KEMANUSIAANPergerakan Palang Merah Dan Bulan Sabit Merahdilahirkan dengan hasrat untuk memberikanpertolongan tanpa diskriminasi kepada mereka yangcedera di medan pertempuran dan berusaha untukmencegah dan meringankan kesengsaraan dimana juaia wujud ujuannya adalah untuk melindungi nyawadan kesihatan serta hormat-menghormati sesamamanusia Ia memupuk kesefahaman persahabatankerjasama yang berkekalan di kalangan manusia

KESAKSAMAANidak membezakan bangsa kaum agama darjat ataufahaman politik dalam kegiatannya ujuan asasnyaialah meringankan kesengsaraan individu dan memberi

Te following Seven Fundamental Principles of the RedCross and Red Crescent Movement was proclaimed atthe 20th International Conference of the Red Crossand Red Crescent held in Vienna in 1965 and has beenincluded in the Statutes of the Movement

HUMANITY Te International Red Cross and Red CrescentMovement born of a desire to bring assistance withoutdiscrimination to the wounded on the battlefieldendeavours in its international and national capacityto prevent and alleviate human suffering wherever itmay be found Its purpose is to protect life and healthand to ensure respect for the human being It promotesmutual understanding friendship cooperation andlasting peace amongst all peoples

IMPARTIALITY It makes no discrimination as to nationality racereligious beliefs class or political opinions Itendeavours to relieve the suffering of individuals being

guided solely by their needs and to give priority to themost urgent cases of distress

NEUTRALITY In order to continue to enjoy the confidence of all theMovement may not take sides in hostilities or engage atany time in controversies of a political racial religiousor ideological nature

Te International Red Cross and Red CrescentMovement in which all Societies have equal status andshare equal responsibilities and duties in helping eachother is worldwide

Te Malaysian Red Crescent has its beginnings in1948 as a branch of the British Red Cross Society inSabah and Sarawak Upon the independence of Malayain 1957 the Branches in the Malayan Peninsula wereorganized as the Federation of Malaya Red CrossSociety which was later statutorily incorporated by theFederation of Malaya Red Cross Society (Incorporation) Act 1962

Te Malaysian Red Crescent received officialrecognition as an independent National Society fromthe International Committee of the Red Cross (ICRC)on 4th July 1963 and was admitted as a member ofthe then International League of Red Cross and RedCrescent Societies on 24th August 1963

With the formation of the Federation of Malaysiaon the 16th September 1963 an Act to incorporatethe Federation of Malaya Red Cross Society and theBranches of the British Red Cross Society in Sabah andSarawak under the name of the lsquoMalaysian Red CrossSocietyrsquo was passed by Parliament vide the MalaysianRed Cross Society (Incorporation) Act 1965

In 1975 the Malaysian Parliament passed ldquotheMalaysian Red Cross Society (Change of Name) Act1975rdquo changing the name of the organization to itspresent name Malaysian Red Crescent Society Boththe Acts of Parliament were revised and updated in1995 and is today referred to as Act 540

PROFIL BULAN SABIT MERAHMALAYSIA

Bulan Sabit Merah Malaysia telah bermula padatahun 1948 sebagai sebuah Cawangan PersatuanPalang Merah British di Sabah dan Sarawak Setelahmencapai kemerdekaan anah Melayu pada tahun1957 Cawangan-Cawangan di Semenanjung anahMelayu telah bersatu sebagai Persatuan Palang MerahPersekutuan anah Melayu yang kemudiannya telahdiperbadankan mengikut perlembagaan sebagai

Persatuan Palang Merah Persekutuan anah Melayu(diperbadankan) Akta 1962

Bulan Sabit Merah Malaysia telah menerimapengiktirafan rasmi sebagai Persatuan Kebangsaanyang merdeka daripada Jawatankuasa AntarabangsaPalang Merah (ICRC) pada 4hb Julai 1963 dan telahditerima sebagai Anggota Persekutuan Antarabangsa

Persatuan-Persatuan Palang Merah dan Bulan SabitMerah (IFRC) pada 24hb Ogos 1963

Dengan tertubuhnya Persekutuan Malaysia pada16 September 1963 Akta untuk memperbadankanPersatuan Palang Merah Persekutuan anah Melayudan Cawangan Persatuan Palang Merah British diSabah dan Sarawak di bawah nama ldquoPersatuan Palang

