PERUTUSAN PENGARAH
Selamat Sejahtera,
Pertama sekali, saya ingin mengucapkan terima kasih kepada semua warga Bahagian
Perubatan Tradisional dan Komplementari (BPTK) kerana telah bekerjasama dalam
menjayakan aktiviti-aktiviti berkaitan perancangan, pembangunan dan pengawalselian
Perubatan Tradisional dan Komplementari (PT&K) di Malaysia sepanjang tahun 2020. Seperti
kita sedia maklum, pandemik COVID-19 yang melanda pada awal tahun sedikit sebanyak
memberi impak kepada tugasan harian masyarakat seluruh dunia. Namun begitu, pihak kami
sentiasa komited dalam melaksanakan tanggungjawab untuk memacu PT&K selari dengan visi
dan misi KKM.
Antara pencapaian dan aktiviti BPTK pada tahun ini adalah:
1. Pengiktirafan BPTK sebagai Pusat Kolaborasi Pertubuhan Kesihatan Sedunia (WHO)
bagi perubatan tradisional, komplementari dan integratif;
2. Perbincangan bersama delegasi Pakar Perubatan dari negara China berkenaan
penggunaan perubatan tradisional Cina dalam COVID-19;
3. Pelancaran Garis Panduan Pelaksanaan Latihan Elektif Jangka Pendek di Hospital KKM
yang Menyediakan Perkhidmatan Perubatan PT&K;
4. Pelaksanaan Mekanisme Komunikasi Dua-Hala di Antara Pengamal PT&K dan
Pengamal Perubatan Berdaftar di Fasiliti KKM; dan
5. Pelaksanaan Projek Rintis Kerjasama Awam-Swasta Penawaran Perkhidmatan PT&K
oleh Persatuan Holistik dan Herbal Malaysia di Klinik Kesihatan Jinjang.
Hala tuju kami adalah terus membantu dalam perkembangan PT&K di Malaysia supaya
perkhidmatan ini dapat memberikan sumbangan yang optimum kepada Sistem Penjagaan
Kesihatan Kebangsaan, mencapai ke arah Perlindungan Kesihatan Sejagat dan meningkatkan
kesejahteraan seluruh rakyat Malaysia.
Akhir kata, sekalung penghargaan saya panjangkan kepada Mantan Timbalan Ketua Pengarah
Kesihatan (Perubatan), Datuk Dr. Hj Rohaizat bin Hj. Yon yang telah bersara pada tahun 2020.
BPTK telah kehilangan seorang yang sentiasa memberi sokongan dan dorongan kepada
usaha-usaha kami selama ini. Sehubungan itu, saya bagi pihak BPTK ingin mengucapkan
selamat maju jaya kepada beliau.

DIRECTOR’S MESSAGE
Greetings to all,
First of all, I would like to thank all members of the Traditional and Complementary Medicine
Division (T&CMD) for their cooperation in carrying out activities related to the planning,
development and regulation of Traditional and Complementary Medicine (T&CM) in Malaysia
throughout 2020. As we all know, the COVID-19 pandemic which struck in early 2020 has impacted
the daily tasks of the global community. However, we maintain our commitment in carrying out our
responsibilities that will drive T&CM towards the vision and mission of the MOH.
Among the achievements and activities of T&CMD this year are:
1. Designation of T&CMD as a World Health Organization (WHO) Collaborating Centre for
traditional, complementary and integrative medicine;
2. Discussion with the delegation of medical experts from China on managing COVID-19
using traditional Chinese medicine;
3. Launch of the Guideline on the Implementation of Short-Term Elective Training in MOH
Hospitals Providing T&CM Services;
4. Implementation of a Two-Way Communication Mechanism Between the T&CM Practitioner
and the Registered Medical Practitioner at MOH Healthcare Facilities; and
5. The implementation of the Public-Private Partnership Pilot Project on the Provision of
T&CM Services by the Malaysia Holistic and Herbal Organisation at Jinjang Health Clinic
Our direction is to continuously facilitate the development of T&CM in Malaysia so that it can
contribute optimally to the National Healthcare System, reach Universal Health Coverage, and
enhance the total well-being of all Malaysians.
Finally, I would like to extend my appreciation to the former Deputy Director-General of Health
(Medical), Datuk Dr. Hj. Rohaizat bin Hj. Yon who retired in 2020. T&CMD has lost someone who
have always provided support and encouragement to our efforts over the years. Therefore, on
behalf of the T&CMD, I would like to wish him success in his future endeavours.

Mengendalikan maklumbalas berkenaan
penguatkuasaan Akta PT&K.
Mengendalikan sistem e-pengamal bagi tujuan
pendaftaran pengamal PT&K
Mengendalikan, menyelenggara daftar pengamal
PT&K bagi pihak Majlis.
Mengendalikan perkara yang berkaitan dengan
tindakan tatatertib pengamal berdaftar.
Merancang perkara yang berkaitan dengan
profesionalisme pengamal PT&K berdaftar termasuk
penalti berdasarkan Kod Tingkah Laku Profesional

Mengendalikan Mesyuarat Majlis PT&K.

Memantau dan mengemaskini senarai kelayakan dan

tujuan pendaftaran pengamal di bawah Akta PT&K

Merancang dan mengendalikan pembangunan modul
dan pelaksanaan latihan bagi pengamal PT&K
berdasarkan keperluan penguatkuasaan Akta PT&K

T&CM FOCAL POINTS AT MEDICAL DIVISION OF STATE HEALTH DEPARTMENTS (SHD), MINISTRY OF
HEALTH MALAYSIA (MOH)
Pejabat – pejabat CPTK mula ditubuhkan pada tahun 2010
bagi membantu Bahagian Perubatan Tradisional dan
Komplementari (BPTK) menjalankan fungsi-fungsinya di
peringkat negeri mengikut zon liputan yang ditetapkan.
Sehingga kini, terdapat 6 pejabat CPTK yang telah
ditubuhkan iaitu di Pulau Pinang, Terengganu, Johor,
Perak, Sabah dan Sarawak.
Fungsi-fungsi CPTK adalah seperti berikut:
i. Melaksanakan dasar dan pelan tindakan berkaitan
PT&K di peringkat negeri;
ii. Bertindak sebagai focal point BPTK untuk urusan
PT&K mengikut zon liputan yang ditetapkan;
iii. Melaksanakan aktiviti inspektorat dan penguatkuasaan
berkenaan PT&K;
iv. Melaksanakan aktiviti pendidikan pengamal dan
pengguna PT&K;
v. Memantau perkhidmatan PT&K di fasiliti kesihatan
KKM mengikut zon liputan yang ditetapkan;
vi. Melaksanakan aktiviti pentadbiran am; dan
vii. Menguruskan perbelanjaan kewangan di pejabat
CPTK masing-masing.
Pada tahun 2020, bagi negeri yang tiada Pejabat CPTK,
Focal Point dari Bahagian Perubatan JKN, KKM telah
dilantik dan bertanggungjawab bagi melaksanakan fungsi
pengawalseliaan berkaitan PT&K di negeri masing-
masing, iaitu di Perlis, Kedah, Selangor, Kelantan,
Pahang, Melaka, Negeri Sembilan, Wilayah Persekutuan
Kuala Lumpur dan Putrajaya, dan Labuan. Ini bertujuan
untuk membangunkan satu sistem pengawalseliaan yang
efisyen dan menyeluruh di peringkat negeri bagi
memastikan perkhidmatan PT&K di Malaysia dan negeri
masing-masing adalah selamat dan berkualiti.
Fungsi-fungsi Focal Point PT&K adalah seperti berikut:
i. Mengambil maklum segala aktiviti PT&K di peringkat
negeri dan memaklumkan kepada BPTK dan CPTK
The T&CM Branch Offices were established since 2010 to
assist the Traditional and Complementary Medicine Division
(T&CMD) in carrying out its functions at the state level
according to the zone covered. To date, 6 branch offices have
been established, which are Penang, Terengganu, Johore,
Perak, Sabah and Sarawak.
The functions of these Branch Offices are as follows:
i. Implement policies and action plans related to
T&CM at state level;
ii. Assist T&CMD as focal points on matters related to
T&CM according to the zone covered;
iii. Conduct inspectorate and enforcement activities
related to T&CM;
iv. Conduct educational activities for T&CM
practitioners and consumers;
v. Monitor the provision of T&CM services at MOH
health care facilities according to the zone covered;
vi. Perform the relevant administrative works; and
vii. Oversee the finance management of respective
T&CM Branch Office.
In 2020, for states without a T&CM Branch Office, Focal
Points from the Medical Division of SHDs, MOH have been
appointed and shall be responsible to oversee T&CM related
matters at the respective states. These states are Perlis,
Kedah, Selangor, Kelantan, Pahang, Malacca, Negeri
Sembilan, Federal Territories of Kuala Lumpur and
Putrajaya, and Federal Territory of Labuan. This aims to
develop an efficient and comprehensive regulatory system at
the state level to ensure the safety and quality of T&CM
services in Malaysia and the respective states.
The functions T&CM Focal Points are as follows:
i. Observe all T&CM related activities at state level and
inform T&CMD and the respective T&CM Branch Office
according to the zone covered, if further action is required;

tindakan susulan diperlukan;
ii. Memberi kerjasama kepada BPTK dan CPTK untuk
program PT&K, KKM di peringkat negeri. Contohnya
dari segi:
Memberi maklumat/data yang diperlukan;
Memberi nasihat teknikal berkenaan pelaksanaan
perkhidmatan PT&K di peringkat negeri;
Membantu mengenalpasti tindakan pencegahan
dan penambahbaikan yang bersesuaian untuk
negeri masing-masing; dan
Membantu memantau perkhidmatan PT&K yang
disediakan serta pelaksanaan projek/program
PT&K di negeri masing-masing.
iii. Menghadiri mesyuarat atau perbincangan berkenaan
PT&K;
iv. Menyalurkan aduan berkenaan PT&K kepada BPTK
atau CPTK mengikut zon liputan yang ditetapkan; dan
v. Tugas-tugasan yang lain mengikut keperluan

HEALTH MALAYSIA (MOH) HEALTHCARE FACILITIES
Perkhidmatan Perubatan Tradisional dan Komplementari
(PT&K) merupakan antara salah satu perkhidmatan
sokongan klinikal yang ditawarkan di Hospital Kementerian
Kesihatan Malaysia (KKM) dengan objektif untuk
melengkapkan rawatan perubatan moden. Sehingga kini,
terdapat 15 hospital KKM yang menawarkan 6 jenis
perkhidmatan PT&K termasuk Urutan Tradisional,
Akupunktur, Shirodhara, Terapi Basti Luaran, Terapi
Varmam dan Terapi Herba sebagai Rawatan Sampingan
Penyakit Kanser (Rujuk Jadual 1). Setiap perkhidmatan
yang ditawarkan adalah berdasarkan garis panduan
amalan yang dibangunkan oleh KKM di mana indikasi
perkhidmatan, regim, prosedur kerja perkhidmatan dan
sistem rujukan telah ditetapkan.
Pada tahun 2018, Pelan Transformasi Perkhidmatan PT&K
- Penjagaan Tradisional Postnatal (PTP) telah
diperkenalkan dengan matlamat untuk
mentransformasikan perkhidmatan PTP dari hospital KKM
ke peringkat penjagaan kesihatan primer secara
berperingkat. Ibu posnatal diberi kemudahan untuk
menggunakan perkhidmatan ini di rumah masing-masing
dengan harga yang dipersetujui oleh kedua-dua belah
pihak. Sehingga Disember 2020, terdapat 89 Klinik
Kesihatan (KK) dan 15 Klinik Desa (KD) daripada 15 JKN
terlibat dalam penawaran perkhidmatan PT&K PTP ini.
Traditional and Complementary Medicine (T&CM) services
are among one of the clinical supporting services offered at
selected MOH hospitals with the objective of complementing
modern medicine treatments. To date, there are 15 MOH
hospitals offering 6 types of T&CM services including
Traditional Massage, Acupuncture, Shirodhara, External Basti
Therapy, Varman Therapy and Herbal Therapy as an Adjunct
Treatment for Cancer (Refer Table 1). The services offered
are based on the practice guidelines published by MOH with
clear indications, regimes, work procedures and referal
system.
In 2018, the Transformation Plan for T&CM Services -
Traditional Postnatal Care (TPC) was introduced with a vision
to transform TPC service from MOH hospitals to primary
healthcare level in phases. Postnatal mothers can obtain
services in the comfort of their own home at a price agreed
upon by both parties. As of December 2020, there are 89
Health Clinics (HCs) and 15 Rural Clinics (RCs) from 15 State
Health Department (SHD) involved in offering TPC services.

ORGANIZATION COLLABORATING CENTRE FOR TRADITIONAL, COMPLEMENTARY AND
INTEGRATIVE MEDICINE
Bahagian Perubatan Tradisional dan Komplementari
(BPTK), Kementerian Kesihatan Malaysia (KKM) telah
dilantik secara rasmi oleh Pertubuhan Kesihatan Sedunia
(WHO) sebagai Pusat Kolaborasi WHO bagi Perubatan
Tradisional, Komplementari dan Integratif bagi tempoh 4
tahun mulai 29 Jun 2020.
Setakat ini terdapat 23 Pusat Kolaborasi WHO secara
khususnya dalam bidang perubatan tradisional dan
komplementari di seluruh dunia di mana 16 institusi
tersebut berada di rantau pasifik barat. Pusat ini akan
menyokong WHO dalam aktiviti pendidikan dan
peningkatan kapasiti, menyediakan teknikal bantuan
kepada negara anggota, dan bekerjasama dengan WHO
mengenai peraturan dan dasar yang berkaitan dengan
amalan PT&K.
Terma Rujukan sebagai Pusat Kolaborasi WHO bagi
Perubatan Tradisional, Komplementari dan Integratif
adalah seperti berikut:
1. At WHO’s request, providing technical support to WHO
in strengthening knowledge based on traditional and
complementary medicine and providing technical
inputs that may inform regulation; and
2. At WHO’s request and in collaboration with WHO,
organize specialized capacity building activities for the
Member States and traditional and complementary
medicine stakeholders (non-profit).
The Traditional and Complementary Medicine (T&CM)
Division, MOH Malaysia has been officially designated by the
World Health Organization (WHO) as a WHO Collaborating
Centre (CC) for Traditional, Complementary and Integrative
Medicine for a period of four years starting from 29 June 2020.
To date, there are 23 WHO CCs in the field of traditional and
complementary medicine worldwide, and 16 out of 23 WHO
CCs are located in the western pacific region. The CC will
support WHO in education and capacity-building activities,
provide technical assistance to Member States, and
collaborate with WHO on regulations and policies associated
with T&CM practice.
The Terms of Reference as a WHO CC for Traditional,
Complementary and Integrative Medicine are as below:
1. At WHO’s request, providing technical support to WHO
in strengthening knowledge based on traditional and
complementary medicine and providing technical inputs
that may inform regulation; and
2. At WHO’s request and in collaboration with WHO,
organize specialized capacity building activities for the
Member States and traditional and complementary

COLLABORATIONS BETWEEN THE GOVERNMENT OF MALAYSIA AND THE GOVERNMENT OF CHINA
Sejak Memorandum Persefahaman (MoU) Antara
Kerajaan Malaysia dengan Kerajaan China Mengenai
Kerjasama dalam Bidang Perubatan Tradisional dimeterai
pada 7 November 2011, Kerajaan China sentiasa
memberikan bimbingan dan sokongan yang membolehkan
Kementerian Kesihatan Malaysia (KKM) memperkukuhkan
bidang perubatan tradisional Cina (PTC) di Malaysia. KKM
bekerjasama dengan National Administration of Traditional
Chinese Medicine (NATCM) dalam usaha membangunkan
bidang PTC bagi aspek (1) amalan, (2) pendidikan dan
latihan, (3) produk, dan (4) kajian.
KKM telah meneroka peluang latihan di China melalui
Mesyuarat Teknikal Bilateral Ke-3 (2019). Susulan itu,
pada tahun 2020, pihak NATCM telah mengenalpasti focal
points dari China Academy Medical Science (CACMS) and
Hospital Shuguang di China untuk program latihan seperti
cap jari DNA tumbuhan herba, penilaian produk PTC,
acupuncture assisted anaesthesia serta penggunaan
pendekatan PTC dalam pengurusan barah. Namun
demikian, penyertaan program latihan di China
ditangguhkan dan hanya akan dijalankan selepas
pandemik COVID-19. Selain itu, kursus secara maya juga
ditawarkan, misalnya program latihan anjuran CACMS
berkenaan teknik amalan akupunktur dan moksibusi.
Program latihan ini memberi manfaat kepada negara-
negara Lancang-Mekong sejajar dengan Belt and Road
Initiatives (BRI) dalam mempromosikan pembangunan
PTC.
MoU Antara Kerajaan Malaysia dengan Kerajaan China
yang sedia ada akan berakhir pada November 2021.
Kedua-dua negara telah bersetuju semasa di Mesyuarat
Teknikal Bilateral Ke-3, bahawa MoU ini akan diperbaharui
dan disediakan di bawah BRI. MoU ini adalah dirancang
untuk ditandatangani oleh Menteri KKM dan Pesuruhjaya
NATCM serta disaksikan oleh pemimpin tertinggi kedua-
dua negara semasa di Sidang Kemuncak Pemimpin
Kerjasama Ekonomi Asia Pasifik (APEC) pada bulan
November 2020. Walau bagaimanapun, disebabkan oleh

