EXECUTIVE SUMMARY

I. INTRODUCTION

The proposed Project is known as the PORT KLANG REFRIGERATED LPG STORAGE AT WESTPORT

BULK TERMINAL, PART OF PT 0104434, DISTRICT OF KLANG, SELANGOR DARUL EHSAN,

MALAYSIA.

The proposed development covers circa 18 acres on Lot PT 0104434, Pulau Indah, Daerah Klang,

Selangor Darul Ehsan. The proposed development is bordered by YTL Cement Sdn Bhd on the western

side and by KLK Oleomas Sdn Bhd on the southern side. The main access road to the proposed site is via

Persiaran Sungai Pinang, connecting with Lebuhraya Pulau Indah. The proposed Project is a refrigerated

LPG storage and distribution terminal.

The location of the proposed Project site is shown in Figure A.

The objectives of the study are to identify any potential impacts of the proposed Project activities that are

significant. For significant impacts of the proposed Project, mitigating measures have been recommended

where appropriate so that these impacts are minimized to acceptable levels.

III. TERMS OF REFERENCE OF EIA STUDY

The Terms of Reference (TOR) for the proposed Project was prepared and submitted to DOE Selangor on

4th May 2017. The TOR endorsement from DOE was obtained on 25

th May 2017.

IV. STATEMENT OF NEED

There is a deficit in LPG supply in Malaysia and is forecasted to rise in the future, thus, GPS Klang Terminal

Sdn Bhd seizes the opportunity to build a terminal in Port Klang in order to improve the supply reliability and

increase cost stability as well as overcome the shortcomings in the current mode of supply. In addition to the above, the Project is also in line with the Eleventh Malaysia Plan, National Physical Plan-2, Structural Plan of Selangor 2020 and Rancangan Tempatan Majlis Perbandaran Klang (Pengubahan 1).

V. LEGAL REQUIREMENTS

The proposed Project falls under Activity 9(d): Petroleum (Construction of product depot for the

storage of petrol, gas or diesel which has the combined storage capacity of 60,000 barrels or

more (excluding service station within 3 km from any commercial, industrial or residential area)

under the First Schedule in the Environmental Quality (Prescribed Activities) (Environmental Impact

Assessment) Order 2015.

VI. PROJECT DESCRIPTION

The proposed development covers an area of 18 acres, which is currently a vacant land with secondary

vegetation. The Project site is accessible via Persiaran Sungai Pinang. The development components

comprise of refrigerated storage tanks, pressurized mounded horizontal storage tanks, piping system,

bottling facilities and supplementary equipment.

The overall Project implementation schedule will begin from 2018 and to be completed by November 2019.

The layout plan of the proposed Project is as shown below in Figure B.

VII. PROJECT DEVELOPMENT OPTIONS

In the event of “No Development”, the proposed Project site will be left as an undeveloped land located

within the port area. The consequence of not developing the land will inevitably lead to the loss of local

development from economic and social aspects.

The development of this proposed Project will be the preferred option as this development is expected to

secure the supply of LPG into Malaysia and maintain the cost stability which is in accordance with the

Eleventh Malaysia Plan. Besides, this proposed Project will stimulate the economic growth and bring social

benefits to the local community.

VIII. EXISTING ENVIRONMENT

No. Environmental

Component Description

A. Physical Environment

1. Topography The Project site is generally flat with the ground levels of about RL 4 m and is

located at the northern shoreline of Pulau Indah.

2. Geology Pulau Indah and the surrounding areas lie on marine and continental deposits:

clay, silt, sand, peat with minor gravel.

3. Soil The Project site lies on the Kranji soil series which consist of bluish grey sticky

and structure less clay.

4. Hydrology &

Streamflow

The runoff from Pulau Indah flows into Sg. Chandong Besar which

subsequently discharges into Straits of Klang.

5. Meteorology

The nearest meteorological station is at Subang Meteorological Station

(Latitude 3°07’N, Longitude 101°33’E, height 17.0 above mean sea level),

which is approximately 5.8 km north-east from the project site.

