The CPP is a form of community policing where police officers set up residence in the community. This is to make the living environment more conducive and attractive with the aim of reducing crime rates in residential areas by integrating police presence within the community.

2 September 2010SINGAPORE BUSINESS FEDERATION TO ISKANDAR MALAYSIA This mission was targeted principally to update Singapore economic agencies on the latest developments in Iskandar Malaysia. This visit involved 119 participants and was led by Ms Edith Cheong, Assistant Executive Director of Singapore Business Federation.

Located at the southernmost tip of Peninsular Malaysia, Iskandar Malaysia (within the state of Johor) is strategically positioned on the world’s busiest shipping routes, and its rich endowment of natural and human resources has both underpinned Johor’s past successes and underscores Johor’s future potential.

As part of the Indonesia-Malaysia-Singapore Growth Triangle, Iskandar Malaysia’s strategic location and proximity to some of the world’s most dynamic economies is a key differentiating factor for the development.Locatedatthecross-roadsoftheimportantEast-Westtraderoutes,itismid-waybetween the region’s two economic power-houses, China and Japan.

Easily accessed by air, land and sea, the development also enjoys a standard of living comparable to some of the region’s more developed economies, but at a much lower cost. Other advantages include a multi-lingual and educated work-force and a vast land-bank for any future development.

It is also positioned as an international metropolis to decrease trade barriers and increase human mobility. Iskandar Malaysia has also been identified as one of the projects that can obtain financing under a Facilitation Fund provided under the Tenth Malaysia Plan and this is manifestation of clear political will to make the development a Malaysian success story.

Since its official launch in November 2006, the vision of Iskandar Malaysia has been taken off the drawing board and is rapidly being transformed into a next generation metropolis. Iskandar Malaysia has become a powerful brand name that resonates across investment communities all over the world.

THE ECONOMIC CLUSTERS

CATALYSTS FOR GROWTHIskandar Malaysia had been identified as one of the key catalysts and high-impact developments under the Ninth Malaysia Plan 2006-2010.

The Comprehensive Development Plan (CDP), launched by the Malaysian Prime Minister on 4 November 2006, provides a framework for the comprehensive development of Iskandar Malaysia in a holistic and sustainable fashion, placing emphasis on creating a healthy investment climate that is attractive to local and foreign investors.

Under a cluster development approach adopted by the CDP, nine major economic clusters have been identified to spearhead and fast-track the development of the corridor.

ISKANDAR REGIONALDEVELOPMENT AUTHORITY

Following the official launching of Iskandar Malaysia in November 2006, IRDA was set up on February 2007 by a Federal Act of Parliament known as the Iskandar Regional Development Authority Act 2007. As a Federal Government statutory body, IRDA plays a pivotal role in the development of Iskandar Malaysia.

The IRDA Act 2007 spells out its functions and responsibilities in relation to establishing national policies, directions and strategies for the development of the corridor.

The core functions and primary roles of IRDA can be summarised as follows:

Iskandar Malaysia has made exceptional progress over the past year, and it gives me great pleasure and great pride to share with you the details of what has been achieved.

2010 was a turbulent year for the global economy, but Iskandar Malaysia stayed the course. Now, four years after the project began, our ambitious vision is becoming a reality, with major infrastructure beginning to take shape on the ground.

As the Comprehensive Development Plan moves ever forward, investors are displaying increasing confidence. As of December 2010 we had a total cumulative committed investment of just under RM70 billion, almost 50 per cent above target.

And foreign investment makes up 42 per cent of that total, showing that what we are building in the south of the peninsula is an iconic development not just for Malaysians but for people all around the world.

So 2010 has been a year of achievement, but the outlook for the years to come is brighter still. 2011 marks the start of the “Tipping Point” of Iskandar Malaysia, during which key infrastructure and major iconic projects will be completed and delivered.

I have every confidence this target will be met - with building work progressing rapidly, the potential of Iskandar Malaysia is clear for all to see. But this project is not just about attracting big investors. 2011 also represents the perfect time for local communities to get involved and find out how they can play a part and make a contribution.

Because everyone who is involved with Iskandar Malaysia, cannot help but be influenced by the belief and commitment that has made possible its journey from a concept on a drawing board in Putrajaya to the hills and valleys of Johor.

The way in which this has been achieved is a credit to all involved, with multiple agencies, authorities and private sector bodies working together and embodying the spirit of 1Malaysia. They are delivering for the good of the nation and giving life to the concept of “People first, Performance now”.

I would like to extend my sincere thanks to the Chief Executive of Iskandar Regional Development Authority, the Members of Authority, the management and staff. None of what we have achieved so far could have happened without their tireless efforts in facilitating and promoting Iskandar Malaysia both at home and abroad.

I am pleased to note that Iskandar Malaysia development is rapidly takingshape in 2010, with projects being fast-tracked and realized, despite a difficultstart coming out from the 2009 global financial instability.

More importantly, realization of these projects will spur further domesticinvestments and open up employment opportunities that will benefit communities within Iskandar Malaysia and the surrounding areas.

The role of Iskandar Malaysia One Stop Centre in facilitating interactions between State and Federal agencies has also been the key in managing investors’ expectations and ease the process of doing business here.

In 2010, we are witnessing the completion and deliveries of final stages of infrastructure connectivity, the final stage of best-in-class public housing projects, 16 social routes of Bus Iskandar Malaysia, and the creation of more than 20,000 job opportunities.

THE MEMBERS OFTHE AUTHORITY & COMMITTEES

The Iskandar Regional Development Authority was established by an Act of Parliament, Iskandar Regional Development Authority Act 2007. Section 4 of the Act states that the objective of IRDA is to develop the Iskandar Development Region into a Strong and Sustainable Metropolis of International Standing.

As stipulated by Part II of the IRDA Act 2007, IRDA is governed by a board officially known as the Authority. The primary responsibility of the Authority includes but is not limited to the setting of strategies, directions and policies relating to the development within Iskandar Malaysia and other functions in connection therewith.

The Authority is co-chaired by the Prime Minister of Malaysia and the Chief Minister of Johor. The other six members of the authority comprise two representatives each from the federal government, state government and private sector.

The Members are to hold office for a term not exceeding two years and are eligible for reappointment for a maximum period of three consecutive terms.

MEMBERS OF THE AUTHORITYThe Authority is assisted by an Executive Committee (EXCO) which consists of six (6) Members appointed by the Authority. The day-to-day administration of IRDA is entrusted to the Chief Executive. The Authority met twice, in April and November in the year under review, 2010. There are eight members in total.

DATO’ SRI MOHD NAJIBBIN TUN ABDUL RAZAKDato’ Sri Mohd Najib bin Tun Abdul Razak is the Prime Minister of Malaysia and Minister of Finance. Prior to the premiership, Dato’ Sri Mohd Najib was the Deputy Prime Minister of Malaysia since 2004. He was appointed twice as the Minister of Defence from 1990 to 1995 and from 1999 to 2008.

Other cabinet ministerial posts held were Minister of Education (1995–1999), Minister of Youth and Sports (1987–1990) and Minister of Culture, Youth and Sports (1986–1987). He also served as Chief Minister of Pahang from 1982 to 1986.

Prior to that, he was the Deputy Minister of Finance (1981–1982), Deputy Minister of Education (1980–1981) and Deputy Minister of Energy, Telecommunications and Posts (1978–1980). Dato’ Sri Mohd Najib pursued his tertiary education at the University of Nottingham, UK where he graduated in 1974 in industrial economics.

DATO’ HAJI ABDUL GHANIBIN OTHMANDato’ Haji Abdul Ghani is the Chief Minister of the State of Johor, a position that he has held since 1995. Dato’ Haji Abdul Ghani was previously the Minister of Youth and Sports at the Federal Government-level (1993–1995). Prior to that, he was the Deputy Minister of Finance (1990–1993) and Deputy Minister of Energy, Telecommunications and Post (1987–1990).

Dato’ Haji Abdul Ghani was a Colombo Plan scholar and graduated with an Honours Degree in Economics from La Trobe University, Melbourne, Australia and a Master’s Degree in Political Economy from the University of Queensland, Brisbane, Australia. He was conferred an Honorary Doctorate of Laws by La Trobe University in 1998.

TAN SRI DR. WAN ABDUL AZIZBIN WAN ABDULLAHTanSriDr.WanAbdulAzizistheSecretary-General, Treasury, Ministry of Finance, a post he assumed in February, 2007. He served various divisions in the Prime Minister’s Department and Ministry of Finance since 1975. DATUK NORIYAH BINTI AHMADDatuk Noriyah is the Director-General of the Economic Planning Unit (EPU) of the Prime Minister’s Department.

Prior to her appointment in June 2009, Datuk Noriyah held the positions of Deputy Director-General (2005–2009) and Senior Director (2003–2005) of the Economic Planning Unit.

Before that, she served in the Ministry of Energy, Communications and Multimedia from 1998 to 2003, and in the Ministry of Domestic Trade and Consumer Affairs from 1993 to 1998.

Datuk Noriyah holds a Degree in Applied Economics (Hons) from the University of Malaya and a Degree in Development Economics from the University of Kent, UK.

DATO’ SRI DR. ALI BIN HAMSADato’ Sri Dr. Ali is the Director General of the newly established Public Private Partnership Unit (3PU) in the Prime Minister’s Department. At 3PU, Dato’ Sri Dr. Ali is responsible for privatisation and private finance initiative projects, public private partnerships, facilitation funds, regional development through Corridor initiatives and energy projects implemented by independent power producers. Prior to that, he served in various positions in a number of public sector agencies including the Ministry of International Trade and Industry, Ministry of Transport, INTAN and the Economic Planning Unit from 1981 to April 2009.

Dato’ Sri Dr. Ali is also actively involved in the development of various statutory bodies in his capacity as a board member. These include the Penang Port Commission, Energy Commission and Johor Corporation (JCorp).

Dato’ Sri Dr. Ali graduated from the University of Malaya in 1979 with a Bachelor of Arts (Hons) degree. In 1986, he obtained a Master in Science (Economics) from Oklahoma State University, USA, and a Ph.D. in Environmental Economics in 1997 from the same University.

DATO’ HAJI ABDUL LATIFFBIN YUSOFDato’ Haji Abdul Latiff has been the State Secretary of Johor since October, 2006.

Prior to his appointment as State Secretary, he was the Mayor of Johor Bahru. He also held various positions including District Officer for the districts of Mersing, Kluang and Muar, respectively. He also served as Secretary of the Johor City Council.

In the year 2000, Dato’ Haji Abdul Latiff was appointed Chairman (Yang Dipertua) of Batu Pahat Town Council. He has previously served as Private Secretary to the Chief Minister of Johor.

Dato’ Haji Abdul Latiff holds a Bachelor of Arts Degree from the University of Malaya.

DATO’ HAMSAN BIN SARINGATDato’ Hamsan has been the Director of Economic Planning Unit, State of Johor since 2006.

Prior to this appointment, he was the District Officer for Pontian (2005–2006) and Batu Pahat (February–December 2006).

Dato’ Hamsan also served as the Deputy Financial Officer of Johor (January–December 2004). Dato’ Hamsan began his service in the Johor Civil Service in 1976 and has been serving the Johor State Government for 30 years.

Dato’ Hamsan holds a Bachelor of Economics Degree (Hons) from the University of Malaya.

MEMBER’S PROFILE TAN SRI DATO ’ AZMANBIN HAJI MOKHTARTan Sri Dato’ Azman is the Managing Director of Khazanah Nasional Berhad (Khazanah), the strategic investment arm of the Government of Malaysia. Prior to his appointment in June, 2004, he was Managing Director and co-founder of BinaFikir Sdn Bhd, a financial consultancy; Director, Head of Country Research, Salomon Smith Barney Malaysia and Director, Head of Research, Union Bank of Switzerland, Malaysia. Before that, he held various positions in Tenaga Nasional Berhad (TNB, formerly known as National Electricity Board, LLN).

Tan Sri Dato’ Azman is the Chairman of Iskandar Investment Berhad, Axiata Group Berhad (formerly known as TM International Berhad), Valuecap Sdn Bhdand holds various board memberships including UEM Berhad.

He serves on various public service bodies including the Advisory Board for Cluster of Excellence Schools, the Board of Governors of the Malay College, Kuala Kangsar, the Malaysian Directors Academy, Yayasan Khazanah and the Executive Committee of Malaysia International Islamic Financial Centre (MIFC). He is also a member of the Kuala Lumpur Business Club, the Asia Business Council and the INSEAD East Asia Council.

He obtained his Master’s of Philosophy in Development Studies from Darwin College, Cambridge University, UK. He is a Fellow of the Association of Chartered Certified Accountants (ACCA) and a Chartered Financial Analyst (CFA). He also holds a post-graduate Diploma in Islamic Studies from the International Islamic University, Malaysia.

TAN SRI DATO’ TAN KAY HOCKTan Sri Dato’ Tan Kay Hock is a lawyer by training, having been called to the Bar by Lincoln’s Inn, UK in 1971. In 1972, he was admitted as an advocate and solicitor to the Supreme Court of Malaysia.

He is the Chairman and Chief Executive of Johan Holdings Berhad and a Non-Executive Chairman of George Kent (Malaysia) Berhad, both listed on Malaysian Bourse (Bursa Malaysia) as well as a Non-Executive Chairman of Jacks International Ltd, a public company listed on the Singapore Exchange Trading Limited.

He also sits on the Malaysian-Philippines Business Council and the Steering Committee of ASEAN-Japan Business Meeting.