November 2020 on Cooperation in the Field of Traditional
System of Medicine. Since then, the Government of China
has constantly provided their guidance and support to the
Ministry of Health (MOH) Malaysia in developing and
strengthening the provision of traditional Chinese medicine
(TCM) in the country. The MOH Malaysia is working closely
with the National Administration of Traditional Chinese
Medicine (NATCM) to realise the collaborative efforts in the
field of (1) practice, (2) education and training, (3) products,
and (4) research.
MOH Malaysia explored training opportunities in China
during the Third Bilateral Technical Meeting (2019).
Following that, in 2020, NATCM had identified focal points
from the China Academy Medical Science (CACMS) and
Shuguang Hospital in China for training programmes e.g.
herbal plants DNA fingerprints, TCM product evaluation,
acupuncture assisted anaesthesia as well as TCM
approach in cancer management. However, the onsite
training programme was placed on hold and will only be
feasible after the COVID-19 pandemic. Meanwhile, online
courses were made available, e.g CACMS organised a
training program on appropriate techniques for acupuncture
and moxibustion to benefit the Lancang-Mekong countries
in lines with the Belt and Road Initiatives (BRI) in promoting
TCM development.
The existing MoU between the Government of Malaysia and
the Government of China will end on November 2021. Both
countries had agreed that a new MoU shall be developed
and signed by the Minister of MOH Malaysia and the
Commissioner of NATCM under the BRI, and witnessed by
the premiers of both countries during the Asia-Pacific
Economic Cooperation (APEC) Leaders’ Summit in
November 2020. However, due to the COVID-19 pandemic
and travel restrictions enforced, any international meetings
or physical events besides the APEC meeting could not be
hosted. Both countries had agreed to postpone the MoU

Kerajaan China dalam pembangunan PTC.

Kerjasama dalam Bidang Sistem Perubatan Tradisional
yang dimeterai pada 27 Oktober 2010 telah membolehkan
Kementerian Kesihatan Malaysia (KKM) untuk
memperkukuhkan lagi bidang perubatan tradisional India
(PTI) di Malaysia dengan sokongan dan kerjasama daripada
pihak Kerajaan Republik India. Sehingga kini, sebanyak 6
mesyuarat teknikal antara kedua-dua negara telah berjaya
dilaksanakan. KKM dengan kerjasama Kementerian
Ayurveda, Yoga dan Naturopati, Unani, Siddha dan
Homeopati (AYUSH) serta Suruhanjaya Tinggi Republik
India di Malaysia sentiasa berusaha untuk membangunkan
bidang PTI di dalam aspek (1) amalan, (2) pendidikan dan
latihan, (3) produk, dan (4) kajian.
Antara kerjasama jangka panjang yang dijalankan adalah deputasi pengamal PTI di hospital KKM di bawah program Indian Technical Economic and Cooperation (ITEC) untuk menawarkan perkhidmatan PTI di hospital KKM serta memberi input teknikal dalam pembangunan bidang PTI. Pengamal PTI yang berkenaan turut membantu dalam menjalankan kajian PTI di hospital KKM, misalnya kajian penilaian kesan terapi Varmam dalam menurunkan kadar kesakitan kronik. Selain itu, Skim Biasiswa AYUSH juga turut memberikan manfaat kepada pelajar-pelajar di Malaysia yang berminat untuk menyambung pelajaran dalam bidang PTI di universiti-universiti di India.
The Government of the Republic of India has constantly provided their guidance and support to the Ministry of Health (MOH) Malaysia in developing and strengthening the provision of Traditional India Medicine (TIM) in the country since the signing of the Memorandum of Understanding (MoU) on Cooperation in the Field of Traditional System of Medicine between the Government of Malaysia and the Government of Republic of India on 27 October 2010. In total, six bilateral technical meetings were successfully conducted ever since the signing of the MoU. MOH Malaysia has been working closely with the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy (AYUSH), and the High Commission of India in Malaysia to realise collaborative efforts in the field of (1) practice, (2) education and training, (3) products, and (4) research. Deputation of TIM experts in MOH hospitals under the Indian Technical and Economic Cooperation (ITEC) Programme is one of the long-term collaborations the Government of Malaysia has had with the Government of the Republic India. Besides providing TIM services in the MOH hospitals as well as technical input for TIM developments, the TIM experts also took part in collaborative researches on TIM e.g. the evaluation of the efficacy of Varmam therapy in reducing chronic pain. Apart from that, the annual AYUSH Scholarship Scheme has benefit Malaysian students who are interested to pursue higher education in TIM at universities in India.

Sejak Disember 2019, perkhidmatan PTI di hospital KKM telah tergendala setelah penamatan deputasi 2 ahli terapi Ayurveda. Sehingga kini, KKM masih lagi dalam proses untuk menyelesaikan beberapa isu berkaitan dengan Letter of Undertaking dengan Kementerian Luar Negeri India sebelum permohonan yang baharu dapat dilaksanakan. Pada masa yang sama, mesyuarat teknikal dan pembaharuan MoU antara kedua-dua negara terpaksa ditangguhkan pada tahun 2020 berikutan pandemik COVID-19. Walau bagaimanapun, Malaysia sentiasa komited untuk meneruskan kerjasama antara kedua-dua negara ini dan merancang untuk mendandatangani MoU baharu dengan Kerajaan Republik India pada 2021. Dengan kerjasama ini, diharap hubungan persahabatan antara kedua-dua negara dapat dipereratkan dan sistem penjagaan kesihatan dapat dipertingkatkan di masa hadapan.
The TIM services in MOH hospitals were suspended since December 2019 when the deputation of both Ayurvedic therapists ended. The application of new Ayurvedic therapists from India is in process while MOH Malaysia resolves several concerns raised by the Ministry of External Affairs India on the Letter of Undertaking. Apart from that, the bilateral technical meeting and renewal of MoU planned for the year 2020 were postponed due to the COVID-19 pandemic. Malaysia is looking forward to continue the collaboration with the Government of the Republic of India and to renew the MoU in 2021. This Division is hoping that both countries will benefit tremendously from this collaboration and with tireless efforts of both sides, the India-Malaysia friendship will grow stronger, the mutually beneficial cooperation will yield greater results, and the bilateral ties will embrace an even brighter future.

Tiga mesyuarat secara maya (28 Mei, 25 Jun, dan 8 Julai)
telah diadakan pada tahun 2020 bersama focal points
Perubatan Tradisional bagi negara-negara anggota ASEAN
(AMS) dan Sekretariat ASEAN untuk membincangkan dan
memuktamadkan laporan untuk tinjauan awal mengenai
PT&K di ASEAN yang dibangunkan oleh Thailand.
Mesyuarat memutuskan bahawa satu “Laporan Teknikal
Bersama Analisis Situasi Penjagaan Kesihatan Berkualiti
ASEAN untuk Penjagaan Kesihatan Primer (PHC) dan
PT&K mengenai Sumber Manusia, Kemudahan Kesihatan
dan Pakej Perkhidmatan” akan diterbitkan pada tahun 2021
setelah ia dimuktamadkan dan disahkan. Laporan bersama
ini akan merangkumi komponen PT&K yang dibangunkan
oleh Thailand dan komponen PHC (fokus pada perubatan
moden sahaja) yang dibangunkan oleh Malaysia.
Mesyuarat juga bersetuju untuk menjalankan satu tinjauan
bagi mengenalpasti keperluan latihan umum dalam PT&K di
kalangan AMS yang dibangunkan oleh Malaysia, sebagai
salah satu cadangan daripada hasil tinjauan awal yang
dijalankan oleh Thailand. Pengumpulan data telah
dijalankan pada bulan Julai hingga September 2020, dan
laporan akan dihasilkan pada tahun 2021.
Three virtual meetings (28 May, 25 June, and 8 July)
were conducted in 2020 among ASEAN member states’
(AMS) focal points for Traditional Medicine and the
ASEAN Secretariat to discuss and finalise the report for
the baseline survey on T&CM in ASEAN developed by
Thailand
The meetings decided that a “Joint Technical Report on
Situational Analysis of ASEAN Quality Healthcare for
Primary Health Care (PHC) and T&CM on Human
Resource, Health Facilities and Service Packages” will
be published in 2021 once it is finalised and endorsed.
This joint report will comprise the T&CM component
developed by Thailand and the PHC component
(focused on modern medicine only) developed by
Malaysia
The meeting also agreed to conduct a survey to identify
common training needs for T&CM among AMS
developed by Malaysia, as one of the recommendations
from the baseline survey findings conducted by
Thailand. Data collection was conducted from July to
September 2020, and a report will be produced in 2021.

THE 5TH MEETING OF ASEAN HEALTH CLUSTER 3: STRENGTHENING HEALTH SYSTEM AND ACCESS
TO CARE
Mesyuarat ke-5 ASEAN Kluster Kesihatan 3 (AHC3) telah
diadakan pada 13-14 Ogos 2020 melalui platform atas
talian. Mesyuarat ini dipengerusi oleh Singapura sehingga
penyerahan lantikan sebagai pengerusi mesyuarat kepada
Thailand dan Vietnam sebagai naib pengerusi mesyuarat.
Mesyuarat ini dihadiri oleh penyelaras, anggota silih ganti,
serta anggota yang terlibat dalam AHC3 dari semua negara
anggota ASEAN (AMS) dan Sekretariat ASEAN.
Sebelum mesyuarat AHC3, satu mesyuarat persiapan
telah diadakan pada 6 Ogos 2020 di E10, Putrajaya dan
dihadiri oleh anggota AHC3 KKM dan/ atau wakil.
Mesyuarat ini dipengerusikan oleh Dr. Nik Jasmin Binti Nik
Mahir, Pengarah Bahagian Perkembangan Kesihatan
Awam, KKM untuk membincangkan dan mengemas kini
status untuk aktiviti yang diketuai oleh Malaysia.
Pelbagai topik telah dibincangkan semasa mesyuarat
AHC3. Secara khususnya untuk PT&K, mesyuarat
bersetuju dengan cadangan untuk mengekalkan PT&K
sebagai satu keutamaan dalam Program Kerja untuk 2021-
2025 serta keperluan untuk mengadakan satu lagi
persidangan ASEAN mengenai PT&K untuk berkongsi
amalan terbaik dan memperkukuhkan kualiti PT&K di AMS.
The 5th Meeting of ASEAN Health Cluster 3 (AHC3) was held
on 13-14 August 2020 through an online platform. The
meeting was led by Singapore as Chair until the conduct of
the handover of chairpersonship. This was received by
incoming Chair Thailand and incoming Vice Chair Vietnam.
The meeting was attended by AHC3 Country Coordinators,
alternates and relevant offiicers from all ASEAN Member
States (AMS) and the ASEAN Secretariat.
Prior to AHC3 meeting, a preparatory meeting was held on 6
August 2020 at E10, Putrajaya, attended by MOH’s AHC3
focal points and/or representatives. The meeting was chaired
by Dr. Nik Jasmin Binti Nik Mahir, Director of Public Health
Development Division, MOH to discuss and finalise status
updates for activities championed by Malaysia.
Various topics were discussed during the AHC3 meeting.
Specifically, for T&CM, the meeting agreed with the proposal
to keep T&CM a priority in the Work Programme for 2021-
2025 and the need to conduct another ASEAN conference on
T&CM to share best practices and strengthen the quality of
T&CM in AMS.

PUBLIC-PRIVATE PARTNERSHIP PILOT PROJECT ON THE PROVISION OF TRADITIONAL AND
COMPLEMENTARY MEDICINE (T&CM) SERVICES BY THE MALAYSIA HOLISTIC AND HERBAL
ORGANISATION (MHHO) AT JINJANG HEALTH CLINIC (JHC)
Selaras dengan visi Pertubuhan Kesihatan Sedunia (WHO)
untuk memaksimumkan sumbangan PT&K di peringkat
penjagaan kesihatan primer, Kementerian Kesihatan
Malaysia (KKM) telah membangunkan satu projek rintis
kerjasama awam-swasta penawaran perkhidmatan PT&K
oleh badan bukan kerajaan, iaitu MHHO di KKJ. Projek rintis
ini akan dilaksanakan untuk membangunkan, melaksanakan
serta menilai model kerjasama awam-swasta yang
dibangunkan. Sekiranya hasil projek rintis terbukti
memanfaatkan rakyat, maka model ini akan dirujuk dan
digunapakai untuk kerjasama yang seumpama pada masa
akan datang.
Bagi memastikan pemantauan yang berkesan terhadap
pelaksanaan projek rintis ini, satu Task Force telah
ditubuhkan pada 5 Ogos 2020, dan dianggotai oleh BPTK,
Bahagian Pembangunan Kesihatan Keluarga, Jabatan
Kesihatan Wilayah Persekutuan Kuala Lumpur dan
Putrajaya, Pejabat Kesihatan Daerah Kepong dan KKJ. Task
Force ini akan memantau dan menilai pelaksanaan projek
rintis ini, dan seterusnya memberi syor kepada pihak
pengurusan tertinggi untuk tujuan membuat keputusan dasar.
Sebanyak 2 mesyuarat Task Force telah diadakan pada
tahun 2020, iaitu pada 5 Ogos dan 7 Oktober 2020. Antara
perkara yang dibincang termasuk memuktamadkan
Memorandum of Agreement (MoA), garis panduan projek
rintis, serta prosedur operasi piawai.
Pada 28 November 2020, satu Majlis Menandatangani MoA
bagi projek rintis ini telah diadakan dan telah dihadiri oleh
YBhg. Dato’ Dr. Chong Chee Kheong, Timbalan Ketua
Pengarah Kesihatan (Kesihatan Awam), KKM. BPTK
(mewakili KKM) dan MHHO telah menandatangani MoA
tersebut bagi pelaksanaan projek rintis selama 2 tahun, iaitu
dari Januari 2021 hingga Disember 2022.
Satu bengkel secara maya juga telah diadakan pada 23
Disember 2020 bagi tujuan melatih semua anggota yang
terlibat secara langsung dan tidak langsung dalam
pelaksanaan projek rintis ini. Ini termasuk latihan dalam
Aligned with the World Health Organization’s (WHO) vision
to maximize the contribution of T&CM at primary health care
level, the Ministry of Health Malaysia (MOH) developed a
Public-Private Partnership (PPP) pilot project on the
provision of T&CM services by MHHO, a non-governmental
organization at JHC. This pilot project shall be conducted to
develop, implement, and evaluate the proposed PPP model.
The proposed model shall be adopted nationwide for similar
collaborations in the future, if the outcomes are beneficial to
the society.
To enable effective oversight on the implementation of the
pilot project, a designated task force was established on 5
August 2020, with representatives from T&CMD, Family
Health Development Division, State Health Department of
Federal Territory Kuala Lumpur and Putrajaya, Kepong
District Health Office, and JHC. The task force will monitor
and evaluate the implementation of this pilot project, and
subsequently make recommendations to the higher
management for policy decision making. A total of 2 task
force meetings were conducted in 2020, on 5 August and 7
October 2020. Matters discussed include finalisation of the
Memorandum of Agreement (MoA), pilot project guidelines
and standard operating procedures.
On 28 November 2020, a MoA Signing Ceremony for this
pilot project was held with the attendance of Dato’ Dr. Chong
Chee Kheong, Deputy Director General of Health (Public
Health), MOH in which the T&CM Division (on behalf of MOH)
and MHHO signed the MoA to conduct a pilot project for a
period of 2 years, from January 2021 to December 2022.
An online workshop was conducted on 23 December 2020 to
provide training to personnel who are involved directly or
indirectly in the implementation of this pilot project. This
includes training on work processes, documentation and
record keeping, infection control, and other relevant matters
related to the provision of T&CM services in JHC.

