membincangkan isu-isu tenaga kerja termasuk

pengambilan tenaga kerja asing. Dato Henry Lau, Setiausaha Kehormat merangkap Pengerusi

Jawatankuasa Tenaga Kerja dan Perhubungan Industri

mengetuai delegasi 8 orang dari STA.

Melalui mesyuarat ini, kedua-dua pihak telah mencapai persefahaman mengenai

kedudukan masing-masing dan kepentingan mencapai

satu penyelesaian yang dipersetujui untuk

membolehkan semua pihak terus maju ke hadapan.

Meeting with the Minister of Human Resources

A meeting was held with Datuk Dr. S. Subramaniam, the Minister of Human Resources on 14 December 2009 to discuss labour issues including the recruitment of foreign general workers. Dato Henry Lau, the Honorary Secretary cum the Chairman of STA Labour & Industrial Relations Committee, led a delegation of eight from STA.

Also present at the meeting were Dato' R. Segarajah, the Secretary General of the Ministry of Human Resources (MoHR); Dato Ismail

Abdul Rahman, the Director-General of Labour Department Peninsular Malaysia; Encik Mohd. Sahar Darusman, the Deputy Secretary General of the Labour Policy Division, MoHR and Tuan Mohd. Zubir Mohd. Basri, the Director of Labour Department Sarawak.

Through this meeting, a better understanding of each other's position was achieved. The importance of reaching a solution amicably in order for all parties to move forward was realised.

Meeting with the State Secretary of Sarawak

On 16 December 2009, a S T A del ega t i on c om pr i s i ng representatives of the STA’s Manpower Working Group and led by Mr. Andrew Wee Chio Huat, met with the State Secretary of Sarawak, Datuk Amar Haji Mohamad Morshidi bin Abdul Ghani, to discuss the challenges faced by timber employers in Sarawak pertaining to the recruitment of Indonesian general workers. Also present at the meeting were representatives from the Labour Department of Sarawak, the Immigration Department of Sarawak and the Sarawak Timber Industry Development Corporation.

STA highlighted the background of the industry's reliance on foreign general workers, the rationale for employing foreign general workers, and the consequences of a reduction in number of foreign general workers.

In view of the current situation, STA presented the following requests to Datuk Amar Haji Mohamad Morshidi for the Government to consider:

• To allow the recruitment of foreign workers according to the needs of the industry.

• To allow employers in the State to recruit general workers from other countries besides Indonesia.

• Government to conduct an independent study on the manpower requirement and the ability of the industry to reduce the number of foreign general workers currently employed.

Datuk Amar Haji Mohamad Morshidi had taken note of STA's requests and agreed to take them up to the relevant authorities.

untuk memberikan taklimat kepada Setiausaha Kerajaan

Negeri Sarawak, Datuk Amar Haji Mohamad

Morshidi bin Abdul Ghani tentang cabaran-cabaran

yang dihadapi oleh majikan sektor perkayuan dalam pengambilan pekerja am

Indonesia. Turut hadir dalam taklimat tersebut adalah wakil-wakil dari Jabatan Tenaga Kerja Sarawak,

Jabatan Imigrasi Sarawak dan Perbadanan Kemajuan Perusahaan Kayu Sarawak.

STA menjelaskan latar belakang keperluan industri mengambil pekerja-pekerja

asing, rasionalnya dan akibat pengurangan

pengambilan pekerja-pekerja asing.

Seminar Perolehan Hijau dan Pelabelan Eco telah dianjurkan oleh Jabatan

Standard Malaysia di Subang, Selangor pada 15

Disember 2009. Encik Hussalmizzar Hussain, Penolong Pengarah Am

Jabatan Standard Malaysia mewakili Ketua Pengarah

merayu para peserta supaya membantu SIRIM Malaysia

dalam membangun dan melaksanakan skim

pelabelan eco. Beliau kemudian memperkenalkan aktiviti-aktiviti SIRIM Berhad

Malaysia. Lapan kertas kerja

dibentang dalam seminar tersebut antaranya meliputi definisi dan garis panduan

untuk pelabelan eco berdasarkan ISO 14020 dan

ISO 14024, jenis-jenis pelabelan eco,

pembangunannya di Malaysia dan wilayah Asian,

contoh-contoh pembelian hijau/ pelabelan eco oleh

syarikat-syarikat di Malaysia serta usaha kerajaan dalam mempromosikan teknologi

hijau di Malaysia.

Seminar on Green Procurement and Eco-labelling - What, Why and How The above Seminar was held

in Holiday Villa Hotel & Suites, Subang, Selangor on 15 December 2009 and well attended by an estimated 160 participants. Mr. Hussalmizzar Hussain, Principal Assistant Director of the Department of Standards Malaysia spoke on behalf of the Director General and invited participants to help SIRIM Malaysia develop and implement more ef fective eco-labell ing schemes. He then briefly outlined the activities of SIRIM Berhad Malaysia.