In addition to that, he is a trustee of the Malaysian Humanitarian Foundation.

ISMAIL BIN IBRAHIMIsmail bin Ibrahim joined IRDA on 1 January 2010 as Chief Executive. Born in Muar, he received his early education at the Malay College, Kuala KangsarandlaterattheHeriot-WattUniversityin Edinburgh, Scotland majoring in town planning. In 1990, he was awarded the British Council Fellowship to specialise in Planning Law at Newcastle University in England.

He joined the Malaysian Civil Service in 1983 and is registered with the Board of Town Planners. In February 2006, he was seconded to Khazanah Nasional Berhad as the Senior Vice President of Special Projects and the following year, he was seconded to Iskandar Regional Development Authority (IRDA) as the Senior Vice President. He was appointed as the first Federal Commissioner for the Authority in October that same year and member of the Approval and Implementation Committee (AIC).

He is a Board Member of the Board of Town Planners Malaysia, Vice President of the Malaysian Institute of Planners (MIP), Board MembertotheBadanWarisanMalaysiaandamember of Harvard Business School alumni.

He is also a member of the Malaysia Singapore Business Council, an Exco member of the National Biotechnology Implementation Council, an Advisory Board Member of the Iskandar Malaysia UTM Research Centre(IMREC) and Committee member of the Johor State Town Planning Department.

THE ADVISORYCOUNCIL

The Advisory Council was established by resolution at the First Authority Meeting, February, 2007.

The Council consists of eminent Malaysians and foreign nationals who are, in the view of the Prime Minister with the concurrence of the Chief Minister of Johor, in theposition to provide advice and guidance to promote the aspirations of Iskandar Malaysia as a metropolis of international standing. The Council met once in December for the year under review. There are presently five members in total.

MEMBERS OF THE ADVISORY COUNCIL

TUN MUSA BIN HITAMBefore becoming Malaysia’s fifth Deputy Prime Minister and Minister of Home Affairs (1981–1986), Tun Musa Hitam held a number of key government posts, including Chairman of Federal Land Development Authority (FELDA), Deputy Minister of Trade & Industry, Ministry of Primary Industries and Minister of Education.

Between 1990 and 1991, he was Malaysia’s Special Envoy to the United Nations and from 1995 to 2002, the Prime Minister’s Special Envoy to the Commonwealth Ministerial Action Group (CMAG).

He led Malaysia’s delegation to the UN Commission on Human Rights from 1993 to 1998 and Chairman of the 52nd Session of the Commission in 1995.

Tun Musa Hitam has held posts at the international level at various times. These included Chairman of the Commonwealth Parliamentary Association, member of the Board of United Nations Educational, Scientific and Cultural Organisation (UNESCO) and leader of various Commonwealth Missions. Tun Musa is currently Chairman of three public-listed companies, i.e. Lion Industries Berhad, UM Land Berhad and Sime Darby Berhad.

He is also a Joint Chairman of Malaysia- China Business Council, Chairman of the WorldIslamicEconomicForum,Chairmanof the Eminent Persons Group on the ASEAN Charter and Special Envoy of the Commonwealth Secretary-General to the Maldives.

TAN SRI SAMSUDIN BIN OSMANTan Sri Samsudin is presently the Chairman of the Employee Provident Fund and the President of Putrajaya Corporation. Tan Sri Samsudin has over 37 years of experience in the public sector. From Febuary 2001 until September 2006, he served as the Chief Secretary to the Government of Malaysia. Prior to that, Tan Sri Samsudin was the Director-General of Public Services Department.

Other positions held were Secretary-General, Ministry of Home Affairs; Secretary-General, Ministry of Domestic Trade and Consumer Affairs; Federal Secretary of Sabah (1990); Deputy Secretary-General, Ministry of Transport (1978); Deputy Director (Academic), National Public Administration Institute (INTAN) (1986–1987); Deputy Director (Administration), INTAN (1985 1986); Head of Finance and Account Management Centre, INTAN (1982); Special Officer to

TAN SRI KISHU TIRATHRAITan Sri Kishu is currently a Court Fellow with the Malaysian Institute of Management, Fellow of the Malaysian Institute of Directors, Advisory Council Member to the Corporate Malaysia Roundtable and a member of the Malaysia-British Panel of the Roundtable.

He has served as Director of Bank Negara Malaysia, the National Productivity Corporation and the Malaysian Industry - Government Group for High Technology.

He was the Founding Chairman of the Malaysian External Trade Development Corporation (MATRADE) and an Exco Member of the Malaysian Crime Prevention Foundation.

He has also served as a Director of the Malaysian Industrial Development Corporation (MIDF), Sampoerna Holdings Bhd and the KL City ASMIC Unit Trust Management Bhd.

KUOK HOCK NIEN (ROBERT KUOK)Mr. Kuok is the Chairman of Kerry Group Ltd. He retired from most of his businesses in 2000.

The Kuok Group of Companies are active incommodity trading, development of sugar and palm-oil plantations, property development including hotels and their management, logistics, shipping, insurance and general investments.

The Group consists of a few private companies and a number of public-listed companies in Malaysia, Singapore, Hong Kong, China PRC, Thailand and the Philippines.

DATUK SERI PANGLIMA ANDREW L.T. SHENGDatuk Seri Panglima Andrew is presently the Chief Advisor to the China Banking Regulatory Commission and a board member of the Qatar Financial CentreRegulatory Authority and Sime Darby Berhad, Malaysia.

He is also Adjunct Professor at the Graduate School of Economics and Management, Tsinghua University, Beijing, China PRC and the University of Malaya.

In addition, he is a member of the Labuan Offshore Financial Services Authority, Malaysia (LO FSA), the Governing Council of the International Centre for Education in Islamic Finance, Malaysia (INCEIF) andthe Advisory Council of the National Institute of Securities Market, India (NISM).

Datuk Seri Panglima Andrew was Chairman of the Securities and Futures Commission of Hong Kong from October 1998 to September 2005. Between October 1993 and September 1998, he was theDeputy Chief Executive responsible for the Reserves Management and External Affairs Department in Hong Kong Authority.

Between 1989 and 1993, he was Senior Manager of the Financial Sector DevelopmentDepartment,WorldBank.From 1976 to 1989, he held various positions with Bank Negara Malaysia, including Chief Economist and Assistant Governor in charge of Bank and Insurance Regulations.

Datuk Seri Panglima Andrew chaired the Financial Stability Forum’s Task Force on Implementation of Standards in 1999. From October 2003 to September 2005, he chaired the Technical Committee of theInternational Organisation of Securities Commissions (IOSCO). He currently chairs the annual OECD.

NOTABLE ACHIEVEMENTS 2010Several concrete areas of progress had been achieved from the bilateral co-operation namely, an increase of traffic at the Second Link due to the reduction in toll charges since 1 August 2010 and a significant increase of Malaysia Automated Clearance System (MACS) users to more than 30,000 for the first 10 months of 2010.

In the May 2010 meeting between Prime Minister Lee Hsien Loong and Prime Minister Dato’ Sri Mohd Najib Tun Abdul Razak, both Prime Ministers agreed to jointly develop a Rapid Transit System (RTS) Link between Singapore and Iskandar Malaysia.

Both parties agreed to carry out a joint engineering study to determine the technical parameters for the RTS Link in order to achieve a convenient and cost effective system that is well integrated with transport services on both sides.

They also agreed to set up a co-located Customs, Immigration and Quarantine (CIQ) facility in Singapore and in Johor so that commuters need to clear Immigration only once for each way of travel.

It was also agreed that Khazanah Nasional Berhad and Temasek Holdings (Private) Limited will form a 50-50 joint venture company to undertake the development of the iconic wellness township project in Iskandar Malaysia. They are actively discussing and working out a commercially viable proposal for the township.

A new framework for cross-border sharing of information on lost and stolen passports has also been put in place to enhance border security. Officials from both sides have continued to collaborate on tourism promotion and development and river cleaning, and will continue to share experiences in other environmental issues such as air quality management.

b. To evaluate and recommend to the Minister of Finance, applications for customised fiscal incentives for investors outside Medini.

Among other things, AIC had approved the proposed guidelines to facilitate, streamline and standardise timelines for approval processes with five Local Councils (PBT’s) within Iskandar Malaysia. This resulted in a Service Level Agreement (SLA) with them for a 30-day approval process for all development applications through the Iskandar Service Centre (ISC). AIC had also approved a number of blueprint for Iskandar Malaysia.

THE SOCIAL DEVELOPMENT COMMITTEE (SDC)

The Social Development Committee was formed in 2007 to advise IRDA on matters relating to policies, procedures and implementation of social developmentprogrammes in Iskandar Malaysia.

Chaired by the Co-Chairman of the Authority, the Chief Minister of Johor, the members of the SDC comprise representatives from the Federal Ministries, State Agencies and Government-Linked Companies (GLCs). There are 11 members in total.The Chairman, Members and Joint Secretaries of the SDC are:

ISMAIL BIN IBRAHIMChief ExecutiveIsmail joined IRDA on 1 January 2010 as Chief Executive. Born in Muar, he received his early education at the Malay College, KualaKangsarandlaterattheHeriot-WattUniversity in Edinburgh, Scotland majoring in town planning. In 1990, he was awarded the British Council Fellowship to specialise in Planning Law at Newcastle University in England.

He joined the Malaysian Civil Service in 1983 and is registered with the Board of Town Planners. In February 2006, he was seconded to Khazanah Nasional Berhad as the Senior Vice President of Special Projects and the following year, he was seconded to Iskandar Regional Development Authority (IRDA) as the Senior Vice President. He was appointed as the first Federal Commissioner for the Authority in October that same year and member of the Approval and Implementation Committee (AIC).

He is a Board Member of the Board of Town Planners Malaysia, Vice President of the Malaysian Institute of Planners (MIP), BoardMembertotheBadanWarisanMalaysia and a member of Harvard Business School alumni.

He is also a member of the Malaysia Singapore Business Council, an Exco member of the National Biotechnology Implementation Council, an Advisory Board Member of the Iskandar Malaysia UTM Research Centre(IMREC) and Committee member of the Johor State Town Planning Department.

HILMI BIN MOHD NASHIR Chief Operating Officer Hilmi joined IRDA in February 2009 and has a Degree Economics (Hons), majoring in Analytical Economics from University of Malaya in 1979.

Hilmi previously was the Managing Director/CEO of MISC Integrated Logistics Sdn.Bhd and held directorship in several international joint-venture companies having operations in Malaysia, Singapore, Sri Lanka, United Arab Emirates and Sudan. He was also a member of the MISC Management Committee.

He joined PETRONAS in 1979 and remained with the PETRONAS Group of Companies for 29 years, 7 of which were at MISC Berhad. He held several senior positions within PETRONAS with multiple roles and experience ranging from Project Evaluation, Internal Audit, Tenders and Contracts, Vendor Development, Treasury Operations and Project Management.

MISRAN BIN BASIR Federal ComissionerMisran joined IRDA on 16 March 2009 as Federal Commissioner. He was an administrative and Diplomatic Service Officer attached with the Economic Planning Unit, Prime Minister’s Department. His last position was the Director of Foreign Investment Committee (FIC), Economic Planning Unit.

As the Regional Economic Director, he was actively involved in the planning, project approval and development budgets for the Iskandar Development Region during the preparation of the Ninth Malaysia Plan.

He held various positions in EPU and was largely involved in the planning, budgeting, implementing and monitoring of the infrastructure, privatisation and regional economic projects as well as in the preparation of the five years development plan.

He graduated with an Honours Degree from University of Malaya 1975.

DR.BADRUL HISHAM BIN KASSIM State CommissionerDr.Badrul is a Johor State Officer and currently holds the post of Deputy Director of the State’s Economic Planning Unit (UPEN).

Since joining the Johor State Civil Service in 1992, Dr.Badrul has served in several departments including Assistant State Secretary, Johor State Secretariat (1992-1995), Manager Permodalan Darul Tak’zim (1995-1999), Assistant Land Administrator (1999-2000), Private Secretary to the Chief Minister of Johor (2000) and Principal Assistant Director Johor Economic Planning Unit (2005-2006).

He was seconded to Khazanah Nasional Berhad in 2006-2007 and is currently the Deputy Director Johor Economic Planning Unit with part secondment to IRDA since 1 August 2007.

NOR HISHAM BIN MOHD YUSOF Head, Corporate ServicesNor Hisham joined IRDA on 1 March 2007 as the Senior Vice President of Finance. He has been assigned as the Head of Corporate Services overseeing the Finance, Procurement and Administration functions of IRDA. Nor Hisham graduated from the University of Kent at Canterbury in United Kingdom obtaining a Bachelor of Arts Second Upper Class Honours Degree in Accounting and Management Sciences in 1991.

He started his career as a Trainee Accountant with a Chartered Accountants firm in London, United Kingdom and qualified as an Associate Member of the Institute of Chartered Accountants in EnglandandWalesbeforereturningtoMalaysia in 1996.

In Nor Hisham’s 20 years of professional experience, he has held executive positions with a number of government-linked companies and multinationals in areas of finance, corporate governance, corporate planning, audit, risk management and corporate affairs obtaining valuable experience locally and abroad.

As the Head of Corporate Services, he plays a crucial role as the intermediary between IRDA and a number of key federal and state agencies in matters relating to financial allocation and performance reporting.

Nor Hisham is a Chartered Accountant with the Malaysian Institute of Accountants and a Chartered Member of the Institute of Internal Auditors (Malaysia). He is also a Certified Internal Auditor (United States).