Monthly mean temperature: 31.0°C to 34.9°C

Monthly mean relative humidity: 75.8 % to 81.6 %

Monthly rainfall: 143.8 mm to 362.7 mm

6. Land Use

The major land use components within the 5 km radius of the Project site

include medium and large industries, water body, forests, commercial and

residential areas located at Bandar Armada Putra. The nearest residential

area is Apartment Seri Bayu at 726 m from the project site. The locations of the

sensitive receptors are given in Figure C.

7. Water Quality

Water quality sampling was carried out at 17th June 2017 at five (5) monitoring

stations. The water quality at stations W1 and W2 were compliant with

MWQCS class III limits. The water quality at stations W3 and W5 fell under

Class III while station W4 fell under Class II of the NWQS. WQI ranged from

59.85 to 75.99.

8. Air Quality

Air quality sampling was carried out from 14th – 17

th June 2017 at 3 monitoring

stations. The ambient air quality at the stations was good with all parameters

monitored showing levels below the respective air quality guidelines limits.

9. Noise Levels

Noise levels measurement were conducted from 14th – 17

th June 2017 at the

same three (3) locations as the air quality monitoring stations. The results

showed that the noise levels were within the DOE’s recommended limit.

10. Soil Quality

Soil sampling was carried out on May 2017 at the centre of the project site.

The soil sample had no detectable levels of total hydrocarbons and some of

the selected heavy metals. The lead and zinc levels detected in the sample

were within the DOE Guideline’s limits.

B. Existing Biological System

1. Flora & Fauna

The existing Project site is a vacant land with secondary vegetation. All flora

species present at the Project site is commonly found elsewhere in Malaysia

and their loss through site clearing does not pose any impact to the

biodiversity. There are no rare or endangered species at the Project site.

C. Existing Socio Economic System

1. Socio-economic

Geographically, the project site is located within the Klang District under the

jurisdiction of Majlis Perbandaran Klang in the State of Selangor. The

population of the Klang District was about 15.77% of the total population in the

State of Selangor.

Infrastructure &

Utilities

Syarikat Bekalan Air Selangor Sdn Bhd (SYABAS) is responsible for the water

supply services to the Project site and its surrounding area. Tenaga Nasional

Berhad (TNB) is responsible for electricity transmission and distribution for the

whole country. Telecommunication services (both phone and internet) for

Selangor State are provided by a few telecommunication service providers

such as Telekom Malaysia Berhad (TMB), Celcom and Maxis.

Indah Water Konsortium (IWK) is mainly responsible for operating and

maintaining the public sewage treatment plants and network of underground

sewerage pipelines in the State of Selangor. The road that connects Pulau

Indah and the mainland is Lebuhraya Pulau Indah while the Project site is

accessible via Persiaran Sungai Pinang from Lebuhraya Pulau Indah.

General and domestic waste will be disposed in rubbish bins and these will be

emptied and removed by a contractor engaged by the Klang Municipal

Council. The solid waste collected will be disposed at the approved municipal

dumpsite of Jeram landfill, District of Kuala Selangor.

IX. IMPACTS IDENTIFICATION AND EVALUATION

Potential Impacts Description

A. Pre-Construction Phase

No impacts are expected

during pre-construction

phase

Preliminary investigation works including site survey and baseline

monitoring for water quality, air quality, noise levels and soil sediment

quality.

B. Construction Phase

Soil Erosion and

Sedimentation

The estimated total rate of soil loss for the project site under the existing

condition is 1.004 t/ha/yr. The average rate of soil loss during the

construction phase (worst case) is estimated to be 15.921 t/ha/yr while

the rate of soil loss with implementation of mitigation measure is 12.972

t/ha/yr. During operational phase, the average rate of soil loss is

estimated at 0.041 t/ha/yr.

The cut volume to be carried out is 4,463.22cm3 while the fill volume is

11,641.56 cm3.

Drainage and Flooding Temporary drains and sediment basin will be constructed to

accommodate the change in surface runoff.

Water Pollution

The potential impacts to the water quality from construction activities

are as follows:

- Spillage or/and leakage of waste oils, fuels, and lubricants from

vehicles or equipment may cause oil or grease contamination of

the receiving waterway.

