malaysia as compared with other countries.

4. IPv6 Deployment Planning : The planning involved 4 stages, there are Assessment, Connectivity, Deployment & Verification

2. Understanding IPv6 and its overview : The topics covered IPv4-IPv6 comparison, IPv6 addressing and IPv6 address allocation

5. IPv6 Deployment - Case Study : Enabling IPv6 for web services, DNS and IPv6 Email access using IPv6, Understanding DHCPv6 & Understanding IPv6 firewall

3. IPv4 and IPv6 Coexistence/Transition techniques : The three transition techniques were discussed covers dual stack, tunneling and translation mechanism. Dual stack technique must be running on web, E-mail and DNS by end of 2015.

6. IPv6 security issues : Type of threats, Scanning, filtering and monitoring for IPv6 security, Attack scenario, IPsec & Best practice in security consideration of IPv6

A dialogue session with the ISP was conducted on the 2nd day of the workshop. The ISP was namely Telekom Malaysia, TIME dotCom Berhad and Jaring Communications Sdn Bhd. The panelists for the dialogue session were representatives from SKMM, My6 Initiatives (as the consultant for the Transition Workshop), Telekom Malaysia, TIME dotCom and Jaring, and moderated by MTSFB.

Some of the highlights during the dialogue session:

I. SKMM provide insights on the government plans and initiatives in the deployment of IPv6 as well as managing the remaining IPv4 addresses. SKMM will focus on IPv6 deployment for the private sector whilst the government entities and agencies will be referred to MAMPU. The ISPs has been instructed to implement Dual stack connectivity by end of 2013. Some initiatives already in place include IPv6 Deployment Kit, tunnel broker, establishment of IPv6 Centre of Excellence (CoE) and audits the ISPs for IPv6 readiness.

II. TM presented they had been offering IPv6 Dual Stack for its TM Direct & TM IP Transit services since 2011. IPv6 Dual Stack for the Broadband (Streamyx & Unify) will be launch by end of the year with the dual stack connectivity will be provided by TM. IPv6 for IP VPN services will take off in 2014.

III. TIME dotCom presented that their third generation network (IP Core 2.0) already support IPv6 with dual stack capabilities. The current service offerings include Internet Direct, Broadband, IPVPN and IPTV. TIME dotCom plans to assign IPv6 addresses to users in 2014.

IV. Jaring provide insights of their service offerings and benefits of becoming Jaring’s subscriber. The services provided are Flite Enterprise, High Speed Internet (HSI) and Satellite Broadband on both C and Ku bands. Their networks are already IPv6 ready. They also offer consultancy on IPv6 deployment.

V. My6 Initiatives provide insights on seamless IPv6 transition process recommended to be considered. Participants were exposed to a faster way deploy IPv6. The representative provided an insight of My6 capabilities in IPv6 consultancy and training.

WAY FORWARD

All information put forward during the workshop will be treated for betterment and the smooth transition to IPv6. The information received is vital for effective programs plan for the coming years that will address the concern at grassroots’ level.

From the feedback of the participants, such program is very much welcomed and appreciated the initiative. The majority of the participants had indicated the need for consultancy services and training programs inclusive of hands-on. Other requests include the IPv6 transition roadmap for individual region, ISPs more pro-active role in fostering IPv6 transition, information on sources of funding for IPv6 deployment, case study on successful implementation of IPv6, list of standard equipment for IPv6 deployment and non-compromised security.

CONCLUSION

At the end of Dec 2013, the MCMC and MTSFB IPv6 CoE has successfully organised the IPv6 Transition Workshop for all regions, including Northern, Eastern, Southern, Sabah, Sarawak and Central. Based on the feedbacks received, it is proven that such awareness program is crucial for the country to achieve the target to be IPv6 ready by the end of 2015 for all stakeholders.

Generally, most participants were aware of the importance of transition to IPv6, but they were unsure where to start, where to seek for advice, and some cases not supported by their management. Some of the organisations had indicated that consultation is required and a list was developed for further considerations.

DIRECTORS’ INTEREST

The Company is a Company limited by guarantee and thus has no shares in which the directors could have an interest. The Company has not issued any debentures.

In the event of the Company being wound up, each member of the Company undertakes to contribute a maximum of RM100 to the assets of the Company.