RUGAYAH YASMIN BINTI IBRAHIM Head, Human Capital ManagementRugayah joined IRDA in September 2007 as the Vice President of Human Capital Management and in July 2010 she became the Head of Human Capital Management.

Rugayah is responsible for all human capital matters within IRDA which involves organizing, integrating and directing all human capital management activities, supporting the overall business strategy and design. Rugayah obtained her degree in Business Administration from the University of Ohio, Athens, USA in 1983.

Rugayah’s career in Human Resources began in 1983 when she joined Advanced Micro Devices, a multinational company in Penang, as a Human Resource Officer. In 1989 she joined Projek Lebuhraya Utara Selatan (PLUS) Berhad, a company under the Renong Group, as an Assistant Manager where she was tasked to oversee the compensation and benefits unit under the Human Resource Division.

Rugayah was later transferred to PROPEL in 1995 to head the Human Resources and Administration Division. The following year she was head hunted to join LITRAK, an associate company of GAMUDA Group. In 2004, she joined Pos Malaysia Berhad as the Deputy General Manager directly involved in the transformation on intiatives.

NOR HISHAM BIN HUSSEIN Head, Social DevelopmentNor Hisham joined IRDA on 1 May 2007 and is responsible for the development of Iskandar Malaysia’s Human Capital Blueprint that looks at the Human Resource and talent requirements of the nine targeted economic clusters of Iskandar Malaysia is adequately met.

Nor Hisham is also in charge of monitoring and facilitating the implementation of the initiatives formulated under the Human Capital Blueprint and other initiatives under the Social Development Division. Nor Hisham oversees Strategic Communications for a period of 10 months until November 2010.

He began his career at MBF Berhad in 1992. Subsequently, he expanded his career and joined Celcom Berhad where he rose through the ranks from Human Resources Development and Operations to HR Strategy and finally as the Head of Human Resource Development Division in year 2000.

NorHishamjoinedPWCConsultingin year 2000 and served as Project Manager in the Petronas-MISC Business Transformation Project. He was recruited back to Celcom in year 2003 and played an instrumental role in the Manpower Rationalisation and Merger exercise with TM Touch, a Telekom Malaysia subsidiary.

Nor Hisham was also at DDI International as a Regional Consultant from the year 2003 to 2005.

In 2005, he joined the Port of Tanjung Pelepas (PTP) as General Manager of Human Resource.

ZAINOL RASHID BIN ZAINUDDIN Head, Technical & ProjectsZainol joined IRDA on 1 June 2007. He is responsible for the planning and implementation of the Ninth Malaysia Plan projects, and also assists and provides technical support to the other Divisions within IRDA. He holds a Degree in Business Administration from the University of BATH, UK.

Prior to joining IRDA, he was a business development and project management consultant. He also sat on the board of several private limited companies.

In career spanning 30 years, Zainol has held senior positions in various organisations, including Project Director, Solutions Protocol Sdn.Bhd; Executive Director Pembinaan Kekal Mewah Sdn.Bhd; Managing Director, Kualiti Alam Sdn.Bhd; General Manager (Technical), PLUS Bhd and a Senior Engineer position with thePublicWorksDepartment.

AMERUL MUNER BIN MOHAMMAD Head, Legal & SecretarialAmerul joined IRDA in November 2007 bringing with him 14 years experience as a legal practitioner. He was in active legal practice since 1994 and was a partner in a well established legal firm in Johor Bahru. He started his career in internal auditor with a commercial bank prior to being called to the Malaysian Bar. He was involved in a wide range of legal services which included laws related to commercial, banking, planning, international trades, maritime, civil and criminal litigation, arbitration, advisory roles to public-listed companies, government agencies and other aspects of legal practice.

He graduated from the Royal Military College and obtained his law degree from the UK.

MOHAMMAD ISMAIL BIN HJ IBRAHIM Head, Iskandar Service CentreMohammad Ismail joined IRDA in June 2009 as the Head of Iskandar Service Centre (ISC). He obtained his Bachelor of Social Sciences from University Putra Malaysia.

His wide exposure to business began with a basic career grounding of sales and marketing of fast moving consumer goods, gained during his tenure with multi-national company. The marketing orientation served him well in his consulting years, especially in dealing with local and international clients in businesses as diverse as hospitality, furniture and construction industries.

The lessons of value creation were further enhanced with his involvement as an entrepreneur by taking over a chain of food stores specializing in local food. His working experience also include automotive vendor where he has operational responsibilities for 3 manufacturing facilities, one wholly owned subsidiary and one R & D unit.

Prior to joining IRDA, he was the General Manager of Business Development and Solutions with a leading logistic company.

SAFUAN BIN YUSOF Chief Information OfficerSafuan joined IRDA in March 2009 as Chief Information Officer. He obtained his Master degree from Cambridge University, United Kingdom in Computer Speech & Language Processing.

Safuan have more than 17 years of valuable experience in business and IT management gained from various well known Multi-National Companies (MNCs) and Public Listed Corporations.

Prior to him working in Malaysia, Safuan has worked with a large IT company (DEC Ltd) in the United Kingdom for about one year. Upon his return to Malaysia Safuan started his career as an Analyst Programmer in Shell Malaysia in 1993. Among the companies that he has worked with are EON Berhad, MISC Berhad, British American Tobacco (M) Berhad, DHL and Titan Chemicals Corporation Berhad.

MOHD YAZID BIN JA’AFAR Head, Economics & BusinessMohd Yazid joined IRDA in 2009 as Senior Vice President in Sector Development. In 2010 he was tasked to Head the Economics and Business Division.

He brings with him 15 years of solid experience in the techno-commercial area of the engineering and chemical business both within Malaysia and in the international scene.

Prior to joining IRDA, he worked with a number of multinational organisations for 10 years in various capacities in technical, marketing, business analysis and customer relationship management roles in Malaysia as well as in the UK.

He then moved his career back to Malaysia to join a joint-venture middle distillate chemical company in Sarawak with shareholders such as Sarawak State, Mitsubishi, PETRONAS and Shell.

There, he spent 5 years in various roles including managing the commercial aspects of the global business unit in specialty products.

Yazid holds a Master’s of Engineering in Chemical Engineering from the Imperial College of London. He is also a member of the Chartered Institute of Marketing and a member of the City and Guilds, London Institute.

ENGKU AHMAD KAMEL BIN ENGKU TAIB Head, Corporate Performance ManagementEngku Kamel joined IRDA in February 2010 and heads the Corporate Performance Management Division, which oversees the Corporate Planning and Programme Management Office functions in IRDA.

He has close to 30 years of national and regional experience in Banking, Oil & Gas, IT Consultancy, Automotive Manufacturing and Business Process Outsourcing, managing a wide range of retail banking services, oil & gas marketing operations and retailing, and system implementation activities locally and internationally.

He has also managed a manufacturing & sales systems environment and has headed a self-service terminals outsourcing outfit. At various times, he has been based in a number of locations in Malaysia and his work has also taken him for stints to the UK, Singapore, Thailand and Philippines.

Engku Kamel graduated in Mathematics from Lancaster University, UK and has an MBA from Cranfield University, UK.

MOHAMAD BIN SA’ELALHead, Integrated Planning Mohamad was appointed the Head of Integrated Planning, in February, 2010. Mohamad is responsible to lead the team to formulate the policy and strategy on land use planning, environment, transportation and safety & security for Iskandar Malaysia. Mohamad also involves in project implementation and stakeholder management.

Mohamad has more than 25 years in various positions with property development companies in Malaysia. The portfolio of the projects includes The Curve, Ikea Mutiara Damansara and University of Nottingham, Malaysia Campus in Selangor, Kota Iskandar and Puteri Harbour in Nusajaya, Johor.

Mohamad was also involved in training of contractors and construction site personnel in collaboration with Construction Industry Development Board (CIDB).

Mohamad graduated from University of Technology MARA with a Bachelor of Civil Engineering in 1982.

HANIZAH BINTI MUHAMMAD Head, Internal AuditHanizah joined IRDA on 16 November 2009 and heads the Internal Audit Department. She reports directly to the Audit Committee.

She started her career working for a Chartered Accountancy firm in United Kingdom for 2 years before returning to Malaysia. Since then she has worked in

Internal Audit with various organisations for 18 years where she held executive positions in Sapura Holdings Berhad, Pengurusan Danaharta Nasional Berhad, Faber Group Berhad and RapidKL.

She is a Certified Internal Auditor (CIA) and a Chartered Member of the Institute of Internal Auditors Malaysia (CMIIA). In 2004/2006, Hanizah was on the Editorial Board of the Institute of Internal Auditors Malaysia (IIAM) and contributed in writing articles and reviews for the IIAM’s magazine.

UNGKU HARUN AL RASHID BIN AHMAD Head, Human Capital ManagementUngku Harun joined IRDA as the head of Human Capital Management from December 2009 to July 2010. Ungku Harun holds an MBA in International Business from RMIT University, Australia and a Bachelor’s Degree in Education (English) from Indiana University, USA.

Ungku Harun has 25 years of experience in Human Resources and General Management. These experiences were gained primarily in multi-national companies such as Sandvik, Cabot Corporation where he was the Asia Pacific Regional Director of Human Resources and RJ Reynolds Tobacco International where he served as the Regional Human Resources for South East Asia. Ungku also served in Multimedia Development Corporation as its Vice President of Corporate Services. The MDC was tasked with the implementation of MSC Project.

ZAINI BINTI LONGHead, Strategic CommunicationsZaini joined IRDA on 8th November 2010 and is responsible for the overall strategic marketing and communications which encompasses the areas of stakeholder management, media management, promotion and advertisement, branding and events.

Zaini started her career in product management at Johnson & Johnson Sdn Bhd in 1989. Subsequently she expanded her career to join Avon Malaysia as Marketing Director in 1990 and soon was promoted as Executive Director Regional Marketing in 2002 and was based in Bangkok.

Prior to joining IRDA she was heading Bursa Malaysia Berhad’s marketing division as Head of Group Marketing. Zaini has a combination of 24 years of vast and professional experience in marketing and promotion including event management, media relations and public relations activities.

Zaini obtained her tertiary education from Institute of Marketing, UK and various management courses from University of Columbia.

In its first five years, the development of Iskandar Malaysia has proven its resilience to overcome a severe global financial crisis and a recession that followed.

WithPhase1oftheCDPcompleted,Iskandar Malaysia has attracted investment commitments of RM69.48 billion, surpassing the RM47.0 billion targetbyanimpressive148%.In2010alone, Iskandar Malaysia attracted a total of RM13.92 billion of new investments.

An improving global economy contributed to the commendable numbers achieved in 2010. In an unprecedented response to the financial crisis that unfolded in 2008, the Governments and Central bank were quick to introduce fiscal and monetary policies that had a mitigating effect on what was the worst economic slowdown since the last great depression.

WhileIskandarMalaysiahasnodoubtbenefited from the revival of investors’ confidence, most investors also recognise the development as a long-term sustainable investment, enhancing its attractiveness in the face of the financial crisis.

INVESTORS’ DIALOGUE Engaging the investors remained a key priority for IRDA and the year in review saw the third and fourth in the series of Investors’ Dialogue held in June and December respectively.

LEVERAGING THE ISKANDAR MALAYSIA BRANDSince its launch, the attractiveness and familiarity of Iskandar Malaysia as a brand proposition has gained resonance in investment communities across the globe.

IRDA recognises the importance of participating in various overseas trade and investment missions organised by the Ministry of International Trade & Industry (MITI), Malaysia Industrial Development Authority (MIDA) and Malaysia External Trade Development Corporation (MATRADE).

During the year in review, IRDA was part of the trade missions to Korea, Taiwan and Qatar. These missions have proven fruitful; giving IRDA a platform to present its value propositions and to develope

Iskandar Malaysia as a unique investment opportunity, and attract potential investors in sector-specific investment areas.

INVESTMENT GUIDES The Iskandar Malaysia Investment Guides were conceptualised in 2010 to provide a clear strategic direction to investors at a sector-specific level.

A total of nine booklets will be launched by the end of May 2011, representing the economic sectors promoted in Iskandar Malaysia.

As a definitive guide to investors, the booklets contain distinctive value propositions, opportunities and incentives available as well as in-depth analysis on each of the nine sectors.

COMMUNITY DEVELOPMENT Community development has been one of the main pillars in the conceptualisation of Iskandar Malaysia.

To keep the community in Iskandar Malaysia abreast of the rapid developments taking place, IRDA has come up with a monthly publication called Bizwatch.

During the year, 18 editions of Bizwatch were published, including four special editions highlighting the improved bilateral relationship between Malaysia and Singapore, New Economic Model and Economic Transformation Programme Budget 2011 and Year End special edition.

STRATEGIC COMMUNICATIONS For the year 2010, the Strategic Communications division carried a wide range of activities in collaboration with federal and state government agencies. This joint collaboration resulted in a more systematic communications approach in line with the federal and state level objectives.

Targeted brand promotions were carried out in various publications to reach out to our key audience

BRANDING Branding efforts in 2010, apart from continuing international promotional initiatives, focused on further increasing local investor awareness.

Iskandar Malaysia was prominently featured in a special report in the premier local business magazine Malaysian Business in October. The 10 page report included an in depth look at the progress of Iskandar Malaysia and opportunities it offered.