- Sediment runoff during construction phase may increase TSS and

turbidity level.

- Indiscriminate disposal of solid wastes from construction activities

and construction debris will deteriorate the water quality.

Air Pollution

The predominant wind direction was from northwest and north direction

(wind rose data from 2011-2010). There are no sensitive receptors

located downwind of the prevailing wind direction.

The potential sensitive receptors are located towards the east of the

Projects site and approximately 0.73 km away from the site and will not

be affected.

Noise Pollution

Noise is expected to be from heavy vehicles, piling activity and other

machinery operating within the Project site.

The estimated noise levels at the sensitive receptor based on modelling

results were lower compared to the existing background noise.

The impact is expected to be short-term and the disturbance will cease

upon completion of the construction phase.

Socio- Economic Impact

The general reactions of the respondents towards the proposed project

were more or less agreeable which registered 72.7% of the total

respondents. The remaining 27.3% were not agreeable.

The proposed Project is expected to generate both positive and

negative socio- economic impacts.

The negative impacts include traffic generation, aesthetic alteration as

well as health and safety concerns.

The benefits include employment and business opportunities during

construction phase.

Biomass, Solid Waste and

Scheduled Waste

Generation

Solid waste generated included construction debris as well as domestic

waste can pollute the water quality of receiving waterways.

Scheduled waste generated may also pollute the receiving river.

Project Abandonment

Impact arising will depend on the state of progress that had been

achieved prior to work stoppage.

There is little potential environmental impact with the proper removal

and disposal of construction / demolition debris and de-mobilization of

equipment.

C. Operational Phase

Risk/ Accidents The inherent hazards associated with the operations are fires and

explosion

Hazardous materials handled on-site include flammable liquid, i.e. ethyl

mercaptan, and flammable gases, i.e. butane and propane.

All incidents do not impose unacceptable risks on industrial or

residential areas.

The risk contours showed that individual risk levels at 1 per million per

year (1 x 10-6

) and 10 per million per year (10 x 10-6

or 1 x 10-5

) is

deemed acceptable and certainly do not effect neighbouring land users

or any sensitive receptors.

Drainage and Flooding Surface runoff within the Project site is expected to increase resulting

from the reduction in rainfall infiltration capacity of the soil due to the

presence of build-up units.

Water Pollution Soil erosion and sedimentation problem is insignificant upon operation

due to paved and tarred surface.

Potential source of water pollution could be from the contaminated

surface runoff during maintenance of equipment.

Air Pollution Potential source of air pollution will be from vehicles entering and

exiting the terminal.

No significant impacts to the air quality as the air modelling results

showed that the highest predicted 1-hour average CO concentration is

0.7 ppm, which is much lower than the New Malaysia Ambient Air

Quality Standard.

Noise Pollution The predicted cumulative noise level generated from the operational

activities to the nearest residential area is 62.5 dB(A).

The predicted noise generated by vehicular traffic will not cause any

change to the ambient noise levels at the nearest receptors for both

daytime and nighttime periods.

Traffic Generation The vehicular traffic is expected to generate about 10 trucks per hour in

a 12 hour shift.

The existing road system is deemed capable of handling the additional

traffic volume.

Socio Economics Impact The proposed development is expected to create some business and

employment opportunities for the local population.

The operation of the terminal is not expected to cause any adverse

impact on the public health and safety.

Solid Waste and

Scheduled Waste

Generation

Domestic and office wastes are expected from the daily activities at the

terminal.

Scheduled waste will be generated in small quantities due to

maintenance of equipment.

Project Abandonment The abandonment of built-up sites creates unaesthetic visual

repercussions and a suitable habitat of harbouring pests and disease

vectors and indulgence in anti-social behaviour and activities.

X. PROPOSED MITIGATION MEASURES

Protection of exposed areas should be carried out as soon as it is finalized and

deemed possible to minimise erosion.

The designated stockpile area must be protected from erosion using temporary

measures.

The stockpile area will be located away from surface runoff flow paths, and not

adjacent to waterways.

Sediment Control

A sediment basin will be constructed within project site.