The eight papers presented in the Seminar covered the definition of and guiding principles for ecolabelling with reference to ISO 14020 and ISO 14024, types of ecolabelling, progress of ecolabelling in Malaysia and the Asean region, examples of efforts in green purchasing / ecolabelling by Companies in Malaysia as well as the Government’s initiative in promoting the use of green technology in Malaysia. The papers presented were:

i. ISO 14020 series of Standards on environmental labeling - The

role of Standards in promoting eco-labeling by Mr. Abdul Aziz Long, Chairman of the Technical Committee on Environmental Labeling (TC3)/ Senior General Manager SIRIM QAS International Sdn Bhd

ii. Government initiative to encourage green technology by Mr. Hishamudin Ibrahim, Programme Manager, Pusat Technology Hijau Malaysia, Ministry of Energy, Green Technology and Water, Malaysia (KeTTHA),

iii. Toshiba's approach towards green procurement by Mr. R. Subramaniam, Senior Section Manager, Toshiba Electronics Malaysia Sdn Bhd / Federation of Malaysian Manufacturers

iv. Ethics on green procurement by Dr. Loi Kheng Min, Deputy Convenor of MICCI Environmental Committee / Chairperson of MICCI Climate Change Subcommittee, Resources Malaysian

Sarawak telah bersama-sama menganjurkan forum

setengah hari bertajuk "Promosi dan Pelaburan

Perniagaan - Kos Berniaga di Sarawak" pada 22 Disember

2009 di Kuching. Forum ini bertujuan memperolehi dan

membincangkan hasil penyelidikan selama 6 bulan

oleh Universiti Teknologi Masa dan Swinburne

University of Technology tentang kos perniagaan di

Sarawak. Forum ini kemudiannya disusuli

dengan sesi dialog antara Datuk Patinggi Tan Sri Dr.

George Chan dan para peserta.

The State Government, represented by the Ministry of Industrial Development (MID), and the Sarawak Chamber of Commerce and Industry (SCCI) jointly organised a half-day forum entitled "Business Promotion & Investment - The Cost of Doing Business in Sarawak" on 22 December 2009 in Kuching. This forum was officiated by Datuk Patinggi Tan Sri Dr. George Chan Hong Nam, the Deputy Chief Minister cum the Minister of MID cum the Minister of Tourism & Heritage. About 150 participants from various industries in Sarawak attended the forum.

The purpose of this forum was to receive and discuss the findings of a six-month study on the cost of doing business in Sarawak by the Universiti Teknologi Mara (UiTM) and Swinburne University of Technology. The Associate Professor Annie Wong of UiTM presented the findings to the participants. She highlighted the different types of costs in doing b u s i n e s s , f o r e x a m p l e , transportation, utilities, land, energy

and labour. The study also showed that the manufacturers in Sarawak have to bear much higher electricity cost. This is mainly due to higher capital contribution for electricity connection. She also pointed out that a stronger partnership between the public and private sectors is essential to lower the cost of doing business in order for us to remain relevant in a competitive global economy.

A dialogue between Datuk Patinggi Tan Sri Dr. Chan and the participants was held immediately after the presentation. Datuk Pat i nggi Tan Sr i Dr. Chan commented that he understood the common issues raised by the manufacturers and the State Government would look into the findings of this six-month study as well as issues raised at this forum, in particular the high transportation cost. Datuk Patinggi Tan Sri Dr Chan disclosed that the State Government might commission a study on the cost of transportation in Sarawak.

The Sarawak Timber Industry Development Corporation (STIDC) in their Timber Grading Circular No. 1/2009 informed that the rules for the grading Malaysian sawn hardwood timber has been revised and is now known as 'The Malaysian Grading Rules for Sawn Hardwood Timber (MGR) 2009 Edition'.

The Circular also stated that the MGR 2009 Edition is to be used as the reference for grading of all sawn hardwood timber in Sarawak with effect from 2 January 2010. The MGR 2009 Edition is available for sale at any STIDC offices throughout the State at RM25.00 per copy.

The Malaysian Grading Rules for Sawn Hardwood Timber 2009 Edition

The Ministry of International Trade and Industry (MITI) Sarawak Regional Office informed that the AIFTA Scheme and AANZFTA will be implemented with effect from 1 January 2010, subject to the legal enactment passed by the Customs.

STA Members who are exporting products to India, Australia and New Zealand were requested to submit/forward the Cost Analysis Application Form to MITI or its branch offices as soon as possible to enable MITI to issue an approval before its date of implementation.