IRDA’s first digital promotional campaign began in November utilising on-line media such as The Star On-line, Sin Chew On-line edition, Utusan On-line and the Google Ad Network.Thiscampaignresultedina20%increase in Iskandar Malaysia website traffic.

The international print media campaign continued with advertisements in regional publications.

Overall, 2010 branding activities focus on addressing gaps identified in the brand audit. The department was also guided by the targeted countries which included China, Singapore and the Middle East.

EVENTS AND PROMOTIONSThe Events Team aggressively organised and successfully accomplished 9 core events and 25 other events in 2010.

These events are mainly targeting local population, audiences from Kuala Lumpur, Singapore and international markets.

The 9 core events were the Iskandar Johor Open 2009 cheque presentation, 3rd Iskandar Malaysia Open Day at IOI Mall, Kulai and 4th Iskandar Malaysia Open Day at Pasir Gudang, CityScape Asia Singapore, Iproperty.com Expo KL and Iproperty.com Expo Singapore, JB Raya Open House, KL Raya Open House and Iskandar Johor Open 2010.

The Events Team has also assisted in planning, organising and event management of 25 adhoc events in support of project owners from other divisions.

Several high impact events such as Prime Minister’s Visit to Iskandar Malaysia Public Housing and Khazanah Virtual Platform Tour and the Joint Ministerial Meeting between Malaysia and Singapore have received positive media coverage.

At state level, our involvement included the Johor Science, Technology and ICT Week(MISTI2010),GroundBreakingCeremony of Johor Premium Outlets, Members of the Authority Meeting, Open Day in Pontian in conjunction with Kembara Mahkota Johor 2010 and Pasir Gudang Local Council Open Day.

The overall response received was overwhelming, as visitors appreciated the engagements being made by IRDA to engage various stakeholders.

STAKEHOLDER MANAGEMENTIn 2010, some of the issues that required constant monitoring were the development of the coastal highway, which led to regular engagements with the media and local politicians.

The division sought to mitigate issues or complaints from the public arising out of the rapid infrastructural developments in the region by strategizing and managing grassroots issues with Technical and Projects (TP), Social Development (SD) and Integrated Planning (IP) teams in the areas of road upgrading, river cleaning at Kg Sungai Danga, Sg Skudai, coastal highway construction, Bus Iskandar Malaysia social routes, among others.

The division also helped facilitate more than 2000 visits and briefing sessions clocked in 2010 for the entire organisation. These included official site visits and

briefings to former Prime Minister Tun Abdullah Ahmad Badawi and Minister of International Trade and Industry, Dato’ Seri Mustapa Mohamed just to name a few.

As part of its proactive engagement, the division executed a Peer-to-Peer programme to empower the community to take on the role of championing Iskandar Malaysia. Strong progress was made on this front with the successful engagement of up to 600 Anak Johor students from IPTAs (e.g. - UTM, UTHM, UM, UIA UiTM). Held at Kota Iskandar, the event provided and opportunity for Johor Chief Minister Dato’ Haji Abdul Ghani Othman to call on Anak Johor to champion the aspirations of Iskandar Malaysia.

One such successful engagement was the Road and Safety campaign with Pasukan Pengangkutan Awam Iskandar Malaysia (PAIM), focusing on the Bas Iskandar Malaysia social routes.

The campaign saw more than 3,600 students from 12 primary and secondary schools in Iskandar Malaysia educated on proper usage of the services provided by the authorities. It received wide media coverage as it was a first of its kind involving the bus services launched early this year.

Further engagements with the community in Kg Sg Danga residents, grassroots leaders and shop lot owners from Taman Baiduri impacted by the development of the coastal highway project were carried out to manage issues and provide amicable solutions.

Positive outcomes were seen from these engagements as most of the affected communities agreed for IRDA to play a mediating role.

The political parties were also engaged through regular engagements pertaining to issues brought by the rapid development of Iskandar Malaysia. In continuing with this, all parties agreed to champion engagement programmes and help disseminate information on Iskandar Malaysia through briefings, dialogues and forums.

One high profile event facilitated by the department was the high tea event in conjunction with the Sultan Johor’s Birthday. It was an excellent platform for IRDA to establish itself as an important organisation and engage local stakeholders in ensuring the progress of Iskandar Malaysia for everyone.

NGOs were also not left out as they are partners in helping develop Iskandar Malaysia. A meeting with the Johor Malay Contractors Association was led by Exco, Dato’ Haji Maulizan Bin Bujang.

The outcome of this engagement was the establishment of a more effective platform for IRDA to manage the concerns of the association.

At Federal level, an engagement with Higher Education Minister Dato Seri Mohd Khaled Nordin augured well for Iskandar Malaysia’s role as a human capital feeder hub for the nation.

The Minister was given an update on Educity at Nusajaya and he also shared of some ideas on the Higher education Ministry’s initiative to develop Pasir Gudang as an education hub.

On the commercial stakeholder front, the fourth quarter of 2010 saw the continuation of an increased interest in Iskandar Malaysia from investors from Singapore. One of the key contributing factors to this rise in interest is the warming of bilateral relations between Singapore and Malaysia, spearheaded by the Prime Ministers of both countries.

Among the noteworthy visits received from Singapore were by the Singapore Business Federation (SBF).

The Singapore Chinese Chamber of Commerce and Industry also brought a delegation of 50 businessmen to seek business opportunities in Iskandar Malaysia. Others included the Singapore Economic Development Board (EDB), who were keen to find out how Singaporean based companies and MNCs based could leverage on investing in Iskandar Malaysia. IRDA also participated in an International Chinese Business Forum in December organised by the Malaysian Industrial Development Authority (MIDA).

IRDA also received delegations from Australia comprising professionals from the building and construction industry from the State of Victoria specialising in green and sustainable technologies. A delegation from the Swiss-Asian Chamber of Commerce also visited us and extended an invitation for IRDA to speak with businessmen in Zurich on opportunities in Iskandar Malaysia.

The momentum among Singaporeans is expected to strengthen further in 2011. IRDA will continue to play a proactive role in managing this for the betterment of the local population.

MEDIA AND PUBLIC RELATIONSIn 2010, Iskandar Malaysia successfully increased its news coverage in the print media in Malaysia and Singapore by achieving a PR Value of RM29.8mil compared to RM12.4mil the year before. The positive news generated also increasedfrom95%in2009to96.6%in2010.

This is attributed to the efforts in promoting Iskandar Malaysia through the various media locally and internationally. Proactive engagements were also carried out to strengthen and sustain relationships with the media to further boost media coverage in both print and electronic media.

Our key communication messages for 2010 were the delivery of projects on the ground, infrastructure progress, as well as implementation of blueprints such as the Safety and Security and Transportation.

Some of the events which received tremendous coverage and generated interest from the media were the launching of the Yahya Awal Interchange flyover, Community Police Post, Bus Iskandar Malaysia and the Prime Minister’s visit to the Iskandar Malaysia Public Housing Project.

There was also extensive radio coverage as well as interviews with Business FM (BFM) on the latest highlights of the developments in Iskandar Malaysia. Several familiarisation trips and engagements were also carried out for media from Kuala Lumpur, Singapore as

well as Johor media.

Iskandar Malaysia also gained publicity through exclusive interviews in the Arabian Business magazine, Malaysian Business magazine, Leaders Magazine, Business Times Singapore, The Edge Singapore and Trade and Investment Opportunities (TIOS) Report.

Domestically, besides press releases and planned interviews in the local newspapers, magazines and news stations, events were also carried out to foster closer relationship with the local media, such as the Media Race and Media Buka Puasa.

On the Social Media front, Iskandar Malaysia set up its Facebook profile (Iskandar Malaysia) and fan page (Friends of Iskandar Malaysia) in May 2010.

Under the Ninth Malaysia Plan, 2006-2010 (9MP), the Malaysian Government injected funds amounting to RM6.8 billion to boost infrastructure facilities within Iskandar Malaysia. The fiscal priority for the project has been continued under the Tenth Malaysia Plan, 2011-2015 (10MP) with an additional budget of RM1.39 billion.

In February 2008, IRDA was been entrusted to implement some of the projects identified under the 9MP covering road development, river cleaning, drainage and a housing project. There were a total of 11 packages, of which seven comprise road projects, two river cleaning packages, and one package each for drainage and the Iskandar Malaysia housing project.

ROAD PROJECTS Two road packages, with a total cost of RM52.0 million, were completed during the year under review, ahead of schedule. Construction of the Yahya Awal Interchange (Package 3A) began on 29 October 2008 and was completed in October 2010. The upgrading of Jalan Kolam Air (Package 6) was completed in April 2010.

The completion of these two projects has already helped ease traffic congestion, notably in the central business district, and reduced the travelling time across the city and sub-urban areas. This has created an economic spill-over effect for residents and local businesses, enhancing the quality of life in Iskandar Malaysia.

Another six packages (including Package 3B) with a total cost of RM1.44 billion, are progressing according to schedule. One of the biggest infrastructure projects undertaken in the corridor is the construction of the 15-kilometre, six-lane Coastal Highway.

WhencompletedinDecember2011,itwill function as the main road artery for Iskandar Malaysia, improving connectivity to the Senai Airport and the sea-port of Tanjung Pelepas, while reducing travelling time from Johor Bahru to Nusajaya to only 10 minutes, instead of 45 minutes.

RIVER CLEANING PROJECTS Improving the quality of life is the primary objective of the River Cleaning and Drainage Programme which focuses on three main rivers, namely the Segget, Tebrau and Skudai rivers.

Apart from improving the aesthetics of these water-ways as befitting a world-class development, the long-term goal of the programme is to upgrade the water quality standard from the present Class IV (non-body contact) to Class II (Body-contact) by 2015.

By definition, non-body contact includes activities such as boating and fishing where there is only incidental contact with the water, while body-contact would involve full body immersion.

The total cost of the river cleaning projects, broken down into six packages, is RM113 million. As at year-end, five packages have been completed, while the Sungai Skudai Package 2 is progressing as planned for targeted completion in May 2011.

DRAINAGE PROJECTS Withtheupgradingofthedrainagesystem in Iskandar Malaysia, flash-floods may soon be a thing of the past. A total of RM122 million has been allocated to implement 11 packages of drainage projects to be carried out by IRDA’s Technical & Projects Division since 2008.

Five of these packages were completed in 2009, while the remaining six packages have been completed in 2010.

Apart from the construction of new drainage systems, the programme also involves the widening of drains for better water flow and the construction of tidal flats to prevent water from the rivers flowing into drains during high tides.

As in many other projects undertaken in Iskandar Malaysia, the ultimate beneficiaries of IRDA’s efforts are the residents, present and future generations.

ISKANDAR MALAYSIA PUBLIC HOUSING (PRISMA)A total of 1,500 families in Iskandar Malaysia will soon benefit from an improved and more conducive living environment. PRISMA is a housing development project undertaken by IRDA to showcase the future of public housing in Iskandar Malaysia.

Planned as a medium-density residential project, the project will be complemented by a host of public amenities that include community halls, kindergartens, surau, community police posts and recreational facilities such as football fields, futsal and badminton courts and children’s playgrounds.

Piling works for the construction of 34 apartment blocks commenced in January 2010 and were completed by 31 July 2010, paving the way for construction works to begin. PRISMA was built using the Industrialised Building System (IBS), whereby the main components are manufactured at factories before being transported and assembled onsite.

One of the main benefits of the IBS system is the high quality of the products which are manufactured under strict quality controls. The main building blocks of PRISMA are the building panels and over an 8-month period, some 34,000 panels were produced. Installation works were completed by 30 November 2010.

By the end of 2010, PRISMA had achieved 85%completionandwillbeoperationalby the third quarter of 2011.

During the year under review, PRISMA was evaluated by the Construction Industry Development Board Malaysia (CIDB) and was assigned an IBS score of 95%,exceedingthescoreof70%setbythe Economic Planning Unit/Ministry of Finance. A high IBS score is a reflection of a higher reduction of site labour, lower wastage, cleaner environment, better quality, safer construction site, faster project completion and lower total construction costs.

In achieving these targets, PRISMA has raised the bar in setting new standards for public housing in the country.

INTEGRATED PLANNING

TOWARDS SUSTAINABLE ISKANDAR MALAYSIAMalaysia has made a voluntary commitmenttoreducebyupto40%ofthe country’s carbon emission intensity to GDP by 2020, using 2005 as the base year.

In line with this commitment and the vision of developing Iskandar Malaysia into a strong and sustainable metropolis, IRDA is working towards achieving a Low Carbon Society (LCS) status for Iskandar Malaysiabytheyear2025.With2005asthe base year, IRDA plans to achieve a 30-50%reductionofCO2emissionintensityof GDP by 2025.

To achieve LCS status, IRDA has to contend with a number of challenges that include:

To address these challenges IRDA has prepared several blueprints to engender the development of sustainable Iskandar Malaysia. These blueprints among others, cover a number of areas that include integrated land use, environmental planning, integrated solid waste management, energy efficiency and renewable energy, area character statement, integrated public transportation, shoreline management, maintenance and operational plan and drainage and storm water management.

In 2010, IP has completed most of the blueprints and has started to implement several key projects. Safety and security (Safe City) and transportation (Improving connectivity) continues to be IP’s main projects, while other initiatives implemented includes - Managing Land Use, Safeguarding Environment, Ensuring Efficient Infrastructure and Utilities, and Conserving and Promoting Heritage and Culture.