SCREENING APPLICATIONS FROM COMPANIES PROVIDING T&CM SERVICES DURING THE

BPTK telah bekerjasama dengan pihak Kementerian
Perdagangan Antarabangsa dan Industri (MITI) untuk
menyaring permohonan syarikat-syarikat yang berkaitan
dengan perkhidmatan Perubatan Tradisional dan
Komplementari (PT&K) untuk beroperasi sepanjang tempoh
PKP dari 13 April 2020 hingga 29 April 2020. Saringan
tersebut melibatkan Kluster Perkhidmatan Kesihatan/
Farmaseutikal/ Kesihatan Sosial dan Sektor Pengamal
PT&K Berdaftar. Antara aktiviti yang dijalankan adalah
menyaring permohonan syarikat-syarikat yang berkaitan
dengan amalan PT&K yang ingin beroperasi sepanjang
tempoh PKP dari 13 April 2020 hingga 29 April 2020 dan
menyediakan data statistik bagi tujuan pelaporan.
Berdasarkan data, jumlah permohonan yang telah diterima
antara 13 April 2020 hingga 29 April 2020 adalah sebanyak
1049 permohonan. Daripada 1049 permohonan, jumlah
premis yang terlibat adalah sebanyak 1249. Daripada 1249
premis yang terlibat dengan permohonan, sebanyak 904
buah premis adalah tidak berkaitan dengan PT&K, dan
hanya 345 buah premis sahaja yang berkaitan dengan
perkhidmatan PT&K. Daripada 345 premis yang berkaitan
dengan PT&K, negeri Selangor mencatatkan bilangan
premis paling banyak terlibat dengan permohonan iaitu
sebanyak 134 buah premis, diikuti dengan Wilayah
Persekutuan Kuala Lumpur (68), Johor (46) dan Pulau
Pinang (30).
Premis PT&K yang terlibat dengan permohonan adalah
daripada premis-premis yang mengamalkan bidang amalan
yang diiktiraf di bawah Akta PT&K 2016 [Akta 775].
Daripada 345 buah premis PT&K, amalan perubatan
tradisional Cina merupakan bidang amalan yang paling
banyak membuat permohonan iaitu sebanyak 239 buah
premis, diikuti dengan kiropraktik (55), perubatan tradisional
Melayu (20), homeopati (11), osteopati (8), perubatan

T&CMD collaborated with the Ministry of International
Trade and Industry (MITI) to screen applications from
companies involved in Traditional and Complementary
Medicine (T&CM) services for permission to operate during
the MCO period from 13 April 2020 until 29 April 2020. The
screening involved the Health Services/ Pharmaceutical/
Social Health Cluster and Registered T&CM Practitioner
Sector. Amongst the activities carried out were screening
of applications by companies involved in T&CM services
that wanted to operate during the MCO period from 13 April
2020 until 29 April 2020 and analyzing statistical data for
reporting purposes.
Based on the data, 1049 applications were received
between 13 April 2020 and 29 April 2020. These
applications involved 1249 premises. Of the 1249
premises involved, 904 premises were not related to
T&CM, and only 345 premises were related to T&CM. Of
the 345 premises related to T&CM, Selangor recorded the
most number of applications by premises (134) followed by
the Federal Territory of Kuala Lumpur (68), Johor (46) and
Penang (30).
The T&CM premises involved are premises that provided
services in recognised practice areas under the T&CM Act
2016 [Act 775]. Out of 345 T&CM premises, traditional
Chinese medicine premises had the highest number of
applications (239), followed by chiropractic (55), traditional
Malay medicine (20), homeopathy (11), osteopathy (8),
traditional Indian medicine (7) and Islamic medical practice
(5).

COORDINATION IN REGULATING ISLAMIC MEDICAL PRACTICE
Mesyuarat Penyelarasan Pengawalseliaan Amalan
Pengubatan Islam (API) Bil. 1/2020 telah diadakan pada 5
Ogos 2020. Pihak urus setia Lajnah Pengawalseliaan
Pengamal Pengubatan Islam (LAJPPI) bersetuju untuk
mencalonkan nama bagi menggantikan enam kekosongan
anggota dalam LAJPPI serta menyediakan Kertas Cadangan
Pelantikan Ahli dan JK Rayuan LAJPPI yang Baharu dan
membentangkannya di peringkat Mesyuarat LAJPPI.
Pada 1 September 2020, Mesyuarat LAJPPI kali ketiga telah
bersetuju dengan dua kertas pembentangan iaitu Kertas
Cadangan Pelantikan Ahli dan JK Rayuan LAJPPI yang
baharu serta Kertas Pertimbangan Penetapan Metodologi
Pendaftaran dan Kelayakan Minima Pengamal Pengubatan
Islam.
Pada 15 September 2020, YBhg. Datuk Dr. Hj. Rohaizat bin
Hj. Yon, Timbalan Ketua Pengarah Kesihatan (Perubatan)
telah mempengerusikan Sesi Libat Urus Pengawalseliaan
API bersama JAKIM bagi membincangkan hala tuju
pengawalseliaan API di bawah Akta 775. Dalam sesi tersebut
JAKIM bersetuju menyumbangkan khidmat kepakaran dan
tenaga profesional bagi merancang dan menangani isu-isu
berkaitan API di bawah Akta 775.
Pada 17 September 2020, YBrs. Dr. Dyanan Puvanandran
telah mempengerusikan Sesi Perbincangan Hala Tuju
Pengawalseliaan API bersama Darussyifa’ untuk
memaklumkan perkembangan terkini API. Dalam sesi
tersebut, YBhg. Dato’ Abdul Rashid Bin Mat Amin selaku
Ketua Lajnah Penyelidikan Darussyifa’ turut memaklumkan
perkembangan Darussyifa’ dalam usaha memajukan API di
Malaysia.
Mesyuarat Penyelarasan Pengawalseliaan API Bil. 2/2020
telah diadakan pada 9 Oktober 2020. Mesyuarat tersebut
telah membincangkan beberapa perkara termasuk berkaitan
penyediaan Dokumen Tatacara Penyediaan Saringan
Standard Pengukuran Pematuhan Syariah (i-Syifa’) di
peringkat negeri dan Bengkel Pengukuhan i-Syifa’ serta
Program Training of Trainers (ToT).
Mesyuarat Atas Talian Pelaksana Pengawalseliaan API yang
dipengerusikan oleh YBhg. Dato’ Dr. Sirajuddin bin
Suhaimee, Pengarah Bahagian Penyelidikan JAKIM
merangkap Timbalan Pengerusi LAJPPI telah diadakan
bersama wakil-wakil Jabatan Agama Islam Negeri (JAIN)
dari seluruh Malaysia pada 4 November 2020. Anggota
The 1st Coordination Meeting for the Regulation of Islamic
Medical Practice (IMP) was held on 5 August 2020. The
Lajnah Pengawalseliaan Pengamal Pengubatan Islam
(LAJPPI) Secretariat agreed to nominate six names to fill the
vacancies in LAJPPI as well as to prepare the Proposal on
Appointment of LAJPPI Members and Appeal Committee
Members to be presented in the LAJPPI meeting.
On 1st September 2020, the 3rd LAJPPI Meeting agreed to
two proposal papers namely the Proposal on Appointment
of LAJPPI Members and Appeal Committee Members as
well as the Proposal for Registration Methodology and
Minimum Qualifications for Islamic Medical Practice
Practitioners.
On 15 September 2020, YBhg. Datuk Dr. Rohaizat bin Hj.
Yon, Deputy Director General of Health (Medical) chaired
the Engagement Session for Regulation of IMP with JAKIM
to discuss the way forward in IMP regulation under Act 775.
In the session, JAKIM agreed to contribute their expert
knowledge and professional assistance for planning and
managing issues related to IMP under Act 775.
On 17 September 2020, YBrs. Dr. Dyanan Puvanandran
chaired a Discussion Session on The Way Forward for IMP
Regulation with Darussyifa’ to update regarding the latest
issues in IMP. In that session, YBhg. Dato’ Abdul Rashid Bin
Mat Amin, head of Darussyifa’ Research Committee shared
information regarding efforts by Darussyifa’ for the
advancement of IMP in Malaysia.
The 2nd Coordination Meeting for the Regulation of IMP was
held on 9 October 2020. The meeting discussed several
matters including the development of the Screening
Procedures for Standard Pengukuran Pematuhan Syariah
(i-Syifa’) documents at state level and the i-Syifa’
Enhancement Workshop as well as a Training of Trainers
(ToT) program.
An online meeting chaired by YBhg. Dato’ Dr. Sirajuddin bin
Suhaimee, Director of the Research Division in JAKIM who
is also the Vice Chairman of LAJPPI was held with the
representatives of State Islamic Religious Departments
(JAIN) from all over Malaysia on 4 November 2020. Meeting
members agreed to cooperate in regulating IMP and assist
with the registration process for Islamic medical practice
practitioners under Act 775 using the i-Syifa Screening
Manual in their respective states.

TRADITIONAL AND COMPLEMENTARY MEDICINE (T&CM) COUNCIL MEETINGS IN 2020
Majlis PT&K telah ditubuhkan pada tahun 2016 bagi
mengawal selia pengamal dan amalan perubatan
tradisional dan komplementari di Malaysia, terutamanya
dalam bidang amalan diiktiraf. Majlis PT&K pada ketika ini
terdiri daripada 17 anggota yang telah dilantik oleh YB
Menteri Kesihatan bagi mewakili KKM, industri berkaitan
PT&K, universiti tempatan dan badan pengamal yang
ditetapkan.
Majlis ini dipengerusikan oleh YBhg. Tan Sri Dato’ Seri Dr.
Noor Hisham bin Abdullah sebagai Ketua Pengarah
Kesihatan dan telah bersidang sebanyak dua kali pada
tahun 2020.
Sebanyak lapan (8) kertas pertimbangan telah
dibentangkan dalam mesyuarat Majlis PT&K dan tujuh (7)
kertas pertimbangan tersebut telah dipersetujui oleh
anggota majlis manakala satu (1) lagi kertas pertimbangan
akan diputuskan pada mesyuarat seterusnya.
The T&CM Council was established in 2016 to regulate the
practice and practitioners of traditional and complementary
medicine in Malaysia especially in the recognised practice
areas. The T&CM Council at present comprises of 17
members who have been appointed by the Minister of Health
to represent the MOH, industries related to T&CM, local
universities and designated practitioner bodies.
The chairman of the Council is the Director General of
Health, YBhg. Tan Sri Dato’ Seri Dr. Noor Hisham bin
Abdullah. The T&CM Council met twice in 2020.
A total of eight (8) proposal papers were tabled at these
meetings, seven (7) of which have been approved by the
Council members and one (1) more paper is pending a
decision at the subsequent meeting.

Usaha kajian semula standard program PT&K terbitan
tahun 2009 telah diteruskan pada tahun 2020. Sekretariat
Jawatankuasa Teknikal Bersama (JTB) untuk Penilaian
Akreditasi Program PT&K bertindak sebagai urusetia
perbincangan Subject Matter Expert (SME) bagi
membincangkan komponen seperti curriculum design and
delivery dan body of knowledge. Jumlah sesi perbincangan
SME mengikut bidang amalan yang diiktiraf adalah seperti
berikut:
The revision of the T&CM programme standards published
in 2009 continued in 2020. The Secretariat of the Joint
Technical Committee (JTC) for Accreditation Assessment
of T&CM Programmes acted as the secretariat for the
Subject Matter Expert (SME) discussions to discuss
components in the programme standard such as
curriculum design and delivery and body of knowledge. The

Semua hasil perbincangan telah dipanjangkan kepada

MQA pula telah menganjurkan 6 (enam) mesyuarat
Jawatankuasa Panel Kajian Semula Standard Program
PT&K yang melibatkan pakar daripada semua bidang
amalan diiktiraf bagi membincangkan pelbagai
komponen dalam standard program. Draf awal standard
program telah berjaya dihasilkan. Perancangan
seterusnya adalah mengadakan sesi perbincangan
lanjut bersama pihak berkepentingan untuk draf tersebut
sebelum dibentangkan kepada Majlis PT&K dan Majlis
MQA untuk kelulusan.
Discussion outcomes were forwarded to the Malaysian
Qualifications Agency (MQA) for further discussion in the
T&CM Programme Standard Revision Panel Committee
meetings.
MQA organised 6 (six) T&CM Programme Standard
Revision Panel Committee meetings involving experts from
all recognised practice areas to discuss on various
components in the programme standards. A preliminary
draft of the programme standard was successfully
produced. Subsequently, the plan is to hold a stakeholder
engagement session on the revised draft programme
standard before it is presented to the T&CM Council and
MQA Council for approval.

Pada tahun 2020, JTB telah bermesyuarat sebanyak dua
(2) kali, di mana salah satu mesyuarat diadakan secara
atas talian buat kali pertama berikutan keadaan semasa
pandemik COVID-19. JTB yang terdiri daripada wakil
pelbagai agensi kerajaan, institusi pengajian tinggi dan
bidang amalan diiktiraf mempunyai fungsi utama iaitu
memberi syor kepada Majlis PT&K berkenaan akreditasi
program pendidikan PT&K dan perkara-perkara yang
berkaitan dengannya. Bagi tahun ini, JTB telah menerima
sejumlah satu permohonan penilaian akreditasi
sementara dan tiga (3) permohonan perubahan kurikulum
bagi program sedia ada. JTB juga telah membuat
perancangan bagi pelantikan sekumpulan ahli panel
penilai di bawah Majlis PT&K.
Dua (2) pegawai daripada BPTK telah terlibat sebagai
Ahli Panel Penilai bagi proses penilaian akreditasi
sementara seperti berikut:
1. Dr. Wong Pi Ying untuk Program Sarjana Muda
Homeopati, Kolej Universiti Widad; dan
2. Puan Suraya Hani Binti Sharon untuk Program
Sarjana Perubatan Tradisional Melayu (PTM),
Kolej Genovasi.
Bagi program Sarjana PTM, proses penilaian tidak perlu
melalui JTB dan akan dikendalikan sepenuhnya oleh
pihak MQA.
In 2020, the JTC held two (2) meetings whereby one of the
meetings was held online for the first time following the
current situation of the COVID-19 pandemic. The main
functions of the JTC comprising representatives from various
government agencies, higher education institutions and from
the recognised practice areas are to make recommendations
to the T&CM Council concerning the accreditation of T&CM
education programmes and matters related to it. This year,
the JTC received a total of one application for provisional
accreditation assessment and three (3) applications for
curriculum change of existing programmes. The JTC had also
made plans for the appointment of a pool of panel of
assessors under the T&CM Council.
Two (2) officers from the T&CMD were involved as Panel of
Assessors for the following provisional accreditation
assessments :
1. Dr. Wong Pi Ying for the Bachelor Degree of Homeopathy
programme, Widad University College; and
2. Ms.Suraya Hani Binti Sharon for the Master of Traditional
Malay Medicine (TMM) programme, Genovasi College.
For the Master of TMM programme, the accreditation
assesment does not need to go through the JTC and will be
fully coordinated by MQA.