DIRECTORS’ BENEFITS

Since the end of the previous financial year, no director has received or become entitled to receive a benefit by reason of a contract made by the Company or a related corporation with any director or with a firm of which he is a member, or with a company in which he has a substantial financial interest.

OTHER STATUTORY INFORMATION

Before the income statements and balance sheets of the Company were made out, the directors took reasonable steps:

(i) to ascertain that proper action had been taken in relation to the writing off of bad debts and the making of provision for bad and doubtful debts and satisfied themselves that no known bad debts had been written off and that no provision had been made for bad and doubtful debts; and

(ii) to ensure that any current assets which were unlikely to realise their value as shown in the accounting records in the ordinary course of business had been written down to an amount which they might be expected so to realise.

At the date of this report, the directors are not aware of any circumstances which would render:

(i) the amount written off for bad debts or the amount of the provision for bad and doubtful debts inadequate to any substantial extent; and

(ii) the values attributed to the current assets in the financial statements of the Company misleading.

At the date of this report, the directors are not aware of any circumstances which have arisen which would render adherence to the existing method of valuation of assets or liabilities of the Company misleading or inappropriate.

At the date of this report, the directors are not aware of any circumstances not otherwise dealt with in this report or financial statements of the Company which would render any amount stated in the financial statements misleading.

As at the date of this report, there does not exist:

(i) any charge on the assets of the Company which has arisen since the end of the financial year which secures the liabilities of any other person; or

(ii) any contingent liability of the Company which has arisen since the end of the financial year. In the opinion of the directors:(i) no contingent or other liability has become enforceable or is likely to become enforceable within the period of twelve

months after the end of the financial year which will or may affect the ability of the Company to meet their obligations when they fall due; and

(ii) no item, transaction or event of a material and unusual nature has arisen in the interval between the end of the financial year and the date of this report which is likely to affect substantially the results of the operations of the Company for the financial year in which this report is made.

Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with approved standards on auditing in Malaysia. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on our judgement, including the assessment of risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, we consider internal control relevant to the Company’s preparation of financial statements that give a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Company’s internal control. Report on Other Legal and Regulatory Requirements

In accordance with the requirements of the Companies Act, 1965 in Malaysia, we also report that in our opinion the accounting and other records and the registers required by the Act to be kept by the Company have been properly kept in accordance with the provisions of the Act.

Other Matters

1. As stated in Note 2 to the financial statements, the Company adopted Malaysian Financial Reporting Standards on 1 January 2013 with a transition date of 1 January 2012. These standards were applied retrospectively by directors to the comparative information in these financial statements, including the statements of financial position as at 31 December 2012 and 1 January 2012, and the statement of comprehensive income and statement of cash flow for the year ended 31 December 2012 and related disclosures. We were not engaged to report on the restated comparative information and it is unaudited. Our responsibilities as part of our audit of the financial statements of the Company for the year ended 31 December 2013 have, in these circumstances, included obtaining sufficient appropriate audit evidence that the opening balances as at 1 January 2013 do not contain misstatements that materially affect the financial position as of 31 December 2013 and financial performance and cash flows for the year then ended.

There have been no significant changes in the nature of the principal activities during the year.

2. BASIS OF PREPARATION OF THE FINANCIAL STATEMENTS

(a) Statement of compliance and first-time adoption of Malaysian Financial Reporting Standards (MFRS) The financial statements of the Company have been prepared in accordance with Malaysian Financial Reporting Standards (MFRSs) and the requirements of the Companies Act, 1965 in Malaysia.

The financial statements for the year ended 31 December 2013 are the first financial statements that the Company has prepared in accordance with MFRS, and MFRS 1 First-time Adoption of Malaysian Financial Reporting Standards. Except for certain differences, the requirements under FRS and MFRS are similar.

Accordingly, the Company has prepared its financial statements which comply with MFRS applicable for the year ended 31 December 2013 together with the comparative period as at and for the year ended 31 December 2012. In preparing these financial statements, the Company’s opening statements of financial position were prepared as at 1 January 2012. Accordingly, the notes related to the statements of financial position as at 1 January 2012 to MFRS are not presented.

MFRS 9, Financial Instruments

MFRS 9 replaces the guidance in MFRS 139, Financial Instruments: Recognition and Measurement on the classification and measurement of financial assets. Upon adoption of MFRS 9, the financial assets will be measured at either fair value or amortised cost.