MANAGING LAND USEThe Integrated Land Use Blueprint was endorsed at AIC meeting in 2010. The blueprint provides guidance and framework for all land planning to ensure a consistent approach to managing the social, economic and environmental effects to future growth for Iskandar Malaysia. The principle for growth and land use management are:

Current key economic activities in Flagship B are focused on mixed property development, state & federal administration and logistics. Going forward, Flagship B would be the hub for creative arts and entertainment, medical facilities, educational institutions, tourism, biotechnology and hi-tech manufacturing.

SAFEGUARDING ENVIRONMENTThe Environmental Planning Blueprint (EPB) and Shoreline Management Plan (SMP) were completed and endorsed in November 2010. Both blueprints will foresee sustainable forms of development and land use which will maintain and enhance the quality, character and appearance of the natural environment; with the EPB covering the whole Iskandar Malaysia and SMP focusing primarily on Iskandar Malaysia’s shoreline. In line with the Government’s effort in reducing carbon emission, IRDA with researchers from Universiti Teknologi Malaysia (UTM), Kyoto University and the National Institute for Environmental Studies (NIES) initiated the study on Low Carbon Society for Iskandar Malaysia.

IRDA collaborated and supported various events organized by other government and private agencies such as the Earth Hour, Pelancaran Penanaman 26 Juta Pokok, WorldWaterDay. IRDA also supported the “Save the Environment, People!” (STEP) program by Aiesec UTM, a program to create awareness among youths on the issues of sustainability and to provide the opportunity for them to contribute to the cause.

A series of monthly talk on the environment was organized as part of the campaign to raise awareness amongst the government agencies and private entities. Some of the topics covered

were mainstreaming biodiversity, migratory birds, Ramsar sites of Johor, and community-based resources management. IRDA was elected as a jury for Sekolah Lestari – Penilaian Alam Sekitar, a joint program by the Department of Environment and Department of Education.

In May and June, IRDA went to 26 schools throughout Johor to evaluate the daily practices among staff and students in terms of its efficiency and sustainability. The juries were also to recommend effective environmental-friendly practices for the school’s management. IRDA also provided significant inputs for the 2nd Review of the National Physical Plan, Local Plans and EIA submissions to the Department of Environment Johor.

CREATING A SAFE CITYThe Safety and Security Blueprint was completed and endorsed in 2009. The Blueprint assists the public sector, private sector and the community to work together in building a safe and secure environment.

The Blueprint proposed a period of incremental safety and security capability enhancement over the period of the Tenth Malaysia Plan to 2015, a focus on capability extension over the Eleventh Malaysia Plan to 2020, and a focus on capability sustainment over the Twelfth Malaysia Plan to 2025.

Preserving and maintaining of peace, safety and security is built up through phases of time. Iskandar Malaysia, in a journey towards a safe and secured region, focused on its integrating strategy namely:

• Capacity-buildingbetweenthepublicagencies, the private sector and the community in addressing issues relating to safety and security;

• Shapingandmanagingperceptionofthe community on security;

• Cooperativecommunityparticipationand leveraging on technology.

Safety is of utmost importance and in tackling this issue, IRDA have worked hand and glove with the Royal Malaysia Police to ensure safety and security is continuously addressed. Iskandar Malaysia has achieved significant reductioninindexcrimeby21.32%andstreetcrimeby47.56%in2010ascompared to 2009.

Reduction of crime was achieved through several actions that include:

• Increaseofmanpower–Deploymentofpolice personnel in Iskandar Malaysia, from 6,172 personnel in 2007.

• DesignationofnewPoliceDistricts-3new police districts were designated to reinforce the 2 existing police districts in Iskandar Malaysia. Now Iskandar Malaysia has 5 police districts with a total 27 police Stations, 9 functional Police Stations, and 14 Community Police Stations.

• LaunchingofadditionalBeatBases-recently, the Johor police launched 26 moveable beat bases to complement the additional 480 manpower from the General Operation Force (GOF) as part the NKRA’s initiative to provide Iskandar Malaysia with significant police presence.

• NewMobilePolice-InimplementingHigh Profile Policing, the Police in Iskandar Malaysia have a fleet of 273 Mobile Police Vehicles (MPV) and 12 Mobile Police Station functioning as tactical command centres to police the five development nodes in Iskandar Malaysia.

• SpecialTaskForceforInvestors-Tospecifically address safety and security issues involving investors, the Royal Malaysia Police Johor has established a Special Task Force to deal with any reports and complaints lodged by foreign investors.

• CCTV-LocalCouncilsinIskandarMalaysia namely, Johor Bahru City Council, Johor Bahru Central Municipal Council and Kulaijaya Municipal Council have installed a total of additional 73 CCTVs at the fifteen 15 hot-spots.

• AuxiliaryPolice-Tofurtheraugmentthe police omnipresence in Iskandar Malaysia’s, a Battalion strength of 924 Auxiliary Police was approved for deployment at the critical infrastructures and the catalytic projects.

The year 2010 witnessed the continuation of the implementation of the Safety & Security programme quick wins. A total of 16 Community Police Posts were built with 6 units handed over to The Royal Malaysia Police for operation.

The first Community Police Post in Taman Bistari Indah was officially launched by the Chief Minister of Johor on 13 March, 2010 with the presence of Inspector General of Police and Johor Chief of Police.

The year 2010 also witnessed the implementation of NKRA Crime reducing initiatives across Malaysia and Iskandar Malaysia. IRDA’s representative at the NKRA Crime Lab was instrumental in aligning the NKRA Crime Lab initiatives with the Safety & Security Blueprint of Iskandar Malaysia.

In April 2010, IRDA Safety & Security team was invited to formulate the National CCTV Guideline. The team’s biggest achievement is the requirement that all planning applications to the local authority in Iskandar Malaysia and Malaysia would not be approved unless provision of CCTV is included in the submission.

Earlier in November 2010, the Johor State Planning Committee also approved the CCTV Guideline and CPTED Guideline for implementation in Iskandar Malaysia and the rest of Johor. IRDA also actively participated in the Safe City Programme led by the Yang DiPertua of all the Local Authorities in Iskandar

Malaysia, as required by the NKRA Crime Reducing initiatives. The rollout of 15 Safe City initiatives across the Local Authorities in Iskandar Malaysia will also mean the implementation of a proportion of the Safety & Security Blueprint Programmes.

All these efforts are in consonance with our integrating strategies to enhance the capacity and capability of all law enforcement agencies in Iskandar Malaysia as well to shape and manage public perception on safety and security.

IMPROVING CONNECTIVITYIn 2010, as part of IRDA’s initiative to improve public transportation and restructure the bus industry, Bas Iskandar Malaysia project was launched on 1 February, 2010 by Y.A.B. Dato’ Abdul Ghani bin Othman, Chief Minister of Johor. The project is regarded by the local communities as one of IRDA’s most visible projects.

To date, 34 buses are in operations on 17 social routes throughout Iskandar Malaysia. Along with the project implementation, IRDA and Pasukan Pengangkutan Awam Iskandar Malaysia (PAIM) have delivered several programmes to enhance the competencies within the bus industry.

IRDA has successfully rolled out the Safety, Health and Environment Code of Practice (SHECoP) in all the contractual documents with Bas Iskandar Malaysia operators. This roll out is in line with the national strategy to improve the overall practice of public transport operators.

Training courses and workshops are formulated and conducted for bus operators to share the experiences, communicate best practices and create awareness on how SHECoP enables operators to achieve safety, efficiency, productivity and sustainability.

To improve the service delivery system, IRDA has signed Service Level Agreements with all the Bas Iskandar Malaysia operators. The operators’ performances are measured on a regular basis to ensure continuous improvements. IRDA also developed training modules to train and prepare new drivers into the market.

The training modules were rolled out in October 2010 with the intake of 31 trainees. The training is jointly delivered by IRDA, PAIM, Yayasan Pelajaran Johor (YPJ) and Institut Memandu Bunga Raya. All 31 trainees have completed their training and currently working with Bas Iskandar Malaysia operators.

In 2010, Bas Iskandar Malaysia has performedwellachieving26%ridershipagainstthetargetof20%.Thisisachievedthrough continuous campaigns and promotional activities to create awareness and provide information to the public on the Bas Iskandar Malaysia services.

Emphasis of the campaigns and promotions are not only on the services available but also on the road safety and environment.

IRDA in collaboration with PAIM, JKJR and Jabatan Pendidikan Negeri (JPN) have delivered 12 series of Kempen Keselamatan bersama Sekolah di Laluan Bas Iskandar Malaysia, which involved 40 primary and secondary schools within Iskandar Malaysia. The campaigns have been successful in promoting Bas Iskandar Malaysia services and preventing vandalism on buses.

IRDA with the assistance of several local authorities namely Majlis Bandaraya Johor Bahru, Majlis Perbandaran Johor Bahru Tengah and Majlis Perbandaran Pasir Gudang has delivered 219 bus poles that displayed information related tobusroutingandschedule.Wealsoacknowledged the participation of Pelabuhan Tanjung Pelepas (PTP), Giant, Teraju Kyu Sdn. Bhd. and S.P. Setia in sponsoring new bus stops and bus poles in several locations.

Reliability and consistency of the bus services have been imperative in attracting higher ridership. In addition, IRDA and PAIM have been engaging various stakeholders to gain support for Bas Iskandar Malaysia and its related initiatives.

The Bas Iskandar Malaysia services have benefited local communities of 300,000 populations within 52 residential areas and villages. It has delivered several positive outcomes to the local communities and the agencies involved in the project.

The services provide a more affordable transport for the local communities and enhance the working relationship between the various government agencies and private sectors.

Moving forward, IRDA recognizes the need to address the transportation issues in Iskandar Malaysia in a more holistic manner. The Transportation Blueprint for Iskandar Malaysia was developed and completed in 2010 with the participation of various stakeholders such as the industry players, government agencies, developers, NGOs, transport and logistics associations and community leaders.

The Transportation Blueprint is a complete document that addressed issues relating to transport planning and integration covering various segment including public transport, private transport, freight transport, green technology and institutional framework. The Blueprint recommended plans for implementation until year 2030 to achieve the goals of sustainable transportation and low carbon environment.

The Blueprint has outlined key projects for immediate implementation and the most critical is the establishment of mass public transportation system in Iskandar Malaysia. Mass public transportation system and optimum road network are expected to improve the accessibility and connectivity of more than 3 million future population of Iskandar Malaysia.

The Blueprint also provides plans for efficient freight transport network and facilities to support the economic growth of Iskandar Malaysia.

ENSURING EFFICIENT INFRASTRUCTURE AND UTILITIESIskandar Malaysia already has good accessibility and connectivity to other districts or state such as Plus Highway, Second Link, Senai Desaru Highway, Pasir Gudang Highway and Federal Highways e.g. Jalan Skudai. There are many more projects under planning and implementation to enhance the mobility and efficiency of transport in Iskandar Malaysia based on the CDP 2006-2025.

Towards ensuring the efficiency of urban linkages system in Iskandar Malaysia, a comprehensive road layout standard and proper guideline is essential. Thus, IRDA’s Integrated Planning Division has commissioned the study for the Road Layout Design Blueprint for Iskandar Malaysia which was completed in December 2010.

Other than providing proper guidelines for road planning, the blueprint also identifies issues relating to improper implementation that affect road use efficiency such as safety features, utilities, road furniture, and areas for the pedestrian and cyclist.

Another aspect that will affect the efficiency of the infrastructures is flood and flash flood which can cause significant impact on the performance and economy of Iskandar Malaysia. Thus, IRDA’s Integrated Planning has developed a Drainage and Stormwater Management Blueprint which was completed in December 2010.

The blueprint will become a reference and monitoring tool for drainage and stormwater management for any developments within Iskandar Malaysia. The hydraulic analysis and recommendations highlighted in the blueprint will assist the local authorities in Iskandar Malaysia as well as the Drainage and Irrigation Department to plan for mitigation measures to curb the flood and flash flood. Other than providing proper guidelines, planning documents and comprehensive blueprints, the maintenance of the existing and future infrastructures are also important. In order to ensure that the quote of “ 1st Class Infrastructure, 3rd Class Mentality” does not happen in Iskandar Malaysia, IRDA’s Integrated Planning Division has also embarked on the study of the Maintenance and Operational Plan for Iskandar Malaysia.

This blueprint has been prepared to ensure proper facilities management during planning and implementation of any infrastructures within Iskandar Malaysia. The blueprint encompasses all aspect of the facility management and asset maintenance in line with “Dasar Aset Kerajaan 2007 “including public awareness for mindset change within the community to value and preserve the assets and infrastructures around them. The preparation of blueprints involved all related government agencies in State and Federal as well as relevant stakeholders. The engagements are organised through workshops, Focus Group Discussions and meetings.

CONSERVING AND PROMOTING HERITAGE AND CULTUREA blueprint on heritage and culture was completed and endorsed by AIC in April 2010. The blueprint known as Area Character Statement outlined strategies to conserve and develop heritage and culture as identity and for future generation.

A steering committee was formed to provide direction and guidance on proposals from the blueprint.

A talk called ‘Bicarawara Kepentingan WarisandanBudayadiDalamPembangunan di Iskandar Malaysia ‘ was held on 3rd November 2010 at Bukit Timbalan, Johor Bahru City. The objective of the talk was to create awareness among the targeted group on the importance of historical values in developing Iskandar Malaysia. The Bicarawara series will be the platform to promote Area Character Statement initiatives.