CONCEPT PAPER ON ENHANCEMENT OF AYURVEDA SERVICES AT MOH HEALTHCARE FACILITIES IN
MALAYSIA
Perkhidmatan Perubatan Tradisional India (PTI) dalam
bentuk terapi luaran Ayurveda iaitu Shirodhara dan Basti
telah ditawarkan sebagai pelengkap rawatan perubatan
moden untuk indikasi penyakit yang terpilih di fasiliti
kesihatan KKM sejak 2011.
Pada 2020, BPTK telah bekerjasama dengan Dr. G.
Hariniramya, pengamal Ayurveda yang berkhidmat di
Malaysia secara deputasi dari kerajaan India, untuk
mendapatkan cadangan penambahbaikan bagi
perkhidmatan Ayurveda yang sedia ada.
Kolaborasi ini menghasilkan satu laporan dalaman yang
bertajuk ‘Overview on TIM Services in Malaysia’ yang
disediakan oleh BPTK untuk memberi gambaran semasa
mengenai perkhidmatan PTI di Malaysia terutamanya
perkhidmatan PTI yang ditawarkan di fasiliti kesihatan KKM;
dan sebuah kertas konsep yang disediakan oleh Dr G.
Hariniramya bagi menghuraikan perkara-perkara berikut:
i. isu-isu dan cabaran dalam perkhidmatan Ayurveda
yang sedia ada di fasiliti kesihatan KKM di
Malaysia;
ii. strategi untuk mengoptimumkan perkhidmatan
Ayurveda yang sedia ada di fasiliti kesihatan KKM;
dan
iii. hala tuju bagi penambahbaikan perkhidmatan
Ayurveda di Malaysia.
Kesimpulannya, kertas konsep ini merupakan salah satu
bahan rujukan untuk perancangan lanjut tentang
perkembangan dan penambahbaikan perkhidmatan
Ayurveda di fasiliti kesihatan KKM.
Traditional Indian Medicine (TIM) services in the form of
Ayurveda external therapies such as Shirodhara and Basti
have been offered as a complement to modern medicine
treatment for selected disease indications at MOH
healthcare facilities since 2011.
In 2020, the T&CMD has collaborated with Dr. G.
Hariniramya, Ayurveda physician on deputation to Malaysia
from the Government of India, to seek expert opinion on
enhancement of the existing Ayurveda services.
The impactful collaboration yielded two outputs, an internal
paper titled ‘Overview on TIM Services in Malaysia’
prepared by T&CMD to give an insight on the current TIM
services in Malaysia and focused on TIM services available
at the MOH healthcare facilities; and a concept paper
prepared by Dr G. Hariniramya which elaborated on the
following topics:
i. issues and challenges in the current Ayurveda
services in MOH healthcare facilities;
ii. strategies for optimisation of existing Ayurveda
services in MOH healthcare facilities; and
iii. the future direction of enhancement of Ayurveda
services in Malaysia.
In conclusion, the concept paper shall serve as one of the
references for further planning on development and
enhancement of Ayurveda services at MOH healthcare
facilities.

PATIENT SATISFACTION SURVEY AT T&CM UNITS IN MOH HEALTHCARE FACILITIES 2020
Pada 2020, satu kajian kepuasan pelanggan telah
dijalankan buat pertama kali secara serentak di kesemua
14 buah Unit PT&K di Malaysia dari Mac sehingga Ogos
2020
Kajian ini bertujuan untuk mengenalpasti tahap kepuasan
pelanggan terhadap perkhidmatan PT&K yang ditawarkan
di Unit PT&K fasiliti kesihatan KKM. Seramai 1072
pelanggan telah menyertai kajian ini dengan mengisi
borang soal selidik atas talian. Hasil dapatan kajian
mendapati bahawa secara keseluruhan, 99.5% pelanggan
berpuas hati dengan perkhidmatan yang disediakan di Unit
PT&K.
Antara cadangan penambahbaikan yang diberikan oleh
pelanggan adalah mengembangkan perkhidmatan PT&K
ke fasiliti kesihatan yang lain, mempertingkatkan promosi
dan publisiti berkenaan perkhidmatan PT&K kepada orang
awam serta mengurangkan tempoh masa menunggu bagi
temujanji yang seterusnya.
Carta 1 dan 2 menunjukkan taburan peratusan tahap
kepuasan pelanggan secara keseluruhan terhadap
perkhidmatan PT&K di kesemua Unit PT&K fasiliti
kesihatan KKM. Hasil dapatan kajian ini diharapkan dapat
membantu untuk mengenalpasti peluang penambahbaikan
dan memperkukuhkan kualiti perkhidmatan yang sedia ada.
In 2020, a patient satisfaction survey was conducted
simultaneously at all 14 T&CM Units in Malaysia for the first
time.
The objective of the survey was to determine the level of
patient satisfaction towards T&CM services provided at the
T&CM Units in MOH healthcare facilities. 1072 patients
participated in the survey via online questionnaire. The study
found that overall, 99.5% of patients were satisfied with the
T&CM services provided by the T&CM Units.
Suggestions for improvement from the respondents include
expansion of T&CM services to other healthcare facilities,
enhancement of promotional activities and publicity
regarding T&CM services to the general public, and
reduction of the waiting period for next appointment.
Charts 1 and 2 show the distribution of the overall patient
satisfaction level towards T&CM services provided at all
T&CM Units in MOH healthcare facilities. It is hoped that the
survey findings will help to identify the opportunities for
improvement and further enhance the existing services.

KAJIAN KEPUASAN PELANGGAN TERHADAP PERKHIDMATAN PENJAGAAN TRADISIONAL
POSTNATAL (PTP) DI KELANTAN
PATIENT SATISFACTION SURVEY ON TRADITIONAL POSTNATAL CARE SERVICE IN KELANTAN
Tempoh selepas bersalin merupakan fasa peralihan kritikal
bagi seorang ibu dan bayinya. KKM telah mengambil
inisiatif untuk memperkenalkan perkhidmatan penjagaan
tradisional postnatal (PTP) di peringkat kesihatan primer
secara berperingkat yang bermula pada 2012 di Johor dan
pada 2014 di Kelantan.
Bagi menilai tahap kepuasan pelanggan terhadap
perkhidmatan PTP dan pengamal PT&K yang direkrut di
bawah program ini, satu kajian irisan lintang telah
dijalankan daripada Oktober 2019 sehingga Februari 2020
di kalangan 135 ibu selepas bersalin berumur 18 tahun dan
ke atas di Kelantan. Borang soal selidik kajian diedarkan
kepada ibu-ibu selepas bersalin tersebut secara
persampelan rawak.
Kadar respons keseluruhan bagi kajian ini adalah 97.8%.
Purata umur ibu selepas bersalin yang terlibat dalam kajian
ini adalah 29.56 ± 5.763. Kesemua responden telah
berkahwin dan sebahagian besar responden berusia 21 -
30 tahun (52.3%), berpendapatan RM1000 - RM3000
(74.3%), berpendidikan sekolah menengah (62.1%) dan
merupakan surirumah (53.0%).
Secara keseluruhan, kesemua responden berpuas hati
dengan perkhidmatan PTP yang diterima. Hasil kajian ini
menunjukkan bahawa tiada hubungan yang signifikan
antara kepuasan keseluruhan terhadap perkhidmatan PTP
dengan usia, pendapatan bulanan, tahap pendidikan dan
pekerjaan responden kajian.
Kesimpulannnya, pengenalan perkhidmatan PTP di
peringkat penjagaan kesihatan primer disambut baik oleh
ibu-ibu selepas bersalin dan penyediaan perkhidmatan
berkualiti oleh pengamal PT&K terpilih adalah sangat
bermanfaat.
The postpartum period is a critical phase of transition for a
mother and her newborn. The MOH has taken the initiative
to incorporate traditional postnatal care (TPC) service into
the primary healthcare system which debuted in 2012 in
Johor and in 2014 in Kelantan.
In order to assess patients’ satisfaction towards TPC
services provided by private T&CM practitioners recruited
under MOH, a cross sectional study was conducted from
October 2019 till February 2020 among 135 postnatal
mothers aged 18 years old and above in Kelantan. A self-
administered questionnaire was distributed by random
sampling to postnatal mothers.
The overall response rate for the study was 97.8%. The
mean age of the postnatal mothers was 29.56 ± 5.763. All
of the respondents were married. More than half were aged
21 – 30 years old (52.3%), declared a monthly income
between RM1000 – RM3000 (74.3%), have at least
completed their secondary school education (62.1%) and
53.0% of the respondents were housewives.
As a whole, all of the respondents were satisfied with the
TPC services received. There was no significant association
between the overall satisfaction towards TPC services with
age, monthly income, education level and occupation.
In conclusion, the introduction of TPC service at primary
health care level are welcomed by postnatal mothers and
provision of quality service by the selected T&CM
practitioners is highly beneficial.

ADUAN BERKENAAN PT&K
COMPLAINTS REGARDING T&CM
Unit Survelan dan Siasatan mengendalikan aduan
berkenaan pengamal dan perkhidmatan perubatan
tradisional dan komplementari (PT&K) di Malaysia dari
pelbagai sumber mengikut akta-akta yang dikuatkuasakan.
Pada 2020, 77 aduan daripada pelbagai kategori telah
diterima. Selain BPTK, pejabat Cawangan PT&K turut
mengendalikan aduan mengikut zon masing-masing. Pihak
BPTK akan memberi maklum balas kepada pengadu dalam
tempoh 24 jam selepas menerima aduan. Laporan
pengesahan aduan akan diberikan dalam tempoh 14 hari.
Berikut adalah statistik bilangan aduan yang diterima dari
bulan Januari hingga Disember bagi tahun 2020.
The Surveillance and Investigation Unit manages complaints
regarding traditional and complementary medicine
practitioners and services in Malaysia from various sources
based on legislations enforced. In 2020, 77 complaints from
various categories were received. Apart from T&CMD, the
T&CM branch offices also manage complaints according to
their designated zone. An initial response to complaints shall
be given within 24 hours, followed by a preliminary complaint
report within 14 days.

Aduan yang diterima adalah dikategorikan seperti di bawah
(Carta 6). Kategori aduan iklan adalah yang tertinggi iaitu
sebanyak 29 aduan. Kategori lain-lain adalah termasuk
aduan di luar bidang kuasa, kebersihan, perkhidmatan yang
meragukan, sijil cuti sakit, caj perkhidmatan dan kelakuan.
Complaints received are categorized as below (Chart 6).
Most of the complaints received are advertisement-related
which comprises of 29 complaints. Other categories include
complaints outside the jurisdiction of T&CMD, cleanliness,
dubious services, issuance of medical certificates, service
charges and poor behaviour.

Daripada 77 aduan yang diterima (Januari hingga Disember
2020), sebanyak 7 aduan telah disalurkan kepada agensi
lain. Tujuan aduan ini disalurkan adalah kerana aduan di
bawah bidang kuasa tersebut dan lebih sesuai mengikut
keperluan perundangan pihak berkenaan. Antara agensi
yang kerap aduan ini di salurkan adalah Bahagian
Perkhidmatan Farmasi, Jabatan Hal Ehwal Agama Islam
Negeri Sabah (JHEINS), Bahagian Sains Kesihatan
Bersekutu dan Kementerian Pengajian Tinggi.
Out of the 77 complaints received from January to
December 2020, a total of 7 complaints were forwarded to
other agencies. The complaints were forwarded because it
falls under the jurisdiction of the respective agency for
futther legal action. These agencies include the
Pharmaceutical Services Division, Sabah Islamic Religious
Affairs Department, Allied Health Sciences Division and the
Ministry of Higher Education.

SARINGAN IKLAN
SCREENING OF ADVERTISEMENTS
Saringan iklan amalan PT&K merupakan aktiviti
penguatkuasaan yang dijalankan oleh Cawangan I&P,
BPTK dan CPTK seluruh negara. Akta Ubat (Iklan dan
Penjualan) 1956 merupakan akta utama yang digunakan
untuk kawalan iklan. Seksyen 4A Akta ini memperuntukkan
kawalan pengiklanan yang merujuk kepada kemahiran dan
perkhidmatan yang berhubung dengan rawatan,
pencegahan atau diagnosis apa-apa penyakit, kecederaan,
kelemahan atau keadaan yang melibatkan tubuh manusia.
Aktiviti saringan iklan terdiri daripada saringan iklan di
premis semasa lawatan pendidikan, dalam media sosial dan
juga penerbitan langganan.
Walaupun ancaman COVID-19 telah mempengaruhi
pelaksanaan aktiviti saringan iklan (e.g., Perintah Kawalan
Pergerakan, pemberhentian penerbitan majalah yang
dilanggan), Bahagian ini berjaya melaksanakan 100%
saringan iklan bagi penerbitan yang dilanggan, 58 saringan
iklan di premis dan 78 saringan media sosial. Tindakan yang
diambil terhadap iklan yang disaring termasuk memberikan
amaran lisan, mengeluarkan surat amaran, menjalankan
siasatan di bawah Seksyen 4A Akta Ubat (Iklan dan
Penjualan) 1956 dan merujuk kepada agensi lain.
Ringkasan berkenaan tindakan yang telah diambil adalah
seperti jadual di bawah.
The screening of T&CM advertisements is an enforcement
activity conducted by the I&P Section of the T&CMD and
T&CM branch offices nationwide. Medicine (Advertisements
& Sales) Act 1956 is the main act used for advertisement
control. Section 4A regulates advertisements referring to
any skill or service relating to the treatment, prevention or
diagnosis of any ailment, disease, injury, infirmity or
condition affecting the human body. The screening activity
for advertisements comprised of advertisement screening in
premises when conducting educational visits, in various
social media platforms and also in subscribed publications.
Although the threat of COVID-19 has affected the conduct
of advertisement screening activities (e.g., Movement
Restriction Orders, terminated publication of subscription
magazines), the Division managed to screen all
advertisements (100%) featured in the subscribed
publications, 58 advertisements at premises and 78
advertisements in various social media platforms. Actions
taken towards advertisements screened include giving
verbal warnings, issuing warning letters, conducting
investigations under Section 4A of the Medicines
(Advertisements & Sales) Act 1956 and referral to other
agencies. A summary on the action taken follows the table
below.

PERMOHONAN PENGAMAL WARGA ASING MENGIKUT BIDANG AMALAN BAGI TAHUN 2020
APPLICATIONS BY FOREIGN PRACTITIONERS ACCORDING TO PRACTICE AREA FOR THE YEAR 2020
Sebanyak 60 permohonan pengamal warga asing telah
diterima dalam tahun 2020 (Carta 9). Untuk permohonan
lengkap, 60 (100%) surat maklum balas telah dikeluarkan
dalam masa 14 hari daripada tarikh terima. 55 pemohon
telah berjaya mendapat surat maklum balas tiada halangan.
2 permohonan tidak disokong. 3 permohonan ditutup atas
permintaan pihak syarikat pemohon kerana tidak dapat
mengemukakan penjelasan atau dokumen sokongan.
60 foreign practitioner applications were received in 2020
(Chart 9). For complete applications received, 60 replies
(100%) were issued within 14 days from the date of receipt.
55 applicants successfully obtained letters of no objection. 2
applications were rejected. 3 applications were closed as
requested by applicants due to failure to provide the
necessary explanations or supporting documents.

ACHIEVEMENTS & STATISTICS OF T&CM SERVICES IN MOH HOSPITALS
Jumlah bilangan pesakit bagi perkhidmatan PT&K didapati
menurun pada tahun 2020 (Carta 10). Punca utama yang
menyumbang kepada penurunan ini adalah disebabkan
oleh situasi jangkitan COVID-19 dimana beberapa unit
PT&K menangguhkan perkhidmatan bagi memberi laluan
kepada penyediaan dan respon hospital terhadap situasi
COVID-19. Sebanyak 11 Unit PT&K terlibat dengan
penangguhan perkhidmatan bermula dari bulan Mac 2020
sehingga kini.
Penawaran perkhidmatan Penjagaan Tradisional Postnatal
(PTP) yang ditawarkan di Hospital KKM telah di
transformasikan ke peringkat penjagaan kesihatan primer
bermula tahun 2018 dimana perkhidmatan ini ditawarkan
secara terus di rumah pelanggan oleh pengamal PT&K
daripada sektor swasta melalui Pelan Transformasi
Perkhidmatan PT&K PTP.
Perkhidmatan Shirodhara & Terapi Basti Luaran
ditangguhkan sementara waktu sehingga ahli terapi
Perubatan Tradisional India yang baharu dideputasikan oleh
Kerajaan Republik India (Carta 10).
Semua perkhidmatan PT&K mencapai sasaran (melebihi
80%) bagi Pencapaian Masa Menunggu Temujanji Pertama
Unit PT&K Hospital KKM bagi tahun 2020 kecuali
perkhidmatan akupunktur dimana peratus pencapaian
adalah 78.4% (Rujuk Carta 11). Sebahagian besar faktor
yang menyebabkan ketidakcapaian sasaran KPI ini adalah
kerana beban kerja yang tinggi di salah satu daripada Unit
PT&K di Hospital KKM. BPTK telah mengambil langkah-
langkah penambahbaikan berkenaan isu ini untuk
membantu Unit PT&K tersebut dalam mengatasi masalah
ini dan memastikan perkhidmatan PT&K berjalan dengan
lancar
The total number of patients for T&CM services had reduced
markedly in the year 2020 (Refer to Chart 10). The decrease
was caused by the COVID-19 situation in which the
provision of T&CM services at the T&CM Units were
suspended to give way to the respective hospital’s
preparation and response to the COVID-19 situation. 11
T&CM Units had suspended their services since March 2020
until now.
Traditional Postnatal Care services offered in MOH
Hospitals had been transformed to provision at the primary
healthcare level since 2018. Postnatal mothers can obtain
the service at the comfort of their own home by private
T&CM practitioners through the Transformation Plan for
T&CM Services - Traditional Postnatal Care (TPC).
Shirodhara and External Basti Therapy services are
temporarily suspended until new Traditional Indian Medicine
therapists are deputated by the Government of India (Refer
to Chart 10).
All T&CM services achieved the target (more than 80%) for
waiting time for first appointment except for acupuncture
services in which the percentage of achievement was 78.4%
(Refer to Chart 11). The main contributing factor for this is
due to the high workload for one of the T&CM Units in a
MOH Hospital. T&CMD has taken the neccesary actions to
assist the Unit involved in overcoming this issue and to
ensure that T&CM services run smoothly.