The initial applications of the other standards are not expected to have any material financial impacts on the financial statements of the Company.

The initial application of a standard which will be applied prospectively or which requires extended disclosures, is not expected to have any financial impacts to the current period financial statements upon their first adoption.

The following are accounting standards, amendments and interpretations of the MFRS Framework that are currently not applicable to the Company’s operations:

(d) Use of estimates and judgements The preparation of the financial statements in conformity with MFRSs requires management to make judgements, estimates

and assumptions that affect the application of accounting policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from these estimates.

Estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimates are revised and in any future periods affected.

There are no significant areas of estimation uncertainty and critical judgements in applying accounting policies that have significant effect on the amounts recognised in the financial statements.

4. FINANCIAL RISK MANAGEMENT POLICIESThe Company has no formal risk management structure with respect to its financial assets. Risks are handled on case to case basis by the directors as and when issues arise.

The main areas of financial risks faced by the Company and in respect of the major areas of treasury activity are set out as follows:

(a) Foreign currency risk The Company does not have material foreign currency transactions, assets or liabilities and hence are not exposed to

any significant or material currency risks. (b) Interest rate risk The Company does not have any borrowings or cash deposits and hence is not exposed to interest rate risks.

(c) Market risk The Company does not have any quoted investments and hence is not exposed to market risks.

(d) Credit risk The Company does not have any exposure to credit risks of counterparties defaulting, arising from cash deposits and

receivables.

(e) Liquidity and cash flow risks The Company’s exposure to liquidity and cash flow risks arises mainly from general funding and business activities. It practises prudent liquidity risk management by maintaining sufficient cash balances.

5. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIESUnless otherwise stated, the following accounting policies have been applied consistently in dealing with items that are considered material in relation to the financial statements. These policies have been consistently applied to all the years presented, unless otherwise stated.

(a) Revenue recognition Revenue is recognised to the extent that it is probable that the economic benefits will flow to the Company and the revenue

can be reliably measured. The following specific recognition criteria must also be met before revenue is recognised: (i) Subscription fees A fixed quantum of subscription fees is recognised as initial subscription fees in the year the subscription is

accepted. The annual subscription fees received and receivable by the Company is recognised on an accrual basis. (ii) Interest income Interest is recognised on a time proportion basis that reflects the effective yield on the cash deposited.

(b) Property, plant and equipment and depreciation Property, plant and equipment are stated at cost less accumulated depreciation and impairment losses. The policy for the

recognition and measurement of impairment losses is in accordance with Note 5 (i).

Depreciation of property, plant and equipment is provided for on a straight line basis to write off the cost of each asset to its residual value over the estimated useful life at the following rates:

Computers 33.3% Furniture and fittings 20% Office equipment 20%

The residual values, useful lives and depreciation method are reviewed at each financial year end to ensure that the amount, method and period of depreciation are consistent with previous estimates and the expected pattern of consumption of the future economic benefits embodied in the items of property, plant and equipment.

Upon the disposal of an item of property, plant and equipment, the difference between the net disposal proceeds and the carrying amount is charged or credited to the income statement and the attributable portion of the revaluation surplus is taken directly to retained profits.

(c) Government grants Government grants relating to expenditure on property, plant and equipment are credited to the income statement on the

straight line basis over the expected useful life of the related property, plant and equipment. Government grants used for financial support, assistance or to reimburse costs incurred by the Company are recognised in the income statement in the year in which they are incurred.

(d) Income taxes Tax on the profit or loss for the period comprises current and deferred tax. Income tax is recognised in the income

statement. Current tax expense is the expected tax payable on the taxable income for the period, using tax rates enacted or substantially enacted at the balance sheet date, and any adjustment to tax payable in respect of previous years.

Deferred taxation is provided for under the liability method for all temporary differences arising between the tax bases of assets and liabilities and their carrying amount in the financial statements.

Temporary differences are not recognised for the initial recognition of assets or liabilities that is not a business combination and that at the time of the transaction affects neither accounting nor taxable profits. The amount of deferred tax provided is based on the expected manner or realisation or settlement of the carrying amount of assets and liabilities, using tax rates enacted or substantially enacted at the balance sheet date.

A deferred tax asset is recognised to the extent that it is probable that future taxable profit will be available against which the temporary differences can be utilised.