Featuring 7 speakers from different backgrounds, the Bicarawara touched on the history of Johor, Johor Culture, Tourism Opportunities and the stories about JB in the early years. Special appearance by Dato’ Rahim Ramli (secretary of the Johor Council of Royal Court), Dato’ Dr. Harjit “Doctor Cricket” Singh, and Datin Patricia Lim (Author of JOHOR) to share their experience living in JB for the last 50 years.

This first Bicarawara Siri Pertama attracted almost 200 participants which included administrators, corporate, teachers, professional bodies and NGOs.

ABudayaandWarisancarnivalwasheld on 31 December 2010 at Johor Bahru City to spearhead and promote the city as venue for cultural activities and performances. IRDA and MBJB have decided to welcome in the year 2011 with arts, culture and dance at the JB Bazz Culture and Heritage Carnival on 31 December 2010 in conjunction with Sambutan Hari Bandaraya.

The carnival, which started from 8.00pm onwards, covered Jalan Tan Hiok Nee, JB Bazz (Jalan Segget), Jalan Ungku Puan and Jalan Meldrum. The performances were performed at several pocket spaces around JB City so that the visitors and spectators could see and experience Johor Bahru’s streets and architecture.

A collaborative effort by the Majlis Bandaraya Johor Bahru (MBJB) and Iskandar Regional Development Authority (IRDA), some of the programmes lined up were cultural processions, dances, band performances and lucky draws.

Moving forward, more cultural activities will be promoted actively in year 2011 along with two (2) other key activities ; Naming of buildings, street and development and Conservation of Heritage buildings and site in Iskandar Malaysia.

The Human Capital Project Office (HCBPO) has been given the responsibility of developing our human assets in line with the strategies and plans laid out in the Iskandar Malaysia Human Capital Blueprint (IMHCB) to ensure a steady and sustainable supply of talent to meet the corridor’s growing human capital needs.

NARROWING THE TALENT GAPDuring the year in review, IRDA has worked closely with the various ministries, state government and industry players to help narrow the supply and demand gap for talent within Iskandar Malaysia and the State of Johor.

JOBSMALAYSIA PORTAL ENHANCEMENTSet up by the Ministry of Human Resources (MOHR), the JobsMalaysia portal is an automated online job matching system that was launched on 30 May 2002. Available nation-wide and at no charges, the portal provides a vital link that matches job seekers with potential employers. Through a collaborative effort between IRDA and MOHR, the portal has now been enhanced and has successfully gone live on 29 June 2010.

Leveraging on the existing JobsMalaysia database, the enhanced portal is benefiting the Iskandar Malaysia community and Malaysians in general by providing job seekers with timely information on employment opportunities in Iskandar Malaysia. ISKANDAR MALAYSIA CAREER FAIRSDuring the year, IRDA has collaborated with the Labour Department, MOHR to organise three career fairs in Iskandar Malaysia to address the intrinsic shortage of talent within Iskandar Malaysia.

A total of 81 companies drawn from all nine targeted economic sectors participated at the three career fairs. A total of 4,510 vacancies were available to job seekers, ranging from administrative to supervisory positions with a minimum monthly salary of RM750.00. A total of 2,365 positions were taken up by job seekers attending the three career fairs.

SCHOOL LEAVERS TRACKING SYSTEM WiththesupportofMOHR,IRDAhas collaborated with the Ministry of Education to establish a tracking system for school leavers to meet Iskandar Malaysia’s human resource requirements. The project aims to create a comprehensive database of school leavers who have not gone on to pursue tertiary education as a potential talent supply for Iskandar Malaysia.

The School Leavers Tracking System was launched by the State Education Director on 9 November 2010 and is being implemented in 44 schools as pilot projects. The tracking system has already identified 6,468 candidates who have secured less than five credits in their SPM examinations during 2009.

The data collated will be shared with MOHR to develop and execute suitable talent intervention strategies that match school leavers to potential employers or training providers who are willing to equip the candidates with the appropriate skills relevant to the job market in Iskandar Malaysia.

TALENT DEVELOPMENT PROGRAMMESBased on the positive outcome from the past 13 Talent Development Programmes conducted in 2009, four new programmes have been launched in 2010. The new up-skilling, re-skilling and pre-employment programmes were conducted by the appointed training providers from August till December 2010.

The up-skilling and re-skilling programmes were specially tailored to meet the requirements of the fibre optics and services industry, which includes tourism, hospitality and homestay segments. Besides supporting the developing of the economic clusters, these programme will also increase community and stakeholder participation in Iskandar Malaysia.

A total of 571 participants, comprising both school leavers and graduates, have benefited from these programmes. Upon completionoftheirtraining,almost90%of the trainees have been employed by several companies, notably in the hospitality and telecommunications industries. Among those who opted for the homestay training programme, many are now ready to become entrepreneurs in their own right as operators of their own homestay business.

The training programme has also equipped participants with a better grasp of the English language, enabling them to communicate more effectively with tourists from other countries.

The pre-employment programme, also known as the Young Graduate Core Training Programme (YGRACT), has been designed to equip graduates with the relevant core soft skills and practical experience through a mix of classroom training and internship programmes to improve employability.

A total of 261 candidates comprising graduates participated in this programme. Most have since been placed in respective companies within Iskandar Malaysia, while some are still undergoing an internship programme.

COLLABORATION WITH FEDERAL MINISTRIES AND AGENCIES IRDA would not be able to address all the human capital issues on its own without the support and cooperation of Federal Ministries and Agencies. A smart partnership and strategic collaboration has been established at both Federal and State level to ensure that identified initiatives are reviewed and implemented as planned.

Examples of such fruitful cooperative efforts abound and they include the JobsMalaysia Portal Enhancement project and the establishment of a special Steering Committee to oversee and lead in the implementation of all HCBPO’s initiatives that involved MOHE.

IRDA has also worked closely with MOHR to promote and create more awareness on MOHR’s Accreditation of Prior Achievement and National Dual Training Systemprogrammes.Withtheassistanceof the Ministry of Higher Learning (MOHE), IRDA is striving to gradually increase the percentage of subjects conducted in the English language at institutions of higher learning (IHL) at Iskandar Malaysia.

To provide a world-class learning environment, IRDA is also making concerted efforts to engage industry experts to lecture at Iskandar Malaysia’s IHLs on a part-time or contractual basis. IHL lecturers from reputable international/foreign universities will also be employed as guest lecturers.

WithUnitPerancangEkonomiNegeriJohor (UPENJ), IRDA is creating a classification system of skilled workers to facilitate the placement of local talent residing in or outside Iskandar Malaysia, which will allow for the controlled and timely migration of foreign workers. Another initiative is to retain the female workforce in the labour market.

The help of the Ministry of Tourism has been enlisted to promote the Hospitality Industry Apprenticeship Scheme for school leavers. IRDA is also working with the Ministry of Education to promote and increase awareness of the Malaysian University English Test (MUET) programme among secondary school students.

SME DEVELOPMENT PROGRAMME

Small and Medium Enterprises (SMEs) are the backbone of the Malaysian economy from the perspective of their sheer numbers, employment opportunities and contribution to economic development.

They will continue to be the building blocks for economic growth as Malaysia forges ahead to become an industrialised nation by the year 2020. In the light of the importance of SMEs to the Malaysian economy, several initiatives were launched by IRDA.

INTERNATIONAL BUSINESS START-UP PROGRAMME IRDA has organised an international SME event attended by Chief Executive Officers, Managing Directors and Founding Members of over 200 SMEs in Southeast Asia. The event is the result of a collaborative effort undertaken with the United States Embassy and Global Entrepreneurship Sdn Bhd.

The SME business-matching and international networking programme provides a useful platform to start up a new business venture, bringing together entrepreneurs and investors from all over the world to transform great ideas into a viable business.

This programme has already witnessed the participation of 15,000 aspiring entrepreneurs, resulting in the start up of 560 new companies. As part of this programme, a mentor is selective for every 4-5 participating SMEs.

The programme also has the active support of the US Government who will sponsor a week-long business trip to Silicon Valley, California for the winner of the Business Start-Up Open Competition and also assist SMEs that intend to pursue their business internships overseas.

ISKANDAR COMMERCIAL PORTALDuring the year, IRDA also launched the Iskandar Commercial Portal (ICP), currently available on the Iskandar Malaysia website. Developed by IRDA, the

Iskandar Commercial Portal is the digital version of the ‘Yellow Pages’ collating the information from all contractors representing diverse industries under one portal.

This is an invaluable database for international and large investors in their quest for local suppliers and contractors. For the 250 companies that have so far been registered, the portal provides useful information about the opportunities and contracts available in both government and private sectors.

INTERNET ENTREPRENEURSHIP PROGRAMME FOR SINGLE MOTHERS A programme called the Internet Entrepreneurship Programme for Single Mothers was launched in collaboration with the Multimedia Development Corporation (MDeC). The objective of this programme is to assist SMEs run by single mothers to enhance their product exposure, marketability, brand and sales via the Internet.

Hosting costs are borne by MDeC for one year, while participants will have to undergo a 3-day training programme to develop their personal or company website. Participants are then monitored for a year to check on their progress.

Some 25 participants/companies were selected for the initial intake, and within the first few months after their product/corporate website was set up, there has beena30%increaseinsales.

1AZAM -ERADICATING HARDCORE POVERTYUnder the Government Transformation Programme, one of the core goals of the National Key Results Area is to improve the living standards of Malaysians in low-income households (NKRA-LIH) and to reducethenation’spovertyrateto2.8%by December 2010. The responsibility for the execution of NKRA-LIH has been vested with the Implementation ManagementOfficeoftheWomen,Familyand Community Development Ministry.

To achieve the objective of NKRA-LIH, a programme called Akhiri Zaman Miskin (End the Poverty Era – 1AZAM) was launched for nation-wide implementation on 27 July 2009. 1AZAM is a starting point towards assisting and preparing the target group to realise the economic opportunities that are available to upgrade their living standards and household income. Under this programme, a total of 90 households with monthly earnings of less than RM440 have been selected to participate in any of the four programmes:

Azam Niaga : To generate business opportunities through training and micro-credit facilities

Azam Tani : To generate income through an action plan with the Ministry of Agriculture

Azam Khidmat : To focus on training efforts and equip participants to play a more more active role in the services sector

Azam Kerja : To ensure employment opportunities through job matching and Placement in collaboration with the Human Resources Ministry

IRDA is working closely with various federal agencies as well as state departments to ensure the success of 1AZAM. During the year under review, IRDA organised two Open Days to brief participants on the four programmes offered. Participants were encouraged to register their interest with the implementing agencies.

Through intensive training and counseling, IRDA has succeeded in changing the mindsets and outlook of participants under the 1AZAM programme. Participants have been motivated to become more self-reliant and to be more entrepreneurial in their outlooks. As a result of these efforts, the number of hardcore poor households has progressively been reduced over an 8-month period, from May till December 2010.

NURTURING FUTURE LEADERS IRDA and the Johor State Department have joined forces to launch a programme to groom high-potential students to become the future leaders and captains of industry. This programme is a strategic fit to the Iskandar Malaysia Human Capital (IMHC) Blueprint strategies to develop talents to fill key positions in the corridor. A total of 20 Form Four students representing the crème de la crème of 100 nominations received from schools all over Johor was hand-picked to form the pioneering group of the Johor Student Leaders Council (JSLC).

The first batch of students have already undergone a stringent battery of development and training programmes to ensure they are equipped with the right skills in a wide array of areas that include leadership and diplomatic skills, international relations, protocol and etiquette, communications, presentation and negotiation skills and programme management.

These programmes were conducted internally by experts from the Education Department as well as professionals from the Institute of Diplomatic and Foreign Relations. As an integral part of the programme to give participants international exposure and develop networking opportunities, the first batch of 10 students attended a two-week camp in Neuberg, Germany, while the second batch attended an international conference in Singapore.

The team spirit and organizational capabilities of the students was also tested when they were required to organise two major events. The first was a charity dinner graced by HRH Raja Zarith Sofia binti Sultan Idris Shah, Sultanah of Johor attended by 800 guests, while the second was an international conference for 350 students coming from countries as far away as Australia, Oman, Indonesia, South Korea, Thailand and India.

TRAIN THE TRAINER PROGRAMMEIRDA and the Johor Education Department have collaborated on a programme called the Iskandar Malaysia Motivational and Mindset Change Programme. The objective of this programme, targeted at UPSR, PMR and SPM students performing below par, is to instil a mindset change so that participants are aware of the opportunities available to them in line with the Iskandar Malaysia vision.

Besides equipping students with key learning techniques, the programme was also designed to provide students with the necessary life skills for future success. More than 600 students and teachers were selected for the pilot programme which commenced in March 2010 and will run until July 2011.

Kicking-off the programme, IRDA has conducted the ‘Train the Trainer’ programme for 40 counselling teachers in December 2010, who will serve as change agents and representatives of Iskandar Malaysia in schools. The programme included updates on developments within Iskandar Malaysia, overview of the IMHC Blueprint, job creation projections and career opportunities available within Iskandar Malaysia from 2011 until 2025.

It is envisaged that more teachers will be joining the programme in 2011 to reach IRDA’s target of having one change agent in every school in Iskandar Malaysia. Teachers will also be taken on site visits and will participate in dialogue sessions with industry and human capital practitioners to give them the required exposure.

REHABILITATING LOW-COST FLATS A group of 140 youths from Iskandar Malaysia have been selected to undergo a skills development programme in the construction and maintenance industry. As part of the practical training, participants will gain hands-on experience in rehabilitating three dilapidated low-cost flats in Iskandar Malaysia.