LATIHAN ANGGOTA BPTK
T&CMD STAFF TRAINING
Sebanyak 5 kursus telah dianjurkan oleh Cawangan
Pembangunan Profesion pada tahun 2020. Latihan-latihan
ini adalah berkaitan PT&K, pengurusan kewangan, sumber
manusia dan Microsoft Office. Bagi latihan yang berkaitan
PT&K, aktiviti ini sejajar dengan Blueprint PT&K 2018-2027
(Penjagaan Kesihatan) di bawah strategi 9 (aktiviti 9.1)
dengan objektif untuk melengkapkan dan memperkuatkan
kapasiti dan kompetensi penjawat awam (pengawal selia,
pentadbir) dengan kemahiran dan pengetahuan yang
diperlukan untuk membangunkan peraturan, dasar dan
melakukan penyelidikan yang berkesan berkaitan PT&K.
Pegawai-pegawai BPTK juga turut mengikuti latihan PT&K
secara atas talian anjuran luar negara seperti Taiwan,
China, dan Korea.
Analisa latihan anjuran BPTK adalah seperti carta-carta
dibawah.
A total of 5 courses were conducted by the Professional
Development Section in 2020. The trainings are related to
T&CM, financial management, human resource and the use
of Microsoft Office. As for training related to T&CM, this
activity is aligned with the T&CM Blueprint 2018-2027
(Health Care) under strategy 9 (activity 9.1) with the
objective to equip and strengthen the capacity and
competency of public servants (regulators, administrators)
with the necessary skill and knowledge to formulate effective
regulation, policies and conduct research on T&CM. T&CMD
officers also participate in online T&CM trainings organized
by foreign countries such as Taiwan, China, and Korea.

Risikan. Taklimat ini diberikan kepada pengamal PT&K
untuk memberikan penerangan kepada pengamal
berhubung keperluan Akta PT&K serta kewajipan
pengamal apabila mereka didaftarkan kelak.
Namun begitu, sesi taklimat ini yang biasanya dijalankan
secara bersemuka dan berkumpulan bersama pengamal
terpaksa ditangguhkan kerana pandemik Covid-19 yang
sedang melanda seluruh dunia.
Oleh itu, Unit Operasi & Risikan mengambil pendekatan
menganjurkan taklimat Akta PT&K 2016 secara atas talian
bagi meneruskan aktiviti tersebut. Sesi taklimat secara
atas talian ini mula diperkenalkan pada bulan Julai 2020
dan dijangka akan terus digunakan sehingga 2021.
Selain BPTK, pejabat Cawangan PT&K turut
menganjurkan sesi taklimat ini mengikut zon masing-
masing. Sehingga Disember 2020, BPTK dan pejabat
Cawangan PT&K telah berjaya menganjurkan 23 sesi
taklimat akta.
Secara keseluruhannya, jumlah pengamal yang telah hadir
ke sesi Taklimat Akta PT&K 2016 serta Kewajipan
Pengamal Berdaftar pada tahun 2020 adalah sebanyak
770 orang dengan purata peratus kelulusan menjawab
borang soal selidik semasa taklimat adalah sebanyak
97.14%.
Briefing on the Traditional and Complementary Medicine Act
2016 and the Duties of Registered Practitioners is one of the
main tasks of the Operation and Intelligence Unit. This
briefing aims to provide T&CM practitioners information on
the requirements of the T&CM Act and their obligations as a
registered practitioner.
However, this briefing session which was usually conducted
face-to-face or in groups of T&CM practitioners had to be
postponed due to the COVID-19 pandemic.
The Operation and Intelligence Unit, therefore took the
initiative to organise the briefings online. The online briefings
were first conducted in July 2020 and are expected to
continue for year 2021.
Apart from the T&CMD, the T&CM branch offices also
conducted the briefing according to their designated zones.
As of December 2020, T&CMD and T&CM branch offices
have successfully organised 23 briefing sessions.
In total, 770 T&CM practitioners have attended the briefing
and the average percentage of score achieved by
participants who answered the questionnaire was 97.14%.

LAWATAN PENDIDIKAN
EDUCATIONAL VISITS
Selain daripada menganjurkan taklimat akta, Unit Operasi
dan Risikan juga bertanggungjawab untuk menjalankan
lawatan pendidikan ke premis yang menawarkan
perkhidmatan PT&K. Lawatan ini bertujuan untuk
memberi pendidikan dan pengetahuan kepada pengamal
PT&K sebagai persediaan penguatkuasaan penuh Akta
PT&K 2016 dan kawalan iklan di premis. Selain itu,
lawatan ini juga bertujuan untuk mendapatkan data
taburan pengamal di seluruh negara.
Seperti yang kita sedia maklum, tahun 2020 dibelenggu
dengan penyebaran wabak COVID-19. Walau
bagaimanapun, bagi memastikan aktiviti ini diteruskan,
lawatan pendidikan dijalankan dengan mematuhi
Prosedur Operasi Standard (SOP) yang telah ditetapkan
oleh Majlis Keselamatan Negara (MKN) serta SOP
Mencegah Penyebaran Wabak COVID-19 Semasa
Lawatan ke Premis PT&K yang telah disediakan oleh unit
ini.
Sepanjang tahun 2020, sebanyak 199 buah premis telah
dilawati di seluruh Malaysia. Berdasarkan pecahan zon,

continue to be conducted in compliance with Standard

A total of 199 premises were visited throughout
Malaysia. Based on the breakdown by zones, the
T&CMD had visited 47 premises followed by Sabah
(20), Southern Zone (49), Sarawak (29), Northern Zone
(4), Eastern Zone (25) and Perak (25). The statistics of

SESI CONTINUOUS PROFESSIONAL DEVELOPMENT (CPD) SECARA ATAS TALIAN BERKENAAN
PERKHIDMATAN PT&K DI HOSPITAL KKM
ONLINE CPD SESSION ON T&CM SERVICES OFFERED IN MOH HOSPITALS
BPTK telah menganjurkan tiga sesi CPD secara atas talian
berkenaan perkhidmatan PT&K yang ditawarkan di hospital
KKM di peringkat Jabatan Kesihatan Negeri (JKN) Kuala
Lumpur dan Putrajaya, Selangor dan Negeri Sembilan.
Platform atas talian yang telah digunakan untuk
melaksanakan aktiviti CPD ini adalah Google Classroom.
Pihak Pejabat Cawangan PT&K turut menganjurkan sesi
CPD di JKN atau Pejabat Kesihatan Daerah (PKD) yang
dipilih mengikut perancangan masing-masing.
Objektif CPD ini adalah untuk memberikan kesedaran
kepada pegawai perubatan kerajaan (sebagai peserta
sasaran) terhadap perkembangan PT&K di Malaysia dan
meningkatkan pemahaman berkenaan perkhidmatan yang
disediakan di hospital KKM termasuk indikasi dan prosedur
untuk merujuk kes ke Unit PT&K. Sesi CPD ini turut dibuka
kepada semua kakitangan kesihatan yang berminat di
peringkat JKN masing-masing (termasuk PKD, hospital dan
klinik).
Secara keseluruhannya, 85 orang peserta berjaya
menjalani sesi CPD ini dan mendapatkan sijil penyertaan
digital. Hanya peserta yang berjaya melengkapkan Pre-
Test, Post-Test & Borang Penilaian Peserta layak mendapat
sijil penyertaan digital. Tahap keberkesanan sesi CPD
dikenalpasti dengan menggunakan satu formula khas.
Didapati bahawa sesi CPD yang dianjurkan telah
meningkatkan tahap permahaman peserta berkenaan
perkhidmatan PT&K yang ditawarkan di hospital KKM
sekurang-kurangnya 72%. Para peserta CPD telah
mendapat manfaat yang baik dan komen peserta yang
diterima oleh pihak urusetia adalah memberangsangkan.
T&CMD had organised three online CPD sessions on
T&CM services offered in MOH hospitals for the State
Health Departments of Kuala Lumpur and Putrajaya,
Selangor and Negeri Sembilan. Google Classroom was
the online platform used to host these CPD sessions. The
T&CM branch offices also organised CPD sessions at
selected State Health Departments or District Health
Offices according to plan.
The objectives of the CPD are to provide awareness to
government medical offcers (as the target group of
participants) on the development of T&CM in Malaysia and
to enhance their understanding on the indications for
T&CM services and procedures for referring cases to the
T&CM Unit. The CPD sessions are also opened to other
interested health care professionals at the respective State
Health Departments which include the corresponding
District Health Offices, hospitals and clinics.
Overall, 85 participants succesfully completed the CPD
sessions and obtained their digital certificates. Only
participants who completed the Pre-Test, Post-Test and
Participant Evaluation Form will receive a digital certificate.
The effectiveness of the CPD sessions were calculated
using a pre-determined formula. It is found that the CPD
sessions increased participants’ understanding of the
T&CM services offered in MOH hospital by at least 72%.
All CPD participants found substantial benefit in the
programme and provided encouraging responses for
further organisation to the Organising Committee.

Satu sesi temuramah RTM2 (Galeri Mandarin) bersama Dr.

Tradisional dan Komplementari (BPTK) telah diadakan pada
12 Jun 2020 di BPTK, Kuala Lumpur. Sesi temuramah
tersebut telah membincangkan amalan PTC dalam rawatan
COVID-19 di Malaysia serta perkongsian hasil
perbincangan antara pakar perubatan dari China bersama
Kementerian Kesihatan Malaysia (KKM). Penonton turut
diberikan penjelasan yang lebih mendalam dari perspektif
KKM berkenaan peranan pengamal PT&K dan cabaran
yang dihadapi dalam rawatan COVID-19 di Malaysia
menggunakan PT&K atau herba. Temuramah tersebut
diharap dapat memberi pendedahan dan pemahaman yang
lebih baik kepada masyarakat umum.
A RTM2 (Mandarin Gallery) interview session with Dr. Goh
Cheng Soon, Director of Traditional and Complementary
Medicine Division (T&CMD) was conducted on 12 June
2020 at T&CMD, Kuala Lumpur. The interview had
discussed the management of COVID-19 using TCM in
Malaysia as well as sharing the discussion outcomes
between the medical expert team from the People’s
Republic of China and the Ministry of Health Malaysia
(MOHM). Viewers were given a more in-depth explanation
on the role of T&CM practitioners and the challenges faced
in managing COVID-19 in Malaysia using T&CM or herbs,
from the MOH perspective. It is hoped that the interview will
provide better exposure and understanding to the general
public.

BENGKEL “INTRODUCTION TO RESEARCH METHODOLOGY”
“INTRODUCTION TO RESEARCH METHODOLOGY” WORKSHOP
Satu bengkel “Introduction to Research Methodology” telah
diadakan pada 12 – 13 Mac 2020 di BPTK. Bengkel ini telah
dikendalikan oleh penceramah dari Institut Kesihatan
Umum dan dihadiri oleh 40 orang peserta yang terdiri
daripada pegawai-pegawai BPTK serta pengamal PT&K
daripada pelbagai bidang amalan PT&K.
Objektif utama bengkel ini diadakan adalah untuk
memberikan pendedahan dan pengetahuan berkenaan
kaedah menjalankan kajian kepada peserta. Para peserta
bengkel telah didedahkan dengan topik-topik seperti
pengenalan kepada kajian, objektif menjalankan kajian,
rekabentuk kajian, saiz sampel, teknik persampelan,
kaedah pengumpulan data, pelan analisis statistik, serta
keperluan National Medical Research Registry (NMRR)
bagi kakitangan KKM.
Bengkel ini telah memberi pengetahuan baru kepada para
peserta mengenai yang diharap dapat diaplikasikan dalam
pelaksanakan tugas harian.
An Introduction to Research Methodology Workshop was
conducted on 12 – 13 March 2020 at T&CMD. It was
facilitated by a speaker from the National Institute of Health
and attended by 40 participants consisting of T&CMD officers
and T&CM practitioners from different T&CM practice areas.
The main objective of this workshop was to provide exposure
and knowledge on the method of conducting research to
participants. Participants were exposed to topics such as
introduction to research, research objectives, study design,
sample size, sampling technique, data collection methods,
plan for statistical analysis, and requirements by the National
Medical Research Registry (NMRR) for MOH staff.
Participants were exposed to new information regarding the
conduct of research and it is hoped that the newfound
knowledge can be applied in their daily tasks.

KURSUS ATAS TALIAN PERUBATAN TRADISIONAL INDIA DAN PERUBATAN TRADISIONAL MELAYU
TRADISIONAL INDIAN MEDICINE AND TRADITIONAL MALAY MEDICINE ONLINE COURSES
Sebanyak dua (2) kursus atas talian yang berkaitan dengan
PT&K berjaya dilaksanakan iaitu Kursus Pengenalan
Kepada Konsep Rawatan Perubatan Tradisional India
(Ayurveda) pada 26 Jun hingga 3 Julai 2020 dan Kursus
Pengenalan Kepada Amalan Perubatan Tradisional Melayu
pada 23 hingga 29 Julai 2020.
Kursus-kursus tersebut menyasarkan pegawai-pegawai
daripada BPTK, CPTK, dan Ketua Unit PT&K untuk
memberi pendedahan serta meningkatkan pengetahuan
mereka berkenaan teori asas, konsep, serta maklumat
klinikal berkenaan amalan-amalan tersebut. Oleh itu, latihan
ini akan membantu mereka dalam mengawal selia amalan
PT&K di Malaysia.
Two (2) online courses related to T&CM were successfully
conducted. The courses were Introduction to the Concept
of Traditional Indian Medicine (Ayurveda) from 26 June to
3 July 2020 and Introduction to Traditional Malay Medicine
from 23 to 29 July 2020.
These courses targeted officers from T&CMD, T&CM
Branch Offices, and Head of T&CM Units to give them
exposure and enhance their knowledge on the basic
theories, concepts, and clinical information of those
practices. It is hoped that these courses will help them
regulate T&CM practices in Malaysia.
KURSUS PENGURUSAN KEWANGAN (ELAUN–ELAUN DALAM PERKHIDMATAN)
FINANCIAL MANAGEMENT COURSE (SERVICE ALLOWANCES)
Kursus ini diadakan pada 8 hingga 9 September 2020 di
Bilik Mesyuarat 1, BPTK. Sebanyak 18 orang peserta yang
terdiri daripada Kumpulan Pengurusan & Profesional dan
Kumpulan Pelaksana BPTK hadir dalam bengkel ini.
Objektif kursus adalah untuk meningkatkan pengetahuan
dan kefahaman peserta berkenaan sistem elaun dan
tuntutan dalam perkhidmatan awam serta tatacara
penyediaan yang betul sebagaimana peraturan yang telah
ditetapkan.
Di akhir kursus, pegawai-pegawai mengetahui dengan lebih
mendalam mengenai apakah elaun yang boleh dituntut
serta kadar bayarannya mengikut peraturan-peraturan yang
ditetapkan. Perkara in penting bagi mengelakkan
pembaziran dan ketirisan dalam pengendalian kewangan
sesebuah organisasi pada masa akan datang.
This course was conducted on 8 and 9 September 2020
in Meeting Room 1, T&CMD. A total of 18 participants
from the Management & Professional Group and the
Support Group attended this course.
The objective of the course is to increase the knowledge
and understanding of the participants regarding the
system of claims and allowances in the civil service as
well as the correct preparatory procedures related to it.
At the end of the course, all participants have better
understanding of the allowances that can be claimed and
the rate of payment according to the rules. This is
important to avoid future financial wastage in the
organization.