Te Malaysian Red Crescent is presently one of 189National Societies worldwide that are members ofthe International Federation of Red Cross and RedCrescent Societies (International Federation) whichtogether with the International Committee of the RedCross (ICRC) are components of the InternationalRed Cross and Red Crescent Movement (Movement ) At the International Conference of the Red Cross andRed Crescent in 2007 States Parties to the GenevaConventions including Malaysia agreed that NationalSocieties in their countries shall be auxiliaries tothe public authorities in the humanitarian field toovercome humanitarian issues during crisis and peacetime in accordance with the Fundamental Principles ofthe Movement and guided by strategic plans

Te work of the Red Cross and Red Crescent isinspired by the fundamental principles of humanityimpartiality neutrality independence voluntary

service unity and universality Tese principles areunderpinned by shared values ndash relating to peopleintegrity partnership diversity leadership andinnovation ndash that guide its work

Te Red Cross and Red Crescent emblems areuniversally recognised trusted and legally protectedsymbols of the Movement Te work of the Red Cross

and Red Crescent is carried out by a network of electedofficials volunteers staff and members

Pada tahun 1975 Parlimen Malaysia telah meluluskanldquoPersatuan Palang Merah (Pertukaran Nama) Akta1975rdquo pertukaran nama organisasi kepada namamasakini Persatuan Bulan Sabit Merah Malaysia Kedua-dua Akta Parlimen telah dikaji semula dandikemaskini dan hari ini dirujukkan kepada Akta 540

Bulan Sabit Merah Malaysia buat masa ini adalah salahsebuah daripada 186 Persatuan-Persatuan Kebangsaandi seluruh dunia yang menganggotai Persekutuan

Antarabangsa Persatuan-Persatuan Palang Merahdan Bulan Sabit Merah (Persekutuan Antarabangsa) yang mana bersama-sama dengan Jawatankuasa Antarabangsa Palang Merah (ICRC) merupakankomponen-komponen Pergerakan Palang Merahdan Bulan Sabit Merah Antarabangsa Pergerakandidalam Perundangan Antarabangsa Palang Merahdan Bulan Sabit Merah tahun 2007 negara berkaitanldquoStates Partiesrdquo dengan Konvensyen Geneva termasuk

Malaysia bersetuju bahawa Persatuan-PersatuanKebangsaan disetiap negara adalah ldquoauxiliaryrdquo kepadapihak berkuasa didalam arena kemanusiaan bagimenangani isu-isu kemanusiaan semasa berlakunyakrisis dan sewaktu aman berdasarkan Prinsip-Prinsip Asas Pergerakan dan dipandu oleh pelan strategik

Te organization of the Malaysian Red Crescent comprises the National Council being its supremebody delegating the management of its affairs tothe National Executive Board (Governing Board)Branches and Chapters are established correspondingto States Districts and selected tertiary educationalinstitutions Generally the activities of the MalaysianRed Crescent are carried out by volunteers organizedunder its subsidiary units namely Red Crescent Links inprimary schools the Junior Red Crescent in secondaryschools and Voluntary Aid Detachments (VADs) orHealth and Social Services Groups (HSS) for membersabove 18 years old Te Malaysian Red Crescent has16 Branches and 150 Chapters throughout the Nation

Khidmat Sosial (KKS) kepada ahli-ahli yang berumur18 tahun keatas Bulan Sabit Merah Malaysiamempunyai 16 Cawangan dan 150 Cabang diseluruhNegara

Sejak penubuhannya sehingga sekarang BSMMtelah menjangkau usia 66 tahun di mana sudahdi kira usia terlalu matang Saya yakin dengankerjasama daripada Persekutuan Palang Merahdan Bulan Sabit Merah Antarabangsa (IFRC)dan Jawatankuasa Palang Merah dan Bulan Sabit Antarabangsa (ICRC) BSMM akanterus mengorak langkah memenuhi

keperluan masyarakat yang memerlukanbantuan berteraskan pengamalanprinsip kemanusian Saya yakin dengankerjasama yang terjalin BSMM akanterus kukuh dan meneruskan perananmemberi bantuan kemanusian samadadi peringkat negara dan antarabangsa

ahun 2014 menyaksikan banjir terburuk yangmelanda Pantai imur khususnya Kelantanerengganu dan Pahang dan Kelantan merupakannegeri yang paling teruk terjejas Bergerak pantas BSMIbu Pejabat Kebangsaan telah menghantar kakitangandan sukarelawan BSMM ke negeri Pantai imur untukmemberi bantuan menyelamat makanan pakaian dan

rawatan kesihatan dengan bantuan dan koordinasidaripada Majlis Keselamatan Negeri (MKN) bersamaagensi lain dan juga cawangan-cawangan yang terlibat