Successfully launched in 2009, the programme is a collaborative effort with the Construction Industry Development Board (CIDB) and its training arm, Akademi Binaan Malaysia (ABM) which promotes the development and upgrading of skills among construction personnel.

The ‘train and apply’ approach is a first for Malaysia where, after two weeks of classroom training, students are expected to utilise what they have learnt in a real life situation. This involved the refurbishment and repainting of 3,540 units of low-cost flats. The programme commenced in December and will be completed in April 2011.

Upon completion of their training, the participants will be given skills certifications and accreditations from CIDB, making them more marketable as semi-skilled workers. Apart from assistance in getting employment, especially within Iskandar Malaysia, trainees also benefit from programme modules in entrepreneurship and marketing, which will prove useful for those who decide to venture into setting up their own small businesses.

CULTURE TRANSFORMATION INITIATIVESIn 2010, IRDA embarked on a Culture Transformation Journey that involved the top management, namely, the Chief Executive, Chief Operating Officer and the respective Division Heads.

The Culture Transformation Journey was kicked-off in early May with a Culture DesignWorkshopattendedbySeniorManagement, followed by Preparation WorkshopattendedbytheCultureTransformation Team. The proposal was presented to Senior Management and a Culture Blueprint was drawn up. The Culture Transformation Team met again in July 2010 to fine-tune the blueprint prior to its implementation through a series of teambuilding and culture awareness programmes.

EMPLOYEE RELATIONS ACTIVITIES WorkandPlayaretwoimportantcomponents of Iskandar Malaysia’s vision.Whilewebelievethathardwork is a bed-rock element of Iskandar Malaysia’s success to date, this must be complemented by time set aside for play.

The 2010 calendar of events include a wide array of employee related activities, which includes annual stalwarts as the IRDA Family Day and Appreciation Dinner and various gatherings associated with Malaysia’s many festivities. Sports is an important part of IRDA’s social calendar and all staff are assigned in houses that are represented by the corporate colours. Many friendly games and matches were organised throughout the year.

LEARNING & DEVELOPMENT CURRICULARLearning & Development is a key priority at IRDA and forms an integral part of the Key Performance Indicators. During the year under review, 14 out of 18 planned learning and development programmes were rolled out for all levels of staff.

Apart from building core competencies, the programmes were also designed to develop soft skills in employees.

CORPORATE PERFORMANCE MANAGEMENT

The Corporate Performance Management Division was formed as a result of a synergistic merger between Corporate Planning and Programme Management Office functions. Hence, Corporate Performance Management is responsible for facilitating the formulation and alignment of IRDA’s objectives and strategies to national direction in realising the vision of Iskandar Malaysia. Performance of each functional Division within IRDA is monitored monthly against agreed outcome-based Key Performance Indicators (KPIs) to deliver targeted results.

As a development authority, IRDA facilitates the implementation of many high impact Strategic Projects for the benefit of Iskandar Malaysia. Corporate Performance Management provides the vital Programme Management Office capability to monitor and drive its key priority Strategic Projects to ensure timely completion within cost, as well as ensure delivery of the projects’ intended outcomes and benefits to the Iskandar Malaysia community and stakeholders.

In 2010, Corporate Performance Management managed 43 Strategic Projects under 11 Programmes within its portfolio which ranged from blueprinting, infrastructure development, economic and social/human capital related projects.

Corporate Performance Management ensures that the project management discipline and standards are adopted by all Project Teams. This includes adherence to the necessary project governance, methodology and processes. These tools are based on international project management best practices and standards to promote better discipline in project management, which in turn increases project delivery success and reduces project risk.

Corporate Performance Management also worked with and propagated these best practices to its partner agencies such as UPENJ and MBJB for jointly implemented projects in 2010.

IRDA RISK MANAGEMENT

On Track For SuccessIRDA Risk Management

Implementing risk management ensures that IRDA, as an organization identifies, evaluate, control and monitor risks to which it is exposed. It also assists IRDA to ensure there is an ongoing and consistent process for identifying, evaluating, escalating, monitoring and reporting significant risks faced by IRDA.

The development of IRDA’s Risk Management Framework was initiated in May 2010. The framework was finalised and presented to the Audit Committee on the 2nd November 2010, where it was subsequently placed under the purview of the Executive Committee (EXCO). At the 9th MoA meeting on the 29th Nov 2010, the IRDA’s Risk Management Policies and Procedures were approved.

A total of 22 strategic risks were identified against IRDA’s 7 objectives and is being monitored by the respective risk owners. These identified risks and their mitigation measures will be reviewed at least once a year to take into consideration the constant changing internal and external environmental factors impacting Iskandar Malaysia. The governance and reporting structure for risk management oversight are well defined as below to ensure both operational as well as strategic risks are captured and addressed accordingly.

The roles of the Risk Management Committee include:

i. Review and ensure high-level risk strategies/policies are aligned with IRDA’s strategic plans/objectives;

ii. Identify and communicate to the EXCO on the significant and critical risks (present or potential) IRDA faces, its changes and the management action plans to manage the risks;

iii. Provide guidance to department on IRDA’s risk measurement and assessment, and other criteria, which, when exceeded, must be cascaded upward to the EXCO;

iv. Primarily responsible for the review of the risk management process; and

v. Monitor the effectiveness of control measures to ensure changing circumstances do not alter risk priorities.

INFORMATION & COMMUNICATIONS TECHNOLOGY

As an iconic development of the 21st Century, the availability of a robust Information & Communications Technology infra-structure is imperative to realising the vision of a strong and sustainable metropolis of international standing. During the year, the Information & Communications Technology infrastructure in Iskandar Malaysia continued to be developed in line with the Information & Communications Technology blueprint.

BROADBAND PENETRATION In 2007, the Government has set a target toachievea50%broadbandpenetrationinto all Malaysian households by the end of 2010.ThetargetsetforJohorwas46.9%,but owing to concerted efforts of the various parties involved, it has exceeded thistargetwitha51.5%householdpenetration rate as at the end of 2010.

Broadband services in high economic impact areas such as Iskandar Malaysia have been targeted for upgrading to provide a higher speed of more than 10Mbps. To this end, the Government has signed a Public Private Partnership (PPP) agreement with Telekom Malaysia Berhad (TM) to roll out the high speed broadband infrastructure at selected areas. In 2010, TM has rolled out UniFi in Nusajaya, Skudai and Senai industrial areas.

In rural areas, the Government plans to bridge the digital divide by expanding the broadband and cellular coverage under the Universal Service Provision (USP) initiative under the auspices of the Malaysian Communication and Multimedia Commission (MCMC).

Broadband is one of the enablers for a knowledge-based economy. By achieving a50%targetintheimplementationof broadband, this has the potential of creating 135,000 new high-value jobs in the Information & Communications Technology sector, besides other spin-off benefits in other related sectors.

IRDA serves as the Secretariat of the Broadband Committee in Iskandar Malaysia, which is co-chaired by the MCMC and the Johor State Government. The primary objectives of the committee are two-fold: firstly, to ensure that the broadband penetration rate in Iskandar Malaysia and Johor meets set targets and secondly, to resolve any issues faced by service providers expediently.

GOVERNMENT REGIONAL ELECTRONIC ADVANCEMENT TRANSFORMATION (GREAT) This is an extension of the eKL project that will be implemented in all five economic corridors in Malaysia. Among the economic corridors, Iskandar Malaysia had the honour to be selected as the pilot for the implementation of the GREAT initiative.

Key to the GREAT programme is an online service in which participating government agencies will provide up-to-date information on all its activities and projects, thereby allowing the public to gain access to information with ease without having to go through the traditional channels.

The objective is to enhance the efficiency and quality of the various government service delivery systems to the business community and the public at large. It will enable various government and technical agencies as well as local authorities to collaborate efficiently, with the end goal of reducing the time required to process applications.

Taking the lead, the Malaysia Administrative Modernisation and Management Planning Unit (MAMPU) has organised a Focus Group Activity and two lab sessions to discuss and brainstorm the GREAT programme framework.

BANDAR MSC CYBERPORT FRD A focus results delivery session was conducted during the year to accelerate the development plans for Bandar MSC Cyberport in Kulai. Cyberport Sdn Bhd, the management company, is a PPS company spearheaded by the Johor State Government to create a global Information & Communications Technology business hub with a world-class living environment within Iskandar Malaysia catering to the needs of Information & Communications Technology companies from all over the world.

Bandar MSC Cyberport is a new mixed development project that will be developed on a 150-acre free-hold site in Indahpura, Kulai, which has been positioned as the MSC Malaysia Cybercity in Johor. Strategically located at the meeting point of the North-South Expressway and the Second Link Highway, it is easily accessible from Kuala Lumpur and Singapore. The proposed project will be developed in three phases, with an estimated gross development value (GDV) of RM1.16 billion (USD341.0 million). The first phase will span a period of 10 years beginning 2010 and will encompass an area of 31.24 acres.

In line with the development approach for Iskandar Malaysia, Bandar MSC Cyberport will have the necessary infrastructure facilities and the clustering effect to create an enabling environment for techno-preneurs to nurture and grow their businesses. Its state-of-the art infrastructure includes service apartments, commercial and office space, research & development centres, cyber-incubators and a transport hub. The new township promises a lifestyle of interactive convenience with a fully networked community with broadband access and wireless local area network.

RADIO FREQUENCY IDENTIFICATION (RFID) ROAD-SHOW In a collaborative effort with MCMC, a RFID road-show was organised on 29 July 2010, bringing together manufacturers, suppliers, vendors, system integrators and other industry players. Apart from showcasing RFID technology, the road-show served as a platform for industry experts to share their ideas and thoughts on business models, RFID trends and changing consumer expectations among others.

MISTI JOHOR 2010 Responding to the clarion call of the Malaysian Prime Minister to designate the year 2010 as a Creativity and Innovation Year en route to achieving Vision 2020, IRDA was one of the platinum sponsors for the Johor Science, Technology and Information &CommunicationsTechnologyWeek(MISTI Johor 2010). Apart from promoting public interest and exposure to the latest developments in science, technology and Information & Communications Technology, the event also presented an opportunity to showcase the latest developments in

Iskandar Malaysia and the establishment of the Johor State New Administrative Centre. A wide array of activities were organised in conjunction with the week-long event, which saw the participation of some the biggest industry players representing both the public and private sectors. More than 250 exhibition booths were set up to showcase the latest innovations in products and technology. IRDA participated in the event alongside established names such as Titan Chemicals Corp Sdn Bhd, IDR Resorts Sdn Bhd (Legoland) and Geo Sense Sdn Bhd, to cite a few examples.

ISKANDAR SERVICE CENTRE

Since its establishment in 2007, the Iskandar Service Centre has proven its effectiveness in providing timely comprehensive facilitation and processing services, which is one of the most critical components in determining the overall speed of development in Iskandar Malaysia.

The Iskandar Service Centre has continued to increase in both size and capacity in tandem with the number of enquiries it has received from investors and

developers who are keen to participate in the development of Iskandar Malaysia.

As a one-stop centre, the Iskandar Service Centre offers facilitation services that cover both physical development (land, planning infrastructure and buildings) as well as investment facilitation (business processes, immigration, licensing and Customs).

PHYSICAL DEVELOPMENT The time required in processing and expediting approvals has been further reducedby19.29%in2010.Theimprovement achieved by Iskandar Service Centre was measured against the normal process of channeling the requests to the respective government agencies.

MALAYSIAN AUTOMATED CLEARANCE SYSTEM In line with supporting the economic development of Iskandar Malaysia, the Malaysian Automated Clearance System (MACS) was developed to fast-track immigration clearance for non-Malaysian investors, business persons and professionals. MACS holders benefit from faster immigration auto gate processing via access to dedicated entry and exit MACS lanes and are also excluded from the requirement of completing the immigration arrival card. All entry and exit records are made online, thereby minimising the use of passport pages.

From January 2010, the MACS facility has been extended to frequent travellers from Singapore, defined as someone who travels to Malaysia at least four times within a one-month period via the causeway or second link. A total of 36,168 MACS applications were approved in 2010, ofwhich98.5%werefromSingaporeans.

ISKANDAR MALAYSIA INFORMATION CENTRE (IMIC) The realisation of Iskandar Malaysia’s vision and objectives is strongly dependent on the support and buy-in of Iskandar Malaysia’s key stakeholder. Towards this purpose, Iskandar Malaysia Information Centre will be established at the Danga Bay Convention Centre to provide an effective and interactive platform to communicate and engage with investors and the Iskandar Malaysia community at large.

The Iskandar Malaysia Information Centre will feature all five flagship zones established within Iskandar Malaysia, namely, Flagship A (Johor Bahru City Centre), Flagship B (Nusajaya), Flagship C (WesternGateDevelopment),FlagshipD(Eastern Gate Development) and Flagship E (Senai-Skudai).

Occupying a total floor space of 19,057 square feet, the Iskandar Malaysia Information Centre is set up to reflect the vision of Iskandar Malaysia as the first choicetoInvest,Work,LiveandPlay.

The agenda and a full set of papers for deliberation were distributed in a timely manner before each meeting. This ensured that the Members had sufficient notice and thus were well prepared for each meeting.

All issues were deliberated and decisions made were minuted accordingly. The Authority has set up Committees and delegated certain responsibilities to the Executive Committee (“EXCO”) and the Audit Committee. The Committees operate with clearly defined terms of reference.