Objektif bengkel tersebut adalah:

Penghasilan infografik merupakan perkara yang lazim
dalam tugasan hakiki pegawai-pegawai BPTK untuk
menyampaikan mesej yang mereka ingini. Rata-rata
pegawai memilih Microsoft Power Point untuk kegunaan
pembentangan, pameran dan sebagainya.
Pada 24 November 2020, sebanyak 10 orang peserta BPTK
yang terdiri daripada Kumpulan Pengurusan & Profesional
dan Kumpulan Sokongan telah menghadiri kursus ini di Bilik
Mesyuarat 1, BPTK.
Pegawai BPTK telah mempelajari banyak kemudahan
dalam perisian Microsoft PowerPoint untuk menghasilkan
E-Poster dan infografik yang berkualiti serta berimpak
tinggi. Pada akhir sesi kursus tersebut, para peserta
memberi maklumbalas bahawa latihan seperti ini mampu
meningkatkan keyakinan mereka untuk membuat
pembentangan dan meningkatkan prestasi kerja mereka.

Microsoft PowerPoint to make presentations, promotional
materials and etc.
On 24 November 2020, a total of 10 participants consisting
of T&CMD’s Management & Professional Group and Support
Group attended the course in Meeting Room 1, T&CMD.
The officers learned how to use Microsoft Powerpoint to
create quality e-posters and high impact infographics. At the
end of the course, participants mentioned that this course
had boosted their confidence in preparing attractive
presentations and will improve their work performance.

Satu CPD dalaman iaitu CPD Proses Siasatan dan
Pendakwaan telah dijalankan pada 27 Julai 2020 di Bilik
Mesyuarat Tiga, BPTK. CPD ini telah disampaikan oleh En
Mohd Ridzuan bin Ali dan En. Mohd Firdaus bin Sanusi dari
Cawangan Inspektorat & Penguatkuasaan (I&P). CPD ini
telah dihadiri oleh semua pegawai dari Cawangan I&P.
Objektif CPD ini adalah:
1. Memberi pengenalan tentang peranan, kuasa dan
perundangan yang berkaitan dengan aktiviti

agar tugas hakiki dapat dijalankan dengan efektif dan
berkualiti.
The CPD on Investigation and Procecution Processes is an
internal CPD conducted on 27 July 2020 at Meeting Room
No.3, T&CMD. The CPD was delivered by Mr. Mohd Ridzuan
bin Ali and Mr. Mohd Firdaus bin Sanusi from the I&P Section
and attended by all officers from the same Section.
The objectives of the CPD were:
1. To provide an introduction to the role, jurisdiction,
and legislation related to T&CM activities; and
2. To enhance understanding on the investigation and
prosecution processes among officers in the I&P
Section.
This CPD provided a platform for new officers in the I&P
Section to gain background knowledge and understanding on
the investigation and prosecution processes so that they may
perform their roles effectively and with quality.

Satu CPD Pengesahan Aduan dan Risikan secara atas
talian telah diadakan pada 10 September 2020 di Bilik
Mesyuarat Tiga, BPTK. CPD ini telah disampaikan oleh En.
Mohd Ridzuan bin Ali dan En. Mohd Firdaus bin Sanusi dari
Cawangan I&P. CPD ini telah dihadiri oleh pegawai dari
Cawangan I&P, BPTK dan CPTK.
Objektif CPD ini adalah:
1. Memperkasakan penguatkuasa Perubatan
Tradisional dan Komplementari (PT&K) dengan
keupayaan memperolehi, memproses dan
mengguna maklumat untuk aktiviti
penguatkuasaan
2. Memperkenalkan proses dan langkah-langkah
yang diambil bagi pengesahan aduan dan risikan;
3. Meningkatkan pengetahuan dan memantapkan
kemahiran dalam pengendalian aduan yang
diterima di kalangan pegawai Cawangan I&P,
BPTK dan CPTK.
CPD ini dijalankan secara atas talian kerana
berlangsungnya Perintah Kawalan Pergerakan dan juga
untuk memudahkan pegawai CPTK untuk berkomunikasi
dengan penceramah. CPD ini telah memberi manfaat
kepada semua pegawai yang hadir dari segi ilmu
pengetahuan dan pemahaman terhadap proses
pengendalian aduan, dan kaedah risikan yang berbeza.
An online CPD titled Complaint Verification and Intelligence
was conducted on 10 September 2020 at Meeting Room 3,
T&CMD. The CPD was delivered by Mr. Mohd Ridzuan bin
Ali and Mr. Mohd Firdaus bin Sanusi from the I&P Section.
The CPD was attended by all officers from the I&P Section
and T&CM branch offices.
The objectives of the CPD were:
1. To empower officers with the ability to seek, process
and utilise relevant information for the conduct of
enforcement activities;
2. To introduce the procedures for verifying complaints
and seeking intel;
3. To enhance existing knowledge and skills in
managing complaints received by officers in the I&P
Section, T&CMD and T&CM branch offices.
The CPD was conducted online due to the ongoing
Movement Control Order and to enable officers from T&CM
branch offices across Malaysia to communicate with the
speakers. Participants have benefited from the conduct of
this CPD in terms of enhanced knowledge and understanding
towards the process of verifying incoming complaints and the
different methods for collecting intelligence.

Satu kursus atas talian bertajuk Kursus Pemantapan
Penyiasatan: Saringan Iklan di Media Baru telah diadakan
pada 15 September 2020. Kursus ini dianjurkan oleh CPTK
Terengganu dengan kerjasama Cawangan I&P, BPTK.
Penceramah adalah Pn. Norlida binti Abdul Rahman dari
Cawangan Forensik, Bahagian Penguatkuasaan Farmasi,
Kementerian Kesihatan Malaysia. Kursus ini telah dihadiri
oleh pegawai dari Cawangan I&P, BPTK dan CPTK.
Objektif kursus ini adalah untuk:
1. Meningkatkan pengetahuan dan memantapkan
kemahiran pegawai penguatkuasa PT&K dalam
penyaringan iklan di media baru; dan
2. Memberi pendedahan kepada pengawai
penguatkuasa PT&K berkenaan prosedur
siasatan dan pengendalian peranti digital.
Kursus ini telah memberi manfaat kepada semua pegawai
yang hadir terutamanya pegawai baru yang berkhidmat di
Cawangan I&P, BPTK atau Pejabat Cawangan PT&K.
Kursus atas talian ini juga telah mengalakkan interaksi
antara penceramah, urusetia dan para peserta dalam
perkongsian pengalaman dan kes-kes siasatan yang
menarik.
An online course titled Strengthening Investigation:
Advertisement Screening in New Media was held on 15
September 2020 by the T&CM branch office in Terengganu.
The content of the course was delivered by Mdm. Norlida binti
Abdul Rahman, Forensic Branch, Pharmacy Enforcement
Division. The course was attended by all officers from the I&P
Section and T&CM Branche Offices.
The objectives of the course were:
1. To enhance the knowledge and skill of enforcement
officers in screening advertisements featured in new
media; and
2. To provide exposure to enforcement officers on the
procedures for conducting an investigation and in
handling digital devices.
This course had benefited all participants especially new
officers who had recently joined the I&P section or the T&CM
branch offices. The conduct of the course online had
encouraged stimulating interactions between the speaker,
host and participants with the sharing of valuable
experiences and interesting case studies.

Unit Pentadbiran dan Kewangan BPTK bertanggungjawab
untuk menguruskan semua perkara yang berkaitan dengan
kewangan selaras dengan pekeliling perbendaharaan dan

memastikan peruntukan bajet daripada Bahagian
Kewangan KKM digunakan dengan cekap untuk setiap

The Finance Unit under the Administration and Finance
Section is responsible for managing all matters related to
finance and accounts in accordance to the treasury circulars
and rules set by the government. It ensures that all budget
allocations from the Finance Department, Ministry of Health
are used efficiently based on the activities planned.

bil/ invois didaftarkan dan kesemuanya telah berjaya
disempurnakan dalam tempoh masa kurang dari 14 hari
seperti Jadual 7.
In line with the circulars and policies from Ministry of
Finance, this Division had aimed to complete payment within
14 days upon receiving complete invoice and related
documents. In 2020, the Division had received a total 394
bills. All bill payments were successfully completed in less
than 14 days as shown in Table 7.

Hasil dikutip pada tahun 2020 berdasarkan 3 kategori iaitu
caj pemprosesan permohonan pendaftaran pengamal
PT&K warga asing (RM 200.00/ permohonan), penalti dan
hasil daripada jualan e-Waste (pelupusan aset). Sejumlah
RM 18,350.01 telah dikutip bagi tahun 2020 berbanding RM
26,550.01 pada tahun 2019 (rujuk Jadual 8). Penurunan di
kutipan hasil adalah kerana pandemik Covid-19 yang
melanda negara Malaysia menyebabkan kemasukan
pengamal PT&K warga asing berkurangan.
Revenue collection for the year 2020 are based on three
categories which includes registration for foreign T&CM
practitioners (RM 200.00 per application), penalty, and
revenue from disposal of assets, respectively. The total
revenue collection for T&CM Division in 2020 was RM
18,350.01 as depicted in Table 8. Reduction in the revenue
collected was due to the decrease in the foreign practitioner
registration as the Covid-19 pandemic had prevented entry
of these practitioners.

AYURVEDA DAY 2020
Ayurveda Day telah disambut di India dan negara-negara
lain sejak tahun 2016. Pesuruhjaya Tinggi Republik India di
Malaysia telah menganjurkan sambutan Ayurveda Day
yang julung kalinya di Malaysia pada 13 November 2020
dan beberapa aktiviti telah dijalankan secara atas talian
disebabkan pandemik COVID-19. Antara aktiviti yang
dijalankan termasuk penganjuran webinar bertajuk
‘Ayurveda Day 2020’ pada 10 November 2020 oleh pihak
Pesuruhjaya Tinggi Republik India bersama-sama
pengamal perubatan tradisional India, Dr. Hariniramya.
Pengarah Bahagian Perubatan Tradisional dan
Komplementari, Dr. Goh Cheng Soon telah dijemput untuk
memberi ucapan alu-aluan bagi webinar tersebut. Secara
keseluruhan, webinar tersebut berjalan dengan lancar
dengan penyampaian ceramah berkenaan pendekatan
Ayurveda dalam pengurusan penyakit tertentu dan COVID-
19 serta penyampaian poster oleh beberapa pengamal
Ayurveda di Malaysia.
Ayurveda Day has been celebrated annually in India and
other countries since 2016. On 13 November 2020, the High
Commission of India to Malaysia had organized the Ayurveda
Day Celebration for the first time in Malaysia. A series of
activities in conjunction with Ayurveda Day had been
organised virtually due to pandemic COVID-19. Traditional
Indian medicine practitioner, Dr. Hariniramya together with
the High Commission of India had conducted a webinar with
titled ‘Ayurveda Day 2020’ on 10 November 2020. Dr. Goh
Cheng Soon, the Director of Traditional and Complementary
Medicine Division, Ministry of Health Malaysia had been
invited to deliver an introductory speech for the webinar.
Overall, the webinar was well received and lectures on
Ayurveda approach in management of various diseases as
well as COVID-19, as well as posters were presented by the
Ayurveda practitioners in Malaysia.

6th China-ASEAN Forum on Traditional Medicine telah
diadakan secara maya dan fizikal dari 24 hingga 26
November 2020 di Guilin, China dengan tema "The
Development of Traditional Medicine and Building a
Community with a Shared Future for Mankind". Forum ini
dianjurkan oleh pihak sekretariat China-ASEAN Forum on
Traditional Medicine dan ditaja bersama oleh National Health
Commission of China, the National Administration of
Traditional Chinese Medicine (NATCM) of China and the
People’s Government of Guangxi Zhuang Autnonomous
Region of China. Lebih daripada 120 peserta telah
menghadiri forum ini, termasuk pemimpin dari China dan
wakil dari Kementerian Kesihatan di negara-negara ASEAN,
serta wakil bidang perubatan tradisional. Dr. Goh Cheng
Soon, Pengarah Bahagian Perubatan Tradisional dan
Komplementari (BPTK), Kementerian Kesihatan Malaysia
(KKM) telah dijemput untuk menghadiri Majlis Perasmian
secara maya dan menyampaikan ucapan pada 24 November
2020.
China-ASEAN Forum on Traditional Medicine adalah salah
satu forum yang penting untuk pihak Kerajaan China
mempromosikan Belt and Road Initiative (BRI) dan menjalin
hubungan kerjasama antara negara-negara China dan
ASEAN di bidang perubatan tradisional. Ia telah berjaya
diadakan pada tahun 2009, 2011, 2013, 2016 dan 2018. 6th
China-ASEAN Forum on Traditional Medicine 2020 telah
diadakan bersempena dengan 3rd China-ASEAN Forum on
Health Cooperation: Towards a Health Silk Road yang
diadakan di Nanning, the People’s Government of Guangxi
Zhuang Autnonomous Region of China
The 6th China-ASEAN Forum on Traditional Medicine (TM)
was conducted both onsite and virtually from 24-26 of
November 2020 in Guilin, China with the theme of “The
Development of Traditional Medicine and Building a
Community with a Shared Future for Mankind”. This Forum
was organised by the China-ASEAN Forum on TM
Secretariat and co-sponsored by the National Health
Commission of China, the National Administration of
Traditional Chinese Medicine (NATCM) of China and the
People’s Government of Guangxi Zhuang Autnonomous
Region of China. More than 120 participants attended this
forum, including leaders from China and representatives
from the Ministry of Health in ASEAN countries, as well as
representatives of the TM field. Dr. Goh Cheng Soon, the
Director of Traditional and Complementary Medicine Division
(T&CMD), Ministry of Health Malaysia had been invited to
attend the online Opening Ceremony and deliver a speech
on 24 November 2020.
The China-ASEAN Forum on TM is one of the most important
forums for China to promote the Belt and Road Initiative
(BRI) and to deepen the cooperation between China and
ASEAN countries on TM. It has been successfully conducted
in year 2009, 2011, 2013, 2016 and 2018. The 6th China-
ASEAN Forum on TM 2020 was held in conjunction with the
3rd China- ASEAN Forum on Health Cooperation: Towards a
Health Silk Road which was held in Nanning, the People’s
Government of Guangxi Zhuang Autnonomous Region of

MEETING WITH THE DELEGATION OF MEDICAL EXPERTS FROM CHINA ON MANAGING COVID-19
USING TRADITIONAL CHINESE MEDICINE (TCM)
Satu mesyuarat bersama pakar perubatan dari China telah
dianjurkan oleh Bahagian Perubatan Tradisional dan
Komplementari (BPTK), Kementerian Kesihatan Malaysia
(KKM) pada 24 April 2020. Mesyuarat ini dilaksanakan
secara maya dan telah dihadiri oleh agensi-agensi yang
berkaitan dari KKM, termasuk Bahagian Regulatori
Farmasi Negara dan Institut Penyelidikan Perubatan.
Fokus mesyuarat ini adalah untuk meneroka kerjasama
strategik antara pengamal perubatan moden dan pengamal
PTC bagi inisiatif anti-COVID-19 serta penyelidikan yang
berpotensi mengenai intervensi PTC dalam pengurusan
COVID-19.
Mesyuarat mengambil maklum bahawa peranan PTC
adalah ketara dalam pengurusan COVID-19 di China.
Namun demikian, integrasi amalan PTC dalam pengurusan
COVID-19 adalah bergantung kepada sistem penjagaan
kesihatan dan peraturan yang sedia ada di sesebuah
negara. Pengintegrasian PT&K dan perubatan moden
dalam sistem penjagaan kesihatan di Malaysia masih di
peringkat awal. Mesyuarat mengambil maklum bahawa
terdapat pelbagai cabaran untuk menggunakan rawatan
PTC dari China dalam pengurusan COVID-19 di Malaysia.
Contohnya, formula PTC yang disyorkan oleh National
Administration of Traditional Chinese Medicine (NATCM),
China melalui “Diagnosis and Treatment Protocol for Novel
Coronavirus Pneumonia Guidelines” mungkin tidak boleh
digunakan di Malaysia kerana kebanyakan formulasi dalam
garis panduan tersebut mengandungi bahan terlarang yang
tidak dibenarkan dalam produk perubatan tradisional yang
didaftarkan oleh Pihak Berkuasa Kawalan Dadah, KKM,
misalnya Ephedra. Lebih-lebih lagi, pihak pasukan pakar
perubatan dari China juga menyarankan pendekatan PTC
harus disesuaikan dengan keadaan pesakit serta faktor-
faktor seperti lokasi geografi, iklim tempatan, perubahan
musim cuaca, dan juga kebiasaan hidup masyarakat
setempat. Oleh itu, kajian klinikal berkualiti tinggi di bawah
sistem penjagaan kesihatan tempatan perlu dilaksanakan
untuk memastikan bahawa rawatan PTC dapat digunakan
dengan selamat dan berkesan di Malaysia. Pihak delegasi
China adalah berminat untuk berkolaborasi dengan KKM di
masa depan.
A meeting with the medical experts from China was hosted
by the Traditional and Complementary Medicine Division
(T&CMD), Ministry of Health Malaysia (MOH) on 24 April
2020. The meeting was conducted virtually and attended by
the relevant agencies from MOH, including the National
Pharmaceutical Regulatory Agency and the Institute for
Medical Research. The focus of the meeting was to explore
strategic collaborations between modern medicine
practitioners and TCM practitioners for anti-COVID-19
initiatives as well as potential research on TCM interventions
in the management of COVID-19.
The meeting took note of the prominent role of TCM in China
in managing COVID-19. However, the integration of TCM
treatments in COVID-19 managment is subject to the
healthcare and regulatory system in a country. The
integration of T&CM and modern medicine in the Malaysian
healthcare system is still at its infancy. Various challenges
need to be addressed to apply TCM treatment from China in
Malaysia. For instance, the recommended TCM formulations
from the Diagnosis and Treatment Protocol for Novel
Coronavirus Pneumonia Guidelines published by the
National Administration of Traditional Chinese Medicine
(NATCM), China may not be applicable in Malaysia as most
of the formulations contained prohibited ingredients (such as
Ephedra) which are not allowed in traditional medicine
products registered by the Drug Control Authority, MOH.
Moreover, the medical expert team from China advised that
the TCM approach needs to be tailored to the patient's
condition and situational factors such as geographical
location, local climate, seasonal changes, as well as local
community living habits. Therefore, it is necessary to conduct
high-quality clinical research under the local healthcare
setting to ensure that TCM can be used safely and effectively
in Malaysia. The China delegation had expressed interest to
collaborate with MOH in the near future.

