GUIDING PRINCIPLES FOR
HCL NUTRIENT CRITERIA REVISION
Products are in compliance to the Malaysia Food Act 1983 &
Regulation 1985
Industrial efforts are required to reformulate their products to obtain
HCL authentication
Feasibility to reformulate the products are taken into consideration for nutrient
criteria revision.
Only premium products/ products with higher quality within the
same category are being considered for HCL authentication
Monitoring for “Bad Nutrients” Lower in Total Fat, Sodium, Total Sugars &
Calories content
Beneficial Nutrients as mandatory criteria Fiber, Calcium, Omega 3 &
Probiotics
Introducing Additional Criteria for certain Food Group & Sub-Categories
Required to fulfill the nutrient value for at least one of the listed vitamin or
mineral

Malaysia” & “Sugar-Sweetened Beverages Tax”

i. Compliance to the Food Acts 1983 & Regulation 1985
HCL Products must in compliance to the standards/
product specifications as stated in Food Act 1983 &
Regulation 1985
Product Label & HCL related Advertising Materials must
comply to the provisions under Food Act 1983 &
Regulation 1985
Secretariat HCL holds the right to request the industries to
provide justifications and prove the products/ labels/
advertising materials are in full compliance to the relevant
regulations.
The industries are advised to liaise with Food Safety &
Quality Division, MoH if there is any compliance issue
arose during the process of HCL authentication

ii. Recognition of Co-Existence HCL & HCS Logo on Product Label
HCL Secretariat will only recognize the co-existence of HCL &
HCS Logo for the products that:
In compliance to the Food Act 1983 & Regulation 1985
In compliance to the latest HCL Malaysia Nutrient Criteria
and Guidelines on Healthier Choice Logo Malaysia
Have been submitted to HCL Secretariat, Nutrition Division,
Ministry of Health Malaysia for consideration & approval
Have been authenticated HCS Logo by Health Promotion
Board Singapore & able to prove that the products are still
within the validity period of HCS logo usage.
The logo presentation & labelling must be appropriate & able
to promote HCL Malaysia

iii. No Tolerance for HCL Nutrient Criteria Compliance
The industries are required to ensure their products are in total compliance
to the standard nutrient value(s) that stated in the HCL nutrient criteria for
the purpose of HCL authentication.

iv. Prohibited HCL Promotion
The industries are mandatory to submit the HCL related
advertising materials for review & approval
The word “Healthier” only can be appeared in the HCL
Logo itself
HCL Promotion is prohibited for soda drinks/ beverages
dispenser in any restaurants and any companies’
transports that intended for distributing free sampling
which required preparation by personnel(s):
HCL authentication is only given to the
products that available in the market where
consumers can make informed choices
Beverages that prepared from above sources
might have a different formulation from the
actual products in the market
There is no sub-category for these kind of
products at the moment

WAY FORWARD: HCL IMPLEMENTATION

Grace Period The industries are given ~9 months period of time to do the necessary planning on
the product & label printing as well as HCL application. Products can no longer
carries the old HCL logo after 1 Jan 2020.

WAY FORWARD: HCL IMPLEMENTATION
The industries can send in the HCL application manually to HCL Secretariat prior
to Jan 2020, if :
The products are in compliance to the latest HCL Nutrient Criteria & HCL
format
HCL Authentication HCL certificate will be prepared and issued to the industries (as per current procedure) and
the validity given is 2 years plus, until 31 December 2021
Additional T&C The industries are mandatory to send in the application(s) to the HCL online system at
http://myhcl.moh.gov.my when the system is ready. If industries fail to do so, the products
that have been authenticated HCL Logo manually will not be captured in the HCL products
database.