STATEMENT OF CORPORATE GOVERNANCE

The Statement of Corporate Governance sets out the framework and process through which the Authority and the Management of Iskandar Regional Development Authority (IRDA) ensures the integrity and sound operational policies and procedures in accordance with prevailing laws, rules, regulations, best practices and ethical business conduct.

THE AUTHORITYThe Authority is the highest decision-making body in IRDA. There are eight Members of the Authority and it is co-chaired by Dato’ Sri Mohd Najib bin Tun Abdul Razak, the Prime Minister of Malaysia and Dato’ Haji Abdul Ghani bin Othman, the Chief Minister of Johor.

Other Members of the Authority are eminent members from the public and private sectors, who are appointed by virtue of Section 8(1) of the Iskandar Regional Development Authority Act 2007. The Authority is committed to ensure IRDA practices the highest standards of corporate governance, in keeping with the Malaysian Code of Corporate Governance.

The Authority provides strategic directions, reviews and approves policies and decisions for the development and promotion of Iskandar Malaysia, ensures proper financial administration and human capital management and oversees the overall management of IRDA.

MEMBERSHIP AND MEETINGSThe Audit Committee (“AC”) comprised three members. The AC met two (2) times on 6 April 2010 and 2 November 2010 in the year ended 31 December 2010. The details of the members and their attendance are as follows:

INTERNAL CONTROLS AND COMPLIANCE

The internal control system of IRDA is designed to safeguard IRDA’s resources, both physical and intangible. The system covers organisational, financial, operational and compliance controls. The internal control system also defines the lines of responsibility and delegation of authority, documents internal policies and procedural manuals, and formulates corporate action plans and the operational budget of IRDA.

There is an on-going process for identifying, evaluating and managing significant risks faced by IRDA. This process includes updating the system of internal controls where there are changes to the operations and regulatory requirements.

INTERNAL AUDIT DEPARTMENTIRDA’s Internal Audit Department (“IAD”) reports independently to the Audit Committee and appraises the system of controls of IRDA. Internal Audit Department assists the Audit Committee in the discharge of Audit Committee’s duties and responsibilities.

The principal roles of the Internal Audit Department are:

• Toensurethatasoundinternalcontrol system is in place and to provide reasonable assurance that such a system continues to operate satisfactorily and effectively for IRDA.

• Toprovideindependentandobjectiveevaluation of the operations with the view to add value and improve the operational efficiency, effectiveness and economy.

• Tohelptheorganisationaccomplishits objectives by bringing a systematic and disciplined approach to improve the effectiveness of risk management, control and governance processes.

• Toensurethattheinternalauditactivity is managed effectively and the results of the internal audit’s activities are communicated to the Audit Committee periodically.

• TheactivitiesundertakenbyInternalAudit Department are in conformance with the Code of Ethics and the International Standards for the Professional Practice of Internal Auditing issued by the Institute of Internal Auditors.

ii) The reduction in the other income during the year was due to the decrease in profit sharing income to RM5.04 million (2009: RM8.47 million) as a result of the acceleration in development fund payments.

iii) Operational expenditure has decreasedby11%comparedtotheprevious year arising from:

a. IRDA’s efforts in cost savings and reduced spending in alignment with the lower government grants approved and received in 2010by13%(2010:RM65.00million, 2009: RM75.00 million).

b. Huge savings in promotion investments was made due to change in promotion strategy from a general awareness campaign to one that focuses on value for money. This involved less reliance on international consultants and a more targeted approach at selected markets and investors. This resulted in a reduction of promotional cost of31%.(2010:RM20.60million,2009: RM29.80 million).

c. In 2010, professional consultation fees was RM4.33 million (2009: RM8.65 million) and were mainly incurred for strategic projects such as the Tanjung Puteri Central Business District Heritage Tourism Pilot project, Jobs Malaysia Portal, Iskandar Commercial Portal (ICP) and Iskandar Malaysia Human Capital Blueprint Implementation.

ANNUAL FINANCIALREVIEW

The financial performance of 2010 reflects IRDA’s strategies in meeting its targets to ensure continuous investments and strengthening Iskandar Malaysia’s infrastructure and socio-economy.

For 2010, despite the challenging economic climate resulting in public spending curbs, IRDA was able to maintain its high standards and met all the targets that have been set.

INCOME STATEMENT IRDA’s performance in 2010 continues to be sound despite the global economic turmoil. As a federal government authority, IRDA relies on administrative grants from the federal government to finance its operational requirements. For the year under review, RM65 million was allocated by the Federal Government to enable IRDA to operate. The key financial highlights for the year ended 31 December 2010 are as follows:

i) For the year ended 31 December 2010, IRDA’s surplus of income over expenditure was RM0.09 million upon taking into account income of RM65 million from operational grants and other income of RM5.09 million with operational expenditures of RM69.99 million. Despite significant reduction in government grants, IRDA has managed its expenses within limits.

c. Social Project Fund of RM52.86 million includes an accumulated profit share of RM3.05 million. The fund will be utilised in accordance to the Social Project Fund Steering Committee’s plan to finance social projects and schemes consistent with the strategies and initiatives as stated in the Comprehensive Development Plan (CDP).

iv) Other payables and accrued expenses consisted of contractual obligations under the operating fund that have been settled after the year end and contractual obligations under the development fund mainly due to the retention sum on progress payment of the Ninth Malaysian Plan projects.

v) The Authority did not have any outstanding capital commitment as at 31 December 2010.

Notwithstanding the reduction in government grants and the unpredictable global economic climate, IRDA has successfully operated within the budget constraints.

BALANCE SHEETi) As part of IRDA’s austerity drive,

investment on capital expenditure was curbed and limited to expenditure on replacements and improvements.

ii) Other receivables, deposits and prepayments increased by RM1.54 million(358%)duetocostsharingofpromotional as well as trade mission activities, apart from the increase in other deposits and prepayments arising from the organisation expansion.

iii) IRDA’s cash balance stood at RM374.59 million as at 31 December 2010 consisting of:

a. Operational cash balance of RM17.69 million that has been committed to professional consultancy fees, promotional costs and other operational expenditures approved by the management as well as two months operating expenditure reserve.

b. Development expenditure cash balance amounted to RM304.07 million mainly reserved for contractual obligations under the Ninth Malaysian Plan projects. During the year, government grants totalling RM1.00 billion were received and RM859.67 million were disbursed for various projects.

1. GENERAL INFORMATION

ISKANDAR REGIONAL DEVELOPMENT AUTHORITY (“IRDA”) was established on 12th February 2007. The main activity of IRDA is to act as the authority empowered to plan, promote, process, stimulate, facilitate and undertake the development of Iskandar Malaysia.

The principal activity of the subsidiary company is disclosed in Note 4.

The total number of employees of IRDA at year end was 150 (2009: 144).

The principal place of operation of IRDA is located at #G-01, Block 8, Danga Bay, Jalan Skudai, 80200 Johor Bahru, Johor, Malaysia.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

The following accounting policies are adopted by IRDA and are consistent with applicable approved accounting standards for private entities issued by the Malaysian Accounting Standards Board (“MASB”).

(a) Basis of Accounting

The financial statements of IRDA are prepared on the historical cost basis except as disclosed in the notes to the financial statements and in compliance with the provisions of the Iskandar Regional Development Authority Act, 2007 and applicable approved accounting standards for private entities in Malaysia.

(b) Basis of Consolidation

Subsidiary

The financial statement of subsidiary company is included in the consolidated financial statements from the date that control effectively commences until the date that control effectively ceases. Subsidiary company is the enterprise controlled by IRDA. Control exists when IRDA has the power, directly or indirectly, to govern the financial and operating policies of an enterprise so as to obtain benefits from its activities.

The purchase method of accounting is used to account for the acquisition of subsidiary by IRDA. The cost of an acquisition is measured as the fair value of the assets given, equity instruments issued or liabilities incurred or assumed at the date of exchange, plus costs directly attributable to the acquisition. Identifiable assets acquired and liabilities and contingent liabilities assumed in a business combination are measured initially at their fair value on the date of acquisition, irrespective of the extent of any minority interest.

In preparing the consolidated financial statements, transactions, balances and unrealised gains on transactions between IRDA and subsidiary are eliminated. Unrealised losses are also eliminated but considered an impairment indicator of the asset transferred.

Minority interests are that part of the net results of operations and of net assets of a subsidiary attributable to interests which are not owned directly or indirectly by IRDA.

Where necessary, adjustments are made to the financial statements of subsidiary to bring accounting policies into line with those used by IRDA.

(c) Income Recognition

Government Grants

Operating and development grants are recognized in the income statement when the rights to receive the grants are approved and the grants will be received during the financial year.

Development grants are recognized in the income statement over the financial period necessary to match them with the costs they are intended to compensate. The grants that do not match with the costs are presented in the balance sheet as deferred grants.

Deferred grants are amortised in the income statement over the life of the assets by an amount equal to the depreciation charge.

(d) Property, Plant and Equipment

Property, plant and equipment are stated at cost less accumulated depreciation and any accumulated impairment losses.

Depreciation

Property, plant and equipment purchased at cost of RM500 and below are expensed as incurred. The straight line method is used to write off the cost of the property, plant and equipment over the term of their estimated useful lives at the following principal annual rates:

(e) Other Receivables

Other receivables are carried at anticipated realisable values. Bad debts are written off in the financial year in which they are identified. An estimate is made for doubtful debts based on a review of all outstanding amounts at the financial year end.

(f) Taxation and Deferred Taxation

Current tax is the expected amount of income taxes payable in respect of dividend income pursuant to the tax exemption obtained from the Ministry of Finance as mentioned in Note 14. It is measured using the tax rate that have been enacted by theInland Revenue Board at the balance sheet date.

No deferred taxation is recognised for the financial year due to the tax exemption.

(g) Other Payables

Other payables are stated at the amounts which the Authority is contracted or obligated to settle plus any incidental legal expenses.

(h) Provision for Liabilities

Provision for liabilities is recognised when the Authority has a present legal and contractual obligation as a result of past event, when it is probable that an outflow of resources embodying economic benefits will be required to settle the obligation, and when a reliable estimate can be made of the amount of the obligation. Provisions are reviewed at each balance sheet date and adjusted to reflect the current best estimate. Where the effect of the time value of money is material, the amount of a provision is the present value of the expenditure expected to be required to settle the obligation.

(i) Cash and Cash Equivalents

Cash and cash equivalents consist of cash and bank balances, and deposit which are readily convertible to known amount of cash and which are subjected to insignificant risk of change in value.

(j) Impairment of Assets

At each balance sheet date, the Authority reviews the carrying amounts of its assets to determine whether there is any indication of impairment. If any such indication exists, the impairment is measured by comparing the recoverable amount with the carrying amount of an asset and when the latter amount is higher, the asset is written down to the recoverable amount. The recoverable amount of an asset is the higher of its net selling price and its value in use, which is measured by reference to discounted future cash flows.

An impairment loss is charged to the income statement immediately, unless the asset is carried at revalued amount. Any impairment loss of a revalued asset is treated as a revaluation decrease to the extent of previously recognised revaluation surplus for the same asset. Should the impairment loss of an asset exceeds its revaluation surplus, the surplus impairment loss is charged to the income statement.

Subsequent increase in the recoverable amount of an asset if carried at cost, is treated as a reversal of the accumulated impairment loss previously recognised in the income statement but the reversal is limited to the accumulated impairment losspreviously recognised, and if carried at revalued amount, is credited directly to revaluation surplus.

(k) Special Development Fund

Special Development Fund is managed on behalf of and funded by the Federal Government under Ninth Malaysian Plan (RMK-9) for infrastructure development project and Stimulus Package Fund used for Human Capital Development Programmes.

All receipts are credited and all payments are debited to the account. Unutilised amounts at the balance sheet date are shown as balance of the above fund .

(l) Social Projects Fund

Social Projects Fund managed by the Authority is funded by third parties and utilised for certain purposes in accordance with the provisions of Section 37 of Iskandar Regional Development Authority Act, 2007.

All receipts are credited and all payments are debited to the account. Unutilised amounts at the balance sheet date are shown as balance of the above fund.

(m) Foreign Currency Transactions

Transactions in foreign currencies are recorded in Malaysia Ringgit at rates of exchange ruling at the time of the transactions.

Assets and liabilities in foreign currencies are translated into Ringgit Malaysia at the approximate rates of exchange ruling at the balance sheet date. Assets and liabilities not in foreign currencies are determined on fair value which translated into RinggitMalaysia at the approximate rates of exchange ruling at the balance sheet date. Exchange differences arising from foreign currency are recognised in the income statement.

(n) Employee Benefits

Short Term Benefits

Wages, salaries, bonuses and social security contributions are recognized as an expense in the year in which the associated sevices are rendered by employees of IRDA. Short term accumulating compensated absences such as paid annual leave are recognized when services are rendered by employees that increase their entitlement to future compensated absences. Short term non-accumulating compensated absences such as sick leave are recognized when the absences occur.

Defined Contribution Plan

IRDA is required by law to make monthly contributions to Employees Provident Fund (“EPF”), a statutory defined contribution plan for all its eligible employees based on certain prescribed rates of the employees’ salaries. IRDA contributions to EPF are disclosed separately. The employee’s contribution to EPF are included in salaries and wages.

(o) Cash Flow Statement

IRDA adopts the indirect method in the preparation of the cash flow statement. Cash equivalents comprise short-term, highly liquid investments with maturities of less than three months from the date of acquisition and that are readily convertible toknown amounts of cash and which are subject to an insignificant risk of changes in value.
