The establishment of Centres of Excellence at Public Institutions of Higher Learning must in accordance with the statutes of the Colleges and Universities Act 1976.

The objectives of IHL are to conduct teaching, provide services and conduct research in strategic disciplines in the various key areas of knowledge (niche areas).

Centres of Excellence represent vehicles for researchers and post graduate students to undertake multi-disciplinary research, that are internationally recognised, meeting global standards and in areas of national importance.

Higher Institution’s Centres of Excellence (HiCOE)

1. Initiate, lead and sustain research within the university, between universities, with industries and other players at standards consistent with best practices

2. Connect to the national innovation system by fostering discovery, creativity and new talents

3. Aid application of knowledge and understanding to the benefit of humankind, society and culture

4. Develop a culture of entrepreneurship by seeking out opportunities in new and emerging fields of research (together with private sector)

5. Encourage opportunities and choice for research by providing diverse, high quality training environment

6. Act as an interdisciplinary ideas powerhouse for world-class research

Professionalisation of Research Management

• To be alert of a changing policy environment.

• To design and operate new structures and processes for simulating, guiding and managing research.

• To make strategic decision-making with public research priorities and industry sources.

• Successful research at an institution depends, not only in academic matters (on depth of expertise) but also in management and leadership.

Challenges of Research Mgmt

• Need good articulation and coordinationbetween the academic and administrative sides.

• Need coordination between centrally located and faculty based staff.

• Administrative staff need to understand and appreciate research process and issues.

• Researchers need to understand project mgmt, legal, communication, leadership, and basic technology business knowledge.

Research Mgmt Issues

• Education: To raise the level of skill in project management, research strategy, intelligence and resources.

• Communication: Not just within an organisation but also between organisations.

Pengurusan penyelidikan masa kini memerlukan ‘mindset’ yangberbeza, kerana keberhasilan dari aktivi penyelidikan yangdiharapkan oleh negara pada masa kini juga adalah berbeza.

Penyelidik kini perlu mahir bukan sahaja dalam bidangkepakarannya tetapi juga dalam perkara lain yang berkaitanseperti pengurusan, komunikasi, kepimpinan, dan hubungan denganpihak lain.

Pengurusan projek penyelidikan masa kini perlu dilaksanakansecara profesional dengan menitikberatkan beberapa elemenseperti ketelusan, keluhuran, etika dan akauntabiliti.

Urus tadbir penyelidikan disemua peringkat bermula dariperingkat individu, kumpulan, pusat, universiti sehinggakeperingkat agensi dan negara perlu diperkemaskan.