Bahagian Perubatan Tradisional dan Komplementari,
Kementerian Kesihatan Malaysia telah mengadakan satu
sesi dialog atas talian melalui Facebook Live bersama
pasukan pakar perubatan daripada Provinsi Guangdong,
China pada 24 April 2020. Pasukan pakar perubatan
tersebut diketuai oleh Profesor Dr. Li Jun, Chief Physician
of TCM Internal Medicine, Guangdong Provincial Hospital
of TCM. Sesi dialog ini bertujuan untuk memahami peranan
PTC dalam pengurusan kes COVID-19 di China.
Adalah didapati bahawa di China, PTC digunakan dalam
pengurusan semua tahap jangkitan COVID-19,
terutamanya bagi tahap ringan, sederhana dan pemulihan
jangkitan COVID-19, manakala rawatan kombinasi
(perubatan moden dan PTC) digunakan dalam pengurusan
kes COVID-19 tahap serius dan kritikal. Rawatan PTC bagi
kes COVID-19 di China adalah berpandu kepada
“Diagnosis and Treatment Protocol for Novel Coronavirus
Pneumonia Guidelines” yang merupakan terbitan National
Administration of Traditional Chinese Medicine (NATCM),
China. Pelbagai isu juga telah dibincangkan, termasuk
menjalankan penyelidikan PTC dan penggunaan rawatan
PTC dalam menguruskan kes COVID-19 di Malaysia. Lebih
banyak kajian diperlukan sekiranya Malaysia ingin
menggunakan garis panduan tersebut untuk rawatan

TCM. The aim of this session was to understand the role of
TCM in managing COVID-19 cases in China.
From this engagement, we learnt that China used TCM in the
management of all stages of COVID-19 infection, especially
in mild, moderate and recovery stages, while combination
treatment (modern medicine and TCM) is used in managing
serious and critical cases. The provision of TCM treatment in
China was guided by “Diagnosis and Treatment Protocol for
Novel Coronavirus Pneumonia Guidelines” published by the
National Administration of Traditional Chinese Medicine
(NATCM), China. Various issues and challenges were
discussed during the session, such as conducting TCM
research and adopting TCM treatment in managing COVID-
19 patients in Malaysia. Further studies are needed if
Malaysia would like to adopt TCM treatments from China,
considering the differences in healthcare system and
regulatory requirements in both countries.

Secara keseluruhannya, sesi dialog ini telah mendapat
sambutan yang baik dengan 30.4 ribu tontonan (setakat 31

merupakan platform yang bagus untuk berkongsi maklumat
dan pengetahuan dalam pengurusan COVID-19 dalam
tempoh Perintah Kawalan Pergerakan (PKP).
Overall, the dialogue was well received with 30.4k views (as
of 31 December 2020) on Facebook Live. This provides a
good platform for knowledge sharing and insights in COVID-
19 management to the public during the period of the
Movement Control Order.

Taklimat ini dianjurkan oleh pihak BPTK melalui siaran FB
live untuk memberi penerangan kepada pengamal-
pengamal PT&K mengenai wabak COVID-19 semasa
tempoh perintah Kawalan Pergerakan.
Pihak BPTK menjemput pakar kesihatan awam daripada
Bahagian Kawalan Penyakit, KKM sebagai penceramah
dan sesi ini diadakan di Bilik Mesyuarat 2, BPTK pada 25
Mac 2020.
Pengamal-pengamal PT&K diberikan peluang untuk
mengemukakan soalan bertulis terlebih dahulu untuk
dijawab oleh penceramah semasa sesi live tersebut.
Dengan ini, banyak persoalan daripada pihak pengamal
PT&K boleh terjawab.
Melalui usaha ini, pengamal PT&K mendapat maklumat
terkini tentang situasi wabak COVID-19 dan peranan
mereka dalam mengendalikan pesakit berdasarkan
simptom dan sejarah pesakit.
This briefing was conducted through FB live in order to provide
information to T&CM practitioners regarding the COVID-19
outbreak during the Movement Control Order period.
The program was organized in Meeting Room 2, T&CMD on
25th Mac 2020. The speaker invited is a Public Health
Specialist from the Disease Control Division, MOH.
T&CM practitioners were given the opportunity to submit their
questions in advance before the live session. With this, many
questions from T&CM practitioners can be answered.
Through this effort, T&CM practitioners had obtained the latest
information on the COVID-19 outbreak and their role in
handling patients who are suspected to be infected based on
the patient’s symptoms and history.

BPTK telah mengambil langkah-langkah dan tindakan yang
sewajarnya susulan daripada peningkatan yang mendadak
kes jangkitan COVID-19 dengan mengoptimumkan
pengoperasian Unit PT&K semasa tempoh Perintah
Kawalan Pergerakan (PKP) dan mewujudkan kesedaran di
kalangan pengamal PT&K dan orang ramai terhadap situasi
semasa COVID-19 bagi membantu menangani isu
peningkatan beban kerja di kalangan petugas kesihatan
yang disebabkan oleh pandemik ini. Salah satu usaha
BPTK adalah dengan menghasilkan Garis Panduan Strategi
Pencegahan Penularan Wabak Covid-19 Bagi
Perkhidmatan PT&K Di Unit PT&K, Hospital KKM pada 15
Mei 2020 dan Garis Panduan Strategi Pencegahan
Penularan Wabak Covid-19 Bagi Perkhidmatan PT&K
Penjagaan Tradisional Postnatal (PTP) Di Peringkat
Penjagaan Kesihatan Primer KKM pada 16 Julai 2020.
Kedua-dua garis panduan ini bertujuan untuk memberi
panduan kepada anggota kesihatan dan pengamal PT&K
yang terlibat berkenaan strategi pencegahan yang perlu
dilaksanakan sebelum, semasa dan selepas memberi atau
menerima perkhidmatan PT&K.
Dalam tempoh PKP, 11 daripada 15 Hospital KKM yang
menawarkan perkhidmatan PT&K telah ditangguhkan
sementara waktu bagi memberi laluan kepada penyediaan
dan respon hospital terhadap situasi COVID-19 (Rujuk
Jadual 9). Beberapa Unit PT&K ini telah digunakan sebagai
pusat isolasi dan ruang menunggu sementara bagi pesakit
COVID-19 untuk memenuhi keperluan hospital disebabkan
oleh peningkatan bilangan pesakit di hospital–hospital
tersebut. Langkah-langkah pencegahan dan pematuhan
SOP yang ketat telah diambil oleh Unit PT&K yang
beroperasi seperti biasa sepanjang tempoh PKP untuk
memastikan keselamatan pesakit dan petugas kesihatan
terjamin.
Following the COVID-19 situation, T&CM Division had initiated
necessary actions focusing on optimising T&CM service
provision during the Movement Control Order (MCO) period
and creating awareness among T&CM practitioners and the
public on the current situation of COVID-19 to assist in
managing the increased healthcare burden caused by the
pandemic. One of the effort was by developing The Guideline
of Preventive Strategies in Managing COVID-19 for T&CM
Serices in T&CM Units in MOH Hospitals on 15 May 2020 and
The Guideline of Preventive Strategies in Managing COVID-
19 for T&CM Services in Postnatal Care on 16 July 2020.
These guidelines were developed to guide healthcare workers
on the preventive strategies that are necessary during T&CM
service provision.
During the MCO period, 11 of the 15 MOH Hospitals offering
T&CM services were temporarily suspended to give way to the
respective hospital’s preparation and response to the COVID-
19 situation (Refer to Table 9). Some of these T&CM Units
have been used as isolation centers and temporary waiting
rooms for COVID-19 patients to meet the needs of the hospital
due to the increasing number of patients in these hospitals.
The T&CM Units that are still providing T&CM services during
the MCO period do so with strict compliance to existing SOPs
to ensure the safety of both patients and healthcare workers.

SERVICES FOR PRIVATE SECTOR IN THE PREVENTION OF THE COVID-19.
Cawangan Majlis PT&K dan Cawangan Inspektorat dan
Penguatkuasaan telah bekerjasama dalam
membangunkan garis panduan ini. Tujuan dokumen ini
adalah untuk memberikan panduan berkenaan
pengendalian perkhidmatan PT&K bagi sektor swasta
dalam pencegahan penularan wabak COVID-19. Perkara
ini bertujuan untuk memastikan penularan wabak COVID-
19 dapat dibendung dengan mengamalkan penjarakan
sosial (social distancing), pergerakan yang dihadkan dan
mengurangkan interaksi di antara individu yang terlibat.
Semua pengusaha premis PT&K, pengamal PT&K atau
orang awam yang ingin menyediakan atau menerima
perkhidmatan PT&K adalah dinasihatkan untuk mengikuti
langkah-langkah pencegahan seperti mana yang
disarankan dalam garis panduan ini, termasuk sebelum,
semasa, dan selepas memberi atau menerima
perkhidmatan PT&K. Sumber maklumat dan fakta yang
terkandung di dalam garis panduan ini diperolehi daripada
portal rasmi Kementerian Kesihatan Malaysia (KKM) dan
World Health Organization (WHO) dan tertakluk kepada
perubahan mengikuti situasi semasa.
The T&CM Council Section collaborated with the Inspectorate
and Enforcement Section in developing this guideline. This
document aims to guide the private sector on the management
of T&CM services to prevent the spread of COVID-19 such as
with the practice of social distancing, limited movement and
reduced interactions between individuals.
All T&CM premise operators, T&CM practitioners or any
individuals who wish to provide or receive T&CM services are
advised to follow the preventive measures recommended
before, during and after providing or receiving T&CM services.
Information and facts in this guideline are sourced from the
official portal of the Ministry of Health Malaysia (MOH) and the
World Health Organization (WHO) and are subject to changes
according to the prevailing situation.
This guideline was uploaded onto the official website of the
T&CMD on 9 September 2020 and is applicable unless
mentioned otherwise.

MOBALISASI ANGGOTA SUKARELAWAN BAGI MENANGANI PENULARAN WABAK COVID-19
MOBILIZATION OF VOLUNTEERS TO DEAL WITH THE COVID-19 OUTBREAK
Dari 17 April hingga 12 Mei 2020, pihak BPTK telah
menghantar 2 anggota bagi membantu Jabatan Kesihatan
Wilayah Persekutuan Kuala Lumpur dan Putrajaya sebagai
anggota pasukan mobilisasi COVID-19 Jabatan Kesihatan
Lembah Pantai. En. Dinish Perumal dan En. Firdaus bin
Sanusi telah mewakili BPTK dalam menangani penularan
pandemik wabak COVID-19 di kawasan Perintah Kawalan
Pergerakan Diperketatkan (PKPD) dan Perintah Kawalan
Pergerakan (PKP) di sekitar kawasan Lembah Pantai,
Chow Kit dan Pasar Borong Selayang. Pasukan mobilisasi
ini bertujuan untuk menjalankan persampelan secara
rawak di kesemua lokasi ini bagi mengesan pesakit
COVID-19 positif untuk dihantar ke hospital untuk dirawat
dan mengasingkan isi rumah pesakit COVID-19 positif
daripada komuniti. Prosedur ini juga bertujuan untuk
memastikan virus ini dapat dibendung dan tidak merebak
ke kawasan lain.
From 17 April to 12 May 2020, T&CMD sent 2 staff members
to assist the State Health Department of the Federal Territory
of Kuala Lumpur and Putrajaya as members of the Lembah
Pantai Health Department COVID-19 mobilization team. Mr.
Dinish Perumal and Mr. Firdaus bin Sanusi represented
T&CMD in dealing with the spread of the COVID-19 pandemic
at the Restricted Movement Control Order (RMCO) and
Movement Control Order (MCO) areas around Lembah
Pantai, Chow Kit and Selayang Wholesale Market. The
mobilization team conducted random sampling on residents to
detect those who are COVID-19 positive for hospital treatment
and to isolate their household members from the community.
This process prevents the spread of the virus to other locations
and curb future outbreaks.

EVALUATION OF T&CM PRACTICE PROPOSALS FOR APPLICATION IN THE MANAGEMENT OF COVID-19
IN MALAYSIA
BPTK telah menerima 34 kertas cadangan daripada
pengamal PT&K dan orang awam berkaitan penggunaan
PT&K dalam pengurusan COVID-19 di Malaysia
yang dikategorikan seperti berikut:
Perubatan tradisional Cina (16);
Perubatan tradisional India (4);
Perubatan tradisional Melayu (3);
Homeopati (3); dan
Lain-lain (8).
Kertas-kertas cadangan yang dikemukakan adalah
berpandukan Garis Panduan Permohonan Penilaian Kertas
Cadangan Berkaitan Amalan PT&K yang baru dibangunkan
oleh Cawangan Amalan PT&K. Berdasarkan penilaian
kertas cadangan yang dilaksanakan oleh BPTK, didapati
bahawa kebanyakan cadangan yang diketengahkan tidak
menyertakan maklumat terperinci tentang kaedah rawatan.
Memandangkan PT&K menuju ke arah amalan berasaskan
pembuktian, pencarian sistematik telah dijalankan untuk
mencari pembuktian saintifik tentang keberkesanan dan
keselamatan setiap rawatan PT&K yang dicadangkan. Hasil
pencarian sistematik tersebut mendapati bahawa majoriti
rawatan PT&K yang dicadangkan tidak disokong oleh
pembuktian saintifik yang berkualiti tinggi.
Terdapat beberapa isu berbangkit yang turut perlu diberikan
perhatian seperti kesesuaian pengamal perubatan moden
untuk mempreskripsikan regim rawatan PT&K, kesesuaian
penglibatan pengamal PT&K dalam pengurusan pesakit
COVID-19 serta keperluan pendaftaran produk dengan
Bahagian Regulatori Farmasi Negara (NPRA). Setakat ini,
tiada kertas cadangan yang diketengahkan dapat
diadaptasikan dan disyorkan sebagai rawatan untuk
COVID-19 di Malaysia.
T&CMD had received 34 proposals from T&CM practitioners
and the general public regarding the potential use of T&CM
practices in the management of COVID-19 patients in
Malaysia which have been categorised as follows:
Traditional Chinese medicine (16);
Traditional Indian medicine (4);
Traditional Malay medicine (3);
Homeopathy (3); and
Others (8).
The submitted proposals were based on the requirements
stated in the Application Guideline for Evaluation of Proposal
on T&CM Practice. Based on the evaluation of proposals
conducted by T&CM Division, it was noted that most of the
proposals did not provide sufficient details on the methodology
of treatment.
As T&CM is moving towards evidence-based medicine,
systematic search was conducted for scientific evidence on
the safety and effectiveness of each T&CM practice proposal.
It was found that a majority of the proposals were not
supported by high quality scientific evidence.
Several other concerns were noted during the evaluations
such as the feasibility for modern medicine practitioners to
prescribe T&CM treatment regimes, the feasibility of T&CM
practitioners to participate in patient care and the
requirements on product registration by the National
Pharmaceutical Regulatory Agency (NPRA). Therefore, none
of the proposals received could be adopted and
recommended for use as part of the management of COVID-
19 in Malaysia.