Walaupun kekangan kewangan merupakan cabaranutama kita saya berharap kita akan dapat mencarialternatif untuk menambah dana yang sedia ada untukterus aktif membantu mengurangkan kesengsaraan

masyarakat yang di landa musibah

Coming a long way since its inceptionthe MRC has now reached the mediumage of 66 years I believe that withthe cooperation of the International

Federation of Red Cross and RedCrescent Societies (IFRC) as well as theInternational Committee of Red Cross

and Red Crescent (ICRC) the MRC

will continue to move forward tomeet the basic needs of all people whose requiring assistance basedon fundamental principles ofhumanity I am confident that withsuch cooperation the MRC shall

remain strong and continue to provide humanitarianassistance both at national and international levels

In 2014 the floods hit the east coast especially inKelantan erengganu and Pahang Kelantan wasthe worst affected by the flood Galvanised to moveforward the MRC at the National level sent staff and volunteers to the East Coast to provide rescueassistance food clothing and health care with the helpand coordination from the National Security Council(NSC) together with other relevant agencies andbranches Despite the fact that financial constraints constantlypose a major challenge to us I am confident that we would be able to find alternative means to increaseavailable funds to enable us to actively assist in

alleviating the plight of the communities affected

Kita juga sepatutnya memantapkan lagi kekuatanpentadbiran dengan mempunyai kakitangan yangserba boleh dan berpengetahuan agar dapat memberiperkhidmatan dengan lebih berkualiti dan mempunyainilai-nilai moral berdasarkan prinsip kemanusian

Saya berharap kita dapat meramaikan lagi golonganbelia lepasan sekolah untuk menyertai BSMM sebagaisukarelawan di mana merupakan satu cabaran kepadakita bagaimana untuk menimbulkan kesedaran kepadamasyarakat luar khususnya belia-belia tentang peranan

BSMM untuk memudahkan mereka mengenali peranankita dan seterusnya dapat menyertai BSMM Sayayakin kita boleh bersama ndashsama membuat perubahanberkongsi aspirasi demi memikul tanggungjawab yangdi amanahkan untuk kepentingan kemanusian sejagat

Saya mengambil kesempatan ini untuk merakamkanpenghargaan saya kepada ahli-ahli Majlis Kebangsaan

19-20 September 2014 ndash Perkhidmatan AmbulanceBSMM telah terlibat didalam EX-SORM XIII di

KLCC Latihan Simulasi tersebut telah dianjurkanoleh Jabatan Bomba amp Penyelamat dan MajlisKeselamatan Negara (MKN) Latihan tersebut jugamelibatkan semua agensi utama dalam Arahan No 20MKN BSMM telah menghantar 4 buah ambulansserta dengan 8 orang paramedik 15 sukarelawanambulans dan 6 orang kakitangan MedSARev dariUnit Pasukan Gerak Cepat atau RDS

1863 An International Conference met in Geneva to try and find means of remedying the ineffectiveness of army

medical services in the field It adopted a red cross on a white ground as the distinctive sign for relief societiesfor wounded soldiers - the future National Red Cross and Red Crescent Societies1864Te first-ever Geneva Convention was adopted the red cross on a white ground was officially recognized asthe distinctive sign of the medical services of armed forces

1876During the Russo-urkish war fought in the Balkans the Ottoman Empire decided to use a red crescenton a white ground in place of the red cross Egypt also opted for the red crescent and Persia subsequently

chose a red lion and sun on a white ground Tese States made reservations to the Conventions and theirexceptional signs were then written into the 1929 Conventions

1949 Article 38 of the First Geneva Convention of 1949 confirmed the emblems of the red cross the red crescentand the red lion and sun on a white ground as the protective signs for army medical services It thus excludedthe use of any exceptional sign other than the red crescent and the red lion and sun1980Te Islamic Republic of Iran decided to give up the red lion and sun to use the red crescent in its place

2005Te International Red Cross and Red Crescent Movement announced the additional emblem known asthe Red Crystal alongside the red cross and red crescent recognized in the Geneva Convention Te RedCrystal emblem appears as a red frame in the shape of a square on edge on a white background provides acomprehensive and lasting solution to the emblem question and is free from any religious political or otherconnotation2007 (14 Jan)Te Tird Additional Protocol to the 1949 Geneva Conventions enters into force Te red crystal has the

same status under international law as the red cross and red crescent emblems

2009 (30 Jun)Tere are 152 national Red Cross societies and 33 national Red Crescent societies in the world One morenational society adopting the Red Crystal emblem

With the recognition of one more national Red Crescent society in 2011 and two more national Red Crosssocieties in 2013 there are currently 154 national Red Cross societies 34 national Red Crescent societiesand one national Red Crystal society bringing the total number of National Societies worldwide to 189