Before commencement of construction works, temporary drains will be constructed to

channel surface runoff to the sediment basin.

The temporary earth drains must be adequately compacted and the sides cut to slope

and maintained to prevent collapse of the sidewalls.

The drainage system should be regularly inspected and maintained especially after

heavy rainfall.

Installation of sediment control measures such as check dam, earth bund, silt fence

and wash trough prior to earthworks commencement.

temporary protected with geotextile/plastic sheeting or silt fence.

Diesel skid tanks and oil drums must be placed within a sheltered, paved, bunded area

and the drainage outlet provided with an oil sump or interceptor;

The maintenance of machinery should be carried out in a designated area where

spillage or leakage of used oil and lubricants can be contained;

Oil spills should be cleaned up as soon as possible.

Used oil and grease should be stored in proper drums/containers, labeled and placed

at a designated location with containment facilities as far away as possible from

waterways, prior to disposal by licensed contractors

Cement

Cement/ bitumen should be stored properly in working shed.

Unauthorized dumping into waterways and on the roadside is not allowed.

Sanitary Facilities

Provisions of adequate temporary toilet facilities on site for the workers

Air Pollution Insignificant Employing good housekeeping to control fugitive dust effectively.

Open burning of construction debris or felled vegetation shall not be allowed under any

circumstances.

Vehicles transporting construction materials or debris should be properly covered with

canvas sheets and secured properly to minimize fugitive dust and particulate

dispersion to the surrounding.

All vehicles/machinery used for the construction activities should be checked and

maintained regularly to ensure they are in good condition so that no excessive

gaseous pollutants are emitted from the exhausts.

Driving speeds of vehicles within the construction site should be limited to 30 km/hr to

reduce soil dislodgement and dispersion.

Wash trough as shown in Figure 8.1 will be provided at the exit point of the Project site

in order for the wheels of the heavy vehicles to be properly cleaned prior to allowing

them to exit the project site.

Constant wetting and cleaning of access road connecting the work site to the external

public roads.

Regular air monitoring should be carried out to monitor the possible degradation of the

existing air pollution.

Written notification shall be submitted to the Director General not less than thirty days

before the commencement of works as required under Regulation 5 of Environmental

Quality Act (Clean Air) Regulations, 2014.

Any fuel burning equipment that is related to consume pulverized fuel or any solid fuel

at 30 kg or more per hour or any liquid or gaseous matter at 15 kg or more per hour

shall comply with the limit values and technical standards as specified in the Second

Schedule of Environment Quality Act (Clean Air) Regulations, 2014

Waste Generation Insignificant Solid waste

No open burning of solid wastes shall be carried out at any time.

All solid wastes from the site must be regularly removed by licensed contractors for

disposal at Jeram Sanitary Landfill, Kuala Selangor

Construction Debris

All construction wastes and debris shall be collected and transported by the licensed

contractor for final disposal at approved disposal site.

Scheduled Waste

Storage and handling of scheduled waste should be carried out according to the

XI. ENVIRONMENTAL MANAGEMENT PLAN

An Environmental Management Plan (EMP) and a monitoring and auditing program should be prepared as shown in Table B and C to guide the Project

proponent in managing the environmental impacts during Project implementation. This will also to ensure that all legal requirements are complied with, and that

all regulatory environmental emission/discharge criteria and standards are being met.

XII. RESIDUAL IMPACTS

During the operational phase, the identified residual impacts on air quality, noise levels, water

quality, traffic and accidents are expected to be insignificant.

XIII. CONCLUSION

Based on the Environmental Impact Assessment study conducted, the project will generate both

beneficial and negative impacts during its implementation. During the construction phase, there are

some minor environmental impacts such as water quality, air quality and noise nuisance. However,

these impacts are temporary and limited to the period of the construction works. During operational

phase, the Quantitative Risk Assessment has shown that the risks associated with the terminal are

acceptable within prescribed limits. Other environmental issues such as water pollution, noise

nuisance and air pollution will be insignificant with the appropriate mitigation measures

implemented. The adoption of the LD-P2M2 will provide the basic tools to ensure successful

implementation of the project with minimum impacts.