(HEALTH CARE) ACTION PLANS, YEAR 2020
T&CM Blueprint 2018-2017 (Health Care) merupakan
dokumen yang menelitikan pelan tindakan sepanjang
tempoh 10 tahun untuk pembangunan industri PT&K di
Malaysia. Objektif blueprint ini adalah “to facilitate the
regulation, integration and development of T&CM industry
so as to contribute optimally to the national health care,
economic and socio-cultural goals”. Sekurang-kurangnya 2
kali Mesyuarat Jawatankuasa (JK) Pelaksana bagi T&CM
Blueprint 2018-2027 (Health Care) akan diadakan setiap
tahun bagi memantau pelaksanaan pelan tindakan
blueprint ini. Pada tahun 2020, Mesyuarat JK Pelaksana
tidak dapat diadakan seperti kebiasaannya berikutan
pandemik COVID-19. Urusetia blueprint telah
mengumpulkan maklum balas dari semua pihak yang
terlibat dan menyediakan laporan untuk makluman semua
ahli JK berkenaan status terkini pelaksanaan pelan
tindakan blueprint.
Sejak pelancaran blueprint ini pada tahun 2018, 55
daripada 71 pelan tindakan telah mula dilaksanakan.
Sehingga November 2020, 8 (11.3%) pelan tindakan telah
berjaya disempurnakan dan 47 pelan tindakan yang
selebihnya berjalan dengan lancar mengikut garis masa
yang telah ditetapkan. BPTK sebagai urusetia blueprint
akan sentiasa memantau dan bekerjasama dengan agensi
yang terlibat demi memastikan kesemua pelan tindakan
yang ditentukan dapat mencapai sasarannya dengan
berjaya.
The T&CM Blueprint 2018-2027 (Health Care) is a document
that outlines a 10-year action plan for the development of
T&CM in Malaysia. The objective of this blueprint is to facilitate
the regulation, integration and development of T&CM industry
so as to contribute optimally to the national health care,
economic and socio-cultural goals. At least two
Implementation Committee Meetings will be conducted
annually to review and monitor the implementation of the
action plans under this blueprint. However, in 2020, the
meetings did not proceed as planned due to the COVID-19
pandemic. The blueprint secretariat had collected feedback
from all the relevant agencies and prepared reports to inform
the members on the status updates of the implementation of
the blueprint’s action plans.
55 out of 71 action plans have been initiated since the launch
of the blueprint in 2018. As of November 2020, 8 (11.3%)
action plans were successfully completed and the other 47
action plans are in good progress following the agreed
timeline. T&CMD as the blueprint secretariat will continue to
monitor the implementation of the blueprint closely and work
collegially with all agencies to ensure all the action plans are
executed accordingly to achieve the expected outcomes.

Currently, there are 15 MOH hospitals that offer T&CM
services in Malaysia. The implementation of T&CM elective
training will provide opportunities for students and trainees of
T&CM education programmes to obtain exposure on T&CM
services offered at MOH hospitals as well as work procedures
involved in the delivery of these services.
The objectives of this guideline are to:
i. Provide the opportunity to students/ trainers to
undergo T&CM elective training at MOH
hospitals to nurture a generation of safe and
high quality T&CM practitioners;

i. Memberi peluang kepada pelajar/ pelatih
untuk menjalani latihan elektif PT&K di
hospital KKM bagi melahirkan generasi
pengamal PT&K yang selamat dan berkualiti;
ii. Memastikan pelaksanaan latihan elektif tidak
menjejaskan perkhidmatan PT&K yang
diberikan kepada pesakit serta peraturan-
peraturan yang sedia ada dipatuhi oleh pihak
Institusi Pengajian Tinggi (IPT) di hospital
KKM; dan
iii. Memberi rujukan bagi KKM dan IPT yang
menawarkan program pengajian PT&K
dalam pelaksanaan latihan elektif PT&K
untuk pelajar/ pelatih di hospital KKM.
Keterpakaian garis panduan ini adalah bermula pada tahun
2021 atau apabila keadaan penularan jangkitan COVID-19
lebih terkawal.
ii. Ensure smooth implementation of elective
trainings at MOH hospitals without affecting the
T&CM services offered to patients and
adherence of existing rules and regulations by
the Higher Education Institutions (HEIs); and
iii. Serve as a reference for MOH and HEIs that
offer T&CM education programmes on the
implementation of T&CM elective training for
students/ trainers at MOH hospitals.
This guideline will be effective from the year 2021 or when the
COVID-19 situation is under control.

PELAKSANAAN PELAN TRANSFORMASI PERKHIDMATAN PERUBATAN TRADISIONAL DAN KOMPLEMENTARI (PT&K) - PENJAGAAN TRADISIONAL POSTNATAL (PTP) PADA TAHUN 2020
IMPLEMENTATION OF TRADITIONAL AND COMPLEMENTARY MEDICINE (T&CM) SERVICES - TRADITIONAL POSTNATAL CARE (TPC) TRANSFORMATION PLAN IN YEAR 2020
Pelan Transformasi PT&K PTP di peringkat penjagaan
kesihatan primer telah diluluskan untuk dilaksanakan di
seluruh Malaysia pada tahun 2018. Pelaksanaan pelan ini
adalah secara berfasa dimana fasa pertama melibatkan 7
Jabatan Kesihatan Negeri (JKN), iaitu Perlis, Kedah, Pulau
Pinang, Kelantan, Terengganu, Selangor, dan Melaka,
manakala fasa kedua melibatkan 8 JKN, iaitu Perak,
Pahang, Negeri Sembilan, Wilayah Persekutuan Kuala
Lumpur dan Putrajaya, Johor, Sabah, Sarawak, dan
Labuan.
Antara objektif Pelan Transformasi PT&K PTP adalah
seperti berikut :
i. Mengintegrasi perkhidmatan PTP di peringkat
penjagaan kesihatan primer;
ii. Menawarkan khidmat penjagaan ibu selepas
bersalin melalui pengamal PT&K swasta;
iii. Memberi perkhidmatan nilai tambah dalam sistem
penjagaan kesihatan ibu postnatal sedia ada; dan
iv. Meningkatkan tahap kesihatan dan kesejahteraan
ibu melalui penjagaan tradisional ketika masa
berpantang.
Mesyuarat Teknikal PT&K PTP Peringkat Kebangsaan
yang pertama telah diadakan pada 14 Julai 2020 secara
atas talian dan dihadiri oleh wakil Bahagian Pembangunan
Kesihatan Keluarga, Bahagian PT&K, penyelaras PTP dari
semua JKN dan Pejabat Cawangan PT&K bagi
melaporkan status pelaksanaan pelan transformasi PT&K
PTP serta membincangkan isu-isu berbangkit. Selain itu,
bagi memastikan perkhidmatan ini dijalankan mengikut
garis panduan yang dibangunkan, pemantauan berkala
juga telah dijalankan di Klinik Kesihatan (KK) yang
berkenaan. Sehingga Disember 2020, perkhidmatan ini
telah diperkenalkan di semua JKN di Malaysia, iaitu
sebanyak 89 klinik kesihatan dan 15 klinik desa secara
keseluruhan terlibat dalam perkhidmatan ini.
The TPC Transformation Plan at primary health care level was
approved in 2018 to be implemented throughout Malaysia.
This plan was implemented in phases. The first phase
involved 7 State Health Departments (SHD), namely Perlis,
Kedah, Penang, Kelantan, Terengganu, Selangor and
Malacca, while the second phase involved 8 SHDs, including
Perak, Pahang, Negeri Sembilan, Federal Territory of Kuala
Lumpur and Putrajaya, and Federal Territory of Labuan.
The objectives of TPC Transformation Plan are:
i. To integrate TPC services at primary health care level;
ii. To offer postnatal care services through private T&CM
practitioners;
iii. To provide value added services to the existing
postnatal maternal health care system; and
iv. To improve maternal health and wellness via TPC
services during the postpartum period.
The first National Level T&CM TPC Technical Meeting was
held virtually on 14 July 2020 and was attended by
representatives from the Family Health Development Division,
T&CM Division, TPC coordinators from all SHDs, and T&CM
branch offices. The implementation status of the TPC
transformation plan was reported and relevant issues were
discussed. To ensure TPC services offered follow existing
guidelines, periodic monitoring was conducted at the relevant
health clinics (HC). As of December 2020, this service has
been introduced in all SHDs in Malaysia, with a total of 89
health clinics and 15 rural clinics involved in this service.

PELAKSANAAN MEKANISME KOMUNIKASI DUA-HALA DI ANTARA PENGAMAL PERUBATAN TRADISIONAL DAN KOMPLEMENTARI (PT&K) DAN PENGAMAL PERUBATAN BERDAFTAR DI FASILITI KESIHATAN KEMENTERIAN KESIHATAN MALAYSIA (KKM)
IMPLEMENTATION OF TWO-WAY COMMUNICATION MECHANISM BETWEEN TRADITIONAL AND COMPLEMENTARY MEDICINE (T&CM) PRACTITIONER AND REGISTERED MEDICAL PRACTITIONER (RMP) AT MINISTRY OF HEALTH MALAYSIA (MOH) HEALTH CARE FACILITIES Perkhidmatan PT&K telah diperkenalkan di hospital KKM
sejak tahun 2007. Kini, terdapat sejumlah 15 hospital KKM
yang menawarkan perkhidmatan PT&K. Mekanisme
komunikasi dua hala di antara pengamal PT&K dan PPB
telah diperkenalkan di fasiliti kesihatan KKM untuk
menambahbaik sistem penawaran perkhidmatan PT&K di
hospital KKM serta meningkatkan pengintegrasian PT&K
ke dalam sistem penjagaan kesihatan kebangsaan bagi
menambahbaik penyampaian perkhidmatan penjagaan
kesihatan kualiti hidup rakyat Malaysia.
Objektif mekanisme ini adalah :
i. Membolehkan komunikasi yang berkesan
antara pengamal PT&K dan PPB bagi
pesakit yang menerima perkhidmatan PT&K
di hospital KKM dengan membangunkan
laluan komunikasi ; dan
ii. Meneliti dan menyeragamkan proses kerja
dan borang-borang yang digunakan, iaitu
penilaian (a) semasa melanjutkan
perkhidmatan PT&K kepada pesakit ; dan (b)
selepas pesakit menerima perkhidmatan
PT&K yang ditetapkan.
Mekanisme ini telah dipersetujui oleh Ketua Pengarah
Kesihatan (KPK) pada 29 Mei 2020 dan maklumat
terperinci berkenaan mekanisme ini telahpun diedarkan
kepada semua Jabatan Kesihatan Negeri (JKN) dan Unit
PT&K untuk makluman dan tindakan selanjutnya. Adalah
diharap pelaksanaan mekanisme ini dapat meningkatkan
persefahaman antara pengamal PT&K dan PPB dan
seterusnya meningkatkan lagi kualiti perkhidmatan PT&K
yang ditawarkan.
T&CM services have been introduced in MOH hospitals
since 2007. Currently, there are 15 MOH hospitals
offering T&CM services. A two-way communication
mechanism between T&CM practitioners and RMPs was
introduced in MOH health care facilities to improve the
provision of T&CM at MOH hospitals and to enhance the
integration of T&CM into the national health care system
so as to improve health care service delivery and the
quality of life of all Malaysians.
The objectives of this mechanism are:
i. To enable effective communication
between T&CM practitioners and
RMPs for patients receiving T&CM
services at MOH hospitals by
establishing a communication pathway;
and
ii. To outline and standardise the work
processes and forms used while (a)
extending T&CM services to patients;
and (b) after the patient has completed
the prescribed T&CM regime.
This mechanism has been agreed by the Director General
of Health (DG) on 29 May 2020 and detailed information
were disseminated to all State Health Departments (SHD)
and T&CM Units for further action. It is hoped that the
implementation of this mechanism can increase mutual
understanding between T&CM practitioners and RMPs
and subsequently improve the quality of T&CM services
offered.

PENSTRUKTURAN SEMULA ORGANISASI DALAMAN BPTK
INTERNAL ORGANISATIONAL RESTRUCTURING OF T&CMD
Bahagian Perubatan Tradisional & Komplementari telah
membuat penstrukturan semula secara dalaman dengan
menggunakan perjawatan sedia ada pada 28 Februari
2020. Objektif penstrukturan dalaman ini bertujuan untuk
memantapkan dan memperkukuhkan organisasi
bahagian ini dengan mengoptimumkan sumber manusia
sedia ada. Aktiviti ini melibatkan penjenamaan semula
nama cawangan selaras dengan pengukuhan fungsi
bahagian seperti berikut: -
a) Pindaan nama Cawangan Pengurusan dan
Latihan kepada Cawangan Pembangunan
Profesion
b) Pindaan nama Sekretariat Majlis Perubatan
Tradisional &n Komplementari (PT&K) kepada
Cawangan Majlis PT&K
Penstrukturan semula ini juga melibatkan penyusunan
semula peringkat jawatan paling rendah (Gred 11 hingga
29) untuk dijadikan satu unit (Unit Pentadbiran &
Kewangan) yang diletakkan secara terus di bawah
seliaan Pengarah Bahagian. Tiada implikasi kewangan
yang terlibat dalam aktiviti ini.
T&CMD underwent an internal organisational restructuring
using existing post on 28 February 2020. The objective of
the internal restructuring is to strengthen the organisation of
this division and to optimise human resources. This activity
involves the rebranding of two sections of the Division which
are: -
a) The Management and Training Section has been
renamed to Professional Development Section.
b) The Secretariat of T&CM Council was renamed to
the T&CM Council Section
This restructuring also involves the reorganisation of the
posts (from Grades 11 to 29) into a unit (Administration &
Finance Unit) which is under the direct supervision of the
Director. There are no financial implications involved in this
activitiy.
TAMAN HERBA BPTK
T&CMD HERBAL GARDEN
Sejak tahun 2019, Taman Herba Bahagian Perubatan
Tradisional dan Komplementari telah mempunyai lanskap
yang baharu. Pokok-pokok herba telah disusun dalam
petak yang telah disediakan dan dilabelkan nama dan
khasiat setiap tanaman tersebut. Terdapat lebih 40 jenis
tanaman herba yang tersedia di taman ini.
Pada tahun 2020, pihak BPTK telah menjemput pegawai
daripada Institut Penyelidikan Perhutanan Malaysia
(FRIM) untuk menyampaikan ceramah berkenaan
pengurusan tanaman herba.
YBhg. Datuk Dr. Hj. Rohaizat bin Hj. Yon, Timbalan Ketua
Pengarah Kesihatan (Perubatan) juga telah melawat ke
taman herba semasa kunjungan beliau ke bahagian ini
pada 26 Jun 2020.
The landscape of the T&CMD herbal garden has been
refreshed since 2019. Herbal plants have been specially
arranged and labeled with their name and nutritional
benefits. There are more than 40 herbal plants in this
garden.
In 2020, TCMD had invited the Forest Research Institute
Malaysia (FRIM) to deliver a talk on the management of
herbal plants.
YBhg. Datuk Dr. Hj. Rohaizat bin Hj. Yon, Deputy Director
General of Health (Medicine) also visited the garden during
his visit to T&CMD on 26 June 2020.
Additional herbal plants have been planted such as ‘Tongkat
Ali’, ‘Kacip Fatimah’ dan ‘Pokok Ajaib’. Seedling nurseries