(e) Liabilities Other payables are stated at cost.

(f) Cash and cash equivalents Cash comprises of cash in hand and at bank.(g) Trade and other receivables Trade and other receivables are carried at anticipated realisable value. Bad debts are written off in the period in which they

are identified. An estimate is made for doubtful debts based on a review of all outstanding amounts at the period end.(h) Financial instruments (i) Description A financial instrument is any contract that gives rise to both a financial asset of one enterprise and a financial liability

or equity instrument of another enterprise.

A financial asset is any asset that is cash, a contractual right to receive cash or another financial asset from another enterprise, a contractual right to exchange financial instruments with another enterprise under conditions that are potentially favourable, or an equity instrument of another enterprise.

A financial liability is a liability that is contractual obligation to deliver cash or another financial asset to another enterprise, or to exchange financial instruments with another enterprise under conditions that are potentially unfavourable.

(ii) Financial instruments recognised on the statement of financial position The particular recognition method adopted for financial instruments recognised on the statement of financial position

is disclosed in the individual policy statements associated with each item.

(i) Impairment of assets The carrying values of assets are reviewed for impairment when there is an indication that the assets might be impaired.

Impairment is measured by comparing the carrying values of the assets with their recoverable amounts. The recoverable amount is the higher of an asset’s net selling price and its value in use, which measured by reference to discounted future cash flows. Recoverable amounts are estimated for individual assets, or if it is not possible, for the cash-generating unit.

An impairment loss is charged to the income statement immediately, unless the asset is carried at revalued amount. Any impairment loss of a revalued asset is treated as a revaluation decrease to the extent of previously recognised revaluation surplus for the same asset. Subsequent increase in the recoverable amount of an asset is treated as reversal of the previous impairment loss and is recognised to the extent of the carrying amount of the asset that would have determined (net of amortisation and depreciation) had no impairment loss been recognised. The reversal is recognised in the income statement immediately, unless the asset is carried at revalued amount.

A reversal of an impairment loss on a revalued asset is credited directly to revaluation surplus. However, to the extent that an impairment loss on the same revalued asset was previously recognised as an expense in the income statement, a reversal of that impairment loss is recognised as income in the income statement.

(j) Employee benefits (i) Short term benefits Salaries, wages, bonuses, allowances, paid annual leave, medical leave and non-monetary benefits are recognised as

an expense in the financial year in which the services are rendered by the employees of the Company. (ii) Defined contribution plan As required by law, companies in Malaysia make contributions to the Employees Provident Fund (“EPF”). Such

contributions are recognised as an expense in the income statement in the financial year to which they relate. Once the contributions have been paid, the Company has no future obligations. (iii) Termination benefits Employee termination benefits are recognised only either after an agreement is in place with the appropriate employee

representatives specifying the terms of redundancy or after individual employees have been advised of the specific terms.

(b) Financial risk management The Company has exposure to the following risks from its use of financial instruments: • Credit risk • Liquidity risk • Market risk

(i) Credit risk Credit risk is the risk of a financial loss to the Company if a customer or counterparty to a financial instrument fails to meet

its contractual obligations. The Company exposure to credit risk arises principally from its receivables from members and financing and advances to related companies.

(ii) Liquidity risk Liquidity risk is the risk that the Company will not be able to meet its financial obligations as they fall due. The Company’s

exposure to liquidity risk arises principally from its various payables and financing. The Company maintains a level of cash and cash equivalents deemed adequate by the management to ensure, as far as

possible, that it will have sufficient liquidity to meet its liabilities when they fall due.

(iii) Market risk Market risk is the risk that changes in market prices, such as foreign exchange rates, interest rates and other prices will

affect the financial position or cash flows.

Interest rate risk

The Company does not have any borrowings or cash deposits and hence is not exposed to interest rate risks.

(c) Fair value of financial instruments The carrying amounts of cash and cash equivalents, short term receivables and payables approximate their fair values due

to the relatively short term nature of these financial instruments.

16. CAPITAL RISK MANAGEMENT

The Company’s objective when managing capital is to maintain a strong capital base and safeguard the Company’s ability to continue as a going concern, so as to maintain members, payables and market confidence and to sustain future development of the business. The directors monitor and are determined to maintain an optimal debt-to-equity ratio that complies with debt covenants and regulatory requirements.
